Location: 621 SW Grady Way Comments: 000 Denis Law - Mayor City :� �- J ♦I � J+ January 4, 2013 Department of Community and Economic Development BCRA C.E."Chip"Vincent, Administrator Attn: Mat Bergman 2106 Pacific Avenue; #300 Tacoma, WA 98042 Subject: Street Modification Request— 621 SW Grady Way Washington State Auto Dealers Association Headquarters, LUA12-000241 Dear Mr. Bergman, We have reviewed street improvement requirements for your proposed development on the southeast corner of SW Grady Way and Raymond Av SW, and determined that a modification from the code standards is warranted. The new sidewalk widths for both street frontages are modified from eight feet in width to five feet in width. The new planting strip width on Raymond is modified from eight feet to seven feet. The planting strip width on SW Grady Way remains at eight feet, and the new curb- location'on SW Raymond St remains at 18 feet from centerline of the right-of-way. These slight reductions will allow for construction of the new street improvements within the existing right-of-way for both streets. The street modifications for the two adjacent existing rights -of -ways were evaluated and approved under RMC (Renton Municipal Code) Section 4-9-250D. The approved modifications meet the intent of the Renton street standards for these streets within the existing right-of-way widths. The improvements will provide adequate sidewalk widths for this area of the City, with clear separation provided by planting strips on both streets from the adjacent travel lanes. The approved street improvement modification is in conformance to the modification decision criteria listed in RMC 4-9-250D.2. The criteria and summary of how this modification approval satisfies the criteria follows: a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives. The Community Design Element has applicable policies listed under a separate section labeled Streets, 5idewalks and Streetscapes. These policies address walkable neighborhoods, safety and shared uses. Two specific. policies support the decision to modify the street standards in order to extend the existing sidewalk at a width of six feet and eliminate the need for the landscape requirement between the curb and the sidewalk. These policies are Policy CD -102 and Policy CD -103 which state that the goal is to promote new development with ."walkable places", "support grid and flexible grid street and pathway patterns", and "are visually attractive, safe, and healthy environments". The requested street modification is consistent with these policy guidelines. b. Will meet the objectives and safety, function, appearance, environmental protection_ and maintainability intended by the Code requirements, bosed upon sound_ engineering judgment. The modified street improvements will meet the objectives of a safe walkable environment. The improvements also provide for a planting strip of sufficient size for landscaping and street trees Renton City Hall • 1055 South Grady way . The six foot side sidewalk at this location meets the needs of the limited number of residents relying on this sidewalk for access to the greater neighborhood. c. Will not be in'urious to other ro ert ies in the vicinity. The improvements will provide an upgrade to current conditions. The new improvements will meet the standards for safe vehicular, and pedestrian use within the existing right-of-ways for both adjacent streets. d. Conforms to the intent and purpose of the Code. These modifications provide a safe pedestrian route with.sufficient width for this area. e. Can be shown to be justified and required for the use and situation intended. The revised street standards provide a safe design for vehicles and pedestrians, and will enhance the attractiveness of the new development. Maintaining a consistent appearance along the street frontage will be beneficial to the subject property and surrounding property owners. . Will not create adverse impacts to otherDrop erties .in the vicinity. There are no identified adverse impacts from these modifications of. sidewalk widths and planting strips widths for this area. Appeal Process: This administrative land use decision will become final if not appealed in writing to the Hearing Examiner on or before 5:00 p.m. on January 18, 2013. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110. Below you will find the modification request. Can you add the fee to what we pay at pick up, or do I need to get a check from the owner for this now? WSADA would like a modification request to the prescribed frontage improvements along Grady Way. We would like the existing 6' sidewalk along Grady Way to remain as is. We will provide the required 15' landscape buffer between our parking lot and the sidewalk which will include the required street trees. The Auto mall overlay, allows for us to use the existing right-of-way to make up a portion of the 15' landscape set back. This approach ensures a consistent look with the rest of the development along Grady Way and allows for the existing bus stop, road signage, and fire hydrants to remain as currently located. 1. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives; Retaining the existing 6' sidewalk along Grady Way at our property allows for a consistent look and feel for the entire street as the prescribed frontage improvements would not be consistent with the remainder of the already fully developed and improved street frontage. Maintaining its existing location allows for us to provide the required 15' landscape buffer including the street trees. 2. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; The retaining of the existing sidewalk will continue to meet the current objectives and safety, function, appearance and environment at the same standard. 3. Will not be injurious to other property(ies) in the vicinity; Maintaining a consistent appearance along the street frontage will be more beneficial to our property and the others around us_ Providing the new prescribed frontage improvements would be injurious to our property as it would no longer have a consistent appearance. 4. Conforms to the intent and purpose of the Code; The existing walk maintains a consistent appearance which is the intent of frontage improvements in general. 5. Can be shown to be justified and required for the use and situation intended; and The existing side walk currently serves as pedestrian access along our property and is appropriate for the situation it was intended for. 6. Will not create adverse impacts to other property(ies) in the vicinity 1 The removal of the existinoalk would have adverse impacts on our Oerty and our neighbors as the frontage would no longer be consistent.
