Re: Shoreline Substantial Development Permit Application
I-405, Renton to Bellevue Project, Stage 1
Dear Mr. Close:
The Washington State Department of Transportation (WSDOT) is submitting this application for a Shoreline Substantial Development Permit for the I-405, Renton to Bellevue Project (Project).
The Project includes work within the Urban Conservancy shoreline environment at May Creek and the Single Family shoreline environment adjacent to Lake Washington.
The Project proposes to replace the northbound and southbound I-405 bridge structures over May Creek, and improve fish habitat along the stream banks.
The Project also proposes to construct a public trail along the Eastside Rail Corridor from Ripley Lane in north Renton to the City of Renton’s northern boundary. Almost all of this
portion of the ERC is within shorelines jurisdiction.
Specifically, proposed work at May Creek within the Shoreline District would consist of the following:
Demolition of the existing north and southbound bridge superstructure. To minimize the footprint of the demolition within and adjacent to May Creek, existing columns/shafts will be removed
to a minimum of 2-feet below finish grade. The proposed bridge is a one span structure, so no piers will be located within the ordinary high-water limits of May Creek.
Improve fish habitat by removing approximately 4,000 cubic yards of material from the May Creek floodplain under the existing bridge structure, and planting indigenous vegetation on
the newly constructed streambank, providing approximately 0.30 acre of stream buffer enhancement.
Construct an extension of the City’s May Creek Trail on the north side of May Creek parallel to the channel and above the 100-year floodplain. The trail will be eight feet wide and will
extend from the end of the existing May Creek Trail (which currently ends approximately 40 feet east of the eastern boundary of the WSDOT right-of-way) to Jones Road. However, only
the portion of the trail within WSDOT right-of-way is being permitted as part of this application. The portions of the trail outside of WSDOT right-of-way will be permitted separately
and are not part of this application.
Proposed work in the Eastside Rail Corridor within the Shoreline District would consist of the following:
Construct a paved bicycle and pedestrian path with associated sound walls.
A narrative description is provided as Attachment 1.
Per discussions at the March 21, 2017 permitting coordination kick-off meeting, WSDOT’s understanding is as follows:
Shoreline permitting will include work at May Creek and the ERC trail construction.
A critical areas permit will be necessary to cover stream/wetland impacts, floodplain impacts, and aquifer protection requirements.
Impacts to flood hazard zones will be addressed in the critical areas permit.
Per I-405 Team coordination with City of Renton staff on September 26, 2017, WSDOT understands that Shoreline permit requirements that are specific to residential and commercial construction
but not to highway projects may be omitted from the permit package. WSDOT typically prepares a roadside restoration plan and inventory of trees for removal. This information will be
provided by the design build contractor once that firm has been hired.
WSDOT makes every attempt to comply with local jurisdictional requirements where applicable, although state highway design standards are not subject to local control. WSDOT landscape,
stormwater treatment, and habitat mitigation programs are already developed in compliance with Shoreline Management Act standards and as such are not substantially different from the
requirements of local jurisdictions.
