This letter is to inform you that the appeal period has ended for the Administrative Temporary
Use Permit approval. No appeals were filed, therefore, this decision is final.
Please note and adhere to all conditions of approval outlined on the Administrative Temporary
Use Permit dated September 24, 2007, specifically, condition #5: "Site must be restored to
previous condition by November 15, 2007." Your permit expires November 15, 2007, a final
inspection will be completed to verify that original site conditions have been restored.

Project Description: Application for a Temporary Use Permit to locate a haunted house within the
existing Renton Motorcycle Motor Sports Arena in the Industrial-Medium (IM) zone. Interior
construction will start in the beginning of September and general operations will begin on September 28th
and run 22 days through October 31st. There will be no exterior modifications to the existing building.
Parking will be provided onsite and will not conflict with parking for the adjacent movie theater to the
south.
Conditions of Approval:
1) Prior to construction, the applicant shall acquire the appropriate building, mechanical and electrical
permits.
2) Prior to opening night the applicant shall obtain a Place of Assembly permit from the Renton Fire
Department.
3) Parking for the haunted house shall not conflict with the adjacent movie theater parking lot.
4) Any external lighting, such as search lights, shall be subject to approval by the Renton Municipal
Airport.
5) Site must be restored to previous condition by November 15, 2007.

It is our intent to once again open a Haunted House in the Motor Sports Arena localed in the Renton
Motorcycle site at 3701 East Valley Road. This year's operation will be almost identical to last year's
operation. The Haunted House will open to the public September 28'", and run 22 days, with the final day
being October 31 ".
Prior to last year, this event was in the Southcenter Parking lot for 2 years, The Tukwila Fun Center for the
prior 4 years, and the Seattle Center for 2 years before that. Clear Channel and our partner have also safely
operated Haunted Houses in several cities throughout the country including local cities like, Fife, Puyallup,
Marysville, Stanwood and Monroe. We currently operate a show at the Super Mall in Auburn Washington.
As you may not be aware, the KUBE 93 Haunted House will be entering its 23"' year of operation, making
it longest and safest running Haunted House in the country.
Our employees are trained and drilled in their responsibilities for fire, panic or any other emergency and
understand how to effect orderly exiting. Our employees are trained in the use and operation of portable
fire extinguishers. Our emergency lighting is set to activate during interruption ofnorrnal lighting, power
failure, circuit breaker being tripped or a general building alarm. Lights will illuminate egress path not less
than 1 ft candle at any point for up to 1.5 hours, we have portable fire extinguishers, no more than 75 feet
of travel distance between each extinguisher throughout the entire structure. Our electrical work will be
performed by Hollywood Lights, an expert in theatrical productions. They understand the scope of our
project and have designed the electrical system to cease all conflicting/confusing sounds or visuals effects
upon activation of the buildings alarm system. The building has been used as an indoor motor cross arena,
and has an extensive ventilation system, smoke detection system, and an emergency voice/alarm
communication system.
Our entire structure has been painted with water based and/or flame retardant products, all props and
surrounding materials have also been treated with flame retardant materials. Twelve of our staff are
provided with two-way radios for emergency notifications. Each Manger is required to walk through the
structure at least every 5 minutes. This ensures someone with a two-way radio is within the structure at all
times watching for any safety hazards. In the event of emergency, one person cease all theatrical sounds
and lighting effects with one pull of the buildings alarm system, or a push of a button at the electrical
station. As a safety precaution, we also, shut off all the power to the structure when we are closed, so that
no lighting or other effects are left unattended.
Clear Channel Risk Management Department requires that public safely is our top priority in any
production our company produces. W c hire off duty police, security, and parking patrol, all minimizing the
impact on the area and insuring a safe an entertaining environment.
The KUBE 93 Haunted House has been a leader over the years in creating an operation fhat benefits many
charities, the biggest being Food Lifeline. We offer $2.00 off the price of every ticket with a donation of 2
cans of food. Last year the KUBE 93 Haunted House collected-16 tons of food, enough to provide over
10,600 meals to hungry children, individuals, and elderly citizens in Western Washington.

Release and ln ...... mnification Agreement '"r Model Homes
This agreement is made by and between the City of Renton, Washington, a municipal corporation of the State
of Washington ("City") and ("Owners").
Recitals
The Owners own real property in the City legally described in Exhibit A, attached.
The Owners have submitted an application for building permit(s) and/or a Temporary Use Permit to construct
model homes on the real property prior to recording of a short plat or final plat. Since changes to the short plat
or final plat may be necessary after construction of the model homes rendering the homes illegal, there is some
risk in building the model homes.
In consideration of the inherent risks associated with the construction of buildings in advance of the recording of
the plat, the City requires the owner to execute an indemnification agreement prior to any model home
construction activities.
Agreement
The parties agree to the following:
1. The City authorizes the Owners to do the work as described in the Temporary Use Permit application
No. once building permits have been obtained.
2. The owners assume the risk that the model home(s) must be removed or reconfigured and therefore
release and discharge the City and its representatives from all known and unknown losses, claims,
damages or causes of actions which the owners have or may have relating to buildings or structures
authorized by the Temporary Use Permit.
3. As a condition of granting Owner permission to construct model homes, Owner agrees to indemnify,
defend and hold the City of Renton Harmless from any claims or liens that may be exerted against the
property as a result of construction of model homes and use of the unrecorded plat of ______ _
4. Owners understand and acknowledge that, should the model home construction not comply with the
proposed lot configuration of the final_plat, that no variances to development standards for either the
lots or the homes may be granted as Stich a situation would be considered a "self-induced hardship".
5. Owners acknowledge that they understand"!'at any construction begun prior to the recording of the final
plat must be in compliance with all City zoning.and subdivision requirements (e.g. setbacks, lot
coverage, etc.) or removed prior to recording of'111,e final plat. If the final plat is not recorded prior to the
expiration of the Temporary Use Permit, Owners ack~owledge that the homes must be removed unless
complying with all applicable code requirements (e.g. bne home per lot, etc.).
6. Applicant will also provide an Abatement Agreement and a security device acceptable to the City to
ensure removal of any structures not in compliance with City regulations at the time of expiration of the
Temporary Use Permit and understands construction of the model homes is at Owners' own risk.
7. The provisions of this agreement shall bind the parties, their legal heirs, representatives, successors
and assigns and shall expire upon the recording of the final plat of __________ _
