Dear Mr. Mai:
The City of Renton received your request of April 5, 2011 for a modification from the
Urban Design District `D' Sign Regulations for the proposed wall signage for Laseez Rasoi
Neighborhood Family'Restaurant located at 4004 NE 4t" Street, #102 (Exhibit 1). The
subject site is located in the CA zone and Urban Design District V. Signage is subject to
the Urban Design District'D' Sign Regulations (RMC 4-3-100E.6 and 4-4-100G.4-8). The
following summarizes your request, analysis, and decision.
Summary of Request
Mr. Mai, representing the restaurant owner, has requested a modification from RMC 4-
4-100G.5.c to be permitted to install one illuminated wall sign which is comprised of two
back -lit cabinets (Exhibit 2). RMC 4-4-100G.5'.c prohibits back -lit signs with letters or
graphics,on a plastic sheet (can signs or illuminated cabinet signs). Exceptions are back-
lit logo signs less than 10 square feet and signs with only the individual letters back -lit.
The upper back -lit cabinet, which shows the name of the business, Laseez Rasa!, while
not comprised of individual back -lit letters, mimics the shape of each letter. The lower
back -lit cabinet indicates the type of business, Neighborhood Restaurant. While this
lower part of the sign is not a logo sign, it is less than 10 square feet but, it does not
mimic the shape of the individual. letters.
Analysis
The subject site is zoned Commercial Arterial (CA) and.is located within Urban Design
District V. RMC Section 4-4-100F allows the Planning Director to grant modifications
from the. min imum standards of the design regulations subject.to the following'
requirements;

Dear Mr. Mair
The City of Renton received your request of April 5, 2011 for a modification from the
Urban Design District 'D' Sign Regulations for the proposed wall signage for Lazeez Rasoi
Neighborhood Family Restaurant located -at 4004 NE 4th Street,'#102 (Exhibit 1). The
subject site -is located in the CA.zone and Urban Design District V. Signage is subject -to
the Urban Design District'D' Sign. Regulations (RMC 4-3-100E.6 and 4-4-100G.4-8). The
following summarizes -your request; Staff's analysis; and the decision.
Summary of Request

Analysis
The subject -site is zoned Commercial Arterial (CA) and is located within Urban Design
District `D'. RMC Section 4-4-10OF allows the Planning Director to grant modifications
from the minimum.standards of the design regulation's subject to the following
requirements:

1. The project as a whole meets the intent of the minimum standards and guidelines
in subsections E1, E2, E3, E4, E5, E6, and E7 of the design regulations;
2. The requested modificatlon'rrieets the intent and guidelines of the applicable
designstondard;
3. The modification will not have a detrimental effect on nearby properties and the.
City as a whole,
4. The deviation manifests.high quality design; and
5. The modification will enhance the pedestrian environment. on the abutting
and/or adjacent streets and/or pathways.
If the.Planning Director determines that the intent of the proposed sign accomplishes
the requirements above, the Planning Director may grant a modification request
provided the proposed sign also meets all of the following criteria (RMC 4-9-250D.2):
a. Substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Land Use Element and the Community Design Element and
the proposed modification is the minimum adjustment necessary to implement
these policies and objectives,
b. Will meet the objectives and safety; function, appearance, environmental
protection and maintainability intended by the Code requirements, based upon
sound engineering judgment,
C. Will not be injurious to other property(ies) in the vicinity;
d. Conforms to the intent and purpose of the Code,
e. Can be shown to be justified and required for the use and situation intended, and
f. Will not create adverse impacts to other property(ies) in the vicinity.
The proposal meets the requirements of RMC 4-4-10OF in that it meets the, intent of the
minimum standards and guidelines of the design regulations; it meets the intent and
guidelines of the applicable design standard; it will not have a detrimental effect on
nearby properties and the City as a whole; the deviation manifests high quality design;
and, it will enhance the pedestrian environment on the abutting and/or adjacent streets'
and/or pathways. The.proposal also meets RMC 4-9-250D.2. a — f, in that it substantially
implements the policy direction of the Comprehensive Plan; it meets the objectives and".
safety, function, appearance environmental protection and maintainability intended by
Code requirements; it will not be injurious to other properties in the,vicinity; it conforms
to the'intent and purpose of the.Code; it can be shown to be.justified and.required for
the situation intended;. and, it will not create adverse impacts -to other properties:in.the
vicinity.
Decision
The requested modification from the City Center Sign Regulations, RMC 4-3-100E.6 and
.4-4-100G.4 — 8, is approved.-
. -The decision to approve the proposed modification is subject to a fourteen (14) day
appeal period.from the date of this letter.
Within 14 -days of the effective date.of decision, any party may request reconsideration
that a decision may be reopened by the Administrator (Decision -.maker). The
Administrator (Decision -maker) may -modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was .
misrepresentation.of fact. After review of•the reconsideration request, if the
• Administrator (Decision-maker)finds sufficient evidence to amend the original decision,
there will be no further extension of the appeal period. Any person wishing to take
.further action must file a formal appeal within the 14 -day appeal timeframe with the
Renton City Clerk's office, Renton City Hall -7th Floor, (425) 430-6510.
The decision to approve the proposed modification will become final if not appealed in
writing to the Hearing Examiner on or before 5:00 pm, April 21, 2011. Additional
information regarding the appeal process -may be obtained from the Renton City Clerk's
.office,. Renton City Hall -7th Floor, (425) 430-5510. Appeals must be'filed in writing,
together with the required fee to: Hearing Examiner, City. of Renton, 1055 South -Grady
Way, Renton, WA 98057: If you have questions regarding this correspondence, feel

I am writing you this letter to request for a Sign Modification of the sign permit
above.
The proposed signage included 2 parts the name: LAZEEZ RASOI and the
NEIGHBORHOOD RESTAURANT.
If per city codes allow only the name to be existed then people will not know what
is it and/or what services they are providing.
Sign has been landlord approved and made, and the grand open is coming soon,
therefore, please allow this sign to be modified so they can be open for the
business.
