STORM SYSTEM PROJECT
Project Purpose and Scope
The Lake Ave. S / Rainier Ave. S Storm System project will remove an old deteriorating storm water
system and install a new larger system to improve the storm system capacity in the area. The city will
replace the existing 24 -inch pipe with a new 30- to 36 -inch system, increasing the volume of water
that can be carried by the storm system and reducing the risk of flooding to the surrounding area.
Construction is expected to begin in July 2011 and last about four months, ending in November 2011.
Some parking spaces in the business parking lots will be temporarily restricted during construction.
The city plans to install about 60 percent of the new pipe by auger boring under the existing parking
lots. The auger boring method of construction will reduce the disturbance to the parking lots, reduce
the amount of soil excavated, and reduce the number of truck trips needed to haul excavated soil away.
The city will work closely with business owners to minimize the impact of construction as much as
possible. Access to local driveways will be maintained, except when construction actually needs to
cross a driveway. Weekend work is not expected.
Project Improvements
The planned improvements to the Lake Ave. S and Rainier Ave. S Storm System include:
• Removing and abandoning the old 24 -inch storm system pipe that is in poor structural condition.
• Installing approximately 650 linear feet of new 30- to 36 -inch pipe and eight new Type 2 catch basins.
• Properly disposing of any contaminated soil and/or groundwater found during excavations.
• Restoring any landscaping vegetation removed during construction with similar plant species.
• Upon completion of the project, restoring all areas disturbed by construction.
Project Timeline and Construction Schedule
The approximate timeline and construction schedule for the project is as follows:
• Construction expected to begin in July 2011 and last through November 2011.
• Construction hours of operation will be Monday through Friday, 7 a.m. to 5 p.m.
• Construction work on weekends is not anticipated; however, if work on weekends becomes necessary
businesses will be notified by the city project manager.

the Contaminated Soils and Groundwater Report, Lake Avenue South Storm System Project, dated March
2011, and prepared by Parametrix.
3. The applicant shall comply with the recommendations of Hydrologic and Hydraulic Report, Lake Avenue
South Storm System Project, dated February 2011, and prepared by Parametrix.
4. The applicant shall comply with the recommendations delineated in the Archeological Resource
Assessment for the City of Renton Lake Avenue South Storm System Project, King County, Washington,
dated July 12, 2010, and prepared by Historical Research Associates for Parametrix.

Fire:

The City of Renton Environmental Review Committee has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under
their authority of Section 4-6-6 Renton Municipal Code. These conditions are necessary to mitigate environmental
impacts identified during the environmental review process.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on June 3, 2011. Appeals
must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110.8.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The Lake Ave S / Rainier Ave S Storm System project involves constructing a new storm water system from
the northeast corner of Rainier Ave S/S 3rd St to the northeast, across the Walker Subaru Used Car and
Safeway parking lots, to just south of the intersection of Lake Ave S and S 2nd St. The new storm system
will cross part of the Seattle Public Utilities property parking lot where the 66-, 60-, and 55 -inch water
mains are located. Construction may start about July 12th and last through November 25, 2011.
The Lake Ave S / Rainier Ave S Storm System project site is located in the 60 -foot wide vacated Lake Ave S
right-of-way (ROW). The Lake Ave S ROW was vacated by City Ordinance 4640 on October 28, 1996 and
City Ordinance 4714 on April 6, 1998. The City retained an easement over the vacated ROW for utility and
related purposes.
The purpose of the project is to replace the existing 24 -inch storm system pipe that runs through the area
and is in poor physical condition. The new storm system will consist of approximately 650 linear feet of a
30- to 36 -inch pipe. Eight new Type 2 catch basins will be installed.
Construction will be performed by a combination of open trenching and boring. Two temporary boring
pits and two temporary receiving pits will be used and most of the existing 24 -inch pipe,will be abandoned
ion place. Approximately 220 linear feet of open trenching will be performed. About 110 linear feet of
open trenching will be needed at the southwest corner of the Subaru Used Car Lot, about 80 feet of open
trenching in the Safeway parking lot, and about 30 feet of open trenching on the Seattle Public Utilities
property.
About 430 linear feet of the new pipe system will be installed in a steel casing bored under the parking
lots. Three boring pits about 20 feet wide and 40 feet long will be installed, one in the Subaru Used Car
parking lot and two in the Safeway parking lot, for the boring machinery. Several smaller pits about 10
feet square will be installed on the Safeway property for the receiving end of the boring, and for installing
new catch basins. Steel sheet piles will be driven to provide soil support for the boring pits.
Backfill for open trenches and boring pits will be obtained from material excavated from the site, if
suitable, or from gravel backfill obtained from a local gravel pit. Approximately 1000 to 1400 cubic yards
of soil may be needed for backfill.
Excavations will be about 12 to 13 feet deep, and may be 2 to 4 feet below the groundwater table.
Groundwater wells will be installed along the new pipe route to provide dewatering for excavations, and
for pipe boring. Sumps and pumps may be used to help dewater excavations, if needed. Throughout
construction Baker tanks or other types of holding tanks will be used for groundwater storage and
settlement prior to discharge.
Approximately 156 parking spaces may be temporarily eliminated during the estimated 4 % month
construction. The Subaru Used Car Lot may lose 32 spaces, the Safeway parking lot may lose 100 spaces,
Taco Time may lose 5 spaces, and the Seattle Public Utilities parking lot may lose 19 spaces.
The total construction area will be approximately 38,000 square feet. This total area includes the actual
excavation area as well as areas that will be fenced off and used for storage, staging, and contractor work
areas. The fenced off areas will be approximately 50 feet wide by 100 to 200 feet in length.
Approximately in the middle of the work area in the Safeway parking lot the fenced off area will be

approximately 110 feet by 170 feet. The actual excavation area for the temporary boring pits and new
storm system will be approximately 4,900 square feet. The parking spaces would be fenced off and used
for construction access, excavations, material stockpiles, and equipment storage. Not all parking spaces
would be closed at one time. In some areas parking spaces would be closed at the start of construction,
and some of them may be reopened after construction is finished in that area. In other areas parking
spaces would be closed only when construction reached that area. All parking spaces would be reopened
at the end of the project.
The properties are zoned CA, Commercial Arterial. The project site and adjacent properties are used for
commercial'businesses and their parking lots. The majority of the project area consists of asphalt paved
parking lots. All drainage from the project site goes to onsite storm systems, which connect to the existing
24 -inch storm system.
The underlying soils consist of about 10 feet of fill (silty sand with gravel), and 10 to 20 feet of a native
sand and gravel mix. Part of the site is located in a Geologic Hazard Area shown on the City maps as
seismic: liquefaction.
The Subaru Used Car Lot property and part of the Safeway property both contained gasoline service
stations in the past. Leaking petroleum from the service stations contaminated the soil and groundwater..
The buried gasoline storage tanks and some of the petroleum contaminated soils were removed as part of
site cleanup required by the Washington State Department of Ecology. Low levels of petroleum
contaminated soil and groundwater remain in some areas, and may be encountered in excavations in
those areas.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS -M with a 14 -day Appeal Period.
B. Mitigation Measures
1. The applicant shall comply with all of the recommendations in the Report of Geotechnical
investigation, Lake Ave. S. Storm System Project, Renton, WA, dated February 10, 2011, and
prepared by S & EE regarding seismic conditions and hazards.
2. The applicant shall comply with the Contaminated Soil and Groundwater Management Plan
contained in the Contaminated Soils and Groundwater Report, Lake Avenue South Storm
System Project, dated March 2011, and prepared by Parametrix.
3. The applicant shall comply with the recommendations of Hydrologic and Hydraulic Report,
Lake Avenue South Storm System Project, dated February 2011, and prepared by
Parametrix.
4. The applicant shall comply with the recommendations delineated in the Archeological

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: The subject site is relatively flat and is currently developed with parking lots for Walker
Renton Subaru Used Cars, Safeway, and Seattle Public Utilities. The applicant submitted a Report
of Geotechnical Investigation, Lake Ave. S. Storm System Project, Renton, WA, dated February 10,
2011, and prepared by Soil & Environmental Engineers, Inc. (S & EE). The report indicates that the
project site lies in the middle portion of the Puget lowlands, an elongated topographic and
structural depression filled with a complex sequence of glacial and non -glacial sediments that
overlie Tertiary bedrock. The drainage system is located within the pervious Black River channel
and this area is susceptible to liquefaction. Liquefaction can result in ground settlement or
heaving. Additionally, the report states that the Seattle Fault is the prominent active fault closest

to the project site. Subsurface soil conditions have been described in the geotechnical report.
From the surface to approximately 11.5 feet in depth the soil material consists of very loose to
medium dense silty sand, san, and gravel. Scattered organic material (burned ash) and trace debris
(glass) were encountered. Alluvium deposits are located at depths ranging between 15 and 41
feet. This alluvial material consists of medium dense to dense interbedded sand and gravel. An
organic silt layer was found at depths between 13 and 15 feet. Sandstone was found at depths 25
feet and lower. The sandstone material is fine grained and very hard. Furthermore the report
states that subsoils below the groundwater table and above bedrock or depth of 30 feet have a
high potential for liquefaction during and after strong earthquakes. The geotechnical report
recommends as a mitigation measure to cope with the liquefaction potential would be to perform
post -earthquake maintenance which would include damage assessment and repair if necessary.
The applicant also submitted a Contaminated Soils and Groundwater Report, take Avenue South
Storm System Project, dated March 2011, and prepared by Parametrix. As background research
Parametrix reviewed files at the Washington Department of Ecology (DOE) and discussed the
project with a representative of DOE in March 2010 to obtain information about former
underground fuel storage tank (LIST) leaks at locations of the current Safeway and Walker Renton
Subaru properties. Both of these properties are listed by DOE as sites of ongoing contamination
cleanup. Both sites were part of a Voluntary Cleanup Program and neither site was the subject of a
cleanup order by DOE or a restrictive covenant that requires DOE approval of any actions that could
affect existing soil and groundwater contamination. Any construction activities associated with the
Lake Avenue project that potentially involve contaminated soil or groundwater do not require DOE
approval, but they must comply with the DOE Model Toxics Control Act (MCTA) requirements. To
that end the contaminated soils and groundwater report presents a Contaminated Soil and
Groundwater Management Plan. Any petroleum contaminated soil encountered will be field
tested for petroleum levels. Samples may be taken to a laboratory for more detailed analysis, if
needed. Depending on the level of petroleum found, soil excavated from the site may be used as
backfill, taken to a landfill for disposal, or taken off site to a licensed incineration or soil disposal
site capable of accepting the material.
Staff recommends as a mitigation measure that the applicant comply with all recommendations
delineated in the Report of Geotechnical Investigation, Lake Ave. S. Storm System Project, Renton,
WA, dated February 10, 2011, and prepared by S & EE regarding seismic conditions and hazards or
use suitable alternatives approved by the consulting engineer. Staff further recommends that the
applicant comply with the Contaminated Soils and Groundwater Report, Lake Avenue South Storm
System Project, dated March 2011, and prepared by Parametrix or use suitable alternatives
approved by the consulting engineer.
Mitigation Measures:
1. The applicant shall comply with all of the recommendations in the Report of Geotechnical
Investigation, Lake Ave. S. Storm System Project, Renton, WA, dated February 10, 2011, and
prepared by S & EE regarding seismic conditions and hazards or use suitable alternatives
approved by the consulting engineer.

2. The applicant shall comply with the Contaminated Soil and Groundwater Management Plan
contained in the Contaminated Soils and Groundwater Report, Lake Avenue South Storm System
Project, dated March 2011, and prepared by Parametrix.
3. Water
a. Ground Water
Impacts: The Report of Geotechnical Investigation, Lake Ave. S. Storm System Project, Renton, WA,
dated February 10, 2011, and prepared by S & EE, submitted by the applicant discusses
groundwater conditions and recommendations for groundwater control during construction of the
proposed project. During exploration on March 3, 2010 groundwater was encountered at a depth
of 10 feet at several test boring locations. The same groundwater depth was measured in two
existing groundwater monitoring wells in the southern portion of the project area. It is anticipated
that groundwater depth in the project area would vary slightly depending seasonally and on
amounts of precipitation. Parametrix compiled estimates of soil permeability which are detailed in
the geotechnical report. Such permeability estimates were used to conclude that in order to
reduce groundwater flow during bore.and jack operations during project construction that a
concrete slab be poured at the subgrade and that this slab should be thick enough to resist uplift
pressure from the hydraulic head. The report also recommends dewatering along the pipe
alignment. Other recommendations regarding groundwater are contained in the conclusions and
recommendations in the general section, in the bare -and -jack section, in the construction
excavation section, in the subgrade stabilization and bedding section, and in the backfill section.
The applicant also submitted a Contaminated Soils and Groundwater Report, Lake Avenue South
Storm System Project, dated March 2011, and prepared by Parametrix. As background research
Parametrix reviewed files at the Washington Department of Ecology (DOE) and discussed the
project with a representative of DOE in March 2010 to obtain information about former

dispose of any petroleum contaminated groundwater in the sewer system. Groundwater will be
monitored and tested for petroleum contamination. Petroleum impacted groundwater will be
disposed of in the sewer system. Clean groundwater will be discharged to the existing storm
system. The City will obtain a permit from King County Metro Sewer to dispose of any petroleum

Mitigation Measures: (please see mitigation measures in the "1. Earth" section, above.
b. Storm Water
Impacts: The applicant submitted a Hydrologic and Hydraulic Report, Lake Avenue South Storm
System Project, dated February 2011, and prepared by Parametrix. The report states that flooding
has occurred in Lake Avenue South north of South 2"d Street. During intense or prolonged rainfall
in 2003 and 2007, the storm system in Lake Avenue South surcharged and water flooded the street
and overtopped the curbs. Some of the properties on the west and east sides of Lake
Avenue South were flooded. Parametrix conducted a hydrologic analysis which included an
analysis of drainage subbasins, soils, existing and future land uses, rainfall and runoff data which
were used to model peak flows for 25 and 100 year return frequency storm events. In addition,
Parametrix conducted a hydraulic analysis which included pipe geometry, boundary conditions,
existing drainage system, and design alternatives. This hydraulic analysis yielded detailed several
design alternatives. The report identifies a preferred alternative which consists of 36 -inch pipes in
the project construction are, 24 -inch pipes crossing SPU lines, and future 30 -inch lines in Lake
Avenue South. Such a drainage system is anticipated to have the capacity to convey 25 and 100
year storms without flooding. Factors that impact the final selection of pipe diameter include
groundwater elevations, soils, risk of encountering contaminated soil and groundwater during
construction, archaeological deposits, and control of surface impacts during construction. Based
on construction factors and hydraulic analysis results, the final pipe diameter selected is 30 -inch
pipe within the project area. The pipe material used is anticipated to be high-density polyethylene
(HDPE).
Staff recommends that the applicant comply with the recommendations of the Hydrologic and
Hydraulic Report, Lake Avenue South Storm System Project, dated February 2011, and prepared by
Parametrix.
Mitigation Measures: The applicant shall comply with the recommendations of Hydrologic and
Hydraulic Report, Lake Avenue South Storm System Project, dated February 2011, and prepared by
Parametrix.
4. Historic and Cultural Preservation
Impacts: Past construction activities in the vicinity of the project site have uncovered
archaeological artifacts. The applicant submitted an Archeological Resource Assessment for the
City of Renton Lake Avenue South Storm System Project, King County, Washington, dated July 12,
2010, and prepared by Historical Research Associates, Inc. for Parametrix. The report documents
archival research which included past cultural resource surveys in the vicinity of the proposed
project and archaeological field work. Environmental variables including proximity to water
resources, landform topography, and availability of floral faunal resources, the use of a predictive
model, ethnographic records, and the documentation of several archaeological sites on similar

landforms in the vicinity, suggest a high probability for archaeological remains in the project area.
The river drainages in the area could have a source of wetland -based game and plant resources
which may have attracted hunters and gatherers. Hunter -fisher -gatherer and ethnographic period
archaeological resources could include shell midden sites, fishing camps, and lithic scatters and
isolated lithics such as flakes from stone tool-making, and projectile points. The report also states
that even though previous ground disturbance has occurred in the project area, there is still a high
probability for archaeological resources underneath the areas of disturbance.
No archaeological resources were found on the project site during the field investigation.
However, the report concludes that there is a high probability of archaeological discovery during
construction activities. Recommendations include monitoring of any ground -disturbing activities
that include large exposure areas within the project area which could include manhole installations
and boring pits; notification of the State Department of Archaeology and Historic preservation
(DAHP), and interested Indian tribes, as appropriate; and that any human remains discovered
during construction will be treated with dignity and respect and with appropriate notification and
investigation by the County Coroner, DAHP, and the appropriate Indian tribes.
In response to comments on the by the DAHP, Archeological Resource Assessment for the City of
Renton Lake Avenue South Storm System Project, Historical Research Associates, Inc. prepared an
Archaeological Monitoring Plan and Inadvertent Discovery Plan for the City of Renton Lake Avenue
South Storm System Project, King County, Washington, dated March 11, 2011. This plan describes
specific procedures for archaeological monitoring and treatment of archaeological resources as
well as specific procedures for human skeletal remains should they be discovered.
Staff recommends that the applicant comply with the recommendations delineated in the
Archeological Resource Assessment for the City of Renton Lake Avenue South Storm System Project,
King County, Washington, dated July 12, 2010, and prepared by Historical Research Associates, Inc.
for Parametrix. Staff further recommends as a mitigation measure that the applicant follow the
procedures for the archeological monitoring and treatment of archaeological resources and the
procedures for the treatment of human skeletal remains as detailed in the Archaeological

The Lake Ave. S / Rainier Ave. S Storm System project will remove an old' deteriorating storm water
system and install a new, larger system.to,improve the storm system capacity in the area. The citywill.

Construction is expected to begin in July 2011 and last about four months, ending in November 2011.
Some parking spaces in the business parking lots will be temporarily restricted during construction.
The city plans to install about 60 percent of the new pipe by auger boring under the existing parking
lots. The auger boring method of construction will reduce the disturbance to the parking lots,`reduce
the amount of soil excavated, and reduce the number of truck trips needed to haul excavated soil away.
The city will work closely with business owners to minimize the impact of construction as much as
possible. Access to local driveways will be maintained, except when construction actually needs to
cross a driveway. Weekend work is not expected.
Project Improvements
The planned improvements to the Lake Ave. S and Rainier Ave. S Storm System include:
•'Removing and'abandoning the old 24 -inch storm system pipe that is in poor structural'condition.
• Installing approximately 650 linear feet of new 30 -'to 36 -inch pipe and eight new Type 2 catch basins.
• Properly disposing of any contaminated soil and/or groundwater found during excavations.
Restoring any landscaping vegetation removed' during construction with similar plant species;
• Upon completion of the project, restoring.all areas disturbed by construction.
Project Timeline and. Construction Schedule
The approximate timeline and construction schedule for the project is as follows:
• Construction expected to begin in July 2011 and last through November 2011.
• Construction hours of operation will be Monday through Friday, 7 a.m. to 5 P.M.
• Construction work on weekend'sis not anticipated; however, if work on weekends becomes: necessary
businesses will be notified by the city project manager

OPTIONAL DETERMINATION OF NON -SIGNIFICANCE, MITIGATED (DNS -M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS -M process to give notice that a DNS -
M is likely to be issued. Comment periods for the project and the proposed DNS -M are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non -
Significance -Mitigated (ONS -M). A 14 -day appeal period will follow the issuance of the DNS -M.

WHEREAS, a proper petition for vacating a portion Lake Avenue South between South 2nd
Street and South 3rd Street was duly filed with the City Clerk on or about May 23, 1995, and said
petition having been signed by the owners representing more than two-thirds (213) of the property

WHEREAS, the City Council by Resolution No. 3139 passed and approved on July 17, 1995,

and after due investigation did fix and determine the day of August 21, 1995, at the hour of 7:30 p.m.
in the City Council Chambers of the City of Renton to be the time and place for a public hearing
thereon, and the City Clerk having given due notice of such hearing in the manner provided by law,
and all persons having been heard appearing in favor or in opposition thereto, and the City Council
having considered all information and arguments presented to it; and
WHEREAS, the Board of Public Works of the City of Renton having duly considered said
petition for said vacation, and having found same to be in the public interest and for the public benefit,
and no injury or damage to any person or properties will result from such vacation; and
WHEREAS, the City Council adopted Ordinance No. 4714 vacating this right-of-way but
now wishes to change the condition imposed as a reason to not charge a fee to vacate this right-of-
way;

Council hereby elects to charge no fee for vacation of this right-of-way in exchange for a release of
liability for any cleanup or related costs any owner of the right-of-way may incur in connection with
certain petrochemical contamination suspected to exist in portions of the right-of-way. The adjoining
landowners that are to acquire the vacated right-of-way, Safeway Inc. and Seven Motors Corp., will
provide the releases in a form acceptable to the City."
SECTION M. This Ordinance shall be, effective upon its passage, approval, and f ive
days after its publication.
A certified copy of this Ordinance shall be filed with the Office of Records and Elections, and
as otherwise provided by law.

Lake Ave S 1 Rainier Ave S Storm System Project
The Lake Ave S 1 Rainier Ave S Storm System project involves constructing a new storm
system from the northeast corner of Rainier Ave SIS 3rd St to the northeast, across the
Walker Subaru Used Car and Safeway parking lots, to just south of the intersection of Lake
Ave. S and S 2nd St. The new storm system will cross part of the Seattle Public Utilities
property parking lot where the 66-, 60-, and 55=inch water mains are located. Construction
may start about July 12th and last through November 25, 2011.
The Lake Ave S / Rainier Ave S Storm System project site is located in the 60 -foot wide
vacated Lake Ave S right-of-way (ROW). The Lake Ave S ROW was vacated by City
Ordinance 4640 on October 28, 1996 and City Ordinance 4714 on April 6, 1998. The City
retained an easement over the vacated ROW for utility and related purposes.
The purpose of the project is to replace the existing 24 -inch storm system pipe that runs
through the area and is in poor physical condition. The new storm system will consist of
approximately 650 linear feet of a 30- to 36 -inch pipe. Eight new Type 2 catch basins will
be installed.
Construction will be performed by a combination of open trenching and boring.
Approximately 220 linear feet of open trenching will be performed. About 110 linear feet of
open trenching will be needed at the southwest corner of the Subaru Used Car Lot, about
80 feet of open trenching in the Safeway parking lot, and about 30 feet of open trenching
on the Seattle Public Utilities property.
About 430 linear feet of the new pipe system will be installed in a steel casing bored under
the parking lots. Three boring pits about 20 feet wide and 40 feet long will be installed, one
in the Subaru Used Car parking lot and two in the Safeway parking lot, for the boring
machinery. Several smaller pits about 10 feet square will be installed on the Safeway
property for the receiving end of the boring, and for installing new catch basins. Steel
sheet piles will be driven into the ground at each boring pit location to provide soil support
for the boring pits.
Backfill for open trenches and boring pits will be obtained from material excavated from the
site, if suitable, or from gravel backfill obtained from a local gravel pit. Approximately 1000
to 1400 cubic yards of soil may be needed for backfill.
Excavations will be about 12 to 13 feet deep, and may be 2 to 4 feet below the
groundwater table. Groundwater wells will be installed along the new pipe route to provide
dewatering for excavations, and for pipe boring. Sumps and pumps may be used to help
dewater excavations, if needed.
The use of approximately 156 parking spaces may be temporarily restricted during
construction. The spaces that may be restricted on each property as follows; 32 spaces in
the Subaru Used Car parking lot, 100 spaces in the Safeway parking lot, 5 spaces in the
Taco Time parking lot, and 19 spaces in the Seattle Public Utilities parking lot.

The restricted parking spaces would be fenced off and used for construction access,
excavations, material stockpiles, and equipment storage. Not all parking spaces would be
closed at one time. In some areas parking spaces would be closed at the start of
construction, and some of them may be reopened after construction is finished in that area.
In other areas parking spaces would be closed later in the project when construction
reaches that area. All parking spaces will be reopened at the end of the project

King County: Industrial Waste Program Construction Dewatering Permit.
Washington State, Dept. of Archaeology & Historic Preservation:
Archaeological Excavation Permit (if archaeological resources are found).
The properties are zoned CA, Commercial Arterial. The project site and adjacent
properties are used for commercial businesses and their parking lots. The majority of the
project area consists of asphalt paved parking lots. All drainage from the project site goes
to onsite storm systems, which connect to the existing 24 -inch storm system.
The underlying soils consist of about 10 feet of fill (silty sand with gravel), and 10 to 20 feet
of a native sand and gravel mix. Part of the site is located in a Geologic Hazard Area
shown on the City maps as seismic: liquefaction.
The Subaru Used Car Lot property and part of the Safeway property both contained
gasoline service stations in the past. Leaking petroleum from the service stations
contaminated the soil and groundwater. The buried gasoline storage tanks and some of
the petroleum contaminated soils were removed as part of site cleanup required by the
Washington State Dept. of Ecology. Low levels of petroleum contaminated soil and
groundwater may remain in some areas, and may be encountered in excavations in those
areas.
Any petroleum contaminated soil encountered will be field tested for petroleum levels.
Samples may be taken to a laboratory for more detailed analysis, if needed. Depending on
the level of petroleum found, soil excavated from the site may be used as backfill, taken to
a landfill for disposal, or taken off site to a licensed incineration or soil disposal site capable
of accepting the material.
The City will obtain a permit from King County Metro Sewer to dispose of any petroleum
contaminated groundwater in the sewer system. Groundwater will be monitored and tested
for petroleum contamination. Petroleum impacted groundwater will be disposed of in the
sewer system. Clean groundwater will be discharged to the existing storm system.
Archaeological resources have been discovered on other properties in the vicinity. The
City will obtain a permit from the Washington State Department of Archaeology & Historic
Preservation to address any archaeological resources that may be encountered during
excavation. The City will have an archaeologist available to investigate any resources that
may be encountered during excavations.
No trees will be removed for construction. About 300 square feet of landscaping shrubs
and grass, mainly at the north end of the project, may need to be removed for construction.

Any landscaping vegetation removed for construction will be restored with similar species
at the end of project construction.
All areas disturbed by construction will be restored at the end of the project. The majority
of the restoration work will consist of replacing the asphalt parking areas where
construction excavations occurred.
The estimated construction cost of the new stormwater system is $1,000,000 to
$1,100,000.

Proposed Construction Dates:

Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM.
Work on weekends is not expected. If work on weekends becomes necessary, it will require
approval from the City Project Manager.
Proposed Hauling/Transportation Routes:
The Contractor will probably use 1-405, Rainier Ave S, S 3rd St, and S 2nd St for access to
and from the construction site.
The contractor will be required to file a Traffic Control Plan with the City to identify the
hauling routes and traffic control measures for the construction area. Signage and flaggers
may be required on S 3rd Street and S 2nd Street Park where trucks enter and leave the
site. No Parking on S 3rd Street may be needed near the construction entrance. Access to
local driveways will be maintained, except when construction actually needs to cross a
driveway. Signage, fencing, traffic cones, and flaggers may be needed in the parking lots to
help direct traffic around working areas.
Measures to Minimize Impacts
Erosion control measures such as storm drain inlet protection per the City adopted King
County Surface Water Design Manual will be used. Any soil spilled by dump trucks or
construction equipment will be cleaned up. Any soil stockpiles not in use will be covered with
plastic sheets during rainy periods. If dust conditions develop, the contractor will be required
to use a water truck to reduce blowing dust. All construction equipment will be required to
have muffler and exhaust systems in good working order.
Any petroleum contaminated soil encountered will be tested for petroleum levels. Depending
on the level of petroleum found, soil excavated from the site may be used as backfill, taken
to a landfill for disposal, or taken off site to a licensed incineration or soil disposal site
capable of accepting the material.
Groundwater will be monitored and tested for petroleum contamination. Any petroleum
impacted groundwater will be disposed of in the sewer system. Clean groundwater will be

storm system will be installed by excavating an open trench approximately 12 feet
deep. The existing 24 -inch pipe will be removed when the new storm system is
installed. Another 90 feet of the new storm system will be installed by boring
underground, installing a steel casing pipe, and installing the new storm water pipe in
the casing pipe. A boring pit about 16 feet wide, 40 feet long, and 12 feet deep will be
excavated for the boring machinery. The bored section of the new storm system will
be located about 20 to 30 feet south of the existing 24 -inch storm system. Three large
concrete catch basins will be installed for the new storm system. The existing catch
basins serving the used car lot and S 3rd Street will be reconnected to the new storm
system.
The existing storm system runs to the northeast into the three properties owned by
the Safeway Grocery Store,*then turns to the north and runs toward S 2nd Street.
About 340 feet of the new storm system on the Safeway properties will be replaced
by boring underground, Installing a steel casing pipe, and installing the new storm
water pipe in the casing pipe. Two boring pits about 20 feet wide, 40 feet long, and
12 feet deep will be excavated for the boring machinery. Another two pits about 10
feet wide by 12 feet deep will be excavated for receiving pits, and to install new
concrete catch basins. The bored section of the new storm system will be located
about 20 to 40 feet south or east of the existing 24 -inch storm system. About 40
linear feet of the new storm system will be installed in the open boring pit excavation.
Four large concrete catch basins will be Installed on the property. The existing storm
systems serving the Safeway property and other adjacent properties will be
reconnected to the new storm system.
At the north end of the Safeway property about 40 linear feet of the existing 24 -inch
storm system will be replaced by excavating an open trench and replacing the old
storm pipe with new pipe. The excavation will be approximately 12 to 13 feet deep.
North of the Safeway Property the existing 24 -inch storm system crosses the Seattle
Public Utilities (SPU) property. About 30 linear feet of the existing 24 -inch storm
system will be replaced by excavating an open trench about 13 feet deep and
replacing the existing 24 -inch pipe with the new storm system pipe. The new storm

pipe will follow the alignment of the existing 24 -inch pipe and will cross over the 51 -
inch SPU water main. The new pipe will be connected to the existing 24 -inch pipe
with a concrete catch basin before it reaches the 60 -inch SPU water main. The
existing storm system serving the SPU property will be reconnected to the new storm
system.
Boring pits will be constructed by driving steel sheet piles into the ground to provide
soil support for the sides of the pits. The pits will be excavated within the sheet pile
walls. After the boring is completed the upper portion of the sheet piles will be
removed. The bottom portion may be removed, or may be abandoned and left in
place.
Groundwater will be controlled by installing groundwater pumping wells along the
new pipe route. The bottom of the boring pit and other excavations will be 2 to 4 feet
below the groundwater table. The Contractor will be required to provide sumps and
pumps within the excavations, if needed, to handle any groundwater flow inflow.
Groundwater will be disposed of In the sanitary sewer system if it contains traces of
petroleum contamination, or in the storm system if it is uncontaminated.
Part of the existing 24 -inch storm system will be abandoned. The ends of the old pipe
will be plugged with concrete, and the pipe will be filled with a flowable concrete
grout mixture. Part of the existing 24 -inch pipe in the middle of the Safeway property
will be kept in service and will be connected to the new storm system.
All disturbed surfaces will be restored to their preconstruction condition. Most of the
restoration will consist of resurfacing the existing asphalt parking lots. Any disturbed
landscaping area will be replanted with grass and shrubs to match the existing types
of vegetation.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and section,
township, and range if known. If a proposal would occur over a range of area, provide
the range or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should submit any plans
required by the agency, you are not required 'to duplicate maps or detailed plans
submitted with any permit applications related to this checklist.
The project is located in the E half of Section 18, Township 23N, Range 5E in the City
of Renton, King County, Washington. See attached figures and plans for project
location.
The new storm system will be located in the vacated Lake Ave South ROW, between S
3rd Street and S 2nd Street. The new storm system will start in the Walker Subaru
Used Car Lot at 250 Rainier Ave S, and will run to the northeast into the Safeway
Grocery Store parking lot, then to the north toward S 2nd St. The project will end at
the north side of the parking lot, about 40 feet south of S 2nd St.
B. ENVIRONMENTAL ELEMENTS
1. EARTH

The majority of the site Is paved with asphalt. The underlying soils consist of
about 10 feet of fill (silty sand with gravel), and 10 to 20 feet of a native sand
and gravel mix.
The Subaru Used Car Lot property and part of the Safeway property both
contained gasoline service stations in the past. Leaking petroleum from the
stations contaminated the soil and groundwater. The buried gasoline storage
tanks and some of the petroleum contaminated soils were removed as part of
site cleanup required by the Washington State Dept. of Ecology. Some low
levels of petroleum contaminated soil and groundwater may remain on the
properties, and may be encountered in excavations in those areas.
d. Are there surface indications or history of unstable soils in the immediate
vicinity? If so, describe. None known.
e. Describe the purpose, type, and approximate quantities of any filling or grading
proposed. Indicate source of fill.
About 1000 to 1400 cubic yards of soil may be placed as backfill in the
excavations for the new storm system. The contractor will supply the backfill
from licensed gravel pits. Native soil excavated from the site may be used for
backfill, if it meets the specifications.
f. Could erosion occur as a result of clearing, construction, or use? if so, generally
describe.
Erosion is unlikely since the majority of the site is covered with asphalt.
The contractor will be required to use typical erosion control methods
described in the King Country Surface Water Design Manual to control soil
erosion from excavations and stockpiles.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
There will be no change in the amount of impervious surface.
About 90 to 95 percent of the existing properties are covered with impervious

from sumps in the boring pits will be about 50 gallons per minute (gpm). The
dewatering rate for groundwater wells along the bored section will be about 5
gpm per linear foot of new pipeline. Groundwater inflow to open trenches
may be about 18 gpm per linear foot of trench.

Stormwater runoff comes from the existing stormwater drainage systems in S
3rd Street, the properties between S 3rd St and S 2nd St ( Subaru Used Car lot,
Safeway, Wendy's, Taco Bell, Seattle Public Utilities), and from the storm
water drainage systems north of the project in S 2nd Street, Lake Ave S, and S
Tobin street. Stormwater Is collected in catch basins located along the street
curbs and in the parking lots.
The project does not change the amount of stormwater flowing to the existing
storm system. The total area draining to the new storm system is about 69
acres. The peak flow for existing land use conditions for the 25 -year, 24-hour
storm is about 22 ds.
The new storm system will be connected to the existing storm system at the
southwest corner of the Subaru Used Car lot, next to the northeast corner of
Rainier Ave S and S 3rd Street. From there the existing storm system flows to
the southwest in a box culvert under Rainier Ave S. The existing storm system
flows to the southwest to SW 7th Street, then to the west, eventually flowing
into the Green River about 2 miles away.
2) Could waste material enter ground or surface waters? If so, generally describe.
Any liquid spills in the streets or parking lots could enter the drainage system.
The same potential is possible with the existing drainage system.
d. Proposed measures to reduce or control surface, ground, and runoff water
impacts, if any:
The City's engineering consultant has reviewed the project with the Dept. of
Ecology to determine what steps will be needed if petroleum contaminated
soil or groundwater is encountered during construction. The City's engineering
consultant has developed a Contaminated Soils and Groundwater
Management Plan to monitor and identify petroleum contaminated soil and
groundwater during construction.
Petroleum impacted groundwater from dewatering wells and sumps will be
disposed of in the sanitary sewer system. The City will submit an "Industrial
Waste Program Construction Dewatering Request" to King County Metro
Sewer. Dewatering water will be monitored and metered to confirm that the
discharge permit requirements from Metro are being met.
Clean groundwater may be discharged into the existing storm system.
No new surface water impacts from the completed project are expected.
The City of Renton Maintenance Department would respond to any problems
with the storm system or liquid spills in City ROW. Private property owners
are responsible for any liquid spills on their property.

45K1587 near the northern project boundary, and site 45K1501, approximately

scientific, or cultural importance known to be on or next to the site.
Several locations used by historic hunter -fisher -gatherers have been found
within 1 mile of the project site. The locations include prehistoric villages,
fishing sites, and campsites. Items such as shells, stone tools, stone chips, and
fire pit remnants were found at some locations. Other historic locations near
the site include historic period railroad lines and refuse sites.

The City had an archaeological consultant develop an Archaeological Resource
Assessment for the project, and submitted the report to the State Department
of Archaeology and Historic Preservation (DAHP). No archaeological resources
were found In the reconnaissance and shovel probes performed for -the
Assessment. The City will obtain an Archaeological Excavation Permit from
DAHP to address any archaeological resources that may be encountered during
construction.
The Archaeological Resource Assessment includes an Archaeological
Monitoring Plan and Inadvertent Discovery Plan. The archaeologist will
monitor excavations for signs of archaeological and cultural resources. If any
archaeological resources are discovered the archaeological consultant will
examine any artifacts and contact DAHP to determine the potential historical
significance.

ROW. Part of the new storm system will be installed by boring underground,
and installing a steel casing pipe and new storm pipe. Approximately three
large pits and two small pits will be excavated for the boring machinery. After
the new storm system is installed any disturbed areas of surface asphalt and
landscaping will be restored. Construction will be paid for by the City of
Renton Surface Water Utility, and will be performed by private contractors.
