SUMMARY OF REQUEST:

1. The applicant requests a site plan modification in order to construct anew 241 square
foot storage room which would replace the existing approximately 121 square foot
shed.
2. The applicant is proposing minor exterior changes so that the existing freezer and new
storage room would have an appearance more compatible with the rest of the existing
structure.
3. The applicant proposes to remove a small portion of the existing southerly landscaped
area and existing storage shed in order to accommodate the requested proposal.
Promect Description: The McDonald's facility is part of the Renton Village Shopping Center on
South Grady Way. Vehicular access to the site is via the Renton Village parking lot to the south
and west. When the facility was approved on July 23, 1996 (LUA96-075, SA -A, ECF), the
maximum number of parking spaces allowed was 14; a parking modification to allow up to 29
parking space was approved on August 26, 1996. A Minor Site Plan Modification (LUA12-044)
was approved on June 27, 2012, which allowed dual drive-through lanes, a 50 square foot
building addition to accommodate a new drive-through cash booth, and the addition of 11
parking spaces. The previously approved modifications have subsequently been constructed.

ANALYSIS OF REQUEST:
RMC 4-9-2001 permits minor modification of site development plans by administrative decision.
To be considered a minor modification, the amendment must not:

Staff Comment: The amount of on-site landscaping would be reduced,

Site Development Minor Modification (LUA12-044).

Thank you for speaking with me concerning permitting of the proposed addition of framed walls around the existing
freezer and new storage space for the McDonald's. Attached are the floor plan, elevations and site plan showing the
proposed addition. The storage area, as shown is 241 SF. This will replace the existing 144 SF utility shed currently on
site. The freezer walls and storage space will be finished to match the McDonald's.

This proposed project is a remodel to an existing McDonald's restaurant. Improvements will be made to the
site, building exterior and building interior.
The improvements will include the removal of the existing storage shed currently adjacent to the exterior
freezer, the enclosure of the exterior freezer and the addition of a 241 SF storage room to the existing 2,864
SF building. A small concrete walk will be constructed to enable access to the new storage room from the
exterior.

Background
The subject proposal would result in the modification of a site currently developed with a
McDonald's quick service restaurant. The property is located at 401 South Grady Way in the
Commercial Arterial (CA) zone:
The original Site Plan (LUA0.96-075, SA -A, ECF), approved by the City of Renton on July 23, 1996
and the parking area. modification, approved by the City of Renton on August 26, 1996, indicate
that a maximum of 29 parking spaces were allowed on the project site (the actual number of
parking spaces provided was 28). In order to accommodate an increase in drive-through and sit-
down business, the applicant is requesting an additional 50 square feet of floor area to
accommodate a new drive-through cash booth, dual side-by-side•drive-through lanes, and 11
additional parking spaces for a total of 39 parking spaces. This proposal would result in the
removal of a portion of the southerly onsite landscaping while still providing a significant
landscape buffer from the parking area to the south.
Analysis
1) The minor modification must not involve more than a 10% increase in area or scale of
the development in the approved site plan.
Approval of the site plan modification would authorize the building .addition of 50
square feet.on the project site. This would increase the area or scale of the project
approved in LUA0096-075; SA -A, ECF by less than 2%.
2) .The..minor modification must not have a significantly greater impact on the
environment and facilities than the approved plana
The amount of onsite landscaping would be reduced'while still providing a significant
landscape buffer from the parking area to the south. The proposed number of parking
spaces would increase, but would appear to be part of the larger parking area for.the
Renton Village shopping center. These changes to the site plan are not anticipated to
have a significantly greater impact.on the environment and facilities than the approved
plan (LUA096-075, SA -A, ECF)).
3)` The minor modification must not change the boundaries_ of the originally approved
plan.
The boundaries of the originally.approved plan would not change as a result of the
proposed site development plan modification.
Decision
Based on the information provided by the applicant, staff recognizes that the proposed building
addition, the drive-through lane changes,and parking lot changes are appropriate forthe site
and are in accord with the original'site plan approval. Therefore; the site plan modification for
the McDonald's quick service restaurant project at 401 South Grady Way is approved.

Reference: McDonald's — 401 S Grady Way — Site Modification Narrative
This proposed project is a remodel to an existing McDonald's restaurant. Improvements will be made to the
site, building exterior and building interior.
The site improvements include the reconfiguring of the parking area to accommodate a new side-by-side
drive-thru. This will allow two vehicles to order simultaneously and will alleviate congestion within the parking
area. As a result of the improved drive-thru, the restaurant parking will expand toward the south and new
landscaping will be implemented. There will be a new covered trash enclosure constructed with CMU and
siding to match the building.
The existing building will be expanded by approximately 50 SF for a new drive-thru cash booth. The new
building area will be 2,864 SF. The exterior "arcade" design leverages the color yellow which references their
"golden arches" logo, their heritage. The use of cultured stone for the arcades provide a clean and modern
facade and welcoming entry which are intended to contrast with the base building in color and texture.
The interior will be refreshed with new wall graphics, lighting and finishes.
