SUMMARY OF PROPOSAL: The applicant is requesting Environmental (SEPA) Review of a project which would replace the existing 6
to 8-inch diameter stormwater pipes in Stevens Avenue Nl"', !jod AHer"e NW and Taylor Place NW with a new 12-inch diameter
storm system capable of conveying the current stormwater flow. The existing storm water pipe that runs from Stevens Avenue
NW to Taylor Place NW is in poor condition, soil is leaking into the pipe joints, and settlement has occurred next to a residential
concrete parking pad. The existing storm pipe will be plugged and approximately 1,000 linear feet of new 12-inch storm pipe and
about 12 new catch basins will be installed in Stevens Avenue NW, Lind Avenue NW, and Taylor Place NW. This construction
would take place within the rights-of-way of the 500 block of Stevens Avenue NW, the 500 block of Lind Avenue NW, the 500 block
of Taylor Avenue NW, and the unused right-of-way between Stevens and Lind Avenues NW. Project work would take place within
existing public rights-of-way that are adjacent to eXisting single-family neighborhoods. The project site is in the R-B zone.

adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under
their authority of Section 4-6-6 Renton Municipal Code. These conditions are necessary to mitigate environmental
impacts identified during the environmental review process.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The project would involve constructing a new storm water drainage system in Stevens Avenue NW and
Lind Avenue NW to replace the failing storm system in the area. The existing storm system in Stevens
Avenue NW and Lind Avenue NW consists of 6 to 8 inch pipes and old brick catch basins. The primary
storm system in Stevens Avenue NW runs north to the parking area in front of the house at 512 Stevens
Avenue NW where it runs to the east under existing homes to an old brick catch basin in Taylor Place NW.
The storm pipe under the parking area is in poor condition, soil is leaking into pipe joints, and a void is
forming under the concrete parking pad.
The proposed project includes the replacement of portions of the old storm system in Stevens Avenue NW
with new 12 inch diameter storm pipe. The new storm system would run from Stevens Avenue NW to the
east through an unused right-of-way to Lind Avenue NW. In Lind Avenue NW the existing storm system
would be replaced and run north to the existing storm system in Taylor Place NW. Approximately 12 old
brick catch basins along the route will be replaced with new concrete catch basins as needed.
The new storm system would be installed in 4 to 6-foot deep trenches. Most of the new storm system
would be along the edge of existing pavement. Asphalt pavement removed during construction would be
replaced to the same limits as currently exists. Gravel shoulders and grass areas would be replaced to
match existing areas. Gravel construction through the unused right-of-way would be through an area
covered with grass. Restoration of this area would consist of regrading the ground surface to match
existing contours and reseeding with grass.
Construction of the project would take place within public rights-of-way. Adjacent land use consists of
single-family residences located in the Residential-8 dwelling units per acre (R-8) zone.
The project contractor will be responsible for ensuring that a traffic control plan is in place during
construction to ensure access for residents and emergency vehicles.
The project is expected to commence in late September, 2012 through November 2012. Construction
activities would take place during the hours of 7:00 am and 5:00 pm. The width of the construction trench
would be approximately 4 to 5 feet wide. Traffic would be restricted to one lane during day time
construction hours.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS-M with a 14-day Appeal Period.

The Proposal was circulated and reviewed by various City Departments and Divisians ta determine
whether the applicant has adequately identified and addressed environmental impacts anticipated ta
accur in canjunctian with the propased development. Staff reviewers have identified that the proposal
is likely ta have the following probable impacts:
1. Earth
Impacts: As the project consists of storm water pipes and catch basins which are located within
existing public rights-of-way, no significant impacts are anticipated. The soil type under the
existing rights-of-way consists of Alderwood gravelly sandy loam. The project is located in an area
of hilly terrain. The steepest slope (approximately 25 percent) occurs in the unused right-of-way.
The slopes in the street in Stevens Avenue NW and Lind Avenue NW range from 1.5 to 5 percent.
Approximately 400 to 500 cubic yards of soil may be used as trench backfill. Native soil may be
used for backfill where it is suitable for that purpose. The City's contractor will provide any other
needed backfill material from commercial suppliers. Backfill material would be placed to the top of
the trench and graded to match the existing ground contours. Because all construction would take
place within existing public rights-of-way, erosion potential is minimal. Standard erosion control
for utility excavation would be employed including filter fabric fences, covering soil stockpiles,
mulch and catch basin inlet protection.
No change in impervious surface coverage would result from completion of this project.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
2. Air
Impacts: During construction activities dust and engine emissions will be created as a result of
digging by construction equipment. Standard emission control devices will be utilized by
construction equipment and standby generators will be used during construction and operational
phases of the project. A water truck will be used to minimize dust during construction activities.
Mitigation Measures: No additional mitigation is required.

Impacts: There may be short term noise associated with construction equipment. Construction
schedules will adhere to Renton Municipal Code regulations in regards to hours of construction
operation.

4. Historic and Cultural Preservation
Impacts: The proposed project is located in an area with a high probability of archaeological sites.
While the site has previously been disturbed by development, there remains a potential for
subsurface archaeological deposits. The excavation trench would be limited to approximately 6
feet in width and 4 to 6 feet in depth. Staff recommends that work shall immediately cease and
the Washington State Department of Archaeology and Historic Preservation shall be contacted at
(360) 586-3065 should any archaeological artifacts be discovered during earthwork activities.

5. Transportation
Impacts: Approximately 20 to 25 truck trips would occur as a result of the approximately 400 to
500 cubic yards of grading material. The excavation project trench width would be approximately 4
to 5 feet in width and no road closures are anticipated. If necessary, a flagger would be present to
ensure traffic flow. The project contractor would maintain a traffic control plan which would
ensure resident and emergency vehicle access during construction activities.
Mitigation Measures: No additional mitigation is required.

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPAl Review of a project which
would replace the existing 6 to 8-inch diameter stormwater pipes in Stevens Avenue NW, lind Avenue NW, and Taylor
Place NW with a new 12-inch diameter storm system capable of conveying the current stormwater flow. The existing
storm water pipe that runs from Stevens Avenue NW to Taylor Place NW is in poor condition, soil is leaking into the
pipe joints, and settlement has occurred next to a residential concrete parking pad. The existing storm pipe will be
plugged and approximately 1,000 linear feet of new 12-inch storm pipe and about 12 new catch basins will be installed
in Stevens Avenue NW, lind Avenue NW, and Taylor Place NW. This construction would take place within the rights-of-
way of the SOD block of Stevens Avenue NW, the 500 block of lind Avenue NW, the 500 block ofTaylor Avenue NW, and
the unused right-of-way between Stevens and lind Avenues NW. Project work would take place within existing public
rights-of-way that are adjacent to existing single-family neighborhoods. The project site is in the R-8 zone.
PROJECT LOCATION: 500 Block of Stevens & lind Avenues NW & Taylor Place NW; ROW between
Stevens and lind Avenues NW
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non-
Significance-Mitigated (ONS-Ml. A 14-day appeal period will follow the issuance of the DNS-M.

The existing storm pipe will be plugged and approximately 1000 linear feet of new 12-
inch storm pipe and about 12 new catch basins will be installed in Stevens Ave NW, Lind
Ave NW, and Taylor PI NW.
In Stevens Ave NW the new storm system will be located mainly on the west side of the
street to replacing the existing storm system. The new storm system will run to the
south to an unused right-of-way, then will run east in the right-of-way to Lind Ave NW.
At the north end of Stevens Ave NW about 110 feet of the existing storm system which
runs to the north will be replaced.
In Lind Ave NW the new storm system will be installed on the west side of the street
and will run to the north to Taylor PI NW. In Taylor PI NW the new storm system will
run about 50 feet to the north to connect to the existing storm system. An additional
section of pipe running from the open ditch on the west side of Taylor PI NW to the
new catch basin will also be replaced.
Construction will be in City right-of-way which consists of asphalt covered streets,
gravel shoulders, or grass. Asphalt pavement that is removed will be restored to the
same limits as the existing asphalt. Gravel shoulders and grass areas will be restored to
match existing areas. Construction in the unused right-of-way will be through the
grassed area. Restoration will consist of regrading the ground surface to match existing
contours and reseeding with grass. No trees are expected to be removed.

Ave NW, Renton Ave S, and Rainier Ave S to reach the construction site. Truck hauling
on arterial streets (Renton Ave S and Rainier Ave S) will be limited to the hours of 8:30
AM to 3:00 PM, Monday through Friday. Work on the weekends will only occur with
approval from the City.
During construction some streets may be restricted to "Local Access Only" while work is
occurring in them. Parking in the construction area will be temporarily limited. After
construction all streets will be restored to existing access.
Access to local driveways will be maintained, except when construction needs to cross a
driveway. The City will attempt to limit driveway blockages to one day or less.
The contractor will be required to file a Traffic Control Plan with the City to identify
hauling routes and traffic control measures for the construction area.
Erosion control measures such as storm drain inlet protection and filter fabric fences
per the King County Surface Water Manual will be used. Any soil stockpiles not in use
will be covered with plastic sheets during rainy periods. All construction equipment will
be required to have muffler and exhaust systems in good working order.

done) and to help the agency decide whether an EIS is required.

Governmental agencies use this checklist to determine whether the environmental impacts of your

The project involves constructing a new stormwater drainage system in Stevens Ave NW
and Lind Ave NW to replace the failing storm system that runs under or between homes in
the area. The eXisting storm system in Stevens Ave NW and Lind Ave NW consists of 6-to
8-inch pipes and old brick manholes. The primary storm system in Stevens Ave NW runs
to the north to the parking area in front of the home at 512 Stevens Ave NW, where it runs
to the east under existing homes to an old brick catch basin in Taylor PL NW. The storm
pipe under parking the area is in poor condition, soil is leaking into the pipe jOints, and a
void is forming under the concrete parking pad.

The project will involve replacing parts of the old storm system in Stevens Ave NW with
new catch basins and a new 12-inch diameter storm pipe. The new storm system will run
from Stevens Ave NW to the east through an unused right-of-way to Lind Ave NW. In Lind
Ave NW the existing storm system will be replaced with the new storm system which will
run north to the existing storm catch basin in Taylor PL NW. The existing brick catch
basin will be replaced with a new concrete catch basin. Other old catch basins and pipes
along the route will be replaced with new catch basins and pipes, where needed.
Approximately 1000 linear feet of new 12-inch storm system and about 12 new catch
basins will be installed.
The new storm system will be installed in trenches about 4 to 6 feet deep. Most of the new
storm system will be along the edge of the existing pavement. Asphalt pavement that is
removed for construction will be restored to the same limits as existing asphalt. Gravel
shoulders and grass areas will be restored to match existing areas. Construction in the
unused right-of-way will be through the grassed area. Restoration will consist of
regrading the ground surface to match existing contours and reseeding with grass. No
trees are expected to be removed.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township, and
range if known. If a proposal would occur over a range of area, provide the range or boundaries
of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if
reasonably available. While you should submit any plans required by the agency, you are not
required to duplicate maps or detailed plans submitted with any permit applications related to this
checklist.
The project is located in the Southwest quarter of Section 7, Township 23N, Range 5E in
the City of Renton, King County, Washington. See attached figures and plans for project
location.
The new storm system will be located in City right-of-way in the 500 blocks of Stevens Ave
NW, Lind Ave NW, and Taylor PL NW.
B. ENVIRONMENTAL ELEMENTS
1. EARTH
a. General description of the site (circle one); fiat, rolling, hilly, steep slopes, mountainous,
other Rolling
b. What is the steepest slope on the site (approximate percent slope?)
The steep slope on the site is approximately 25% (about 4H to 1V) in the unused
ROW. The slopes in the street in Stevens Ave NW and Lind Ave NW range from
1.5% to 5.0%.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
muck)? If you know the classification of agricultural soils, specify them and note any
prime farmland.
The soil in the project area is classified as AgC by the Soil Conservation Service
King County Soil SurVey. AgC is called Alderwood gravelly sandy loam by the Soil
Survey, is on 6 to 15 percent slopes, and is described as a moderately well drained

soil formed under conifers in glacial deposits. The soil is dark brown to grayish
brown. Permeability is described as moderately rapid in the surface and subsoil,
and very slow in the substratum. Runoff is slow to medium, and the erosion
hazard is described as moderate.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,
describe. None known.
e. Describe the purpose, type, and approximate quantities of any filling or grading proposed.
Indicate source of fill.
About 400 to 500 cubic yards of soil may be placed as trench backfill for the new
stormwater pipeline. Native soil may be used for backfill when it is suitable for that
purpose. The contractor will provide any other backfill material needed from
commercial suppliers. Backfill will be placed to the top of the trench and graded to
match the existing ground contours.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
Minor erosion could occur when the grass in the unused ROW is removed for
construction of the new storm system. The contractor will be required to use
typical erosion control methods described in the King Country Surface Water
Design Manual.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
There will be no change in the amount of impervious surface.
About 50 percent of the new storm system will be located in existing impervious
surface (asphalt streets and driveways)
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
The contractor will be required to use typical erosion control methods in the King
Country Surface Water Design Manual, including filter fabric fences, covering soil
stockpiles, mulch, and catch basin inlet protection.

2} Describe waste material that will be discharged into the ground from septic tanks or other
sources, if any (for example: Domestic sewage; industrial, containing the following
chemicals ... ; agricultural; etc.). Describe the general size of the system, the number of
such systems, the number of houses to be served (if applicable), or the number of
animals or humans the system(s} are expected to serve. NA.
c. Water Runoff (including storm water):
1} Describe the source of runoff (including storm water) and method of collection and
disposal, if any (include quantities, if known). Where will this water fiow? Will this water
flow into other waters, If so, describe.
Stormwater runoff mainly comes from the single family residential area west of
Lind Ave NW and Stevens Ave NW. Runoff travels over the forested hillside and
through residential yards until it reaches drainage ditches or curbs along the edges
of the streets, and eventually enters the existing storm drainage system in Stevens
Ave NW or Lind Ave NW.
The storm system project will install new catch basins in Stevens Ave NWand Lind
Ave NW at the same locations as the old brick catch basins. Several new catch
basins may be added to the street, if needed, to help collect runoff. The new
drainage system in Stevens Ave NW will run to the east to Lind Ave NW, then will
run to the north to Taylor PL NW where it will connect to the existing storm system.
The existing storm system in Taylor PL NW drains to the east under the road into a
forested ravine, and eventually flows under Rainier Ave S, to the Black River
culvert, and to Lake Washington approximately 0.9 miles away.
The new storm system will consist of 12-inch diameter pipes, and Type 1 and Type
2 catch basins. The amount of runoff will not change because the storm system
replacement project that does not change the drainage area or amount of
impervious surface. There is no record of flooding in the area so upgrading the
existing 6-to 8-inch diameter storm pipes to 12-inches will be sufficient to handle
peak storm flows.
2} Could waste material enter ground or surface waters? If so, generally describe.
No new impacts from new storm water system are expected. Any liquid spills in
the street could enter the storm water system. The same potential currently exists
with the existing drainage system.
d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if
any:
No new impacts are expected. The City of Renton Maintenance Department would
respond to any problems with the storm system or with liquid spills in City ROW.
