THE SITE ENCOMPASSES APPROXIMATELY 9.73 ACRES, WEST OF 108TH AVENUE SE IN THE CITY OF RENTON, WASHINGTON (SECTION 32, TOWNSHIP 23N, RANGE 8E, W.M.). THE PROJECT AREA IS PARTIALLY DEVELOPED, CONTAINING TWO SINGLE-FAMILY HOMES WITH ASSOCIATED LAWNS AND ORNAMENTAL LANDSCAPING, GRAVEL DRIVEWAYS, THREE OUT BUILDINGS, AND A LARGE UNMAINTAINED PASTURE. THE SITE CONTAINS SOME INTACT FORESTED AREA ON ITS SOUTHWESTERN SIDE AND IS ADJACENT TO A HISTORICALLY DISTURBED FOREST. THERE ARE REMNANT STUMPS FROM HISTORICAL LOGGING ALONG THE WESTERN SIDE OF THE SUBJECT AREA. THE PROPERTY DISPLAYS A GENERAL WESTERN ASPECT, WITH THE WESTERN EDGE SLOPING DOWN TOWARD PANTHER CREEK. SURROUNDING LAND USE IS COMPRISED OF SINGLE-FAMILY RESIDENTIAL DEVELOPMENT TO THE EAST, NORTH, AND SOUTH. THE PROJECT AREA IS BOUND ON THE WEST BY IMMATURE FOREST, AND A DEEP GULCH IN WHICH PANTHER CREEK FLOWS. THE PROPERTY IS ZONED BY THE CITY OF RENTON AS R-8, RESIDENTIAL. TWO STREAMS (PANTHER CREEK AND UNNAMED STREAM A) AND FIVE WETLANDS (WETLAND A THROUGH E) ARE LOCATED ON OR WITHIN 200 FEET OF THE PROJECT AREA. THE WETLAND AREAS ARE EMERGENT SLOPE -TYPE WETLANDS. THE VEGETATION IN THE WETLAND AREAS ARE DOMINATED BY HIMALAYAN BLACKBERRY, REED CANARYGRASS, SOFT RUSH, AND CREEPING BUTTERCUP. THE NON -WETLAND FORESTED AREAS ARE DOMINATED BY IMMATURE RED ALDER AND BIG LEAF MAPLE, WITH A DENSE UNDERSTORY OF HIMALAYAN BLACKBERRY, SWORD FERN, INDIAN PLUM, ELDERBERRY AND STINGING NETTLE. THE HIGHER UPLAND AREA IN THE EASTERN PORTION OF THE SITE IS ABANDONED PASTURE AND LAWN AREAS DOMINATED BY A MIX OF PASTURE GRASSES INCLUDING ORCHARD GRASS, TALL FESCUE, BENTGRASS AND QUACKGRASS. UNDER RENTON MUNICIPAL CODE (RMC), CHAPTER 4.3.050, THE ON-SITE WETLANDS ARE ALL CLASSIFIED AS CATEGORY 3. CATEGORY 3 WETLANDS TYPICALLY RECEIVE 25 -FOOT PROTECTIVE BUFFERS. PANTHER CREEK, WHICH FLOWS SOUTH TO NORTH OFF-SITE, IS IDENTIFIED ON WDFW'S SALMON DISTRIBUTION MAP AS HABITAT FOR COHO SALMON, WHICH GRANTS THIS STREAM CLASS -2 DESIGNATION AS DESCRIBED IN THE CITY OF RENTON STREAM CLASSIFICATION SECTION. CLASS 2 STREAMS TYPICALLY RECEIVE 100 -FOOT PROTECTIVE BUFFERS. UNNAMED STREAM A IS AN INTERMITTENTLY FLOWING, NON-FISHBEARING STREAM AND THEREFORE IS CLASSIFIED AS CLASS 4. CLASS 4 STREAMS TYPICALLY RECEIVE 35 -FOOT BUFFERS. WHEN TWO OR MORE BUFFERS OVERLAP, THE MORE RESTRICTIVE BUFFER IS APPLIED. U MO] 261401,011111 RI *TTWO-IMMI GREEN LEAF- LAROSA LLC, HEREAFTER REFERRED TO AS THE APPLICANT, IS PROPOSING TO CONSTRUCT A 34 -PLAT SINGLE-FAMILY RESIDENTIAL DEVELOPMENT AND ASSOCIATED INFRASTRUCTURE ON THE 9.73 -ACRE PROJECT AREA. IN JANUARY 2014, SEWALL WETLAND CONSULTING INC. PROVIDED A WETLAND MITIGATION PLAN AND CRITICAL AREA STUDY FOR THE PROPOSED PROJECT. AS A RESULT OF A NEW PLAT LAYOUT, WETLAND RESOURCES INC. IS PROVIDING A REVISED WETLAND MITIGATION PLAN TO REFLECT THE MODIFIED SITE PLAN. THE PROJECT WILL BE SUBMITTED TO THE ARMY CORPS OF ENGINEERS FOR REVIEW. TO ACCOMMODATE THIS DEVELOPMENT, THE APPLICANT IS PROPOSING TO FILL WETLAND -E AS PART OF THIS DEVELOPMENT ACTIVITY, A CATEGORY III WETLAND PER CITY OF RENTON CLASSIFICATION (WASHINGTON DEPARTMENT OF ECOLOGY CATEGORY IV CLASSIFICATION) A TOTAL OF 0.023 ACRES (996 SQUARE FEET) OF WETLAND FILL IS PROPOSED. THE SUBJECT WETLAND IS LOCATED IN WRIA 9 (DUWAMISH-GREEN RIVER WATERSHED). THERE IS ONE SMALL INTERMITTENTLY FLOWING CLASS 4 STREAM LOCATED ALONG THE SOUTHEAST SIDE OF THE PROJECT AREA. PANTHER CREEK, A CLASS 2 STREAM, LIES ADJACENT TO THE WESTERN SIDE OF THE PROJECT AREA, AND IS LOCATED ENTIRELY OFF-SITE. AS COMPENSATION FOR THIS FILL, THE APPLICANT IS PROPOSING TO ENHANCE 7,774 SQUARE FEET OF WETLAND -A. THIS EXCEEDS THE DEPARTMENT OF ECOLOGY'S STANDARD OF A 6:1 ENHANCEMENT RATIO FOR WASHINGTON DEPARTMENT OF ECOLOGY RATED CATEGORY IV WETLANDS. THE USE OF ENHANCEMENT OF WETLAND -A AT A 7.8:1 RATIO WILL IMPROVE AN EXISTING DEGRADED LOW VALUE WETLAND, AND CREATE AN AREA WITH A FORESTED AND EMERGENT PLANT COMMUNITY WITH ENHANCED FUNCTIONAL VALUE. THE ENHANCING OF WETLAND A WILL PROVIDE A FUNCTIONAL LIFT (RAISING THE WADOE CATEGORY FROM A IV TO A CATEGORY III WETLAND) THROUGH ENHANCED WILDLIFE HABITAT FUNCTION. THIS ENHANCEMENT WILL MITIGATE FOR THE LOST FUNCTIONS OF THE SMALL LOW VALUE WETLAND TO BE FILLED. THE CONSTRUCTION AND ASSOCIATED GRADING FOR A STORMWATER DETENTION POND ON THE SOUTHWEST CORNER OF THE PROJECT AREA WILL RESULT IN 1,465 SQUARE FEET OF TEMPORARY BUFFER IMPACT. HIMALAYAN BLACKBERRY AND PASTURE GRASSES DOMINATE THE IMPACTED BUFFER AREA. BLACKBERRY WILL BE REMOVED, AND THE AREA WILL BE SEEDED WITH A NATIVE GRASS MIX TO PRE -CONSTRUCTION CONDITIONS. A STORMWATER DISCHARGE PIPE AND OUTFALL STRUCTURE WILL BE LOCATED IN A PORTION OF THE PRESCRIBED BUFFER OF PANTHER CREEK. THE PIPE WILL BE LAID BY HAND ABOVE GROUND TO REDUCE POTENTIAL BUFFER IMPACT. THE INSTALLATION OF A DISCHARGE STRUCTURE, AND INSTALLATION OF THE PIPE WILL RESULT IN 992 SQUARE FEET OF TEMPORARY BUFFER IMPACT, AND 309 SQUARE FEET OF PERMANENT IMPACT. THIS AREA IS DOMINATED BY INTACT FOREST, AND NO TRESS WILL BE AFFECTED DURING THE CONSTRUCTION PROCESS. THE TEMPORARILY IMPACTED AREA WILL BE RESTORED WITH NATIVE SHRUBS TO PRE -CONSTRUCTION CONDITIONS. TO MITIGATE FOR THE 309 SQUARE FEET OF PERMANENT BUFFER IMPACT, ADDITIONAL BUFFER FOR PANTHER CREEK WILL BE DESIGNATED AT A 1.5:1 RATIO. THIS ADDITIONAL BUFFER WILL RESULT IN NO NET LOSS OF FUNCTIONS AND CONFORMS TO THE MITIGATION STANDARDS OUTLINED BY RMC CHAPTER 4.3.050. 1. ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE CITY OF RENTON CODES, ORDINANCES, AND APPROVED PERMIT CONDITIONS. 2. BEFORE THE START OF ANY CONSTRUCTION, A PRE -CONSTRUCTION MEETING MUST BE HELD BETWEEN CITY OF RENTON, THE OWNER, AND THE OWNER'S REPRESENTATIVE. 3. A COPY OF THESE APPROVED DRAWINGS MUST BE ON THE JOB SITE WHENEVER CONSTRUCTION IS IN PROGRESS 4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING ADEQUATE SAFEGAURDS, SAFTEY DEVICES, PROTECTIVE EQUIPMENT, FLAGGERS, AND ANY OTHER NEEDED ACTIONS TO PROTECT THE LIFE, HEALTH, AND SAFETY OF THE PUBLIC, AND TO PROTECT PROPERTY IN CONNECTION WITH THE PERFORMANCE OF THE WORKS SHOWN IN THESE DRAWINGS.
