# 5 Project Narrative
Response #1 Verizon is filing the attached Master Use Application for Conditional Use Permit (CUP)
regarding the Verizon wireless proposal at 231 Burnett Ave N. on property owned by the Pacific
Northwest Regional Council of Carpenters (Carpenters Union) referenced as Verizon site SEA Logan Ave.
Verizon proposes a raw land Wireless Communications Facility (WCF) to a tower height of 60’. There are
6 panel antennas and 1 microwave dish proposed, 6 Remote Radio Units (RRUs) and 1 OVP box (surge
protector) proposed on the tower. Hybrid cables are proposed to run inside the tower to the antennas
from the equipment cabinets.
The proposed “monopine” structure will have branches and needles that will camouflage the antennas
with textured exterior of the tower to replicate tree bark appearance. The antennas and ancillary tower
equipment will be painted a dark color to be non-reflective and to be integrated into the structure. The
use of short standoffs will keep antennas closer to the tower than traditional standoffs.
The proposed cabinets at the base of the structure are for housing of electronic equipment associated
with the WCF. In addition, there are other equipment cabinets proposed for back up batteries and a
small diesel emergency backup power generator, all inside the WCF fenced compound approximately
15’ x 20’ in size. An 8’ tall chain link fence with opaque screening is proposed for security of the facility
and to screen the base of the tower and ground equipment. (See Plans)
Response #2 Per Pre-Application meetings and scoping with City of Renton staff, the proposal will
require a CUP, Building Permit, and Electrical Permit for the project.
Response # 3 The subject property is zoned Urban Center (UC)
The property to the North is zoned UC.
The property to the West is zoned UC.
The property to the South is zoned R 10.
The properties to the East are zoned R 6.

Response #4 The use of the subject property if a Union Hall used for office & administrative, training
and meeting purposes for union members.
Response #5 There are no identified special site features in commercially zoned property.
Response #6 The site is flat, used mostly for parking and office buildings, and is not subject to
drainage issues as a built environment in a commercial zone.
Response #7 The site is not subject to plat, subdivision, or lot adjustment of record.
Response #8 The project does not include or require any off-site improvements or change to public
improvements on the property or adjacent properties.
Response #9 The current Project valuation is estimated at $ 46,000.00.
Response # 10 The project excavation envelope for the proposed tower and associated compound is
approximately 300 square feet with an estimated depth of 1 foot for the construction of concrete slabs
for anchorage of ground based equipment. Proposed excavation of a drilled pier foundation for the
tower is estimated at 6’ x 6’ by 20’ depth. As a result, estimated excavation volumes are: 11 cy for
clearing. and 25 Cy for excavation of tower foundation for a total project estimated volume of 36 CY.
The fill is predominately concrete with rebar for the tower foundation and concrete slabs and
approximately 5-6 cy in gravel.
Response # 11 No trees will be removed or affected.
Response # 12 No lands are proposed or required to be dedicated to the City.
Response # 13 No proposed job shacks, sales trailers, and or model homes are proposed or required.
Response # 14 Verizon proposes a reduction in tower setbacks and has requested a letter from a 3rd
party Professional Engineer regarding the request.
Responses # 15 & 16 The site is not within 100’ of stream or wetland or within 200’ of Cedar River.
