NARRATIVE
23-7885
On 07/10/2023 at approximately 1532 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of Bronson Way North and Houser Way North, within the City
Limits of Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I collected each involved party's driving information and their
independent recollection of the incident.
The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling northbound on
Houser Way N approaching the intersection of Bronson Way N in lane 4 of 4. The driver of Unit#1
stated she saw the green traffic light for lanes 1-3 of 4 to make an eastbound turn onto Bronson Way
N, however it should be noted that lane 4 is its own controlled traffic lane. The driver of Unit#1 stated
she believed her lane of travel had a green light because the other parallel lanes of travel had a green
light. The driver of Unit#1 stated that she proceeded northbound through the intersection in lane 4 of
4 with the intent to continue north onto Houser Way N. While continuing through the intersection, both
Unit#1 and Unit#2 collided in the intersection causing significant damage to the rear axle and rear
fender on the passenger side of Unit#1.
The driver of Unit#2 said she and her adult passenger were traveling westbound on Bronson Way N
approaching the intersection of Houser/Factory Way/Ave N in lane 1 of 2. The driver of Unit#2 stated
she was intending to continue west on Bronson Way N. The driver of Unit#2 stated that the traffic
light was green, and had been green, for her lane of travel and therefore she continued through the
intersection. As Unit#2 entered the intersection, the driver of Unit#2 stated that Unit#1 had pulled
out into the intersection from the south and that she was unable to avoid collision subsequently
contacting the rear passenger side of Unit#1 with the front of her vehicle causing moderate damage
to the front of Unit#2.
An independent witnesses, identified as JEREMY KLETZMAYER, confirmed that Unit#2 did in fact
have a green light for her direction of travel and that Unit#1 came through the intersection against the
red light indicated for Unit#1's direction of travel. I checked the traffic camera at the intersection but
confirmed the camera was pointed towards Maple Valley Highway and not at the collision scene at
the time of incident.
Based on the above statements, I determined that the driver of Unit#1 (Navarro) was the
predominant factor for the collision as Navarro was not paying attention to the traffic control device for
his lane of travel causing a collision.
I cited the driver of Unit#1 by mail for failure to obey a traffic control legend (RCW 46.61.055(3A))
and for Operating a Motor Vehicle without Insurance as Navarro was unable to produce proof of
insurance and admitted to not having an active insurance policy.
Unit#1 had to be impounded due to significant damage which was arranged through a private tow.
Unit#2 was able to be driven away without further incident. An exchange of information was provided
to all involved parties.
