Trench depth would be a maximum of 10 feet in depth. A total of approximately 1,755 cubic yards of material would be excavated and stored on the project sites; and no imported fill material would be used for this project. Erosion potential is minimal. Standard erosion control for utility excavation would be employed including filter fabric fences, covering soil stockpiles, mulch and catch basin inlet protection. No change in impervious surface coverage would result from completion of this project. Mitigation Measures: No additional mitigation is required. Nexus: Not applicable. Z. Water Impacts: The project site "is within Aquifer Protection Zone 1. The contractor for this project would store diesel fuel and other hazardous material on the project site in properly secured structures with secondary containment. The contractor would notify the City and the Washington State Department of Ecology immediately upon discovery of any release of hazardous materials. The groundwater table is located over 10 feet below the project construction. No groundwater would be withdrawn for construction of the project and no intentional discharges to the groundwater are planned. While waste material could enter the groundwater, it would have to travel through at least 10 feet of soil. Waste material could enter surface water via storm drain systems, but lack of slope at the project site and the scarcity of storm drain inlets near the project site make it unlikely that waste material would enter the storm drain system. Construction of the project is expected to generate minimal waste material and no waste material would be generated after project completion. Filter fabric would be installed in the storm drain inlets near the project sites. Stockpiled excavated material would be covered to prevent erosion via precipitation. Additionally, the project sites would be inspected frequently for erosion. Pursuant to RMC 4-9-015C.1 pipelines are exempt from operating and closure permits. Mitigation Measures: No additional mitigation is necessary. Nexus: Not applicable. 3. Air Impacts: Because construction activities would take place during the wet winter and spring seasons, there would be minimal impacts resulting from dust. Engine emissions will be created as a result of digging by construction equipment. Standard emission control devices will be utilized by construction equipment and standby generators will be used during construction and operational phases of the project. Mitigation Measures: No additional mitigation is required. Nexus: Not applicable. 4. Noise Impacts: There may be short term noise associated with construction equipment. All three wells have large areas outside of the public right-of-way which can be used for unloading materials and loading and unloading of construction equipment. Mud may be an issue at the construction sites; trucks and other equipment leaving the muddy areas of the project would have their wheels cleaned prior to entering public parking areas and roadways. The construction areas will be fenced during construction activities and the project contractor would maintain a traffic control plan which would ensure emergency vehicle access during construction activities. During construction several parking spaces on the east side of Liberty Park and on the west side of the Renton Community Center would be occupied with construction or construction staging materials. The parking spaces in Liberty Park would be occupied during what is considered to be the "off season" and are anticipated to have minor impact on recreation activities. The parking spaces on the west side of the Renton Community Center are in an area of low use and are anticipated to have minor impact on recreation activities. Mitigation Measures: No additional mitigation is required. Nexus: Not applicable. 7. Parks and Recreation Impacts: The project site is within both Liberty Park and Cedar River Park. Construction will be in the vicinity of the ball fields, the Renton Community Center, walking, running, and play areas. The footprint for this work is approximately 0.22 acres. Access will be from Houser Way North via Cedar River Park Drive and from Maple Valley Highway via Cedar River Park Drive. Off-Site Improvements: There are no proposed off-site improvements. Construction Cost: The estimated cost to construct the project is, $1,000,000. Fill and Excavation: No fill or excavation materials will be used or generated on this project. Tree Removal: Land Dedication: r c At the EW-3 site one small (6-foot) landscape tree may be removed during trenching for the pipe installation. The tree will be replaced upon completion of the project. The project will be installed on City of Renton public property. No additional land will be dedicated to the City. Job S~ack/Materials: A job shack may be used at the EW-3 site and the PW-8 site. Materials will be stockpiled at both sites. The job shack will be removed upon completion of the project. Construction Mitigation Description Wells PW-8, PW-9 & EW-3 Primary Disinfection Project The project is scheduled to begin construction October 15, 2012 and be completed by May 15, 2013. Dates are subject to change based on SEPA review, public bidding constraints, weather and other outside factors. The project construction will be limited to Monday -Friday between the hours of 7:00 AM -6:00 pm. A small amount of work is scheduled for the weekend to minimize disruption to the public, for example when a new water service is connected to the Community Center. Transportation to the site will be via Houser Way North and Maple Valley Highway. Large items will be delivered via Maple Valley Highway along the same route used by tanker truck deliveries of sodium hydroxide to the Water Utility's Corrosion Control Treatment Facility. Because the work will be performed in the wet winter and spring seasons dust is not expected to be a problem. Traffic impacts near the site will be minimal. Both the PW-8 / PW-9 site and the EW-3 site have large areas out of the right of way that can be used for unloading materials and loading and unloading of construction equipment. Mud will be a problem at both sites. The sites will be fenced from the public. Trucks and equipment leaving the muddy areas of the project will need to have their wheels cleaned prior to entering public parking areas and roadways. This requirement will be included in the project specifications. The connection of the new water service to the Community Center will be scheduled for late at night or early morning on a weekday or for a Sunday.
