Project Summary: The applicant is requesting an Environmental Threshold Determination (SEPA) for the
installation of a concealed wireless communications facility (WCF) on the rooftop of an
existing 2-story commercial office building located at 2003 Maple Valley Hwy (Parcel
#1723059103). The subject parcel is 1.87 acres in size and has a zoning designation of
COR, Commercial-Office-Residential, in addition to an Urban Design District C overlay.
The parcel has a Comprehensive Plan Land Use designation of Commercial-Office-
Residential. All exterior equipment associated with the WCF would be entirely
concealed within two, eight-foot tall enclosures that match the architectural style of the
existing building. The applicant has proposed locating the associating equipment
cabinet inside of a room on the first floor of the existing building. Critical areas mapped
on-site include a high seismic hazard area, protected slopes, a special flood hazard area,
and a Wellhead Protection Area Zone 1. The site is located within the Cedar River Reach
C Regulated Shoreline area with a designation of Shoreline High Intensity. The applicant
has not proposed the increase of impervious surface coverage or the removal of any
trees or vegetation on the site.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant is requesting Environmental (SEPA) Review to construct an unmanned Wireless Communications Facility
(WCF) on the rooftop of an existing two-story commercial building. The antennas would be installed behind two, 24
square foot enclosures approximately eight feet in height. The enclosures would be made of RF-porous panels and
would be painted to match the existing building façade. The associated cabinet equipment would be installed inside
of the building on the first floor and connected to the exterior of the antennas via cabling contained within a covered
exterior chase painted to match the façade. The project would not result in any ground disturbance, building footprint
change, or increase in impervious surface coverage.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts
that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day Appeal Period.

D. Environmental Impacts
The proposal was circulated and reviewed by various city departments and divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with
the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable
impacts:
1. Water
Impacts: The subject site is located along Reach C of the Cedar River, a regulated shoreline. The landward
area where the proposed work would occur is designated as Shoreline High Intensity. The existing two-story
office building on the site has a footprint of 4,050 sq. ft. and is located approximately 55 feet from the
Ordinary High Water Mark (OHWM) at its closest point. The shoreline adjacent to the site is not in a natural
state and has been heavily altered through the installation of riprap and various other shoreline armoring
materials.
The applicant has not proposed an increase in either the footprint of the existing building or impervious
coverage on the site as part of the proposed WCF installation. Due to the proposed location of the WCF on
an existing building, the project is not expected to cause any temporary or permanent impacts on the Cedar
River or adjacent upland area.

appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing
together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057, on
or before 5:00 p.m. on February 16, 2018. RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the City Clerk’s Office, Renton City Hall – 7th Floor,

The City of Renton is required by the Washington State Department of Ecology to track and evaluate the effectiveness of
the Shoreline Master Program at achieving no net loss of shoreline ecological functions with respect to shoreline
projects. The City will use shoreline development tracking information to prepare a Shoreline Master Program report
every eight years to comply with the Shoreline Management Act requirements.

Project: SEA Classics - Verizon
Project Location: 2003 Maple Valley Highway

Proposal:
Verizon is proposing to construct an unmanned telecommunications facility on the rooftop of an existing
two-story commercial office building. The existing parking lots will be utilized for construction staging
and execution.
Construction Dates:
Current forecast is for work to occur approximately between 7/17/18-8/14/18.
Hours/Days of Operation:
The wireless site will be on-air 24/7, once constructed. It is a passive use, and unstaffed except for an
occasional technician visit, 1-2x per month on average.
Proposed Hauling/Transportation Routes:
The construction access will be via the existing driveways leading to the property, from Maple Valley
Highway. Construction debris will be minimal, as the proposed project is the installation of wireless
equipment on a rooftop, not building demolition. Off-site warehousing locations for the proposed
wireless equipment and shroud materials is TBD, as is the contractor assignment.
Measures to Minimize Construction Impacts:
The project is of short duration and is not anticipated to generate mud, erosion, or substantial noise that
would impact adjacent properties. The construction will most likely occur on weekends or in the evening
to minimize impact on the existing building tenants, preserve tenant parking in the on-site parking lot,
and minimize impact on the Maple Valley Highway commuting hours.
Construction Hours:
Due to the presence of existing business tenants at the property, the construction will most likely be
scheduled for the weekends and/or evenings after business hours. Hours are expected to be subject to
City input regarding noise ordinances and project approval conditions. Weekend and evening
construction hours are not expected to impact adjacent property uses.

Traffic Control:
The location of the construction is not in right-of-way, and is more than 15 feet from the edge of the
roadway. Staging and parking for construction machinery and vehicles will be in the parking lot adjacent
