Renton Municipal Code (RMC 4-4-040D.1.a) allows fences in the front yard of R-14 properties to
a maximum of 36 -inches in height. In order to exceed the 36 -inch limit, a Special Fence Permit
is needed per RMC 4-4-040G. Fences along the side and rear lot lines may be a maximum of 72 -
inches in height.
The applicant states that the purpose of the proposed fence is for site security and that the
fence proposed is culturally important in presenting the appearance of the overall religious
institution complex. The applicant has indicated that vandalism incidents have taken place on
the property and it is believed that the proposed fence may prevent such occurrences in the
future. Additionally, the applicant indicates that similar fences have been erected at other Sikh
Temples in the region.
The subject site is located in an established residential neighborhood along Talbot Road South.
An existing sidewalk abuts the subject property. Two site visits were conducted by staff during
December, 2010 and January, 2011. Staff confirmed the location of the proposed fence, site
conditions, and the presence of an existing wetland.
The granting of a Special Fence Permit for the Gurudwara Singh Sabha of Washington may
increase the security for the adjoining religious institution. The proposed 6 -foot high fence
would be in scale with the quality of the residential environment provided it is designed and
installed as proposed and in accordance with all conditions of approval. The proposed fence
would encroach into a portion of an identified wetland and wetland buffer area in the northern
portion of the subject property. Development within this wetland and wetland buffer area is
not permitted. In order to provide a measure of security for the religious institution and to
protect the wetland and wetland buffer area a split rail fence would need to be installed along
the southern edge of the wetland buffer area extending eastward from the northern terminus
of the proposed fence. The proposed fence would not likely be detrimental from a traffic safety
standpoint if clear vision areas are maintained. The applicant is not proposing any additional
front yard landscaping in conjunction with the proposed fence.
Staff supports the approval of a special fence permit provided that the fence does not encroach
into the existing wetland or wetland buffer area. Staff recommends as a condition of approval
that the proposed fence shall extend from the southern property line to the southern edge of
the wetland buffer area in the northern portion of the subject property (see Exhibit 2 for
wetland and wetland buffer area boundary). Staff further recommends as a condition of
approval that the fence design is limited to that proposed which includes 18 -inch stucco -
covered concrete pillars, a 12 -inch spacer wall, black -painted iron or aluminum grill work, and a
matching black -painted iron or aluminum grill work gate. Materials such as wood or chain link
are not permitted on the front yard fence. Additionally, staff recommends as a condition of
approval that a split rail fence with appropriate signage identifying the wetland and wetland
buffer area shall be installed along the southern edge of the wetland buffer area (see Exhibit 4)
within 90 -days of the date of this permit. Furthermore, staff recommends as a condition of
approval that front yard landscaping in compliance with the landscape plan (Exhibit 5)

submitted for LUA96-061, CU, V, SP, LLA shall be reinstalled within 90-days of the date of this
permit and maintained.

The Special Fence Permit for the Gurudwara Sigh Sabha of Washington, LUA10-075, SF, is
approved subject to the following conditions:
The proposed fence shall extend from the southern property line to the southern edge
of the wetland buffer area in the northern portion of the subject property (see Exhibit 2.
for wetland and wetland buffer boundary);
2. The fence design is limited to that proposed which includes 18 -inch stucco -covered
concrete pillars, a 12 -inch spacer wall, black -painted iron or aluminum grill work and a
black -painted matching iron or aluminum grill work gate. Materials such as wood or
chain link are not permitted on the front yard fence;
3. A split rail fence with appropriate signage identifying the wetland and wetland buffer
area shall be installed within 90 -days of the date of this permit along the southern edge
of the wetland buffer area (see Exhibit 4); and,
4. Front yard landscaping in compliance with the landscape plan (Exhibit 5) submitted for
LUA96-061, CU, V, SP, LLA shall be reinstalled within 90 -days of the date of this permit
and maintained.

fee to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA

Subject: CONSTRUCTION OF CONCRETE FENCE WITH IRONWORK
PANELS, Gurudwara Singh Sabha of Washington, 5200 Talbot Road S., Renton,
WA 98055 (Sikh Temple Site)
Dear Sir:
This letter is provided with the application for the construction of the above wall.
The wall is to be located in the existing frontage planting area fronting Talbot
Road S. The length of the fence, including a proposed automatic double panel
sliding gate, is 300 feet, that is, the width of the site frontage. Attached are an
aerial photograph and scale sketch showing the location of the proposed fence.
The proposed fence is to be architecturally decorative, with 18 inch square
concrete pillars on 12 foot centers, with a minor 1 foot tall spacer wall, and the
openings filled with decorative ironwork lattice or barred fencing. The details of
the metal work are still under discussion by the Building Committee. (Note that
the "ironwork" may actually be aluminum.)
In order to satisfy the requirements of the Planning Division, the following topics
are discussed, per the list supplied with the application form.
Permanent Landscaping: The frontage landscape strip at the front of the site is
already nicely landscaped, with the original plantings done when the Temple was
constructed approximately 10 years ago. Plantings consist of low bushes,
scattered minor trees, and beauty bark ground cover. The fence may displace
some plantings, which will be replanted in the same general area. The
congregation of the Temple is very conscious of maintaining a good appearance
for their facility.
Quality Fencing Material: The pillars and spacer wall will be constructed of
reinforced concrete, most likely stuccoed over its surface. The open areas will
have architecturally decorative open lattice or barred metal fencing. Attached are
some photographs of similar applications supplied by the fabricator of the
metalwork. The fence will have a good appearance and is made of high quality
and long lasting materials. With routine minor maintenance, it will last a century
or two, and remain attractive.
Modulation of the Fence: The fence has its own "modulation" in the mix of pillars
and open metal work, mixed with some of the taller landscaping vegetation. In
addition, the location and type of fence is similar to those used universally at Sikh
Temple sites. To require anything more "modulated" would not be permissible.
Note that the gate near the center of the wall will provide some incidental
"modulation", along with some lighting fixtures which may be added to the top of
the adjacent pillars.
Setbacks: The face of the fence pillars are to be constructed 16 feet back from
the general front line, and a clear 18 feet back from the sidewalk.
Similar Designs in the Neighborhood: Most other fences along the frontages on
nearby properties are wood. The nature and appearance of this fence will not be
a conflict with these other fences, and noting also that the main intent of the
congregation is to produce an attractive and harmonious fence style and
structure.
Ornamental Materials: As noted, the wall components will be well proportioned,
the concrete stuccoed, and that ornamental ironwork will be a major feature. No
ugly materials or treatments would be permitted.
Orientation of the Wall to the Street: As noted, the wall will be constructed
parallel to the sidewalk and street, with setback. A wall constructed
perpendicular to the sidewalk and street was considered, but rejected.
Other Comparable Construction and Design Methods: As noted, walls of this
type of appearance and construction are common for Sikh Temple sites
universally (as well as many other types of sites in all parts of the world and in
many different societies). No other type of construction or appearance was
considered. This type of wall compliments Temple architecture, is traditional,
and is durable and low maintenance.
