SUBJECT: SIGN MODIFICATION REQUEST FOR FIRST RATE MORTGAGE,
2b0 -MILL AVENUES (LUA11-021, MOD)'
Dear Mr. Donnelly:
The City of Renton has received your request of April 22, 2011 for modifications from
the City Center Sign, Regulations for proposed A -frame signs on and around the•property
of the Renton'0ld City -Hall building located at 200 Mill Avenue S (Attachment -1). The
subject site is located in the downtown area, and'signage is subject to the City Center
Sign Regulations [RMC4-4-100H, RMC 4-4-100J.5a.i, and RMC 4-4100J.5.b.i (1)]. The
following summarizes your request, analysis, and decision.
Summary of, Request
Patrick. Donnelly has requested modifications from RMC 4-4-3.00J.5.a.i and RMC.4-4-
1001:5.b.i (1) to be permitted -to install three A -frame_ signs on and around the property
at 200 Mill Avenue S for the purpose of advertising First Rate Mortgage; RMC 4-4-
100J.5.a.i allows one A -frame sign per business per street frontage; and RMC 4-4-
100J,5.b.i (1) requires that A -frame signs must be placed against the building and
business to which the sign, relates. Mr. Donnelly is re•questing,the sign modifications' . .
because the building at 200 Mill Avenue S is bounded by the Cedar -River to the north_
and surrounded by a large parking lot to the south, east and west; and, therefore, it has,
no direct street frontage.; The proposed sighs would be placed,around the 200 Mill
Avenue Sparking lot at the corner of Mill Avenue S and S.2nd Street, the corner of Mill
Avenue S and Houser Way S,'and Houser Way S (Attachment 1).
Analysis
The subject site is zoned Center•Downtown (CD) as depicted in Attachment 2: While the
building in which the applicant's, business is located (200 -Mill Avenue S) does not have
.direct street frontage; the parking lot which surrounds the building has two street
frontages, one on Mill Avenue 5 and one on' Houser Way S. Because RMC 4-4-100J.5.a.i.
allows one A -frame sign per street frontage, staff has determined that only two of the
proposed three A -frames may be approved. One of the two A -frame signs could be
located on the Mill Avenue S frontage and the other sign could be located on the Houser
Way S frontage.

RMC Section 4-4-100H.9 allows the Planning Director to grant modifications from the
City Center Sign Standards and Regulations for individualsigns which do not meet the
specific provisions of the City. Center. sign standards when the proposed signs are
intended to accomplish one of the following'purposes (RMC 4-4-100H.9.a):
i. 'Respond to the needs of the public in locating a business establishment; or
ii. Assist business in. contributing to the economic well-being of the community; or
.iii. Install a sign that is considered to. be historic or -of historic value by the advertising
industry or a recognized historic preservation organization, provided that such entity was
not involved in the use,'design or production of the proposed sign; or
iv. Result in a reduction of signs on a site; or
v. Result in a reduction in the number of freestanding or ground signs otherwise allowed; or
vi. Result in a coordinated sign plan for a multi -tenant building or multiple building complex.'
If the -Planning Director determines that the intent of the proposed sign accomplishes one of the
above purposes, the Planning Director may grant a modification request provided the proposed
sign also meets all of the following criteria (RMC 4-4-100H.9.b):
L The modification will not create a significant adverse impact to other property or
improvements in the immediate vicinity of the subject property; and
ii. The modification will not increase the number of signs allowed by this Chapter; and
iii. The modification will not increase the allowed height or area of any wall, projecting,
awning/canopy/marquee/traditional marquee, or secondary sign by more than twenty
five percent (25%);'and
iv. The modification will not increase the allowed height or area of any freestanding or
ground sign; and
v. The modification does not create a public safety -hazard.
The proposal for more than one A -frame sign meets RMC 4-4-100H.9.a.i and ii in that it
responds to the needs of the public in locating a business establishment and assists the
business in contributing to the economic well-being of the community: The proposal
also meets RMC4-4-100H.9.b.i vin that it does. not create a significant adverse impact.
to other properties in the area; it does -not increase the humber'of signs allowed; it does
not increase the allowed height or -area of any freestanding or.ground sign and, it does.
not create a public safety hazard provided that the applicant complies with the
provisions of RMC 4-4-100J.5.b.ii through RMC 4-4=100.1.5.1.- However, staff
recommends -that only one additional. sign be allowed
Decision
The requested. modifications from the City Center Sign Regulations, RMC 4-4-100J.5.a.i
and RMC 44-100J.5.b.i (1) are approved with the following condition:
1. The applicant may install. no more than two A -frame signs total, one of which
shall be located along the Mill Avenue S frontage and the other of which shall
be located along the Houser Way S frontage of the parking lot surrounding the

property located at 200 Mill Avenue S. The signs must meet other A -frame sign
criteria such as pedestrian clearance, clear vision area, size, construction
Spec ifications and criteria, maintenance and appearance, removal upon daily
close of business, and display of permit number.
The decision to approve the proposed modification is subject to a fourteen (14) day
appeal period from the date of this letter..
Within 14 -days of the effective date of decision,'any party may request reconsideration
that a decision may be reopened by the Administrator (Decision -maker). The
Administrator (Decision -maker) may.modify his decision if material evidence not readily
discoverable prior to the original decision is found or. if he finds there was.
misrepresentation of fact. After review of the reconsideration"request, if the
Administrator (Decision -maker) finds sufficient evidence to amend the original decision,
there will be no further extension of the appeal period. Any person Wishing to take
further action must file a formal appeal within the 14 -day appeal timeframe with the
Renton City Clerk's office, Renton City Hall ! 7`h Floor, (425) 430-6510.
The decision to approve the proposed modification will become final if not appealed in
writing to the Hearing Examiner on or before 5:00.pm, May 27, 2011. Additional
information regarding the appeal process may be obtained from the Renton City Clerk's
office; Renton City Hall — 7t" Floor, (425) 430-6510. Appeals must be filed in writing,
together with the required fee to: Hearing Examiner, City of Renton, 1055 South'Grady

Dear Mr. Vincent:
We, First Rate Mortgage, are a current tenant in the old Renton city hall building located at 200
Mill Ave South. We are writing this letter in anticipation of placing A -frame signs on and around
the property for the purpose of advertising. Since our location is within the City Center Sign
Regulation Area, we would like to address the Authority and Purpose concerns along with
Modification review criteria in order to obtain the proper modification within the Renton
Municipal Code.
1. Authority and Purpose.
a. We feel our signs will accomplish two of the purposes noted. First, with the ability to
post A -frame signs at the entrance(s) to the parking lot, we will be helping the public
in locating our business establishment from the street(s). Currently there are no
such signs in, on, or around the building indicating the presence of professionals
businesses. Second, as a business in the downtown area, we are committed to
contributing to the economic well-being of the community. Our research has
confirmed we are one of the only true mortgage companies in Renton that can
provide a viable option to a bank or credit union. Since moving from Bellevue after
12 years, we intend to establish ourselves as a productive, civic -minded business in
Renton that has an excellent reputation in the business circles. We have joined the
Renton Chamber of Commerce; and, we will be holding community functions such as
seminars and networking groups. We will also be holding an open house in June
which will be open to the public to announce our location and to welcome our
professional partners and clients. It is our hope that we can continue to build our
presence in the community with a positive response from the citizens and business
owners of Renton.
b. Currently the old city hall building has no coordinated sign plan for tenants and is
setback from all roadways that enter the parking lot. We feel this has a negative
impact on our ability to advertise our location and bring in potential customers that
may otherwise stop to inquire about our business.
2. Review Criteria
a. Our request for a modification meets all of the Review criteria including.
i. The signs will not create significant adverse impact to other property or
improvements.
ii. The modification will not increase the allowed height or area of any wall,
projecting, awning/canopy/marquee/traditional marquee or secondary sign
by more than 25%.
iii. The modification will not increase the allowed height or area of any
freestanding or ground sign.
iv. The modification does not create a public safety hazard.
b. Our modification, which may require a variance, is requesting to permit (3) signs to
maximize our ability to advertise at three different street/sidewalk locations. These
locations are plotted with photos and measurements to validate all the
requirements listed under Section 5a in Renton Municipal Codes.
We look forward to working with you during the permitting process to fulfill our modification
request.
