The landscape plan for LUA12-005 has been reviewed and is approved for the subject project. However, pursuant to
RMC 4-4-0701.2 Landscape plans featuring one hundred percent (100%) drought -tolerant plants or landscaping already
established without irrigation systems are exempt from installation of a permanent irrigation system, but drought
tolerant proposals must provide supplemental moisture by means of a City -approved temporary irrigation system for a
period not less than two (2) years. An inspection will be required one year after final inspection to ensure that the
landscaping has become established. An inspection fee aid at the time of permit application, will be required and the
fee amount will be determined by the Administrator of the Department of Community and Economic Development or
designee. This fee shall be paid prior to issuance of the construction permit.
in addition, it appears the applicant did not provided a tree protection plan as required as a condition of approval.
Pursuant to RMC 4-4-130H.8 a tree protection plan shall included the following:
8. Protection Measures During Construction: Protection measures in this subsection shall apply for all trees that are to
be retained in areas subject to construction. All of the following tree protection measures shall apply:
a Construction Storage Prohibited: The applicant may not fill, excavate, stack or store any equipment, dispose
of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any
way within the area defined by the drip line of any tree to be retained.
b. Fenced Protection Area Required: The applicant shall erect and maintain six foot (6) high chain link temporary
construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees.
Placards shall be placed on fencing every fifty feet (50') indicating the words, "NO TRESPASSING — Protected
Trees" or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall
provide supervision whenever equipment or trucks are moving near trees.
c. Protection from Grade Changes: If the grade level adjoining to a tree to be retained is to be raised, the
applicant shall construct a dry rock wall or rock well around the tree. The diameter of this wall or well must be equal
to the tree's drip line.
d. Impervious Surfaces Prohibited Within the Drip Line: The applicant may not install impervious surface
material within the area defined by the drip line of any tree to be retained.
e. Restrictions on Grading Within the Drip Lines of Retained Trees: The grade level around any tree to be
retained may not be lowered within the greater of the following areas: (i) the area defined by the drip line of the tree,
or (ii) an area around the tree equal to one and one-half feet (1-112') in diameter for each one inch of tree caliper.
The Reviewing Official may require a larger tree protection zone based on tree size, species, soil, or other
conditions.
f. Mulch Layer Required: All areas within the required fencing shall be covered completely and evenly with a
minimum of three inches (3") of bark mulch prior to installation of the protective fencing. Exceptions may be
approved by the Reviewing Official if the mulch will adversely affect protected ground cover plants.
g. Monitoring Required During Construction: The applicant shall retain a professional arborist or other qualified
professional to prune branches and roots, fertilize, and water as appropriate for any trees and ground cover which
are to be retained.
h. Alternative Protection: Alternative safeguards may be used if determined by the Reviewing Official to provide
equal or greater tree protection.
The construction permit shall not be issued without receipt and approval of a tree protection plan.

The comments from Bob Mac Onie and others outline in your July 17, 2012 letter were
addressed as follows:

I have reviewed the above referenced short plat submittal and have the following comments:
1. Provide sufficient information on the short plat to define the location of new proposed
easements; specifically, the location of the jog in the 9.5 foot drainage easement on lot 3.
Done—see revised short plat map.
2. The Utilities Easement document accompanying the short plat cites 26 feet in width while the
short plat only shows a 20 foot easement. Please resolve this discrepancy. Dane—see revised
easement document.
3. Additionally, on page one rather than "t.egal Description" please use "Burdened Parcel Legal
Description." Since you use the full parcel legal description and not just an abbreviated legal
description of the easement. The Exhibit A legal has corrections. See attachment. Done—see
revised easement document.
4. Please have Exhibit A stamped and signed by a professional land surveyor. Done—see
revised easement document.
5. As requested the following language was included on the short plat:
DECLARATION OF COVENANT
The owner of the land embraced within this short plat, in return for the benefit to accrue from
this subdivision, by signing hereon covenants and agrees to convey the beneficial interest in the

Note that if there are easements, restrictive covenants or agreements to others (City of Renton,
etc.) as part of this subdivision, they can be recorded concurrently with the short plat.
The short plat drawing and the associated document(s) are to be given to the Project Manager as
a package. Reference the associated document(s) on the short plat drawing and provide spaces
for the recording numbers thereof. An easement and a covenant each are referenced on the
short plat with space for recording numbers to be written in.
