Originally the proposal included a planting strip along NE 7th Street ranging from 18 feet, 3 -inches to 23 feet, 2 -inches. The proposal would now have a 20 -foot wide landscaping buffer along NE 7th St. Analysis of Request The following table contains an analysis of the criteria outlined in RMC 4-9-2001: Criteria Criteria Met The adjustment does not involve more than a ten percent (10%) increase in area or scale of the development in the approved site X plan; or The adjustment does not have a significantly greater impact on the X environment and facilities than the approved plan; or The adjustment does not change the boundaries of the originally X approved plan. The revisions include: 1. Reducing the number of new parking stalls from 12 to 10. 2. Revising the landscape buffer to provide additional screening between the new parking lot and the NE 711, Street. Item "1" - Parking stall reduction: The original site plan submitted with the Land Use application contained new 12 new parking to be used exclusively by King County Public Health. This "12 -car" scheme was designed prior to having a professional survey of the building footprint or the parking lot area. Subsequent to the Land Use Approval we were authorized by the State and the College to obtain a professional survey for building and parking area. When we laid out the 12 -stall scheme onto the surveyed site plan we discovered that there was a significant conflict with an existing retaining wall. This conflict was eliminated by reducing the new parking to 10 stalls. Neither the County nor the College thought it would be worth the additional costs to restructure the existing retaining wall systems for a net gain of two parking stalls. Item "2" - Landscape Buffer Im rovements: The landscape buffer submitted with the land use application referenced above utilized the exiting topography, existing street trees and an assortment of low scale plants and grasses to create the buffer between the parking area and NE 7th Street. 4000 DELRIDGE WAY SW . However the screening afforded by the revised landscape plan is improved: the previous landscape plan showed a curvilinear buffer averaging 25' wide; the proposed landscape plan has modified this buffer to a straight form with a "constant" buffer width of 20'. 2. The number of plants increased from 340 (all grasses) to 441 (111 shrubs and 330 groundcovers). 3. The planting palette went from grasses only to a mix of shrubs and groundcovers. a. CONDITIONAL USE PERMIT JUSTIFICATION Consistency with Plans and Re lgu ation: the proposed project is compatible with the general purpose, goals, objectives and standards for the City of Renton. The College has had to close their childcare facility; having the existing building sit unoccupied would not be beneficial for the College, City of nearby neighbors. The new day -use medical clinic will provide a valuable resource for King County, City of Renton and nearby neighbors; providing health services to moderate to lower income families. Other benefits offered by the clinic include parental education, water quality testing, and a convenient location for obtaining health-related legal documents (immunization records and death certificates for example). _Appropriate Location: the proposed location for the King County Public Health Day -Use clinic at the NE comer of Renton Technical College is appropriate for the KCPH, Renton Technical College, and for the nearby residential neighborhoods. City: primary access to the site will be from the driveway off NE 7t` Street. Having the direct access away from the major nearby arterials (Monroe Avenue NE, and NE 4'h) will mean there is less direct traffic interference to the arterial traffic. College: the project site is at the NE comer of the campus. There are no academic buildings in the immediate facility and the project site is located directly adjacent to existing parking lots that have the least demand than any of the other parking sites on campus (due to the distance from the proposed site to the main instructional buildings on the campus). Nei boyhood: the King County Public Health Clinic will provide medical amenities to the nearby vicinity. The site is easy to access and there will be associated parking with the facility. Overconcentration of Particular Use: once operational, the King County Public Health Renton Center would be one of the few clinics in the Renton vicinity focusing on providing quality medical services to moderate and lower income families. Effect on Adjacent Properties: The project site in located on the Renton Technical College campus, but at the NE corner of the site, somewhat removed from the main academic part of campus. There will be little to no impact to the on-going operations of the campus. The adjacent neighbors may notice slighting increased traffic as a result of the new facility. However it should be noted that the traffic patterns would not be significantly different than when the facility was operated as a childcare facility. Most of the children using the childcare facility were delivered and picked -up by parents driving to and from the facility. While being operated as a childcare most of vehicular trips were concentrated early in the morning and late in the afternoon. The day -use medical center will have less "peak load" traffic" but some increase in vehicular traffic during the day. It should also be noted that the facility is located next to parking facility serving both students and staff. The vehicular trip generation from the day -use clinic will not vary significantly than trip generation that generated by the students and staff of the College. To mitigate traffic and parking issues: The College will relocate some of its parking demand to a leased facility located at the south end of the campus; remote from the proposed project site. S.M. There will be minimal changes to the exterior of the existing building; changes will include repainting and some additional windows. There will be no visual impacts to the neighborhood as the building for the new day -use medical clinic is existing. Use Compatibility: The day -use medical clinic is compatible with other services provided by Renton Technical College. The College offers medical training programs in health services including dentistry and nursing; the day -use clinic. The King County Public Health facility will provide health treatment services while the college facility provides health training services. The day -use clinic will be completely housed into the existing campus building. The existing building is of modest size and one-story and is of a scale completely compatible with the single family residences located to the north and east of the project site. Parking: adequate parking will be provided. The project includes adding 12 parking stalls directly adjacent to Building M and the College will enter into a lease for an additional 20 parking stalls from the Renton Public Health Center located at 3001 NE 4t` Street. The purpose of the lease is to shift any increase in parking demand, generated by the day -use medical clinic, to the south end of campus which will lessen the impact to the adjacent neighborhoods. (Please note that the details of the lease are still being negotiated so no copy is included with this application). Traffic: there will be no adverse affects on traffic with the implementation of this project. There is an existing vehicular entrance located on NE 7t" street that will primarily serve the occupant needs for the new clinic. Traffic to and from the clinic will be dispersed throughout the day and early evening; there will be no significant demand load increase to the adjacent streets or arterials. The vehicular trip generation from the day -use medical clinic will not vary significantly that the trip generation in place when the facility was operated as a childcare. The peak loads will be slightly reduced because the clinic will have on-going operations throughout the day in place of set delivery times of early morning and late afternoon. There will some increase of in traffic during the day and early evening; but barely noticeable in context of the on-going daily use of the College. Noise, Light and Glare: The building will be in operation during the daylight hours and early evening: the building lighting will be equipped with occupancy sensors controlling the light intensity from the building during overnight hours. Site lighting will be equipped with light "cut-off' features reducing light pollution emanating from the project site. Landsca in : The existing landscape buffers along NE 7th and Monroe Avenue NE will be maintained. When a full design is submitted for a construction permit, a complete report with appropriate calculations and other information will be completed for submittal to the City. Project Overview: Renton Technical College intends to renovate existing Building M in the north portion of campus as part of a conversion in conjunction with King County Health- As part of renovating the building from a child care facility to a medical teaching facility, conversion of the play area on the north end of the building to a 12 -car paved parking lot is proposed. The new paving for the parking and access drive will be approximately 4,500 -SF Conditions and Requirements: The site is in the north end of the Renton Technical College campus. It consists of Building M, a 12,000 -SF building, and surrounding pavements and planting. The existing building will be maintained, and renovated. Aside from the addition of a new parking lot and installation of a fire service from the City's water system, no other site improvements are planned. No critical areas are documented for this location. Records indicate the existing play area is filled with wood chips, with an under drain system that is tied to the campus storm system that then connects to the City's storm system in Kirkland Ave NE for eventual discharge to lake Washington. The site is in the City's "Peak Rate Flow Control Standard (Existing Site Conditions) Area, per the published Flow Control Applications Map. The new small area of paving will not significantly change the flow control characteristics of this site. As the proposed pavement and new vehicle use area is under 5,000 -SF, Per City of Renton and King County regulations, water quality treatment is not required for surface water collected from the new lot. Off Site Analysis The site is near a local high point on the campus, little or no water eaters the site from other areas. When a full design is submitted for a construction permit, a complete report with appropriate calculations and other information will be completed for submittal to the City. Project Overview: Renton Technical College intends to renovate existing Building M in the north portion of campus as part of a conversion in conjunction with King County Health- As part of renovating the building from a child care facility to a medical teaching facility, conversion of the play area on the north end of the building to a 12 -car paved parking lot is proposed. The new paving for the parking and access drive will be approximately 4,500 -SF Conditions and Requirements: The site is in the north end of the Renton Technical College campus. It consists of Building M, a 12,000 -SF building, and surrounding pavements and planting. The existing building will be maintained, and renovated. Aside from the addition of a new parking lot and installation of a fire service from the City's water system, no other site improvements are planned. No critical areas are documented for this location. Records indicate the existing play area is filled with wood chips, with an under drain system that is tied to the campus storm system that then connects to the City's storm system in Kirkland Ave NE for eventual discharge to lake Washington. The site is in the City's "Peak Rate Flow Control Standard (Existing Site Conditions) Area, per the published Flow Control Applications Map. The new small area of paving will not significantly change the flow control characteristics of this site. As the proposed pavement and new vehicle use area is under 5,000 -SF, Per City of Renton and King County regulations, water quality treatment is not required for surface water collected from the new lot. Off Site Analysis The site is near a local high point on the campus, little or no water eaters the site from other areas. WA 98101 P: 2061343-0460 - F 2061343-5691 Renton Technical College Building M 2 August 7, 2012 Flow Control and Water Quality The site is in an area mapped by the city as "match existing site conditions" for flow control; with the limited change in surface area coverage, (less than 5,000 -SF) there will be less than 0.1-cfs change in peak flows from the site in the 100 -year storm event. Water quality treatment is not required for new pollution generating surfaces less than 5,000 -SF, per City of Renton code. Conveyance System Design and Analysis The new storm system will be per City of Renton standards, it will consist of a pipe and catch basin system to collect the water from the new surfaces and convey it to the existing campus storm water system. No changes to off-site systems are anticipated as a result of this development. Special Reports and Studies No special reports or studies are anticipated to be required for this development. Other Permits Site permits through the City of Renton for water service (fire), grading, paving and site restoration. No other jurisdiction permits are anticipated. CSWPPP Analysis and Design Construction storm water will be controlled while bare soils are present, and erosion or sediment transport is possible. Use of barrier methods (silt fence or straw wattle) filters (catch basin inserts) and surface control measures (sheeting or mulch) will be used to control water and soil on-site. This development should disturb less than 10,000 -SF total, with all of it to be restored or paved when the project is complete.
