ED76156 CASE# 23-7246 OF COLLISION 06/26/23 15:42 OF CbLLI510N NARRATIVE 23-7246 On 06/26/2023 at approximately 1545 hours, I was dispatched to a blocking vehicle collision at the intersection of North Southport Drive and Lake Washington Boulevard North, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that two vehicles were blocking the roadway with one of the involved parties requesting aid response for lower back pain. Dispatch advised that the Renton Regional Fire Authority (RRFA) would be responding to the scene as well. Upon my arrival, 1 walked up to the involved vehicles and smelled a strong odor of marijuana coming from Unit#2. As I got closer to the vehicle, the smell became stronger. The driver of Unit#2 admitted to smoking marijuana earlier in the day at the park but stated it was a long time ago and denied it being a factor in today's collision. I confirmed that the driver of Unit#2 was the party complaining of lower back pain. RRFA arrived on scene and began assessing the involved parties. I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling southbound in about the 1000 block of Lake Washington Blvd N and approaching the intersection of N Southport Dr in lane 2 of 3. The driver of Unit#1 stated that she needed to get into the right lane (lane 1 of 3) to make a right turn at the upcoming intersection. The driver of Unit#1 stated she began to merge over to the adjacent lane next to her, specifically making a lane change from lane 2 of 3 to lane 1 of 3. The driver of Unit#1 stated that she had checked prior to and believed traffic was clear for her to proceed. The driver of Unit#1 stated that while making the lane change, Unit#1 struck Unit#2 occupying lane 1 of 3 causing moderate damage to the front passenger side quarter panel of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was also traveling northbound in about the 1000 block of Lake Washington Blvd N approaching the intersection of N Southport Dr but in lane 1 of 3. The driver of Unit#2 stated he was intending to turn at the upcoming intersection when Unit#1 changed lanes from lane 2 of 3 and into lane 1 of 3 which Unit#2 was occupying. Unit #2 was unable to avoid the collision and subsequently collided with Unit#1. Unit#2 suffered moderate damage to the front driver's side quarter panel and fender. The driver of Unit#2 was transported to Valley Medical Center by ambulance for further evaluation. Based on the above statements, 1 determined that the Driver of Unit#1 (Graham) was the predominant factor for the collision as Graham violated RCW 46.61.140(1) which states that whenever any roadway has been divided into two or more clearly marked lanes for traffic, a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Graham made an unsafe lane change that was not clear of traffic causing a collision. Further investigation into Unit#2's possible impairment, other than noticing a greenish color on his tongue, which is indicative of recent marijuana use, was not conducted due to the driver of Unit#2's complaint of injury causing me to be unable to perform SFSTs. Additionally, it became evident that it was the other vehicle (Unit# 1) that turned into Unit#2 and not the other way around. I did not develop probable cause to arrest the driver of Unit#2. Both Unit#1 and Unit#2 were able to be driven away without further incident. An exchange of information was provided to all involved parties.
