PROJECT NARRATIVE: The applicant is requesting Environmental Review (SEPA) and an Administrative Conditional Use Permit to amend an existing wireless telecommunications facility with a new antenna that would provide 4G technology to the surrounding area. The existing 100-foot monopole is located at 18809 116th Avenue SE in a Residential 8 (R-8) dwelling units per net acre zone. AT&T holds a lease on the subject site for the exiting monopole in the northwest corner of the 1.33 acres parcel. In addition, to AT& T's lease two other wireless companies have monopoles on the property. The existing leased area is 270 square feet in size and contains the monopole and a small existing equipment cabinet. The facility currently located at the subject site is an unmanned facility. Maintenance crews access the site via an access easement off of SE 188'h Street located just north of the parcel. SE 188th Street intersects with 116th Avenue SE in the northeast corner of the subject site. The applicant is proposing to add three new antennas, remote radio heads, and "SQUID" suppression onto the existing unstaffed wireless facility. The antenna would be 55.2" x 11.8" x 6.0" in size and would be located within the existing AT&T facility on the existing monopole. In addition, a small "backpack equipment" box, 31"x20"x24", is proposed to be added to the existing equipment cabinet. The applicant has not proposed to modify or expand any of the existing equipment located at the site. Pursuant to the project narrative, submitted with the application, the additional facilities would add 4G technology to the site and would expand AT&T' s network footprint into the City of Renton and the immediate surrounding area. The additional antenna would add on-street and in-car availability of 4G services and well as in-building 4G services in the immediate vicinity of the site. The addition to the existing monopole would not impact any existing trees located at the subject site or add any new impervious services. The only changes proposed at the site would be on the monopole and the small "backpack equipment" box. No new landscaping or fencing is proposed. ENVIRONMENTAL IMPACTS The proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Aesthetics Impacts: The proposed project would add additional wireless antennas to an existing 100-foot tall monopole. The proposed new antennas would be mounted on an existing triangular support structure located at the 80-foot level on the 100-foot monopole. Currently this support structure contains 6 antennas. The remote radio heads, and "SQUID" suppression system is proposed to be mounted directly to the monopole just below the 80-foot level. The wireless facility is currently visible from surrounding properties and roads. The addition of three antennas, remote radio heads, and "SQUID" suppression system would minimally change the existing visual impact to the neighborhood. Furthermore, just east of the site is an existing water tower that exceeds the height of the proposed location for the antennas, allowing the antennas to blend into the background as viewed from 1161 h Avenue NE. This water tower is surrounded by mature trees. The current monopole is located in the rear of the property approximately 275-feet from 1161h Street. Between the existing monopole and equipment shelter is the single family residence, an accessory building, and a large number of mature trees. In addition, to the "natural" screening provide by the trees surrounding the facility the applicant has proposed to paint the new antennas and ancillary equipment to match the existing facility. Based on the existing vegetation, the presence of a water tower and the Applicant's proposal to paint the facility, little to no aesthetic impacts are anticipated by the additional equipment proposed to be added to the existing facility. To the north the Benson Hill Elementary School is approximately 290 feet from the existing facility. The addition of the antennas and ancillary equipment would not increase the proximity to residential structures or residential district boundaries beyond current conditions. c) Nature and uses on adjacent and nearby properties. The adjacent and nearby properties are developed with primarily single-family residential homes, however just north ofthe site is the Benson Hill Elementary School and directly east is a Soos Creek water tower. d) Surrounding topography. The project site is relatively flat and the project proposal would not result in any ground disrupting activity. e} Surrounding tree coverage and foliage. Under current conditions, mature trees and vegetation exist to the east and west of the existing facility providing vision al screening and improving the aesthetics of the area. f) Design of the tower, with particular reference to design characteristics that have the effect of reducing or eliminating visual obtrusiveness. There is no proposed new tower. The proposed antennas and ancillary equipment would be mounted on the existing monopole. AT&T currently has existing antennas fiush mounted to the existing monopole at the existing site referenced above. AT&T proposes to add (3) new antennas, remote radio heads, and "SQUID" suppression unit to the existing unstaffed wireless telecommunications facility. No expansions to the existing equipment area proposed. Site Description and Context The site is located on an existing monopole owned by American Tower Corporation. The Zoning of parcel is R-8 Residential. This is an existing wireless telecommunications facility; AT&T proposes to amend the facility to keep up with the demand while continuing to offer customers in the area quality service and access to greater and more advanced wireless services. The proposed change would add 4G technology to the site and would expand AT&T's 4G network footprint into the City of Renton and the immediate surrounding area. This proposed change would improve the on-street and in-car availability of 4G services (voice and data support for iPhone 4G phones for example) and would add in-building 4G services in the immediate vicinity of the site. Our current volume and payload data on this site shows a high amount of 3G data traffic. The new 4G technology will improve the overall internet/data experience of the customers in the area. This will mean faster data rate and higher efficiency. The visual impact of this wireless facility will be the largest impact. The wireless facility will be visible from surrounding properties and from the roads in the area. The visual impact of the wireless facility will be mitigated by painting the proposed new antennas and ancillary equipment to match existing. This is a collocation of new antennas on an existing 100 foot monopole. Project Narrative: Project name, size and location of site: Answer: AT&T Mobility WA673 Panther Lake. This is an existing facility. The size of the project is approximately 270 square feet. The project is located on the northwest corner of the parcel at 18809 116'" Avenue SE, Renton, WA. Proposed antenna size is 55.2"x11.8"x6.0", thus this meets the definition of a mini facility per City of Renton codes. The site area is approximately 26'-4"x50", the overall parcel area is 0.03 acres. The existing lease area for AT&T's facility is 10'-8"x26'-4", which is approximately 270 square feet. No new impervious surface will be added to the existing lease area. A small "backpack equipment" (dimensions of 31 "x20"x24") will be mounted to an existing cabinet within the existing lease area. No new landscaping proposed. There are existing evergreen trees to the west of the property, please see attached photos for reference. Compatibility: The proposed use shall be compatible with the residential scale and character of the neighborhood. These antennas will be mounted to an existing monopole type tower structure at approximately 80.0' AGL to the centerline of the antennas. All antennas face outward and point directionally away. Therefore it is unlikely that anyone other than authorized RF workers could approach near enough to any of the transmit antennas to cause that person's RF exposure to exceed FCC limits. It is expected that RF exposure conditions near ground level at the site, and at all adjacent properties, due to the contributions from all transmitting antennas will be well below the FCC public exposure limit. Compliance is determined by comparing RF field predictions with the general population/uncontrolled environment (i.e., "Public") Maximum Permissible Exposure limits (MPEs) allowed by the FCC rules, as specified in CFR 47 §1.1310. The following formula has been used to calculate the power densities at specific locations: Where: S = power density (mW/cm 2) ERP = power in watts S = 0.36 x ERP/ R2 R = distance to the center of the radiation antenna (ft) Formula is based on Equation 9 on page 21 of OET Bulletin 65. It includes the effect of ground reflections. The Effective Radiated Power (ERP) depends on the vertical antenna pattern. THEORETICAL ANALYSIS All existing and proposed transmit antennas are highly directional and project the majority of the transmitted RF energy horizontally and well above all nearby accessible areas. The following theoretical calculations predict the peak exposure condition for a six-foot person standing at the nearest approach to the transmit antennas. A six-foot tall person standing on the ground near the base of the antenna support or building would be at least approximately 74 feet below all of the existing and proposed transmit antennas. AT&T Site WA673 -5 - CONTRIBUTION OF AT&T FACILITY TO RF EXPOSURE ENVIRONMENT Based on information provided by AT&T RF Engineers, the maximum ERP from any sector of the proposed AT&T facility will be less than or equal to 3379 watts with all channels activated. Thus the worst-case downward ERP is 33.79 watt (i.e., 11100th of 100 watts) from the facility. By use of the power density formula previously described, with input values of 33.79 watt downwards ERP, and a distance of 74 feet, the worst-case calculated power density at head height from the AT&T facility to a six-foot person standing at ground level is 0.002221 mW/cm 2 . AT&T antennas will transmit and/or receive at different MHz frequency bands worst case being the L TE at 700 MHz. The Public MPE limit for the L TE frequency transmitted by this facility is 0.47 mW/cm2 . The worst-case calculated exposure condition resulting from the AT&T facility is the power density divided by the Public MPE limit= 0.47593% of the Public MPE limit. All ground level areas are expected to have exposure conditions less than the calculated Public MPE due to the proposed AT&T facility. OTHER CARRIERS The following are examples of wireless carriers providing service to the local area: ESMR Cellular PCS 851-866 Mhz 869-894 Mhz >1800 Mhz Nextel Verizon Sprint, T-Mobile, CONTRIBUTION OF OTHER EXISTING CARRIERS TO RF EXPOSURE ENVIRONMENT Based on our information, an unknown carrier is currently collocated on the existing structure. Worst case parameters of similar facilities in the area, the maximum ERP from any sector of the existing unknown carrier antennas on the structure is less than or equal to 3000 watts with all channels activated. Therefore the worst-case downward ERP is 3000 / 100 = 30 watts from the existing facility. By use of the power density formula previously described, with input values of 30 watts downwards ERP, and a distance of 94.0 ft, the worst-case calculated power density at AT&T Site WA673 -6 - head height from the existing unknown carrier's facility to a six-foot person standing at ground level is 0.001222 mW/cm 2 . All of the existing antennas transmit and/or receive within the PCS, ESMR or Cellular frequency band. The Public MPE limit for all frequencies at worst case scenario for the purpose of this calculation is 0.567 mW/cm2 . The worst-case calculated exposure condition resulting from unknown carrier's facility is the power density divided by the Public MPE limit= 0.21552% of the Public MPE limit. All accessible ground level areas are expected to have exposure conditions less than the calculated Public MPE due to this existing facility. COLOCATED FACILITITES TOTAL MPE The predicted maximum worst-case RF exposure conditions resulting from all proposed and existing wireless facilities at all ground-level areas is the arithmetic sum of the contributions from each facility: 0.47593 + 0.21552 = 0.69145 % of the Public MPE limit allowed by FCC rules. This worst-case calculated exposure level is well below the 100% FCC limit. The actual exposure conditions are likely to be many times less than this worst-case value. FCC COMPLIANCE The general population/uncontrolled exposure near this facility, including persons at ground level, surrounding properties, inside and on existing structures will have RF exposure much lower than the "worst case" scenario, which is a small fraction of the MPE limit. Only, trained personnel will be allowed to access the AT&T antennas and equipment for maintenance operations. It shall be the responsibility of AT&T and/or its contractors to provide adequate occupational training making employees fully aware of the potential for RF exposure, and to exercise control over their exposure that is within their occupational/controlled limits. The FCC has determined that at sites where multiple wireless facilities are co-located, the responsibility for site-wide RF safety compliance is the shared responsibility of all licensees whose facilities produce exposure conditions greater than 5% of the applicable MPE exposure limit. Thus a new applicant is responsible for compliance (or submitting an environmental assessment) at a multiple-facility site only if the proposed facility, when AT&T Site WA673 -7 - considered alone, would produce exposure conditions in excess of 5% of the MPEs. Wireless facilities that produce less than 5% of the applicable MPE exposure limit at accessible locations are considered to be exempt from further study. As demonstrated in this report by worst-case exposure calculations, the proposed AT&T wireless facility will produce far less than 5% of the applicable exposure limit for public environments. Therefore, pursuant to the Commission's rules no further calculations, measurements or other RF studies are required, and the proposed AT&T facility is presumed to be in compliance with the FCC's RF exposure rules. Because the proposed AT&T wireless facility is in compliance with federal rules, it is also in compliance with local regulations concerning RF exposure. The following is the complete text of 47 U.S.C. § 332(c)(7)(B)(iv): "No State or local government or instrumentality thereof may regulate the placement, construction, or modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with the Commission's regulations concerning such emissions." CONCLUSIONS Based on these calculations, the proposed WCF will comply with current FCC and local rules and guidelines regarding human exposure to radio frequency electromagnetic fields. This conclusion is based solely on the comparison of predicted RF conditions in specific areas with the corresponding safe exposure limits set forth in the FCC rules. The FCC exposure limits are based on recommendations by federal and private entities with the appropriate expertise in human safety issues.
