PROJECT DESCRIPTION & ANALYSIS: The applicant requests a Special Fence Permit in order
to replace an existing 6-foot high wood fence presently located on the north property line
within the side yard along a street. A 6-foot high solid white vinyl fence is proposed in the same
location. The applicant's home is on a corner lot (Pierce Court NE and NE 10th Court) and the
rear yard is exposed to NE 10th Court. The new fence is requested to replace an existing wood
fence with a more durable vinyl fence that increases privacy. A grass lawn area exists between
the existing fence and street. The applicant intends to remove the lawn and install lava rock
and flowers in this area. A Special Fence Permit is needed in order to replace the existing fence
with a 6-foot high fence. RMC 4-4-040D.2.d limits fences to 4 feet in height within the side yard
along a street. However, Renton Municipal Code Section 4-4-040G allows for fences up to 6
feet in height with the approval of a Special Fence Permit.
Staff visited the property and supports the replacement of the existing 6-foot high wood fence
with a more durable fence. However, the installation of the fence and lava rock would result in
a blank wall facing the street. In order to reduce the impact of the expanse of blank wall, staff
recommends that the applicant be required to install landscaping consisting of a variety of
ornamental plant materials including columnar trees such as "Emerald Green" Arborvitae,
shrubs, and groundcover or flowers. The trees should be planted a maximum of 10 feet apart,
and all of the landscaping should be planted within 90 days of the fence being installed.

CONDITIONS OF APPROVAL:
1) The applicant shall install ornamental plant materials on the outside of the fence along NE
1o'h Court, including a variety af columnar trees such as "Emerald Green" Arborvitae, shrubs,
and groundcover or flowers. The trees shall be spaced a maximum distance of 10 feet apart.
The trees and shrubs shall be planted within 90 days of the fence installation. The applicant
shall contact the City of Renton Project Manager at 425.430. 7286 to inspect the
landscaping.

ADVISORY NOTE: The applicant should contact the Utility Notification Center, by dialing 800-
424-5555, to determine the location of underground utilities (telephone, streetlights, cable,
electric), which may be located behind the sidewalk.
APPEALS: Appeals of permit issuance must be filed with the City of Renton Hearing Examiner
by 5:00 p.m. on June 29, 2011. Appeals must be filed in writing, together with the required fee
to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA
98057. City of Renton Municipal Code Section 4-8-110 governs appeals to the Hearing
Examiner. Additional information regarding the appeal process may be obtained from the
Renton City Clerk's Office, {425) 430-6510.
RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
