SUBJECT: GLADKOV PARKING MODIFICATION (LUA10-069, MOD)
Dear Mr. Kislyak:
We have reviewed your request, received September 28, 2010, for a modification of
parking area standards in association with a single-family residence located at 1724 SE
30th Place. The proposal is to provide less than the required minimum length of parking
stalls specified in RMC 4-4080F.8.a.i. Two new off-street parking stalls. are proposed in
association with a single-family residence which is proposed for remodeling and an
addition. The proposed new parking stalls would be 9 -feet by 18 -feet where Code
requires them to be 9 -feet by 20 -feet.
I. SUMMARY AND ANALYSIS OF THE REQUESTED PARKING MODIFICATION:
Reduce the minimum length of parking stalls required by RMC 4-4-080F.8.a.i
resulting in two stalls which are 9 -feet by 18 feet in size.
Staff supports the applicant's request to'allow the provision of two new surface level
parking stalls in association with an existing single-family residence which would be
two -feet shorter in length than the minimum 20 -feet required by the Renton
Municipal Code.
The applicant intends to convert the existing attached garage on the eastern end of
the existing house to a living space and to add 208 square feet of living space to the
western end of the existing house. Access to the existing garage is currently
provided via a 13 -foot asphalt -paved access easement. The distance between the
face of the existing garage and the paved access easement is (SE 30th Place) 18.5 -
feet. The applicant proposes that the new surface parking stalls would be located in
this 18.5 -foot area.
The site is zoned Residential -- 8 dwelling units per acre (R-8), is 6,435 square feet in
size and is not located directly on a public street. The proposed 9 -feet by 18 -feet
parking stalls would provide parking for the property owners. The requested

parking modification request states that the applicant currently drives compact
vehicles which would be accommodated by the size of the proposed parking stalls.
The proposal would meet the following criteria as specified in Renton Municipal
Code Section 4-9-250D.2:
A. Will meet the objectives and safety, function, appearance, environmental
protection and maintainability intended by the Code requirements, based upon
sound engineering judgment: and
The proposal would locate two new parking stalls in the southeast portion of the site
abutting the southeastern corner of the existing house. The stalls would be 18 -feet
in length which is two -feet shorter than the minimum 20 -foot length required by
RMC 4-4-080F.8.a.i. The area proposed for the new parking stalls is currently used
as the driveway approach to the existing garage and would not be altered as a result
of the proposed modification.
B. Will not be injurious to other property(ies) in the vicinity; and
The proposal to reduce the length of two new surface parking stalls required by
Code would not injure other properties in the vicinity. The requested revisions are
internal to the site and will not substantially alter the use of this portion of the site.
C. Conform to the intent and purpose of the Code, and
The proposal generally conforms to the intent and purpose of the Code. The Code
requires that two onsite parking stalls be provided for each single-family residence
and the applicant is providing two spaces. However, because of site limitations, the
applicant is proposing that the two parking stalls be modified to 9 -feet by 18 -feet
rather than the Code requirement of 9 -feet by 20 -feet.
Q. Can be shown to be justified and required for the use and situation intended; and
The request is reasonable for the intended purpose and situation. The shorter
length parking stalls requested by the applicant would accommodate the property
owner's compact vehicles.
E. Will not create adverse impacts to other property (ies) in the vicinity.
Modification of two parking stalls from 9 -feet by 20 -feet to 9 -feet by 18 -feet will not
adversely impact other properties in the vicinity. The proposed parking stalls are not
located on a lot which fronts on a public street. The proposed parking stalls would
be located on a paved area currently used as a garage approach.

11. DECISION:
The requested parking modification has been evaluated in relation to the
criteria specified in RMC 4-9-250D.2. Based on this evaluation, we have determined
that the parking modification is approved.
This administrative land use decision will become final if not appealed in writing to
the Hearing Examiner on or before 5:00 p.m. on November 4, 2010. Appeals to the
Examiner are governed by the City of Renton Municipal Code Section 4-8-110.
Additional information regarding the appeal process may be obtained from the
Renton City Clerk's Office, (425) 430-651.0. Appeals must be filed in writing,
together with the $250.00 appeal fee to: Hearing Examiner, City of Renton, 1055
South Grady Way, Renton, WA 98057.

Dear Laureen Nicolay:
The owner of this parcel 0088000636 have hire Royal residential design, PLLC to
complete construction drawing for an addition on the west side of the existing house and
converting existing garage into living space as per attached site plan. The Parking
Regulation RMC 4.4.080 is requiring minimum of 9 feet in width by 20 feet in length.
Currently the measurement between the garage and existing edge of payment is 22 feet.
But 3.5 feet of it is part of an 13' driveway easement which makes the distance from the
garage to the 13' driveway easement to the south to be 18.5'.
If we convert existing garage to a living space then we don't meet the parking code. In
order to do this conversion we are requesting code modification to allow us to reduce the
Parking Regulation RMC 4.4.080 20 feet in length into 18 feet in length. We are only
requesting 2 feet sorter from the required code. The owners have compact vehicles and
will fit into that parking space normally.
We would like to receive your approval in writing as soon as possible before we continue
on our contraction plans for building department. Thank you for considering this request
