DESCRIPTION: Environmental (SEPA) Review for the following docket items amending the
City of Renton Title IV Development Regulations:
1. 0-55 Animal Provisions -Clarify City code so residents in areas that annex to the Clty are allowed to continue
to keep animals that would be considered non-conforming In Renton, but were legal in King County, after the
area annexes. It additionally proposes to ensure that the non-conformity is not transferable to future owners
of the property.
2. D-57 Political Signs -Evaluate sign regulatlons to make consistent the square footage requirement for political
signage. Additionally, provisions for monetary penalties are proposed for candidates if political signage is not
removed within ten days following an election.
3. D-58 Adult Entertainment -Amend Title IV to supplement code section RMC 4-3-010. Specifically,
establishments would be required to maintain at least a 1,000 foot separation and would not be able to share
the same street frontage of any other Adult Retail and Entertainment establlshment. Additionaly, the
amendment would address adverse secondary effects caused by the location of Adult Retail and
Entertainment establishments along major transportation corridors and where school age uses are
anticipated.
4. 0-59 Inactive land Use Applications -Amend Title IV to allow for the inactive land use applications ("on hold"
applications) to expire or become null and void after official notice has been provided to the project applicant
and ample time has been provided to reactivate such project.
5. D-60 Hearing Examiner Site Visits -Clarify that the Examiner is allowed to make site visits in review of projects
and appeals. Establish applicable procedures for visits.
6. D-61 Construction ~md Security Fencing -For temporary fencing and barriers around construction sites and
vacant properties, create screens with arts, natural, or Renton themed visuals to mitigate unsightly views in
the most visited areas of the City.
7. D-62 Extension Approvals -Remove a section of the Code that allowed for extension of land use decisions for
an additional two years, as It had a sunset date of December 31, 2010.
8. D-63 Center Downtown Zone -This housekeeping amendment replaces the term "Downtown Core" with
"Center Downtown Zone" In sections of the Renton Municipal Code where it is still used.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITTEE (ERC) HAS DETERMINED THAT THE PROPOSED
ACTION DOES NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on April 8, 2011.
Appeals must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055
South Grady Way, Renton, WA 98057. Appeals to the Examiner are governed by City of Renton Municlpal

1. D-55 Animal Provisions -This item proposes to clarify City code so that residents in areas that
annex to the City are allowed to continue to keep animals that would be considered non-
conforming in Renton, but were legal in King County, after the area annexes. It additionally
proposes to ensure that the non-conformity is not transferable to future owners of the
property.
2. D-57 Political Signs -Evaluate sign regulations to make consistent the square footage
requirement for political signage. Additionally, provisions for monetary penalties are proposed
for candidates if political signage is not removed within ten days following an election.
3. D-58 Adult Entertainment -Amend Title IV to supplement code section RMC 4-3-010.
Specifically, establishments would be required to maintain at least a 1,000 foot separation and
would not be able to share the same street frontage of any other Adult Retail and
Entertainment establishment. Additionaly, the amendment would address adverse secondary
effects caused by the location of Adult Retail and Entertainment establishments along major
transportation corridors and where school age uses are anticipated.
4. D-59 Inactive Land Use Applications -Amend Title IV to allow for the inactive land use
applications ("on hold" applications) to expire or become null and void after official notice has
been provided to the project applicant and ample time has been provided to reactivate such
project.
5. D-60 Hearing Examiner Site Visits -Clarify that the Examiner is allowed to make site visits in
review of projects and appeals. Establish applicable procedures for visits.
6. D-61 Construction and Security Fencing -For temporary fencing and barriers around
construction sites and vacant properties, create screens with arts, natural, or Renton themed
visuals to mitigate unsightly views in the most visited areas of the City.
7. D-62 Extension Approvals -Remove a section of the Code that allowed for extension of land
use decisions for an additional two years, as it had a sunset date of December 31, 2010.
8. D-63 Center Downtown Zone -This housekeeping amendment replaces the term "Downtown
Core" with "Center Downtown Zone" in sections of the Renton Municipal Code where it is still
used.
9. D-64 SEPA Mitigation Conditions -Reference State Law (RCW) within Renton Municipal Code
to ensure that it is clear that an appeal of a State Environmental Policy Act (SEPA) mitigation
condition must be combined with the appeal of a specific governmental approval.

Descriptions for each item amending Title IV Development Regulations:
1. D-55 Animal Provisions -This item proposes to clarify City code so that residents in
areas that annex to the City are allowed to continue to keep animals that would be
considered non-conforming in Renton, but were legal in King County, after the area
annexes. It additionally proposes to ensure that the non-conformity is not
transferable to future owners ofthe property.

consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
