The requested revisions are summarized below:

Center and 16,000 square feet of additions to the. retail space. The expansion of the facility is
predominately located along the northern and eastern facades. The proposal includes the re-.
striping of the existing surface parking lot with an expansion of the parking to tlie north. As
part of the· parking lot expansion the applicant is proposing associated l~ndscaping and
pedestrian pathways. The site area is approximately_ 13.6 acres and is located within the
. Commercial Arterial (CA) and Medium Industrial (IM) zoning designations and is also located
within Urban Design District 'D'. Access to the site would continue to be provided via existing
driveways along SW 7th Street,Rainier Ave:S/SR 167, Hardie Ave Sand S Grady Way.
Parking -The expansion included an additional 127 parking stalls; resulting in a total of 74S ·
parking spaces. The applicant has revised the parking lot layout in order to eliminate a total of
15 parking stalls .. This would bring the total parking stall count to 730 stalls. The parking
regulations require a specific number of off-street parking stalls be provided based on the
amount of square footage dedicated to certain uses. · ·
The following ratios would be applicable to the site:

Based on these use requirements, at least 601 parking spaces would be .required in order to
meet code with no more than 751 spaces. The applicant proposes to provide 730 spaces within
the surface parking. The applicant contiriues to comply with the parking stall requirement for
big box retail and outdoor retail sales. Required and proposed lands'cape areas have been
revised to reflect the adjusted parking area_.
Refuse and Recyclables · The applicant originally p~oposed a 1,080 square foot area for
recyclable deposits al)d a 30.cubic yard area for refuse deposits. The site plan modification
materi~ls indicate, the applicant· is, proposing ·an additional. refuse and recycle enclosure for
organic waste in the amount of 360 square feet. A 30-foot by 12-foot proposed enclos_ure
would be sited along the northwest portion of the site.· The retail facility would. require a 751
square foot deposit area for recyclables (751 SF= 5 x 155,244/1,000 SF) and a 1,502 square foot
deposit area for refuse (1,502 = 10 x [155,244/I;OOO SF]). The recyclable deposit area proposed
as part of the original·proposal complied with Renton Municipal Code. However, the proposed
refuse deposit area was less than the minimum required and a modification from the code
requirement was requested. Staff reviewed the request and issued an approval of the
modification on April 2, 2010. The additional 360 square feet of orga~ic waste storage_ would
bring the proposal in closer conformance with t.he r.efuse and recyclables code therefore the
proposal does not. require an additional modification request and is appropriate for the
intended use as long as all other development standards are complied with.
Lighting.-The existing parking.lot lighting is 40-feet in height which does not comply with City
code. Approximately four ne~, 25-foot, light poles were proposed in .the expanded. parking

area. However, two of the four proposed lights were located within a water easement.
Therefore, the applicant has removed two of the four prnposed light poles.
Fencing -Water quality treatment, in the form of a new bioswale is proposed, as the project
would add more than 5,000 square feet of new pollution generating impervious surfaces. The
applicant .is proposing a four-focit high black, coated vinyl chai~, link fence around the bioswale
area to the north of the. expanded structure. · · ·
Short Plat -The. applicant is requesting the remova·I of lot lines originally prop~sed as part of the
apprcived Short Plat (LUA09-158, SHPL-A), which has not been·recorded. All applicable setback,
lot . coverage, and landscaping standards would continue to be achieved if the proposal
proceeds without subdivision.

and subject to the following conditions of approval: ·
.1. Prior to.Building Permit approval, 3 full size copies and a 8 Y, x 11 inch reduction of a
'revise site plan shall b'e submitted to the Current Planning project manager.
2.· The applicant is advised that a.II code requirements and conditions of site plan approval
are still·appiicable to the development ofthe site in addition to mitigatio'ns measures
issued as part-of the SEPA. The applica'nt should also un.derstand that Environmental
SEPA R\!view may be required for future m'odifications to the site plan.

Proposed Walmart Expansion; Site Plan Modification
Dear Ms. Timmons:
We would like to request a Site Plan Modification for the Site Plan approved on May 13,
2010 as part of the Site Plan Review (LUA 10-009) for the above mentioned project. I've
included a list below of the proposed modifications to the site plan related to lease area,
parking, lighting, trash/storage enclosures, paving, and other items.
Walmart Lease Area
1. The Walmart Lease area has been reduced from 13.65 acres to 11.57 acres.
Approximately 0.74 acres adjacent to SW 7th street and approximately 0.73 acres
adjacent Rainier Ave. 5 were removed from the lease area. The proposed
improvements as shown on the original approved site plan, including curbed islands,
landscaping, irrigation and lighting, will still be completed in the areas removed from
the I ease area.
2. The existing Billy McHale restaurant located within the 0.74 acres removed from the
lease area along SW 7th street was to be demolished as part of the Walmart expansion
project. However the restaurant has already been demolished by the property owner.
3. The Honda Parking area located west of the store was also removed from the lease
area. This area totals 0.6 acres.
Parking
1. Parking stall count and dimensions have been revised resulting in a reduction in
overall parking stalls. The approved site plan included 745 stalls, of which 658 were
9' wide, 68 were compact (8.5' x 16') and 19 were handicap accessible. The
previous plan had a parking ratio of 5.0 per 1,000 SF.
The current plan includes 634 stalls (this includes stalls within the Wal mart Lease
area only) the revised parking ration is 4.2 per 1,000 SF. This still meets the required
parking ratio of 2.5 per 1,000 SF. Also, the stall dimensions have been revised there
are now 401 9.5' wide stalls, 156 9.0' wide stalls, 59 compact stalls (8.5' x 16') and
18 handicap accessible stalls.
The revised stall count and stall dimensions are shown on sheets C-1.0 and C-1.1 of
the Civil Plan Set.

2. Locations of the 151 associate stalls have been revised as a result of the lease area
reduction. All proposed associate stalls are located within the revised Walmart lease
area. The locations of the associate stalls are included on sheets C-1.0 and C-1.1 of
the Civi I Plan Set.
3.
Lighting
1. Per the Hearing Examiner Decision new light poles will have 25' mounting heights.
There are now three new light poles proposed in the new parking area and adjacent
to the pedestrian path to SW 7'h street.
2. The number and location of pedestrian lights have been adjusted to remove the
pedestrian lights from the existing water easement (recording no. 9704011446) per
City comment. The approved plan included 4 pedestrian lights; the existing site plan
includes 2 pedestrian lights.
Trash/storage Enclosures
1. In addition to the 90' x 12' Bale and Pallet Recycling enclosure, which was included
on the approved site plan, a 30' x 12' Organics Dumpster area has been added. Per
the Hearing Examiner decision both the Bale and Pallet Recycling enclosure and the
Organics Dumpster area will have roofs. The enclosure and roof details are included
in the Architectural Plan Set, sheet SP-2.2.
2. An environmental cage has been added near the southwest corner of the building.
Paving
Details of the environmental cage are included in the Architectural Plan Set, sheet
BT-1.
1. The variable depth pavement overlay in the main parking area has been reduced to
include just the front drive aisle and the new handicap accessible parking. There will
be local areas of pavement replacement in the parking field, with the majority of the
area receiving a sealcoat.
2. Heavy duty concrete pavement has been added in front of the proposed Organic
Dumpster area and Bale and Pallet Recycling Area. This was added to provide a
landing area for the dumpsters and heavy vehicles/equipment for the handling of the
dumpsters.
3. The truck drive behind the store will be removed and replaced with heavy duty
asphalt pavement rather than overlaid.
Miscellaneous
1. The smokers pad has been removed from the site plan, a gravel path for maintenance
of the new bioswale and stormwater cartridge treatment system has been added in its
place at the west end of the bioswale adjacent to the bale and pallet recycling
enclosure.
2. Required and proposed landscaping areas have been revised to reflect the adjusted
parking count. The proposed site plan still meets the required landscape area of 35
SF per parking stall.
3. A gated 6' chain link fence has been added around the proposed bioswale.
4. A guide rail has been added along the south side of the bioswale to protect the
vehicles parking in the adjacent stalls from accidentally driving into the swale.

5. The location of the proposed grease interceptor, near the southeast corner of the
building, is now shown on the site plan.
6. A new transformer and ·master switch board cabinet is now shown on the site plan.
The existing transformer will be removed. This plan has been coordinated with Puget
Sound Energy.
7. The proposed monument sign at the site access to SW 7•h Street is now labeled. A
detail of the monument sign is included in the architectural plan set.
In addition to this memo we are submitting a $103 check for the requested Site Plan
