PROPOSAL DESCRIPTION: The applicant proposes to remove eight Douglas fir trees
within the rear yard of their home. Three of the trees are approximately 70 feet in height, with
trunk diameters of 24-inches. Five smaller Douglas fir trees proposed for removal are 50 fe~
height with approximate 18-inch diameter trunks. One ofthe 70-foot tall trees is located along
the rear property line, while another of the 70-foot tall trees is located approximately 15 feet
from the back of the house. The applicant is requesting a Routine Vegetation Management
Permit in order to remove more than 3 trees in a 12-month period from a property that is less
than 35,000 s.f. in size. The applicant states that the trees have been maintained over the 20
years that they have lived in the house; and that in recent wind storms, branches have broken,
creating a hazardous condition. There are five other ornamental and fruit trees on the property
that would be retained.

[See Decision Criteria for additional comments.]
b. The land clearing and tree removal will not create or contribute to.
flooding, erosion, or increased turbidity, siltation or other form of
pollution in a watercourse. [See Decision Criteria for additional
comments.]
c. Will the land clearing and tree removal be conducted to maintain or
provide visual screening and buffering between land uses of differing
intensity and consistent with applicable landscaping and setback
provisions of the Renton Municipal Code?
d. Can the land clearing and tree removal be conducted in a way so as to
expose the smallest practical area of soil to erosion for the least
possible time, consistent with an approved build-out schedule and
including any necessary erosion control measures?
e. land clearing and tree removal shall be consistent with subsection D2
of this Section, Restrictions for Critical Areas -General, and RMC 4-3-
050 -Critical Areas Regulations. [See Decision Criteria for additional
comments.]
f. The retained trees will not create or contribute to hazardous
conditions as the result of blow-down, insect or pest infestation,
disease, or other problems that may be created as a result of
selectively removing trees and other vegetation from the lot(s). [See
Decision Criteria for additional comments.]
g. Will the land clearing and tree removal being conducted maximize the
preservation of any tree(s) in good health that is an outstanding
specimen because of its size, form, shape, age, color, rarity, or other
distinction as a community landmark?
DECISION CRITERIA COMMENTS: [the bullet number below corresponds to the Decision Criteria
number above]
c. The existing visual screening between the abutting home to the north would not be
retained; however, the land use is the same type and intensity.
f. The trees being removed potentially constitute a hazardous situation, as the property
owners have taken care to maintain the trees, by performing selective pruning to withstand winds;
however, branches continue to fall during wind events. The owners considered retaining some of the
fir trees, and determined that removal of some of the trees could compromise the ability of the
others to withstand wind events.

Page30f4
g. The trees are in reasonable health, and were planted in a grouping. Thinning of the trees
would not accomplish the applicant's goal to improve safety. The trees while large, are not
considered to be outstanding specimens or distinctive landmark trees. Of 13 existing trees on the
site, 8 would be removed. In order to compensate for the loss of 60% of the trees on the property,
staff recommends that a condition of approval be required, where the applicant would plant 2 new
ornamental trees either within the rear yard or within the planting strip in the right-of-way.
DECISION: The Nagamatsu Routine Vegetation Management Permit is approved subject to the
following condition:
1. Two ornamental trees, a minimum of 1-1/2" caliper shall be planted within either within the
rear yard, or within the landscape strip between the street and sidewalk. The trees shall be
selected from the City's approved tree list; and shall be installed within 90 days of the approval
of the permit. Please contact the City's project manager at 425-430-7286 for an inspection after
installation of the trees.

LEGAL DESCRIPTION OF PROPERTY
Situated in the State of Washington, County of King and is described

volume 113 of plats, pages 68 and 69, records of King County,

City of Renton
Planning Division

Description of Proposed Project
The project is located at 231 Vashon Avenue Southeast, Renton, Washington.
The property is approximately 7500 square feet with a single residential structure
approximately 1900 square feet. It is not capable of any future subdivision and
any future improvement would be a stand-alone shed and a ground level non-
concrete patio.
The only type of vegetation to be removed for this project would be the eight (8)
Douglas Fir trees in our backyard. Three of the trees are approximately 70 feet
tall with trunk diameters of 24 inches. The five smaller trees are 50 feet tall with
18-inch diameters. One of the 70-footer is on our rear property line while the
other is about 15 feet from our house. We feel that if we remove the three taller
trees that the five smaller ones would be susceptible to the northerly winds.
Our property is located in a residential area with lots averaging 7000 to 8000
square feet with no special site features such as wetlands, streams or steep
slopes. The work will not be situated near a green belt or areas with high
landslide potential.
A gas chain saw will be used to remove the limbs and trunks. The smaller limbs
would be sent through a wood chipper and used for landscape. The bigger limbs
. and trunks will be cut to 16 to 18-inch lengths and used for firewood. Neighbors
and friends will be taking the firewood. We will have minimal waste from these
trees. The estimated time of completion to bring down the trees is 2 days (June
4th and 5th ) and no real time for neighbors and friends to take the logs.
One of the reasons we bought this house was these tall fir trees (my wife and I
are from Hawaii and we don't have trees like this). We lived with them for over
20 years and the last snow/wind storm brought some big branches down. We
had the trees wind sailed about 10 years ago. We also have two dogs that we
keep them from going under these trees when it's windy. We hope you
understand our position and grant this tree removal permit.
