SUBJECT: RHA GLENNWOOD TOWNHOMES — MINOR MODIFICATION OF APPROVED SITE
PLAN

Dear Mr. Peckham,
am in receipt of your correspondence and attachments dated February 13, 2012 wherein you
request revisions to the approved Site Plan for the RHA Glennwood Townhomes. The subject
site is located on Glennwood Ave NE just south of NE 12th St.
The requested revisions are summarized below:
1) Replace approved recycle/waste station with screened enclosures for each unit; and
2) Add potential storage space in small enclosure attached to each unit adjacent to
proposed refuse and recycle storage area.
Renton Municipal Code Section 4-9-2001, allows minor adjustments to an approved site plan,
provided:
1. The adjustment does not involve more than a ten percent (10%) increase in area or scale
of the development in the approved site plan; or
2. The adjustment does not have a significantly greater impact on the environment and.
facilities than the approved plan; or
3. The adjustment does not change the boundaries of the originally approved plan.
Analysis of Request
The site plan modification requested and as shown in the applicants February 13, 2012
submittals have been compared to the site plan as approved by the Planning Director on August
2, 2011. The original proposal included a 134 square foot area to be dedicated to refuse and
recyclables on the eastern portion of the site. The proposed refuse and recycle station would
have been constructed of concrete walls with metal doors and included a sloped roof for
weather protection.
The applicant is proposing to the replace the storage structure with separate attached
enclosures in the rear yard of each individual unit. The proposed enclosures would have roofs

and siding that would match the primary townhome structure. The applicant is proposing the
collection point continue to be located in the rear yard. The following is the proposed areas for

The proposed structures would not be seen from the street and would also serve to provide
privacy for each individual unit within the development from neighboring units.
-- , The proposed changes would -not res-ult in more -than -a-10 percent increase in--area--or--scale-of
the development. The proposal would not have a greater impact on the environment and
facilities, nor would it change the boundaries of the originally approved site plan.
All other applicable setback, development and design standards would continue to be achieved.
Decision
Based on staff's analysis, 1 have determined the proposed revisions are within the parameters
defined by the Renton Municipal Code.
Therefore, the proposed modifications to the site plan are approved subject to the following
conditions:
1. Prior to the issuance of the temporary occupancy permit for the RHA Glennwood
Townhomes, 3 full size copies and a 8 % x 11 inch high contrast reduction of a final site
plan, approved landscape plan, building elevations, shall be submitted to the Current
Planning Project Manager.
2. The applicant is advised that all code requirements and conditions of the site plan
approval are still applicable to the development of the site. The applicant should also
understand that Environmental SEPA Review and Site Plan Review may be required for
future modifications to the site plan.
This determination will :be final unless a written appeal of this administrative determination —
accompanied by the required $250.00 filing fee -- is filed with the City's Hearing Examiner within
14 days of the date of this decision.

We are requesting a Minor Site Plan Modification to replace the currently
approved recycle/waste station with screened enclosures at each unit that hold
recycle/waste bins. This will facilitate the Renton Housing Authority's goal to
promote self-sufficiency and responsibility in the tenants and to stop illegal
dumping.
We have provided a narrative and sketches to show how the site plan criteria
would be met — or would not be impacted — by the revisions.
Site Plan Criteria
A. Compliance and Consistencx
Conformance with plans, policies, regulations and approvals.
Current practice in Renton townhouse developments is for each tenant to handle
their recycle and waste storage on an individual basis: each tenant would store
recycle/waste bins at their unit and take them to the street curb on collection day.
This ensures personal responsibility and helps prevent illegal dumping.
Our modification request is consistent with this practice, along with associated
regulations and approvals. By creating a collechon area to the rear of the site,
we will also avoid the visual clutter associated with bins filling the curb edge on
collection day.
B. Cuff -Site Impacts
Mitigation of impacts to surrounding properties and uses.
Impacts to surrounding properties will be next -to -none. Our project will provide
a 6' high, solid, cedar plank fence along the north and south propend lines. In
addition, the recycle/waste storage will occur in screened enclosures located at

the rear yards of the units. These enclosures will have roofs and siding to make
them blend in with the building design. The collection point will be located in the
rear yard, thus keeping the building frontage free of the weekly visual clutter of
recycle/waste bins.
C. On -Site impacts
Mitigation of impacts to the site.
Recycle/waste/storage enclosures will be added to the rear side of each unit,
keeping them out of view from the street. They will be right outside the dining
area sliding glass door and will serve to provide visual privacy between tenants,
replacing a screened panel previously permitted A paved walking path will be
provided from the enclosure to the collection area (also in the rear yard) to
prevent unsightly tracks across yard areas. To prevent light pollution, no
additional exterior lighting will be added.
D. Access and Circulation
Safe and efficient access and circulation for all users.
A non -slip paved walking path will be added to provide a continuous, safe route
from each tenant's unit to the collection area. In tum, the collection area will
provide an efficient way for Waste Management to pick-up recycle and waste
items each week.
E. Open Space
Incorporation of public and private open spaces to serve as distinctive project
focal points and to provide adequate areas for passive and active recreation by
the occupants/users of the site.
The current plan for common open space will not be diminished in adding the
recycle/waste/storage enclosures.
F. Views and Public Access
Provision of view corridors to shorelines and Mt. Rainier, incorporates public
access to shorelines, and arranges project elements to protect existing natural
systems where applicable.
The addition of the enclosures will not impact any potential views from this site.

G. Services and Infrastructure
Availability of public services and facilities to accommodate the proposed use.
Does not apply to this site.
H. Signage
Use of signs primarily for the purpose of identification and management of sign
elements — such as the number, size, brightness, lighting intensity, and location —
to complement the visual character of the surrounding area, avoid visual clutter
and distraction, and appear in proportion to the building and site to which they
pertain.
No signage will he added as part of this proposal.

Inclusion of a detailed sequencing plan with development phases and estimated
time frames, if applicable.
