PROJECT DESCRIPTION: The applicant requests a Temporary Use Permit in order
to be allowed to have a temporary wood structure in which to conduct a car wash and auto
detail business within a shelter. A tent structure previously used in the conduct of the business
was damaged by wind, and the applicant has requested that the new wood structure be
permitted because a replacement tent of the same type is not permitted. The proposed wood
structure would be 40 feet in length, and 13 feet 6 inches in width, and 12 feet in height. The
structure would be site -built and have a pitched roof, in addition, it would be supported on
posts set in pier blocks. A Temporary Use Permit is needed as the proposed structure does not
meet Development Standards (including parking & landscaping) or Design Regulations
(regarding building design, pedestrian amenities, materials, etc.) applicable to the Commercial
Arterial (CA) Zone, Design District "D". The auto detail business leases the vacant portion of a
site that is occupied by an automotive repair business.
Staff Analysis: The proposed structure would provide shelter from the elements for the auto
detailing use that is currently occurring on the site. The structure does not appear to be
temporary, and as of the date of the submittal of this application, was partially constructed. The
structure has been subsequently removed (as of December 17, 2010). The building as proposed
is large, made of permanent materials, and is not compatible with the character of the
City of Renton Department of Community & Economic Development Administrative Temporary Use Permit

surrounding development, including single family and multi -family residential to the west, and
offices to the east. No additional landscaping or screening is proposed to increase the
compatibility of the proposed structure with its surroundings. There are several deficiencies
with regard to Fire Department regulations, and therefore, as proposed, a Building Permit could
not be granted for the proposed wood structure.
However, staff supports the applicant's operation of the business in pop-up type tents. This
would allow the car wash/detail business to operate in a sheltered area. A number of
conditions are recommended and will be required, including: The area allowed for the tents
would be limited to no more than a total of 400 square feet. The tents would need to be set-up
each day, and taken down at the conclusion of business each day. Commercial car wash water
and/or car detailing wastewater cannot be discharge to the storm sewer system as it is
considered to be an illicit discharge and is prohibited by law. The car wash/detailing
wastewater from Dominic's Auto Detail will need to be collected and disposed of in the sanitary
sewer system or recycled, but not allowed to drain to the storm system. In order to be
accepted into the sanitary sewer system, the wash down area needs to be isolated to less than
400 square feet that is subject to surface water (this is typically done by installing a berm around
the car wash area). A catch basin and oil/water separator for connection to the existing side
sewer on the property must be installed. The water source for the business must be identified
to ensure it is from the domestic meter, and not the irrigation meter. A plan must be submitted
to the City showing how the required stormwater standards are being met. Finally, all
equipment and tents must be stored off-site or within an existing enclosed building when the
business is closed for the day.
The following Dominic's Temporary Use Permit is hereby approved and subject to the following
conditions:
CONDITIONS OF APPROVAL:
1) The proposed wood structure is not allowed. Instead, temporary pop-up type tents up to
a total area of 400 square feet are allowed provided the tents are erected at the start of
business each day, and taken down at the conclusion of business each day.
2) Wash water from the business cannot be discharged to a storm water system. The wash
water must be collected and disposed of in the sanitary sewer system or recycled. The
immediate wash down area must be isolated to less than 400 square feet in area, and
have a berm or curbing surrounding it. A catch basin and oil/water separator far
connection to the existing side sewer must be installed within 120 days of the granting
of the Temporary Use Permit to collect the wash water and properly dispose of it.
Continued use of filters is required.
3) Within 14 days of the granting of the Temporary Use Permit, the water source for the
business must be identified to ensure it is from the domestic meter and not from the
irrigation meter.

4) Within 14 days of the granting of the Temporary Use Permit, the applicant must submit
a plan (drawing) showing how the required stormwater standards are being met.
