The project appears to be meeting its established performance standards following additional plantings. The project is considered in compliance. Following a site visit on January 11, 1 noticed one portion of the critical areas fence broken near the kids play area at Tract A. Also, the blackberries in the area of the restoration area have been cut down but are likely to need dug out by hand rather than mowed to reduce their spread and impact to the newly planted area. For the next report, please provide the same information as with the submitted annual report. In addition, please provide evidence in picture format that the fence was fixed. Please also provide details of what alternative your ecologist has recommended and what has been done to reduce the amount of blackberry root systems in the project area. Dear Mr_ Taylor: This letter report is provided as a monitoring report and to document additional plantings for the stream buffer mitigation on the Windstone residential site. The last report also documented existing conditions during 2015 {Windstone Div. V Plat, Mitigation Compliance for Additional Stream Buffer Enhancement — Schulz 6/16/15). The site is located on Lyons Avenue N.E. just north of State Route 900. A stream buffer mitigation plan was completed to restore temporary impacts caused by the installation of a water line under a non -fish bearing stream (Stream Buffer Restoration Plan -Sheet 2 of 2, Barghausen Consulting Engineers 7/25/12 & Revised Stream Crossing Restoration Plan Windstone Division V Plat, C. Armour LLC 8/24112). The Performance Standard in the approved plan (Revised Stream Crossing Restoration Plan Windstone Division V Plat, Chad Armour, LLC 8/24/12) requires 80% overall survival of enhancement plantings for Year 2 of the monitoring program. Year 3 requires at least 50% plant cover in areas that were restored with enhancement plantings. Purpose The purpose of this monitoring inspection report is to verity the area was planted with appropriate plant species and the total plant survival and cover are in accordance with the approved mitigation plan. Listed below are the Performance Standards for this project's required 5 -year monitoring program (8/24/12). • Year 1 —100% survival of all installed trees and shrubs; • Year 2 — 80% survival of all installed trees and shrubs; • Year 3 — 50% cover for trees and non-invasive shrubs; • Year 5 — 75% cover for trees and non-invasive shrubs; and 0 No more than 15% non-native, invasiveplant species {blackberry, reed canarygrass, etc.). Mr. Kolin Taylor, Windstone V Stream Mitigation January 4, 2016 Page 2 This monitoring report provides a summary of plant replacement activities, existing planting conditions, and recommendations. The monitoring site visits were conducted on 10/23/15 and 12/15/15 to review the restoration site and the additional plantings. The observations are presented as follows. Monitoring Observations Live Plant Count The Revised Stream Crossing Restoration Plan provided a combined total of 98 trees and shrubs. The monitoring review counted a combined total of 97 trees and shrubs. The tree count was 26 versus the plan total of 24. The shrub count was 71 versus the plan total of 74. Therefore, the current survival rate is 99% for both trees and shrubs. The vigor of the plants varies but some of the big leaf maple trees have dieback and sprouting from stress. The hazelnut and ocean spray shrubs are healthy and growing. The shrub cover is increasing and these species are becoming well-established. Plant Cover It appears the water line installation corridor may have been wider than originally planned or the original plantings were concentrated in some areas. Both live plant counts in June and October 2015 found the survival of trees and shrubs greater than 80% and close to 100% in October. However, the plant cover appears to be less than 50% for the overall corridor. Supplemental Shrub Planting -- Shrub planting was provided to meet the Performance Standard of at least 50% plant cover for Year 3. On December 15, 2015 (4) hazelnut and (4) ocean spray shrubs were added to the north side of the utility corridor. The supplemental shrub planting raises the survival rate to 107%. Photographs taken on 10/23/15 and 12/15/15 from two monitoring photo point locations are attached to this report. Also attached is a map depicting approximate locations of the Monitoring Photograph Points. Maintenance The mitigation site has low cover of blackberry and meets the Performance Standard of no more than 15%. The grass species are prevalent with dense cover that can compete with the shrubs. However they also provide some shading and can help prevent the blackberry re -invasion on this site. Animal browsing is evident and could have contributed to previous plant mortality. .I L Mr. Kolin Taylor, Windstone V Stream Mitigation January 4, 2016 Page 3 Summary & Recommendation A summary of the monitoring inspection for the Windstone Division V Plat is provided as follows: 1) There are at least 100 percent of the installed trees and shrubs within the mitigation areas. 2) All plant species identified in the Plant Schedule were observed. There are 2 native tree species and 3 native shrub species planted on-site. 3) There is less than 15 percent non-native invasive plant cover in the planted areas. 5) Plant defect or damage consisting of breakage or partial dieback was not significant. 6) The planned locations of installed trees and shrubs are generally in compliance with the Restoration Plan. In summary, the mitigation site has had supplemental plantings that provide a survival rate greater than the Performance Standard. The maintenance mowing has removed blackberry cover. The grass and blackberry shrub cover will need some mowing during spring or summer of 2016 but would not likely be beneficial now. An irrigation system was not specified for the Plan but watering once a month during the summer could improve the growth of the plants. As specified in the Plan the next monitoring event should occur in later summer — early fall of 2017 as the final Year 5 monitoring.
