WATER BODY/WETLAND: Cedar River.
PROPOSAL DESCRIPTION: The applicant is requesting a Shoreline Exemption in
order to replace light poles and fixtures within Cedar River Park. There are 17 existing
parking lot light poles with high pressure sodium fixtures of which one is located within 200
feet of the Cedar River. The applicant is propOSing to replace all parking lot lighting poles

with a total of 32 parking lot LED fixtures and poles of which one replacement pole would be
located within 200 feet of the Cedar River_ Additionally, there are seven existing pedestrian
light poles, all located within 200 feet of the the Cedar River_ The applicant is proposing to
replace all pedestrian light poles with a total of is pedestrian metal halide (LED if budget
allows) and poles of which six replacement poles would be located within 200 feet of the
Cedar River_ The closest existing light to be replaced is approximately 30 feet from the
ordinary high water mark of the Cedar River_ The closest new light would be installed
approximately 80 feet from the ordinary high water mark of the shoreline_
An exemption from a Shoreline Management Substantial Development Permit is hereby granted
on the proposed project in accordance with RMC 4-9-190C3 and/or for the following reason(s):
Normal maintenance or repair of existing structures or developments, including damage by
accident, fire or elements_
a_ "Normal maintenance" includes those usual acts to prevent a decline,
lapse, or cessation from a lawfully established condition_
b_ "Normal repair" means to restore a development to a state comparable to
its original condition, including but not limited to its size, shape,
configuration, location and external appearance, within a reasonable period
after decay or partial destruction, except where repair causes substantial
adverse effects to the shoreline resource or environment
c_ Replacement of a structure or development may be authorized as repair
where such replacement is the common method of repair for the type of
structure or development and the replacement structure or development is
X comparable to the original structure or development including, but not
limited to, its size, shape, configuration, location and external appearance
and the replacement does not cause substantial adverse effects to shoreline
resources or environment_

Project Description: The existing parking lot lights at Cedar River Park are insufficient
to safely light the parking lot. There are 17 existing parking lot poles with high pressure
sodium fixtures and seven pedestrian poles and lights, which will be replaced with 32
parking lot LED fixtures and poles, and 15 pedestrian metal halide (LED if budget allows)
and poles. One ofthe existing parking lot poles and all of the pedestrian poles and lights
to be replaced are within 200 linear feet of the Cedar River.
This project type is considered to be a normal maintenance or repair of existing
structures or developments. Work is anticipated to occur between October 1, 2011 and
January 15, 2012. The Contractor will acquire an electrical permit for this work.
There are no special features ofthis site, and the location of the closest existing light to
be removed is approximately 15 feet from the top of the right bank of the Cedar River,
and approximately 30 feet from the ordinary high water mark of the shoreline. The
closest new light to be installed will be approximately 80 feet from the ordinary high
water mark ofthe shoreline.
The total estimated construction cost for this project is $240,000.00
