Subject: Approval of Design District D Overlay Zone Regulation Modification for
Mom & Pop International Grocers Roof Sign, City File #LUA10-059 and
#5100134
Dear Mr. Narayan:
Your sign permit application proposal includes a new 22 square -foot wall sign and a
freestanding sign face change, with no structural alterations. Additionally, you are
proposing to install an oval-shaped sign which will project approximately 28", at the
highest point, above the roofline of a flat -roofed building. Because the sign will extend
above the roofline, even though it is riot mounted to the roof, it is technically classified
by the City as a "roof sign".
Your business is located in the Commercial Arterial (CA) Zone and is subject to the City's
"Design District D Overlay regulations" (RMC 4-3-100J) in addition to our typical sign
code requirements. One of these regulations is a prohibition on roof signs.
Code Modification Summary: You have requested a code modification to allow a sign
to project above a building roofline. RMC Section 4-3-100J prohibits roof signs unless a
modification is granted.
Modification Authority and Evaluation Criteria -.RMC Sections 4-3-100L, 4-4-080Fd, and
4-4-09OF allow the Administrator to grant modifications from certain code standards..
Pursuant to RMC 4-9-250D2, in order to approve a modification, the Administrator must
find that the proposal meets the following criteria:

Substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Land Use Element and the Community Design Element and
the proposed modification is the minimum adjustment necessary to implement
these policies and objectives,
• Will meet the objectives and safety, function, appearance, environmental
protection and maintainability intended by the Code requirements, based upon
sound engineering judgment,
Will not be injurious to other property(ies) in the vicinity;
• Conforms to the intent and purpose of the Code;
• Can be shown to be justified and required for the use and situation intended; and
• Will not create adverse impacts to other property(ies) in the vicinity.
Additionally, RMC 4-3-10OF requires that any modification comply with the following
standards subject to the provisions of RMC 4-9-25OD:
• The project as a whole meets the intent of the minimum standards and guidelines
in subsections El, EZ, E3; E4, E5, E6, and E7 of the design regulations;
• The requested modification meets the intent and guidelines of the applicable
design standard;
• The modification will not have a detrimental effect on nearby properties and the
City as a whole;
• The deviation manifests high quality design; and
• The modification will enhance the pedestrian environment on the abutting and/or
adjacent streets and/or pathways.
Analysis: The proposed sign appears to meet all the criteria for approval of a
modification.
Decision and Expiration: The. requested Design District D modification is approved to
allow the roof sign.as submitted with sign permit application #S100134. This permit
must be picked up within 6 months of the date of this decision or this approval shall
expire.
Appeal Process: This is an administrative determination. To appeal any determination,
a written appeal --accompanied by the required $75.00 filing fee --must be filed with the .
City's Hearing Examiner (1055 South Grady Way, Renton, WA 98057, 425-430-6515) no

more than 14 days from the date of this decision. Your submittal should explain the
basis for the appeal. Section 4-8-110 of the Renton Municipal code provides further
information on the appeal process.
