Because these notes are provided as information only, they are not subject to the appeal process for the land use actions. Planning: 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. The Development Services Division reserves the right to rescind the approved extended haul hours at any time if complaints are received. 2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. 3. Commercial, multi -family, new single-family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between 0 9 nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. Water: The site is located in the City of Renton Water service area. The site is in the 196 water pressure zone. The static pressure is approximately 73 psi at street level. It is not located in the Aquifer Protection Zone 1 or Zone 2. It is located in the Ten Year Capture Zone. There is an existing 12" Cl water main located on the site; see City of Renton water drawing W0114 for detailed engineering drawings. 2. Installation of a Reduced Pressure Backflow Assembly (RPBA) in a "Hot Box" is required if the RPBA is not currently in a "Hot Box". 3. The proposed gas station would need to install a minimum 1" water meter with a RP in a "Hot Box". 4. According to City records, the existing water meter also serves the strip mall to the west. Per City of Renton code, each building shall have a separate water meter. Therefore, the applicant shall make sure each building has a separate water meter. 5. System Development Charges are based on the total number and size of any and all water meters. These fees are triggered if a new meter is added or an existing meter is upsized. Development Charges are collected as part of the construction permit. Sewer_ 1. There is an existing METRO sanitary sewer main located on the south side of this site and in Rainier Ave S. 2. A commercial building permit will trigger a separate review. 3. Separate drains for the concrete islands are required to be connected to an oil water separator downstream, in a vault in a positive direction. A shut off valve is required to be installed. It is anticipated that the project will make the connection to the existing side sewer. 4. Sanitary Sewer System Development Charges (SDC) are based on the size of the domestic water meter. This fee is not triggered if the existing water meter is not upsized and there are no new water meters. These fees are collected at the time a construction permit is issued. The conceptual drainage plan and report, which was submitted with the formal application, states the project will comply with the City of Renton Amendments to the 2009 King County Surface Water Design Manual (KCSWDM). Transportation: Additional offsite improvements are not required, as the City is installing improvements along Rainier Ave S. Fire: Separate plans and permits are required to be submitted to and obtained from the Renton Fire Prevention Bureau for the installation of all underground storage tanks, tank monitoring systems, and dispenser replacements. General : 1. All required utility, drainage and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a licensed Civil Engineer. 2. All plans shall be tied to a minimum of two horizontal and vertical controls per the City's current horizontal and vertical control network. 3. Permit application must include an itemized cost estimate for these improvements. Half of the fee must be paid upon application for building and construction permits, and the remainder when the permits are issued. There may be additional fees for water service related expenses. See Drafting Standards. Project Location Map FRC Report. docx City of Renton Deportment of Community Aomic Development Onvironmentol Review Committee Report TESORO USA MINI MART LUA12-000230, ECF Report of February 4, 2013 Page 2 of 5 PART ONE: PROJECT DESCRIPTION / BACKGROUND The applicant, Tesoro Sierra Properties, LLC, is requesting Environmental `SEPA' Review for the removal of four existing underground storage tanks (10,000 gallons each) which would be replaced with two new underground fuel storage tanks with a total of 30,000 gallons of storage for the existing USA Mini Mart. The proposal also includes new fittings, product piping, and the replacement of existing dispensers, islands, and canopy lighting. The Planning Division of the City of Renton accepted the above master application for review on December 1, 2012 and determined it complete on December 10, 2012. The project complies with the 120 -day review period. The property is located within the Commercial Corridor (CC) Comprehensive Plan land use designation and the Commercial Arterial (CA) zoning classification. Access to the site would continue to be provided via an existing curb cut along Rainier Ave S for the primary access. Secondary access would be provided through the existing Walmart parking lot. The site is nearly level with a change in elevation that is less than three feet. There are no trees proposed for removal as part of the project and there are no critical areas located on site. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14 -day Appeal Period. B. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The site is nearly level with an elevation difference of less than three feet. Following development, impervious surface coverage will be approximately 85 percent which is neither an increase nor a reduction, in impervious area. Minimal grading is required for the installation of the two new storage tanks and piping as there are four existing storage tanks that will be removed. Exposed cover during construction would leave soils susceptible to erosion. The applicant will be required to design a Temporary Erosion and Sedimentation Control Plan (TESCP) pursuant to the 2009 King County Surface Water Design Manual Erosion and Sediment Control Requirements. Mitigation Measures: No further mitigation recommended. Nexus. Not applicable. 2. Air Impacts: It is not anticipated that the project would significantly impact air quality. Any new impacts would be primarily from construction. Air impacts from construction would be temporary and would be limited in duration. The applicant has indicated that construction vehicle emission would be controlled through the use of factory -installed mufflers and spark arrestors, reducing the amount of noxious emissions and noise and helping to control airborne dispersal. Furthermore, the Temporary Erosion and Sediment Control Plan (TESCP) would further reduce airborne particulates related to dust by controlled watering of the grounds during construction. Vent and vapor lines would also be double walled complying with the requirements of DOE and the Puget Sound Clean Air Authority (PSCAA) to address any air quality impacts beyond constructionl. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. a. Storm Water Impacts: The existing pavement areas drain to the surrounding catch basins which then discharge water into the existing storm system in Rainier Ave S. There are no onsite detention or water quality facilities. The applicant is not proposing to alter the existing drainage storm system or drainage patterns. A storm drainage narrative has been submitted with the SEPA application, prepared by Terraforma, dated November 13, 2012 (Exhibit 3). The report addresses compliance with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapters 1 and 2. The total replaced impervious area is less than 5,000 square feet and there will not be any increase in impervious area or site stormwater discharge. The project meets the Surface Area Exemption as the total new and replaced impervious area does not exceed 5,000 square feet. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. 3. Environmental Health a. Environmental Health Hazards Impacts: Environmental health risks would include exposure to gasoline during the fueling of automobiles, risk of fire and potential contamination of the environment by petroleum products in the event of a spill or release of fuel. The Washington State Department of Ecology has identified the property as a Leaking Underground Storage Tank site on 11/8/1990. Contaminants found in the soil and ground water included benzene and petroleum gasoline. Fuel would be routed through double wall piping with electronic sensors to monitor the space. All sensors are hooked to a main console with visual and audible alarms inside the existing Tesoro store. Vent and vapor lines would also be double walled which is the requirements of DOE and the Puget Sound Clean Air Authority (PSCAA). Dispensers would be equipped with automatic shut off devices in the event a dispenser is hit by a vehicle or a hose is inadvertently left in a car's fuel tank fill tube. Dispensers are equipped with sumps underneath to contain leaks of piping within dispensers. The tanks would be equipped with spill buckets around the fill tube to prevent spills during refueling. Tanks are also equipped with overfill protection devices that positively shit off tank refueling prior to the tanks being overfilled. The complete underground storage tank system exceeds Federal, DOE, and PSCAA requirements and the appropriate permits would be obtained. Mitigation Measures: No further mitigation recommended. The proposed gas station would need to install a minimum 1" water meter with a RP in a "Hot Box". 4. According to City records, the existing water meter also serves the strip mall to the west. Per City of Renton code, each building shall have a separate water meter. Therefore, the applicant shall make sure each building has a separate water meter. 5. System Development Charges are based on the total number and size of any and all water meters. These fees are triggered if a new meter is added or an existing meter is upsized. Development Charges are collected as part of the construction permit. Sewer. 1. There is an existing METRO sanitary sewer main located on the south side of this site and in Rainier Ave S. 2. A commercial building permit will trigger a separate review. 3. Separate drains for the concrete islands are required to be connected to an oil water separator downstream, in a vault in a positive direction. A shut off valve is required to be installed. It is anticipated that the project will make the connection to the existing side sewer. 4. Sanitary Sewer System Development Charges (SDC) are based on the size of the domestic water meter. This fee is not triggered if the existing water meter is not upsized and there are no new water meters. These fees are collected at the time a construction permit is issued. Surface Water: 1. The conceptual drainage plan and report, which was submitted with the formal application, states the project will comply with the City of Renton Amendments to the 2009 King County Surface Water Design Manual (KCSWDM). Transportation: 1. Additional offsite improvements are not required, as the City is installing improvements along Rainier Ave S_ Fire: 1. Separate plans and permits are required to be submitted to and obtained from the Renton Fire Prevention Bureau for the installation of all underground storage tanks, tank monitoring systems, and dispenser replacements. The proposed commercial construction requires a building permit from the City of Renton and compliance with the City's 2009 Survey Water Design Manual (hereafter referred to as the Manual). Total replaced impervious area is less than 5000 sf. The project will not increase impervious area or resulting site discharge. The site is already developed with an existing impervious area exceeding 35%, therefore the proposed project classifies as a "Redevelopment" project for storm criteria purposes.
