A conceptual drainage plan and Technical Information Report (TIR) was submitted with the formal application. The project conceptually complies with the 2009 King County Surface Water Design Manual and the City of Renton Amendments. The proposed development results in a net decrease in impervious surface through the addition of pervious planting strips and landscape. 2. The water quality standards for this project require enhanced treatment. The design proposes the use of a ZPG and CFS Contech Stormwater Vault. The City of Renton has not approved the use of this technology and it will be reviewed separately with the construction permit. Plan Review-Street Improvements: 1. Street improvements along Logan Avenue are not required. Dedication of 17 feet of right-of-way along the frontage of Logan Avenue or to the fence line is required to be completed prior to final inspection of the project. The dedicated area is approved to have sod and landscaping installed between the existing frontage improvements and the proposed 4-foot fence. 2. Street improvements for the frontage of N. 6th Street are required to bring the cross section into conformance with the complete street standards. The curb may remain in the existing location and the minimum 8-foot planting strip installed to encompass the existing trees. An 8-foot wide sidewalk is to be installed north of the trees within the new planting strip. Additional dedication may be required on this frontage to include the new sidewalk within public right-of-way. Pian Review -General: 1. "Fill Source Statement" is required for any fill. 2. Project Location Mop ERC Report 12-079.docx City of Renton Department of Community & Economic Development PARKING LOT Z0 Report of October 8, 2012 PART ONE; PROJECT DESCRIPTION/ BACKGROUND Environmental Review Committee Report LUAll-079, ECF Page 2 of 6 The applicant has proposed to develop a new 567 stall parking lot to accommodate the increases in employees at the Renton Boeing Plant as a result of the increasing rate of its 737 aircraft production. The existing parking facilities at the main Renton Plant and the 10 -complex (Boeing Office) is at approximately 80 percent capacity. The site proposed for the new parking lot is located at 660 Logan avenue North, the former site of the Boeing 10-71 building. The 10-71 building was demolished and the property has been vacant for a number of years. Overall the site is 4.97 acres and is zoned Urban Center North 1 (UC-N 1). The City of Renton and The Boeing Company entered into a development agreement ("2002 agreement") on June 28, 2002, by Resolution No. 3568 which, among other things, established baseline trip counts, redevelopment credit and vesting of land use regulations under certain circumstances for ongoing Renton Plant operations and potential redevelopment, as such this project will be reviewed under Heavy Industrial (IH) zoning from 2002. Pursuant to the Renton Municipal Code in effect in 2002, Site Plan Review applied to all development in the zones listed under RMC 4-9-2008.1 but did not include the IH zone. Therefore, the subject proposal does not require Site Plan Review. However, environmental review under SEPA is required. The current site contains a small number of existing trees along Logan Avenue North and street trees along North 6'h Street. Overall the site contains 24 existing trees of which the applicant has proposed to retain 18. The proposed project would provide new landscaping along the perimeter and throughout the parking lot. The site does not contain any critical areas beyond seismic hazards. With the application the applicant submitted a Traffic Impact Analysis and a Technical Information Report. I PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. Environmental Impacts Environmental Review Committee Report LUAll-079, ECF Page 3 of 6 The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Water a. Storm Water Impacts: The subject site was developed with a Boeing office building prior to 2008 and was 100 percent impervious when developed. This building was demolished which resulted today's vacant site which is approximately 50 percent pervious materials where the building used to stand. After the construction of the proposed parking lot the site would be approxamily 4.4 acres of impervious surfaces and 0.57 acres of landscaping or pervious surfaces. The applicant submitted a Technical Information Report (TIR) with the application, prepared by Rupert Engineering, Inc., dated August 30, 2012. Based on the provided report the site would drain into the Cedar River via the City of Renton storm drainage system. Since the site was fully developed prior to 2008 no detention is required. In provided TIR indicates the proposed onsite conveyance system would be designed for a peak 25 year storm event and a 100 year storm with no aggravated flooding. Based on the City of Renton Amendments to the 2009 King County Surface Water Design Manual (2009 KCSWDM), the site redevelopment would be required to provide enhanced water quality treatment for the new impervious surfaces however, no treatment would be required for the redeveloped impervious surfaces. The TIR states that Boeing decided that it is best for the environmental condition of their community that the entire site be treated to an enhanced level. The proposed enhance level of treatment would be accomplished by a treatment train of a ZPG and CFS Contech Stormfilter Vaults. Overall the project would be required to comply with the 2009 KCSWDM, review of compliance would be completed at the Construction Permit stage of the project. Mitigation Measures: No additional mitigation measures required. Nexus: N/A 2. Vegetation Impacts: Under existing conditions the site contains 24 trees and is primarily vegetated with grasses in the area of the demolished building. Beyond this small amount of vegetation the site is primarily asphalt. The majority of the existing trees would be retained on the subject site with the exception of six trees. However, the applicant provided a landscape plan which includes updated landscaping throughout the site and the addition of many trees to the site. Overall after the proposed development the site would have significantly more landscaping and vegetation then exists today. Mitigation Measures: No additional mitigation measures required. Internal to the parking lot there would be a new connection to the existing parking garage for the Boeing 10-20 office Building and a second internal connection to the surface parking lot located along N 6th Street for the 10-20 Building. The applicant submitted a Traffic Impact Analysis prepared by Transpo Group, dated August 31, 2012. The traffic impacts were analyzed included the AM and PM peak hour periods for Boeing traffic which is from 5:30 a.m. -6:30 a.m. and 1:30 p.m. -2:30 p.m., in addition to the standard PM peak hour of adjacent street which is from 4:15 p.m. -6:15 p.m. In addition an annual growth rate of one percent was used to grow existing volumes to the 2013 forecast year. The Transpo Group coordinated with Boeing to identify that the subject parking lot would primarily be used by first shift factory workers with the potential for some office related users from the adjacent 10-20 building. Transpo assumed in the analysis that the parking lot would be 100 percent occupied with arrivals occurring from 5:30 a.m. to 6:30 a.m. and the majority of departures occurring from 1:30 p.m. to 2:30 p.m. The analysis utilized a conservative approach by assuming that 20 percent of the parking lot would depart during the weekday p.m. peak hour of adjacent streets to account for any office related vehicles in the parking lot. The Traffic Impact Analysis concluded that the project is anticipated to generate 575 trips during the weekday "Boeing" a.m. and p.m. peak hour and 115 trips during the weekday p.m. adjacent street peak hour. The intersection of Loan Avenue N and N 6th Street is anticipated to operate at a Level of Service (LOS) C or better and the site access driveways are anticipated to operate at LOS D or better. Overall, the LOS at the Logan Avenue N and N 61h Street intersection improves with the subject project from a LOS C to Bas the new connection provided to the 10-20 building would adjust traffic movements. Finally, the analysis concludes that no off-site mitigation is necessary as a result of the subject project. Based on the existing Development Agreement between Boeing and the City of Renton, there is an existing transportation trip credit bank. Any new trips associated with the subject project would be balanced in the transportation credit bank as referenced in the Development Agreement. Redevelopment of the 290-acre Boeing Renton Plant site was evaluated under four different Alternatives in the 2003 BRCP A EIS. 'These Alternatives tested different zoning changes within the property boundary and ranged "~dcly from partial to full redevelopment of d,e site. ,\lternativcs I and 2 assumed partial redevelopment of Boeing land, with land dedicated to Boeing operations and also to new light industrial, office, and retail uses. Alternatives 3 and 4 assumed full redevelopment of the site with a range of rnixed uses that range in development of new uses between roughly 12 and 18 million square-feet. Ernployrnent at the Boeing Renton Plant under partial redeveloptnent alternatives as::.urned levels that could b<.: accon1n1odated un<ler a "'consolidated operations" scenario within the District 2 area identified in the BCRPA EIS (i.e., the present footprint of the Renton Boeing property located between Logan .Avenue and the Cedar River). The analysis in this 1ne1no addn:sses consistency of the proposed 737 Program ernployn1ent trip generation with the transportation elernent of the EIS~ and specifically with the land use and trip generation assu111ptions that \Vere used to evaluate the transportation in1pacts of redeveloprnent. Employment Assumptions The existing 2012 employment level at the Plant is 6,375 during 1st shift, and is proposed to increase to a 1n.1ximum of7,660 employees as part of the 737 Program. The proposed employment level would include a combination of existing and new employees and would reach its maximum by 21J17 in conjunction with production capacity increases at the Boeing Renton Plant. This proposed employment level represents fewer employees within the Plam area than assumed within the BCRP.'\ EIS. The existing 660,000 square-feet of Boeing-occupied office space \\~thin Sub-district I B (defined by the BRCPA ElS) was assumed to continue to be used by Boeing, as increased production levels no longer provide adequate space for consolidation of other off-plant employees \\'\thin the vicinity to the Boeing Rent.on Plant. Table 1 provides a summary of the estimated 2015 and 2030 a.m. peak and p.m. peak hour vehicle trip generation of the proposed employment levels at the Boeing Renton Plant compared with those trip generation levels used to evaluate transportation impacrs and outline mitigation n1easures for Alternative 4 in the BRCPA EIS (i.e., the maximum redevelopment scenario analyzed in the EIS). Summary trip generation comparisons to all EIS alternatives are provided in Attachment A, and provide a trip generation comparison of cun1ulativc impacts of both development of the proposed Boeing 737 Program along with those plan amendments already reviewed and approved in Sub-district 1B. As shown in Table 1, oft~site vehicle trip generation levels of employment levels within District 2 (Subareas D through Gas defined in the BRCPA EIS) under the Boeing 737 Program are less than those estimated under J\..lternativc 4 in the BRCPA EIS. Reductions in vehicle trip generation from District 2 would range from approximately 633 a.m. peak hour trips in 2015 to over 6,900 p.m. peak hour rrips in 2030, which assumed full redevelopment of the existing Boeing Plant Production facility in the BRCPA EIS.
