The modification is needed as the Direct Connector project as proposed would not meet the City's Complete Street Standards (RMC 4-6-060F.2) for East Valley Road, between SW 161h Street and SW 19th Street. Staff from City Departments have reviewed and discussed your request and have determined that the modification may be granted resulting in the following street section: The section of East Valley Road will have two 11 -foot wide lanes, and one 12 -foot wide turn lane for East Valley Road (34 feet total from the face of curb to the face of curb) and a reduced planter width of 7 feet. However, this recommendation is conditioned upon WSDOT providing assurance that this cross section will be forward compatible with the 1-405 Master Plan Improvements, and that no further relocation of East Valley Road will be needed. This would allow final placement of East Valley Road from SW 16th Street to SW 191h Street and avoid further disruption to businesses in the future. Therefore, the requested modification is approved, subject to the following condition: WSDOT must provide written assurance to the City of Renton that the approved cross section (two 11 -foot wide lanes, one 12 -foot wide turn lane, and a 7 -foot wide planting strip) will be forward compatible with the 1-405 Master Plan improvements and that no further relocation of East Valley Road will be needed. The decision to approve the proposed modification is subject to a fourteen (14) day appeal period from the date of this letter. Any appeals of the administrative decision must be filed with the City of Renton Hearing Examiner by 5:00 p.m., September 10, 2013. WSDOT Project Overview The 405/167 DC Project is the next step towards completing WSDOT's Tukwila to Renton Improvement Project in the Renton area. The purpose for the 405/167 DC Project is to provide a high occupancy vehicle (HOV) direct connection that helps to relieve increasing congestion and deteriorating mobility through the corridor. Currently, the Northbound SR 167 to Northbound I-405 (NB167-NB405) ramp has two lanes, one lane for general purpose traffic and one lane for HOV 2+ traffic. As the ramp merges with N13405, the HOV traffic must merge into the general purpose lane on the ramp and then merge with the general purpose lanes on N13405. The completion of the 405/167 DC project will improve traffic flows by eliminating these merges. The 405/167 DC project will construct a new direct connector ramp for HOV/express toll lane (ETL) traffic travelling in each direction between the SR 167 south leg high occupancy toll (HOT) lanes and the I-405 north leg HOV lanes. Other key project elements are reconstructing sections of I-405 and SR 167 to open up the medians of these two roadways Mr. Chip Vincent February 8, 2013 Page 2 of 6 and create room for the direct connector ramp, widening or replacing the I-405 Bridge over SR 515 (Bridge Number 4051016), and constructing new retaining walls. This project will modify two local roadways, East Valley Road and S. 14th Street, where they are impacted by the interchange improvements and 1-405/SR 167 widening. Existing EVR Conditions at Location of Proposed Modified Street Standard Through the project area, EVR is a Collector Arterial and currently consists of a 36 -foot wide roadway with one through lane in each direction and a center turn lane. There is a 6 -foot wide sidewalk on the west side and no sidewalk on the east side of the roadway. At the East Valley Office Center, the sidewalk is adjacent to the street and separated from the commercial property by an approximately 45 -foot wide planting strip. Further south at the Larkspur Landing and Hilton Garden hotels, the sidewalk is separated from the roadway by an approximately 27 -Foot wide planting strip and separated from the commercial property by an approximately 15 -foot wide planting strip. EVR Improvements at Location of Proposed Modified Street Standard EVR will be reconstructed to the west to accommodate the Project. The proposed design calls for reconstructing the EVR roadway to match the current 36 -foot width with one lane for each direction and a two-way left turn lane. On the west side of EVR there will be an 8 - foot wide planting strip that will separate an 8 -foot wide sidewalk from the roadway. Included in the City of Renton right of way will be a minimum 2 -foot wide buffer west of the sidewalk. Including this 2 -foot buffer, there will be a 10 -foot wide buffer between the sidewalk and the parking lots located on the adjacent private properties, except this buffer width will be decreased from 10 -foot to 5 -foot at the Larkspur and Hilton Garden properties. A minimum 6 -foot wide buffer will be provided on the east side of EVR between the roadway and the SR 167 right of way. The two existing driveways serving these hotels and the business center will require reconfiguration in place to connect to the reconstructed EVR. Anticipated Future EVR Improvements at Location of Design Variance When the I-405 Tukwila to Renton Improvement Project is completed in the future, EVR will need to be located further to the west than is currently proposed for the 4051167 DC project. Originally, the 405/167 DC project included reconstructing EVR to a location that accommodates planned future I-405 and SR 167 improvements. These planned future improvements have many components including adding a new lane on southbound (SB) SR 167 and adding a general purpose flyover from SB 1-405 to SB SR 167 in the vicinity of the reconstructed EVR. After consultation with City of Renton staff; a determination was made to construct EVR in an interim location that accommodated the 4051167 DC project but not the planned future improvements. Constructing EVR in this interim location will delay significant impacts to the existing parking areas for the adjacent properties located west of EVR and is more consistent with City code requirements than will be experienced when EVR is constructed in its ultimate location. Since additional I-405 Tukwila to Renton Improvement Project (other than the 405/167 DC project) elements are currently unfunded, the actual schedule for constructing these future planned improvements is uncertain and may not be built for many years.
