PROPOSAL DESCRIPTION: King County Wastewater Treatment Division requests
a Shoreline Exemption Permit in order to maintain an existing biofilter at the King County
Wastewater South Treatment Plant located at 1200 Monster Road South. The biofilter which
is comprised of peat moss, compost and bark, aids in odor control. The biofilter has been in
operation at the South Treatment Plant since 2001. In order to provide for odor control, the
media within the biofilter must be replaced. The project would consist of the removal of the
top 1.5 - 2 feet of the media (mix of peat moss, compost, and bark). This will be replaced
with material that is a mix of compost and bark with a top layer of coarse bark. Due to
compression and composting, more material would be brought in that is removed. This will

allow for settling over time. Removed media will be transported to the Cedar Hills landfill for
disposal. No special handling or disposal is required. Approximately 450 cubic yards of
material will be removed, and slightly more (but less than 500 cubic yards of material) will be
added. The project requires a Shoreline Exemption as maintenance activity, as the proposal
is located within 200 feet of Springbrook Creek.
An exemption from a Shoreline Management Substantial Development Permit is hereby
granted on the proposed project in accordance with RMC 4-9-190:C.3.a. and/or for the
following reason(s):
3. Normal maintenance or repair of existing structures or developments,
including damage by accident, fire or elements.
a. "Normal maintenance" includes those usual acts to prevent a
decline, lapse, or cessation from a lawfully established condition.

The Environmental Planning Group has reviewed the above referenced project to
determine the appropriate environmental review process under State Environmental
Policy Act (SEPA). Based on the project description provided by the project manager
and summarized below, we recommend that the proposed project be determined:

and that no further environmental review is required.
Pro'ect Description
The proposed project includes the replacement of the existing biofilter media at the
South Treatment Plant in Renton, Washington. The biofilter treats foul air extracted from
the headspace of the Eastside Interceptor. Foul air is dispersed through a layer of
biological media consisting of peat moss, compost and bark, which absorbs odorous
compounds. The media has exceeded its useful life and must be replaced in order to
maintain odor control performance.
Approximately 450 cubic yards of spent media is proposed to be removed and replaced.
The spent media will be disposed of at a municipal landfill. The project area is located
approximately 160 feet west of Springbrook Creek. Temporary odor control measures
may be necessary during removal/replacement of the media.
SEPA Exemption
WAC 197-91-800(3) exempts "The repair, remodeling, maintenance, or minor alteration
of existing private or public structures, facilities or equipment, including utilities, involving
no material expansions or changes in use beyond that previously existing...
In addition, WAC 197-11-800(1)(c)(v) exempts minor new construction with excavation
of up to 500 cubic feet if that level is adopted by the local jurisdiction. The City of
Renton has adopted this exempt level for excavations outside of water bodies or critical
areas.

This letter is to request review of a project that is planned to begin under a work order contract as
early as August of 2010 within the City of Renton. The project, the ESI Biofilter Media
Replacement, is being initiated by the King County Wastewater Treatment Division (WTD),
Department of Natural Resources and Parks. The City of Renton has made multiple requests to
WTD for compliance with the overall KC policy of 2003 that requires odor control in wastewater
treatment plants. This project is considered maintenance to the existing Biofilter (which is a mix
of peat moss, compost and bark) and will aid in meeting the KC odor control policy goals and
satisfy the City of Renton's requests. We are requesting verification that our project will qualify
for a Shoreline Permit Exemption and from a Fill and Grade Permit based on the atlached
information. No other permits are considered necessary for the proposed project.
The WTD South Treatment Plant Biofilter has been in operation since mid -2001. Staff have
noticed that the media has begun to compost down indicating it is starting to wear out. Once the
media wears out, it will lose its ability to eliminate odors. The primary staging area (if needed
for the project) will be within the King County paved access road on the South Treatment Plant
and adjacent to the work site.
All work will be conducted in and around the Biofilter media area on the west side of the King
County Treatment Plant access road that separates the site from Springbrook Creek on the East.
(See attached map for approximate location). The work will be completed approximately 160
feet away from the OHWM for Springbrook Creek. The existing shoreline for the Creek appears
to be in a mostly natural state.
Maintenance of the Biofilter will require removal of the top 1.5 to 2 feet of the media that is a
mix of peat moss, compost and bark. This will be replaced with material that is a mix of
compost and bark with a top layer of coarse bark. Due to compression and composting, more

material will be brought in than is removed. This will allow for settling but will not change the
grade or elevation of the Biofilter area.
A sample of the media was recently analyzed to characterize the material for municipal waste
disposal. Based upon the laboratory results, the spent media can be taken to the Cedar Hills
landfill without the need for special handling/disposal. The removal of the material will begin
with a bulldozer and as the depth increases will finish up with the use of smaller equipment and
hand tools. There will be no in -water work and no trees will need to be removed, only routine
vegetation removal as part of the removal and replacement of the media biofilter.
The total amount of material required for the proposed project will be approximately 450 cubic
yards which, according to the City of Renton Municipal Code, falls below the threshold that
triggers a City of Renton Fill and Grade permit.
According to the City of Renton Submittal Requirements for a Shoreline Permit Exemption, the
planned maintenance work "Normal maintenance or repair of existing structure or
developments" is exempt from requiring a Shoreline Permit.
Per our phone conversation last week, we will not need to address Numbers 4, 6, 7, 8 or 9 (these
are waivered) on the application form for the Shoreline Exemption submittal for this project.
Please note that the timing of this project is of utmost importance and we recommend beginning
work as soon as possible. This time ofyear odor control issues become more noticeable and we
are striving to eliminate these issues in a most timely manner. We have a very narrow work
window in which to do so.
