PROJECT DESCRIPTION: The applicant, requests an additional animals permit in
order to keep 6 dogs (4 Dobermans and 2 Whippets) on the premises. The Dobermans are
from 60 to 63 lbs. and the Whippets are approximately 20 lbs. each. The dogs would be kept
within the home or supervised when outside. The dogs are not outdoors before 7 am or after
10 pm, except on rare occasions. A double -sided cedar fence exists around the entire rear yard
area. Two gates on the north side of the property remain locked at all times. The fence is
secure and the perimeter of the yard has a hedge that keeps the dogs away from the fence.
The front yard of the residence is also fenced and gated.
DECISION CRITERIA (RMC 4-9-100G):
The CED Administrator shall review requests for Additional Animals Permits for compatibility of
the proposal with the surrounding neighborhood. In order to determine that the site and
facility will be adequate and to ensure the humane and appropriate care of the animals, the
Planning Division Director may require that the property be inspected by an Animal Control
Officer. Factors to be considered in determining compatibility and adequacy are:

abutting or adjacent properties or cause a detriment to the
community?
Staff Comments: Comments were received from two parties of record
with concerns regarding the number of dogs that are proposed to be
kept on the premises. Animal Control Inspection revealed no areas of
concern, and no past complaints were noted. The applicant has resided
at the home for more than 24 years, and has maintained at least 3 dogs
with no identified concerns from the regulating Jurisdiction or reported
complaints to the City.

animals kept by the applicant?
Staff Comments: None per Animal Control research.
X 3. Do adequate and appropriate facility and rear yard
specifications/dimensions exist that ensure the health and safety of
the animals? (The facility for medium lot and large lot domestic
animals must include a grassy or vegetated area.)

with the adequacy of the site and facilities?

APPEALS: An appeal of this administrative land use decision must be filed in writing together
with the required fee to the City of Renton Hearing Examiner, City of Renton, 1055 South
Grady Way, Renton, WA 98057, on or before 5:00 p.m., on May 10, 2013. RMC 4-8-110
governs appeals to the Hearing Examiner and additional information regarding the appeal
process may be obtained from the Renton City Clerk's Office, (425) 430-6510.
RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14 -day appeal time frame.

Dear Ms. Hopper:
The Planning Division of the City of Renton has determined that the subject application
is complete according to the submittal requirements and, therefore, is accepted for
review.
The following is a brief summary of what will occur and what.needs to be completed
prior to approval of your application: A Public Notice will be sent to all property owners
within 304 feet of your property; this public notice will allow the public to comment on
the proposed Additionai.Animals Permit. There is a 14 -day period allowed for comments
to be submitted to the Planning Division.
City of Renton Animal Control will need to inspect the property to ensure .the living
conditions of the animals comply with current codes. Animal Control will -contact you
within the next fourteen (14) days to schedule an inspection at your convenience.
At the conclusion of the comment period and following the' inspection by Animal
Control, the Planning Director will make a determination concerning the Additional
Animals Permit application.

My name is Elaine Hopper and I reside at 16220 122"d Ave SE, Renton in the Cascade
development. I am the sole owner of this property. 1 am applying for an Additional Animals
Permit. Enclosed please find the Additional Animals Permit Application, payment and the four
(4) required copies of a fully dimensioned site plan drawn to scale 1" = 20'.
This site plan is a drawing of my lot with the location of my street, home, fencing and driveways
indicated as required. I am not proposing M development to my properly to house animals nor is
there an existing structure on the property that houses my animals. The application is simply for
licensing purposes and is intended for my five personal dogs, three Dobermans and two
Whippets. One additional dog frequents my property because I co-own her with a friend who
resides in Oregon. This dog is licensed in Marion County, Oregon (see attached) however I am
also including her on the application bringing the total to six because she frequents my home to
attend dog shows. I do not board dogs nor dog sit other than an occasional time for a friend.
Aside from being cherished pets, my dogs are also champion show dogs. l have been a member
of the show dog community for twenty five years and respect the need for proper licensing and
responsible dog ownership. I have lived at my residence since 1989 and in the past kept my dogs
licensed when my property was unincorporated King County. Now that I am annexed within the
city limits of Renton and the number of pets has grown, I have now submitted the application for
the proper permit.
I have no kennels or kennel runs on my property, nor do I have a dog door for access to the
outside when 1 am not at home. My dogs are in the house when I am away and supervised at all
times when they are outside. I work in downtown Renton and come home each day for lunch and
to exercise my dogs. I have always been aware of excess barking and I am very careful to limit
any dog noise so as not to disturb my neighbors. Additionally the dogs are not out prior to lam or
after IOpm except on rare occasions. Because I am careful about noise and bave developed a
good relationship with my neighbors, I have never had an animal complaint in the 24 years l have
resided in my home.
I have 6' double sided cedar fencing around by entire backyard. There are two gates on the north
side of the property that remain locked at all times. The fencing is very secure and the perimeter
of the yard has a hedge that keeps the dogs away from the fence. Additionally, the front yard is
fully fenced and gated. My dogs have never been loose in the neighborhood. All animal waste is
properly picked up daily, collected in a lined and covered receptacle and disposed of weekly.
I sincerely hope my application meets the approval of the City of Renton. If l can answer any
