Culverts 1 and 3 have significant cracking and are reaching the end of their usefulness. If not repaired, these culverts may fail and undermine the existing roadway. A sinkhole has developed over the culvert in the southbound bicycle lane which has created a safety hazard. Culvert 1 (12 in inches diameter) and Culvert 3 (18 inches in diameter) would be rehabilitated using cured -in-place pipe (CIPP). The process involves inserting an epoxy -coated liner into the existing culverts and using steam to both expand the liner against the walls of the culverts and to provide the necessary heat to cure the liner. Once cured, the liner would be trimmed at the culvert inlet and outlet. The only significant equipment would be a truck that supplies steam for expansion and curing. Culvert 2 is an existing 12 inch diameter concrete pipe that would be completely replaced with a new 12 inch diameter corrugated polyethylene pipe (CPEP). This would involve a trench between 7 and 10 feet deep, 50 feet long, and approximately 6 feet wide to remove the existing pipe and install a new pipe. Such work would involve pipe placement, bedding, backfill, asphalt restoration, concrete panel placement, traffic control, survey, erosion and sediment control, temporary bypass, dewatering, slope restoration and seeding of exposed soils. The project is expected to be completed between December 2012 and March 2013. Area of total disturbance approximately 1000 SF. Project Location: 3 culvert crossings located on Lake Washington Blvd. N between N 38`x' St. and approximately 250' south of the intersection of Lake Washington Blvd./Burnett Ave N and N 36`h Street. Work Description: Culvert No. 1 and No. 3 will be rehabilitated using Cured -in -Place Pipe. The process involves inserting an epoxy coated liner into the existing culverts and using steam to both expand the liner against the walls of the culverts and to provide the necessary heat to cure the liner until full design strength is achieved. Once cured, the liner is trimmed at the culvert inlet and outlet. Bypass of storm flows around the culvert may be required if surface water can enter the pipe while the culverts are being lined. The only significant equipment involved is a truck that supplies the heated steam for curing. Culvert No. 2 Is an existing 12" diameter concrete pipe that will be completely replaced with a new 12" diameter corrugated polyethylene pipe. This work includes opening up a trench between 7' and 10' deep, 50' long and approximately 6' wide to remove the existing pipe and install the new pipe. Significant work items include pipe placement, bedding, backfill, asphalt restoration, concrete panel replacement, traffic control, survey, erosion and sediment control, temporary bypass, dewatering, slope restoration and seeding of exposed soils. Basis for Exemption: The rehabilitation of Culvert No. 1, Culvert No. 2 and Culvert No. 3 fall under Exemption Number 2 — Normal maintenance or repair of existing structure or developments. Culverts No. 1 and No. 3 have significant cracking and are reaching the end of their useful lives. If not addressed, these culverts may fail and undermine the roadway, creating a safety hazard for motorist, bicyclists and pedestrians. Culvert No. 2 has partially collapsed and the bottom of the culvert is completely missing in several locations. A sink hole has developed over the culvert in the middle of the southbound bike lane which has created a safety hazard for bicyclists. If not immediately replaced, there is increased risk that storm 0 0 runoff will continue to scourer and erode the soil under the pipe, resulting in complete failure of the culvert and potential undermining of the roadway. Anticipated Work pates: December 2012 -March 2013 Other Permits Required: None Current and Proposed Use of Site: Current use of site is paved road with earthen fill road embankment_ Proposed use of site is the same as current use. Special Site Features: Shoreline of Lake Washington is located approximately 200' to the west of the project site. Regulated Slope between 25%-40% Soil Types and Drainage Conditions: All three culverts are located within the road prism. The road surface is asphalt with concrete panels under a portion of the road and the road embankment is located in soils classified as Indianola (InC). Surface runoff within each site consists of sheet flow from paved road surfaces. Runoff from the west side of Lake Washington Blvd. sheet flows to a gravel shoulder and then down a vegetated slope before entering a ditch between the road and the previously owned BNSF tracks. From the ditch, surface run off enters culverts under the tracks and then into a pipe system before outfalling to Lake Washington. Runoff from the east side of Lake Washington Blvd. sheet flows into catch basins within the shoulder of the road before entering culverts No 1, No 2 and No. 3. that cross under Lake Washington Blvd. Each of the three culverts discharge to the same ditch/pipe system as the runoff from the west side of the road described above. Total Estimated Construction Cost and Proposed Market Value of Proposed Project: $45,000 Estimated Quantities and Type of Materials Involved: Approximately 40' of 12" Cl PP, 58' of 18" CIPP and 50' of 12" CPEP. Installation of the new 12" CPEP pipe will require approximately 1000 CF of backfill and restoration of approximately 240 SF of asphalt and concrete over roadway.
