Stormwater would be piped from the outfall to the bottom of the hillside, just west of the Maplewood Creek Class 3 stream and nearby Category 3 wetland. Approximate areas of work are 3,200 sf of public right-of-way and 1,300 sf of private property, all within the Residential -8 zone designation. The outfalls near SE 4th PI have resulted in erosion of the hillside and bank of the stream and would be capped and abandoned. Stormwater flow would be re-routed to the north within the Chelan street right-of-way through approximately 700 feet of new 12- to 18 -inch diameter subsurface pipe to the catch basin at Chelan Ave SE and SE 2nd Place, then directed 32 feet in length of new 24 -inch diameter pipe onto private property to the northeast and the top of the hillside, where the pipe would be reduced to 16 -inch diameter and daylighted and extended approximately 47 feet overland down the slope to a new 48 -inch dissipater manhole structure. No trees would be impacted. Critical areas include the stream, wetland, aquifer protection area, regulated slopes, and erosion hazards. The project would result in temporary impacts of 1,200 sf of critical areas buffers for site access and construction. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). A memorandum from Shannon & wilson, or qualified biologist, shall be provided within a reasonable time period to provide an overall assessment of the planting and restoration area based on the goals of the proposal, and to recommend if targeted herbicide application is recommended to be used. Commercial, multi family, new single family and other nonresidential construction activities shall be restricted to the flours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. 4. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 5. If machinery is used near existing trees on the 4515 SE 2nd St parcel, the applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, "NO TRESPASSING — Protected Trees" or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. Project Summary: The City of Renton is requesting Environmental (SEPA) Review and a Critical Areas Exemption to re-route two stormwater outfalls that currently discharge at the top of a hillside slope to be routed in the right-of-way subsurface to the intersection of Chelan Ave SE and SE 2nd Place where a new outfall will be constructed in the southwest corner of private property 4515 SE 2nd St (PID 2816300100). Stormwater would be piped from the outfall to the bottom of the hillside, just west of the Maplewood Creek Class 3 stream and nearby Category 3 wetland. Approximate areas of work are 3,200 sf of public right-of-way and 1,300 sf of private property, all within the Residential -8 zone designation. The outfalls near SE 4th PI have resulted in erosion of the hillside and bank of the stream and would be capped and abandoned. Stormwater flow would be re- routed to the north within the Chelan street right-of-way through approximately 700 feet of new 12- to 18 -inch diameter subsurface pipe to the catch basin at Chelan Ave SE and SE 2nd Place, then directed 32 feet in length of new 24 -inch diameter pipe onto private property to the northeast and the top of the hillside, where the pipe would be reduced to 16 -inch diameter and daylighted and extended approximately 47 feet overland down the slope to a new 48 -inch dissipater manhole structure. No trees would be impacted. Critical areas include the stream, wetland, aquifer protection area, regulated slopes, and erosion hazards. The project would result in temporary impacts of 1,200 sf of critical areas buffers for site access and construction. The new overland pipe, outfall, and energy dissipater pad will result in 155 sf of permanent buffer impact. Approximately 1,355 sf of buffer restoration and enhancement are proposed. Streets in the vicinity are not improved with sidewalks or planter strips. 3. Fire Protection: Fire and emergency services for the project location is provided by the City of Renton Fire Department. PART TWO: ENVIRONMENTAL REVIEW in compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS -M with a 14 -day Appeal Period. Mitigation Measures 1. The applicant shall have a Final Geotechnical Engineering Report prepared prior to the project construction. All work shall follow the recommendation included in the Final Geotechnical Engineering Report. 2. The applicant shall receive a critical areas exemption for work in the regulated critical areas. 3. The project shall follow the recommendations of the Technical Memorandum Hydrologic/Hydraulic Analysis and Preliminary Design. 4. The project shall follow the recommendations of the Supplemental Wetland and Stream Study and Buffer Restoration Plan. 5. A memorandum from Shannon & Wilson, or qualified biologist, shall be provided within a reasonable time period to provide an overall assessment of the planting and restoration area based on the goals of the proposal, and to recommend if targeted herbicide application is recommended to be used. C. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: A Draft Geotechnical Engineering Report, prepared by Aspect Consulting, dated July 3, 2014 (Exhibit 7) and a SEPA Environmental Checklist (Exhibit 6) have been provided by the applicant. Both provide analysis of existing conditions, proposed earthwork, and impacts. Currently, the stormwater discharge from two existing stormwater outfalls at the top of the hillside east of Chelan Ave SE near SE 4`h PI are resulting in erosion of the hillside slope, which is also the west bank of Maplewood Creek. As a result of the ongoing impacts of the outfall, erosion, and sediment added to the creek, the City proposes to cap and abandon these two existing stormwater outfalls and re-route their flow northward. The re-routed pipe would connect to a new outfall structure northeast of the Chelan Ave SE and SE 2nd PI intersection, approximately 750 feet in distance to the north within the existing developed street right-of-way. At the location of the new outfall at SE 2nd PI, stormwater would be directed onto private property to the northeast where an overland pipe, just above grade, would run to the bottom of the slope for dispersion. At the discharge location the applicant has proposed a manhole which would also functions as an energy dissipater to slow the velocity of the concentrated water flows. There are existing geological hazards where the new outfall and dissipater are proposed. On either side of Maplewood Creek, there are steep slopes that drop from the top of the hillside down a ravine to the stream. The hillside where the overland pipeline would extend is approximately 73% in slope. According to the Geotechnical Report (Exhibit 7, page 2, 2.1 Surface Conditions) due to the steep inclination where the pipe will be extended down the slope, the ravine slopes are actively creeping and sliding into Maplewood Creek as identified through the evidence of several scarps and skin slides along the ravine slopes. The City of Renton mapping software identifies steep and protected slopes (Exhibit 10), erosion hazards, and landslide hazards on the private property where the stormwater facilities are to be constructed. The right-of-way of Chelan Ave SE is generally flat. Overall, mitigation of the existing erosion would be through the capping of the existing outfalls to stop further erosion and impacts. No specific mitigation to the eroded area is recommended in the project narrative or submitted studies. ERC Report 15-000033 City of Renton Department of Community & E mic Development ironmentof Review Committee Report MAPLEWOOD CREEK STORMWA TER OUTFALL IMPROVEMENT PROJECT LUA15-000033, ECF, CAE Report of February 23, 2015 Page 6 of 11 As part of the Geotechnical Report, machine and hand -drilled soil boring investigations were conducted. The three machine -drilled soil borings were conducted in the street right-of-way where fill over glacial till was generally encountered (Exhibit 7, page 2-3). The fill thickness varied from about 5 to 7.5 feet in depth. Below the fill the investigation within Chelan Ave SE encountered very dense silty sand and gravel identified as glacial till, with each machine boring terminating in glacial till at 14 feet below ground surface. Four hand - drilled soil investigations were conducted along the outfall alignment, between the location where the new stormwater pipe enters the private property the manhole dissipater facility located at the toe of the slope. The first three hand -drilled investigations found disturbed native materials to a depth of 3 feet where the consultants infer that glacial till is located (Exhibit 7, page 3). The fourth hand -drilled soil investigation, closest to the creek, encountered 8 inches of loose silty sand with organics, over clean to slightly silty gravelly sand, which appeared to be slide debris and/or stream sediments. The dynamic cone penetrometer sounding used at this fourth investigation indicated very dense soil at a depth of 6 feet where the consultants infer this depth as the depth to the undisturbed/unweathered native glacial till. No groundwater seepage was encountered (Exhibit 7, page 3). According to Draft Geotechnical Report recommendations (Exhibit 7), the proposed subsurface/buried storm pipeline within Chelan Ave SE can be constructed using conventional open -trench methods for open - trench pipeline construction (Exhibit 7, page 4). The Draft Geotechnical Report provides general recommendations regarding pipe bedding, trench backfill, structural fill used and compaction, wet weather earthwork, and temporary and permanent erosion and sediment considerations for the right-of-way work (Exhibit 7). The report also provides recommendations for trench cuts greater than 4 feet in height. The Geotechnical Report states that given the presence of other existing utilities in the roadway, it is anticipated that temporary shoring will likely be utilized to facilitate construction of the nominally 10 -foot deep storm pipeline. The Draft Geatechnical Report recommends that the outfall pipe be designed and constructed to accommodate shallow slides for the area characterized by protected slopes along Maplewood Creek (Exhibit 7, page 4). The pipe should consist of heavy -walled high-density polyethylene (HDPE) with field - welded restrained joints, and anchored at the top of the slope (Exhibit 7, page 4). The additional recommendations for the proposed work in the steep slope area cover slope stability considerations, pipe anchor at the top of the slope, and a check dam where water seepage would be prevented from daylighting on the slope face and eroding the slope soils along the outfall pipe at the top of the hillside (Exhibit 7, pages 4-6). Based on the recommendations included in the provided Draft Geotechnical Engineering Report staff recommends as a mitigation measure that a Final Geotechnical Engineering Report be prepared and that the subject project, comply with the recommendations included therein. Mitigation Measures: The applicant shall have a Final Geotechnical Engineering Report prepared prior to the project construction. All work shall follow the recommendation included in the Final Geotechnical Engineering Report, Nexus: SEPA Environmental Regulations, RMC 4-3-050 Critical Areas. 2. Water a. Wetlands, Streams, Lakes Impacts: A Supplemental Wetland and Stream Study and Buffer Restoration Plan was submitted and was prepared by Shannon & Wilson Inc, dated October 28, 2014 (Exhibit 9). The portion of the project on the private property has been identified with a regulated creek and wetland. Maplewood Creek flows within the project site ravine from the northwest to the southeast before joining the Cedar River approximately one river mile downstream. At the time of the consultant site visit, the stream channel was 12 to 23 feet in width and the wetted/water width was 5 to 7 feet wide with a water depth from 4 to 6 inches. The channel substrate is dominated by sand, gravels, and cobbles. No juvenile or adult fish were observed during the ERC Report 15-000033 City of Renton Deportment of Community & omit Development vironmentoi Review Committee Report MAPLEWOOD CREEK STORMWA TER OUTFALL IMPROVEMENT PROJECT LUA15-000033, ECF, CAF Report of February 23, 2015 Page 7 of 11 consultant's field work and no permanent fish barriers were observed (Exhibit 9, page 4). The study states that Maplewood Creek is regulated as a Class 3 stream and should be upgraded to a Class 2 stream due to the presence of trout fry fish (Exhibit 9, page 2). The City requires a 75 -foot buffer around a class 2 stream and a 100 -foot buffer around a class 3 stream per RMC 4-3-050L.5. For stream buffers falling within a regulated protected slope, as is the case for the subject proposal, the stream buffer shall extend to the boundary of the protected slope per RMC 4-3-050L.5.b.ii. With this proposal, the 75 -foot buffer is identified on the Wetland and Stream Delineation and is located further than the top of the protected slopes area (Exhibit 16 and Exhibit 10). A Category 3 wetland is identified on the project site near the shoreline of Maplewood Creek near the toe of the steep slope and within close proximity of the proposed energy dissipater (Exhibit 16). The wetland, identified as Wetland A in the Supplemental Wetland and Stream Study (Exhibit 9, page 5), is classified as a palustrine emergent wetland and a riverine wetland according to the different wetland classification systems. The consultant provides an evaluation of the vegetation, hydrology, and soils of the wetland and states that according to the Washington state wetland evaluation criteria, the wetland has low water quality functions, low hydrologic function, and moderate habitat functions (Exhibit 9, page 6). The City requires a 25 -foot buffer around the wetland per RMC 4-3-050M.6.c. The Supplemental Study states that all proposed project work and proposed structures will be located outside of the delineated wetland boundary and Maplewood Creek OHWM but will result in unavoidable temporary and permanent wetland and stream buffer impacts (Exhibit 9, page 7). The applicant is requesting an exemption for this project to locate the stormwater conveyance and dissipater structure to be allowed within the wetland and stream buffers as allowed through exemptions in the Critical Areas Ordinance (RMC 4-3-050C.5). The consultants provide an analysis of the alternatives for the portions of the project proposed within the wetland and stream buffers. They provide analysis of avoidance, minimization, and adverse impacts, restoration, and compensation. Ultimately, the consultant analysis states that avoidance is not an option. There is erosion on the hillside where the existing outfall is located which if continued, could threaten nearby residences, result in slope instability, continue to add sediment to the Creek which impacts water quality (Exhibit 9, page 7). According to the Supplemental Study, the project proposal is designed to minimize impacts to critical areas as the outfall and energy dissipater will be located in the uplands above the OHWM of the creek and outside the wetland. The proposed project would result in temporary impacts of 1,200 sf of both the stream and wetland buffer for the construction phase (Exhibit 9, page 7 and Exhibit 17). Permanent to both the stream and wetland buffer is estimated at approximately 155 sf for the overland pipe and the energy dissipater pad and manhole structure. Permanent adverse impacts to the site buffer are not anticipated as a result of the proposed project according to the Supplemental Wetland and Stream Study (Exhibit 9, page 8). The study states that there is minimal native vegetation existing where the pipeline is proposed. The Supplemental Wetland and Stream Study states that with the proposed mitigation provided through buffer enhancement and plantings (Exhibit 17), the project will result in a no -net -foss of stream and wetland buffer functions and values (Exhibit 9, page 8). Staff recommends, as a mitigation measure, that the recommendations and planting plan provided in the Supplemental Wetland and Stream Study and Buffer Restoration Plan (Exhibit 9) as part of the Vegetation subsection below are complied with. The applicant is required to receive a Critical Areas Exemption for the stormwater utility work in the geological, stream, and wetland critical areas on the subject site. At this time the applicant has applied for these required critical areas exemptions, which are anticipated to be issued following the SEPA Determination. Mitigation Measures: The project shall follow the recommendations of the Supplemental Wetland and Stream Study and Buffer Restoration Plan; prepared by Shannon & Wilson Inc, dated October 28, 2014 (Exhibit 9). ERC Report 15-000033 City of Renton Deportment of Community & E mic Development ironmental Review Committee Report MAPLEWOOD CREEK STORMWA TER OUTFALL IMPROVEMENT PROJECT LUA15-000433, ECF, CAE Report of February 23, 2015 Page 8 of 11 Nexus: SEPA Environmental Regulations, RMC 4-3-050 Critical Areas. b. Aquifer Protection Area Impacts: The trench work in Chelan Ave SE and re-routing of the existing stormwater outfalls to the new outfall will occur within the City of Renton Aquifer Protection Area Zone 2 (Exhibit 14). The overall purpose of the aquifer protection regulations is to protect aquifers used as potable water supply sources by the City from contamination by hazardous materials. Some uses are restricted that store, handle, treat, use, or produce substances that pose a hazard to groundwater quality. If fill is used for project development, a fill source statement would be required to be submitted to the City to ensure clean fill is used. Impacts to the Aquifer Protection Area are not anticipated as a result of the subject project. Mitigation Measures: N/A Nexus: N/A c. Storm Water Impacts: The overall project is to reduce the impacts of the existing stormwater facility currently discharging near the top of the hillside above Maplewood Creek. Stormwater recommendations for the permanent facilities proposed and for the construction process are provided for in three submitted reports, the Geotechnical Report (Exhibit 7), the Technical Memorandum Hydrologic/Hydraulic Analysis and Preliminary Design (Exhibit 8), and the Supplemental Steam and Wetland Study (Exhibit 9). Stormwater related recommendations from the studies are as follows: • Best management practices are required as part of construction and temporary and permanent erosion recommendations are made in the Draft Geotechnical Report (Exhibit 7, page 10). • The Environmental Checklist states that during construction, if fuel and oil spills occur, they would be mitigated or altogether avoided through the required construction contractor's implementation of a Spill Prevention, Control, and Countermeasures (SPCC) Plan (Exhibit 6, page 9). • The submitted Technical Memorandum Hydrologic/Hydraulic Analysis (Exhibit 8) provides recommendations for the energy dissipater at the toe of the slope where the new stormwater outfall would release water. The City proposes use of a manhole energy dissipater (Exhibit 4). The Hydrologic/Hydraulic Analysis states the dissipater meet the following requirements (Exhibit 8, page 12): reduce velocities prior to discharge, be maintainable without entering the structure, and be maintainable with hand tools due to access limitations. • The Geotechnica I Report identifies stormwater related recommendations that a check dam shall be installed at the upstream end of the outfall to prevent groundwater seepage along the pipe bedding material so long term erosion does not occur on the hillside and that a quarry spall pad covered with a leveling layer of crushed surfacing base course to be installed around the energy dissipater to prevent localized erosion at the outfall area (Exhibit 8, page 19). • The submitted Supplemental Stream and Wetland Study (Exhibit 9) provides recommendations for site preparation and earthwork around the Maplewood Creek and wetland critical areas_ The study (Exhibit 9, page 10) recommends that prior to commencing earth disturbance activities, high - visibility silt fencing will be installed upslope of the Maplewood Creek GHWM and delineated wetland boundary to protect the aquatic areas from being impacted by the project. Further, the study recommends that during construction, areas that will no longer be worked will be permanently stabilized using best management practices such as jute mats, native upland seed mix, and/or match (Exhibit 9, page 10). Staff has already recommended that the recommendations of the Draft Geotechnical Report (Exhibit 7) be followed as a mitigation measure. Given the analysis above provided by the Technical Memorandum Hydrologic/Hydraulic Analysis and Preliminary Design (Exhibit 8), staff recommends, as a mitigation measure, that the project follow the recommendations of the analysis including the section on the energy dissipater to reduce storm water impacts to the area. Mitigation Measures: The project shall follow the recommendations of Hydrologic/Hydraulic Analysis and Preliminary Design — Technical Memorandum; Project No. 14-10291.04, prepared by BHC Consultants, dated November 24, 2014 (Exhibit 8). Nexus: SEPA Environmental Regulations, RMC 4-3-080 Critical Areas, RMC 4-6-030 Drainage Surface Water Standards. 3. Vegetation Impacts: The Supplemental Wetland and Stream Study and Buffer Restoration Plan for the project was prepared by Shannon & Wilson Inc, dated October 28, 2014 (Exhibit 9) and provides information regarding the vegetation in the critical area buffers and the proposed mitigation plantings. On the private property portion of the project, near the Maplewood Creek and Wetland A, there are steep ravine slopes and narrow upland shelves on either side. The steep slopes and minimal ground cover limit the ravine's existing vegetation's ability to filter stormwater runoff or slow surface water during rain events (Exhibit 9, page 8). Evidence of human disturbance within the upland buffers included yard clippings, illegal dumping, computer network cables tied to trees, and disturbed foot paths throughout the ravine. Upland vegetation adjacent to the identified wetland is dominated by a native forested stratum composed of Western red cedar, big leaf maple, and red alter with an understory of native and nonnative shrubs and herbaceous species including sword fern, meadow buttercup, and English ivy (Exhibit 9, page 6). The study states that minimal native herbaceous vegetation currently exists in the proposed pipeline alignment in the buffer (Exhibit 9, page 8), The study states that the low profile and narrow footprint of the overland pipe will allow for the re- establishment of herbaceous, shrub, and forested vegetation strata. The Supplemental Study states that the existing forested and shrub strata in the buffer area provide shade that helps moderate water temperature in Maplewood Creek and contributes organic matter (leaf) to the stream system (Exhibit 9, page 8). Further, the canopy mitigates the erosive force of rain and the root systems stabilize soil on the steep slopes. The project includes a buffer restoration and enhancement plan that would consist of restoring the 1,200 sf of temporary disturbed buffer by replanting the disturbed areas and removing invasive species in accordance with City of Renton restoration regulations in RMC 4-3-0501 (Exhibit 17 and Exhibit 9, page 9- 13). An additional 155 sf of buffer enhancement would occur to offset the unavoidable permanent impacts to the buffer from the presence of the overland pipe and the manhole dissipater structure within the wetland and stream buffer (page 9). The overall goals of the restoration are included in the Supplemental Study (Exhibit 9, page 10) including to enhance hydrologic and water quality function, result in no -net -loss of riparian habitat function, and offset permanent buffer impacts with overall increased buffer function. The planting plan, as outlined in the Supplemental Wetland and Stream Study and Buffer Restoration Plan (Exhibit 9, page 10-13), is to install native, non-invasive, shrub and groundcover plant species throughout the restored wetland and stream buffer. Trees are not proposed in the restoration plan as no trees within the critical area buffers are being impacted and no trees are anticipated to be impacted as part of the project. A planting sequence is recommended along with maintenance activities to ensure that the restoration is successful. The maintenance activities include watering, replacement of mortalities in the first year following plant installation, removal of noxious weeds, and potential targeted use of herbicide application if approved by the City. To allow the restoration plants to grow and establish themselves in the area of work on the hillside and near the critical areas and within the buffers, staff recommends that the Supplemental Wetland and Stream Study and Buffer Restoration Plan planting plan be followed. Wildlife Impacts: A Supplemental Wetland and Stream Study and Buffer Restoration Plan for the project was prepared by Shannon & Wilson Inc, dated October 28, 2014 (Exhibit 9) and provides information regarding the existing wildlife in the project area. The consultant report states that minimal signs of wildlife were observed during the site visit although it is assumed that the area provides some shelter, forage, and refuge to passerine bird species and mammals common to urban environments and riparian areas (Exhibit 9, page 8). Staff made a site visit in January 2015 and noticed deer excrement on the hillside south of the creek. In regards to fish species, the Supplemental Study provides discussion of priority habitats and species within the Maplewood Creek and why the creek classification should be upgraded (Exhibit 9, page 3). Additionally, the Environmental Checklist (Exhibit 6, page 8) identifies Coast Resident Cutthroat. The study states that Maplewood Creek joins the Cedar River approximately 1 river mile downstream of the site. The study finds that there are no fish passage barriers, that there is occurrence and migration of coast cutthroat trout which is a WDFW priority species, past presence of trout fry 1,100 feet downstream, and modeled presence of fall Chinook, winter steelhead, sockeye, and documented coho salmon over half a mile downstream (Exhibit 9, page 3). The study further states that approximately 150 feet south of the site, the WDFW Priority Habitat and Species map identifies a Biodiversity Area and Corridor priority habitat along the Maplewood Creek and Cedar River riparian areas (Exhibit 9, page 3). Based on the provided habitat information, staff is recommending that the Title 4 update of the municipal code include an update of this stretch of Maplewood Creek, to upgrade its classification rating given the findings from this report. Mitigation Measures: No further mitigation required. Nexus: Not applicable. 5. Transportation Impacts: It is anticipated that temporary impacts to traffic would result from the proposed project during construction. The project would result in the closure of part of Chelan Ave SE as the new stormwater pipeline is located in Chelan Ave SE from the intersection with SE 4t" PI to the new outfall location at SE 2nd PI, during construction. A traffic control plan would be required during constriction to ensure access to all homes located on the street is maintained throughout construction. Stormwater flow would be redirected north within the public right-of-way through 700 feet of new 12- to 18 -inch diameter subsurface pipe to the catch basin at Chelan Ave SE and SE 2nd Place, then directed in 32 feet in new 24 -inch diameter pipe onto private property to the northeast and the top of the hillside, where the pipe would be reduced to 16 -inch diameter and daylighted and extended approximately 47 feet overland down the slope to a new 48 -inch dissipater manhole structure. Approximate areas of work are 3,200 sf of public right-of-way and 1,300 sf of private property within the Residential -8 zone designation. The two outfalls closest to SE 4th PI have resulted in erosion of the hillside and west bank of the stream and would be capped and abandoned. Stormwater flow would be redirected north within the public right-of-way through 700 feet of new 12- to 18 -inch diameter subsurface pipe to the catch basin at Chelan Ave SE and SE 2nd Piace, then directed in 32 feet in new 24 -inch diameter pipe onto private property to the northeast and the top of the hillside, where the pipe would be reduced to 16 -inch diameter and daylighted and extended approximately 47 feet overland down the slope to a new 48 -inch dissipater manhole structure. No trees would be impacted. Critical areas include the stream, wetland, aquifer protection area, regulated slopes, and erosion hazards. The project would result in temporary impacts of 1,200 sf of critical areas buffers for site access and construction, The new overland pipe, outfall, and energy dissipater pad will result in 155 sf of permanent buffer impact. Approximately 1,355 sf of buffer restoration and enhancement are proposed. Studies provided are a geotechnical report, hydrologic/hydraulic analysis, and supplemental wetland and stream study and buffer restoration plan.
