The site is located at the northeastern portion of the City, with existing City limits as the northern, eastern, and southern boundary. Annexation is considered exempt from SEPA. However, the prezoning of the subject area does require SEPA review. The City is proposing to prezone the area with Residential Four Dwelling Units per Net Acre (R-4). The zoning corresponds with the designation in Renton's Comprehensive Plan, Residential Low Density (RLD) designation. The proposed prezone is considered a non -project action under SEPA. Currently, 4 single family housing units exist in this area. At full build out it is estimated there will be 12 homes. Since this prezone is a non -project proposal, development of additional housing units will be subject to additional project specific review at the time of development. The existing King County Comprehensive Plan designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre, with R-4 zoning. There are three zones that implement Renton's Residential Low Density designation: Resource Conservation (1 dwelling unit per net 10 acres), R-1 (1 dwelling unit per net acre), and R-4 (4 dwelling units per net acre). The Renton proposed R-4 zoning most closely approximates the County's zoning when comparing King County and Renton zoning and is consistent with the Comprehensive Plan designation. The City's Comprehensive Plan policies (LU 151 and LU -153) call for land within the RLD designation to be zoned R-4 where there are not significant environmental constraints. Land that has significant environmental constraints is identified as land where: • a significant percentage of the gross area is critical areas, • developable areas are separated by pervasive critical areas, • sensitive areas are located where if developed development would be non-contiguous, or • variances or modifications would be required to develop at the allowed density on the land remaining after application of the required buffers. None of these conditions apply to the area being considered in this zoning recommendation. Greene/s Stream, a Class IV waterway is located along the eastern boundary of the area, which is coterminous with a parcel line. The stream does not encumber a significant percentage of the site. It does not separate developable areas and is not located so as to result in non-contiguous development because of the streams location along a parcel line or properties owned by different parties. Also, the stream and its associated buffers are not significant enough to require variances or modifications to develop at an R-4 density on the remaining land. There are three zones that implement Renton's Residential Low Density designation: Resource Conservation (1 dwelling unit per net 10 acres), R-1 (1 dwelling unit per net acre), and R-4 (4 dwelling units per net acre). The Renton proposed R-4 zoning most closely approximates the County's zoning when comparing King County and Renton zoning and is consistent with the Comprehensive Plan designation. The City's Comprehensive Plan policies (LU 151 and LU -153) call for land within the RLD designation to be zoned R-4 where there are not significant environmental constraints. Land that has significant environmental constraints is identified as land where: • a significant percentage of the gross area is critical areas, • developable areas are separated by pervasive critical areas, • sensitive areas are located where if developed development would be non-contiguous, or • variances or modifications would be required to develop at the allowed density on the land remaining after application of the required buffers. None of these conditions apply to the area being considered in this zoning recommendation. Greene/s Stream, a Class IV waterway is located along the eastern boundary of the area, which is coterminous with a parcel line. The stream does not encumber a significant percentage of the site. It does not separate developable areas and is not located so as to result in non- contiguous development because of the streams location along a parcel line or properties owned by different parties. Also, the stream and its associated buffers are not significant enough to require variances or modifications to develop at an R-4 density on the remaining land.
