Section 1: Project Overview
The proposed project is located at The Boeing Company facility located west of Interstate 405
and at the south end of Lake Washington. The subject project site is located along the east side
of the existing Boeing Building 4-20, which is located northwest of the intersection of North 8'"
and Logan Avenue North in Renton, Washington. The Boeing Company Renton facility is the
location of the 737 aircraft manufacturing plant. Facilities surrounding the Building 4-20 project
site to the west, east and south are primarily aircraft manufacturing facilities. A concrete paved
parking and drive aisle area is located to the north with Lake Washington bordering this
concrete paved area. A site vicinity map is provided in Appendix A.
This project proposes interior building renovations in Building 4-20; an approximately 8,500
square foot building addition (maintenance facility addition) along the eastside of Building 4-
20; an approximately 700 square foot addition to an existing substation building located along
the east side of the 4-20 Building, and south of the proposed maintenance addition; and, utilities
relocations to enable construction of the new building additions.
The project area or area that will be disturbed as a result of this proposed project construction,
totals 0.98-acres. Construction activities will include demolition of an existing building addition,
along the east side of Building 4-20, at the footprint of the proposed maintenance addition;
select interior demolition within the 4-20 building; select pavement demolition at building
additions and utilities trenching; foundation/pile excavation; utilities trenching and pavement
patching; limited grading adjacent to building additions; relocation of onsite building services
(fire, domestic water, sanitary sewer, and compressed air) and utility mains (fire and domestic
water) to allow construction of new building (maintenance and substation) additions.
Section 2: Conditions and Requirements Summary
Existing Conditions
In the existing condition, the project site area is paved. The existing Building 4-20 is surrounded
by asphalt parking and drive aisle areas. The project site is relatively flat, with slopes ranging
from less than 1-percent to approximately LS-percent. Site runoff drains to closed (pipe)
conveyance systems.
Pavement runoff from the project site drains to parking lot, drive aisle area catch basins, and is
conveyed generally from south to north. Roof runoff from the existing Building 4-20 is tight-
lined and also is conveyed to the north via a separate pipe conveyance system. Paved area
catch basins convey runoff to a wet treatment vault, located to the northeast of the project site.
From this wet vault, runoff is conveyed north to an outfall pipe, Outfall OF-004, at the Lake
Washington shoreline. See Appendix D for drainage map and location of Outfall No. OF-004.
Roof runoff from the existing Building 4-20 is conveyed by a pipe system to the northwest,
discharged at an outfall pipe, Outfall OF-004A, at the Lake Washington shoreline.
Proposed Conditions
In the proposed condition, existing asphalt pavement will be removed at the footprints of the
new maintenance building addition and substation building extension, located on the east side

of Building 4-20. The expanded footprint of the building, resulting from the maintenance
building addition and substation building extension, will replace existing asphalt pavement;
therefore, the net impervious surface area at the project site remains the same as the existing
condition. In addition, with the removal of pollution-generating parking and drive aisle
pavement and replacement with non-pollution generating building roof area results is a
decrease in pollution-generating surface for the project site.
Within the project construction limits the existing storm drainage facilities include only catch
basins and conveyance pipes. The existing stormwater treatment facility, a wet vault that
accepts project area drainage is located to the northeast of the site. This wet treatment vault will
not be impacted by proposed construction work, and lies outside the project construction limits.
Soils Conditions
The City of Renton Stormwater Management Design Manual (2009) Amendment, Reference l lC,
shows site soils as Urban Land (UR). A copy of the aforementioned soils map is provided in
Appendix B of this report. Urban land is generally soil that has been significantly modified by
urbanization and disturbance of the natural soil layers. The probable erosion hazard is slight to
moderate. Soil type ranges with depth at the project site. Boring soil profile data recently
performed (January 2013) shows medium dense to dense sand and gravel fill from 2-to 7-feet
below pavement and building slab grade. This fill layer is underlain by a loose sand layer that
extends from 2-to 10-feet below grade. Below this loose sand layer there is an organic and
inorganic silt layer ranging from 10-to 35-feet below grade. This organic and inorganic silt
layer is underlain by medium dense to stiff silty-sand layer that ranges in depth below grade
between 20-to 60-feet. The silty-sand layer is underlain by a dense to very dense sandy
gravel/gravelly sand layer approximately 60-to 95-feet below grade. This sandy gravel/gravelly
sand layer is underlain by a medium dense to stiff silty-sand and silt layer that extends from
approximately 95-to 120-feet below grade where the boring terminates. Groundwater is shown
on the boring logs at approximately 4-feet below surface. Boring logs and soil profile are
provided in Appendix E.
Requirements Summary: Stormwater Management Guidelines
The project and Threshold Discharge Areas (TDAs) are subject to the following
minimum requirements.
Core Requirement #1-Discharge at the Natural Location
This project will re-route existing storm pipe conveyance systems; however, it is will not change
the existing discharge location from the site or site drainage pattern.
Core Requirement #2-Offsite Analysis
A qualitative off-site analysis is included within Section 3 of this report.
Core Requirement #3-Flow Control
This project is exempt from providing additional flow control facilities.

Core Requirement #4-Conveyance System
The conveyance system designed for this project is a re-route of existing storm lines. The new
conveyance system is designed to meet or exceed the capacity of the existing system. See
Section 5 for additional information regarding the design of the conveyance system for this
project.
Core Requirement #5-Erosion and Sediment Control
A Temporary Erosion and Sediment Control Plan and a project specific SWPPP will be
prepared, and will be included with the final Technical Information Report.
Core Requirement #6-Maintenance and Operations
Stormwater facilities maintenance, operation and required testing for the Boeing Company
Renton Plant are conducted in accordance with the Plant's Industrial Stormwater Permit, WAR-
000232.
Core Requirement #7-Financial Guarantees and Liability
The Boeing Company is responsible for all storm drainage guarantees and liabilities for this
project.
Core Requirement #8-Water Quality
This project is exempt from providing additional water quality facilities. See Section 4 for water
quality discussion.
Special Requirement #1-Other Adopted Area-Specific Requirements
This project is located within the Cedar River Basin. There are currently no special drainage
requirements that apply to this project.
Special Requirement #2-Flood Hazard Delineation
This project is not located within a Flood Zone as designate by FEMA panel. Refer to the flood
zone maps provided in Appendix C
Special Requirement #3-Flood Protection Facilities
There are currently no flood protection facilities for the site.
Special Requirement #4-Source Control
This project does not change the existing uses, but does reduce existing quantities of pollution
generation. However, this project will comply with all "Required BMPs for All Commercial
Properties" as described in the 2009 King County Stormwatcr Design Manual (KCSWDM). The
City of Renton Stormwater Management Design Manual (2009) Amendment, which this project must
comply, refers to the KCSWDM, Section III for source control requirements. The basic
requirements for source control for all commercial properties include "Clean Your Storm
Drainage System," "Eliminate Illicit Connections to the Storm Drainage System," and "Stencil Your
Storm Drains."

Special Requirement #5-Oil Control
This project does not include the construction of any additional high-use site area; and
therefore, oil control is not required.
Section 3: Offsite Analysis
The existing stormwater system for this site discharges directly into Lake Washington. From
the proposed construction site to Lake Washington the stormwater conveyance system is a
closed pipe conveyance system. The pipes within the existing conveyance systems, both for the
parking lot/drive aisles and the roof drains, have relatively flat slopes, and include some pipes
sections that have little or no pipe slope between structures. Because of this relatively flat slope
condition for the conveyance systems, pipe systems surcharge during larger storm events.
However, there is no evidence, or reporting of, flooding or excessive ponding within the
parking lot and drive aisles.
Stormwater from the site discharges into Lake Washington via two separate pipe outfalls at the
shoreline of the Lake. Rain leaders from the existing building (Building 4-20) combine at the
north end of the building, and roof drainage is then conveyed to the north, discharging directly
via a 36-inch outfall pipe (Outfall OF-004A) at the Lake Washington shoreline. Parking lot and
drive aisle drainage is collected by area catch basins and is conveyed to the northwest to a wet
vault for treatment prior to discharge via a 33-inch outfall pipe (Outfall OF-004) at the Lake
Washington shoreline.
Section 4: Flow Control and Water Quality Facility Analysis and Design
Water Quality Treatment
Core Requirement #8: Water Quality within Section 1.2.8.1 of the City of Renton's 2009 Surface
Water Design Manual Amendment requires that treatment be provided for new and replaced
pollution generating surfaces. An existing wet vault provides treatment for existing pollution-
generating impervious surfaces within the limits of this project. All replaced pollution-
generating impervious surfaces will continue to flow to this wet vault, where runoff will
receive treatment. This project does not propose the creation of any new pollution-generating
impervious surfaces. Through the removal of existing asphalt to construct the new building
additions (maintenance building and substation extension), this project proposes a reduction in
the total pollution-generating surfaces at the site. By providing treatment of replaced
pollution-generating impervious surfaces, which is primarily utilities trench patching, and by
creating no new pollution-generating impervious surfaces, this project is exempt from
providing any new treatment facilities.
Water Quantity Detention
In accordance with Section 1.2.3.1 (A) of the City of Renton's 2009 Surface Water Design Manual
Amendment, this project is within a Peak Rate Flow Control Standard Area. As provided for
under the "Exceptions" heading of this Section, projects within Peak Rate Flow Control

Standard Areas are exempt from providing flow control facilities if the "threshold dischar!?e
area ... will generate no more than a 0.1-cfs increase in the existing site conditions 100-year peak flow."
Since no new impervious surfaces will be created by this project, the project qualifies for this
exemption.
Section 5: Conveyance System Analysis and Design
As was mentioned previously, the existing stormwater system does experience some
surcharging of the pipes during large rain storm events. As a result of this, the proposed
stormwater conveyance system will provide a conveyance capacities that are equal to or
greater than existing condition. A complete conveyance summary will be provided in the final
Technical Information Report.
Section 6: Special Reports and Studies
Soil and Environmental Engineers, Inc. (S&EE) is preparing a site-specific geotechnical report
for this project. S&EE has performed borings at the site. Boring logs and soil profile data are
provided in Appendix E. A summary of their initial investigation is also included in Appendix
E. A copy of the final Geotechnical Report for the project will be included in the final Technical
Information Report.
Section 7: Other Permits
The following is a list of the actions and permits that will be required as part of this project:
• SEPA
• NPDES -Construction Stormwater General Permit
• Building, Grading, and Utility
• Dewatering (See note below)
Note: Dewatering will be required for the project to construction foundations and for
utilities trenching. The Boeing Company holds an Industrial Wastewater Permit
with King County. This Permit requires a separate dewatering permit application
for dewatering activity in excess of 25,000 gallons per day. It is estimated by the
project hydrologist that dewatering volume is anticipated to be approximately
58,000 gallons per day. Therefore, a dewatering permit application is needed
through King County.
Section 9: CSWPPP Analysis and Design
A construction SWPPP will be prepared for the project, and a copy provided with the final
Technical Information Report. A NOI application has been submitted by the owner, The
Boeing Company, to the Washington State Department of Ecology.

Section 10: Bond Quantities, Facility Summaries, and Declaration of
Covenant
The project facilities will be constructed, owned, and maintained by The Boeing Company. The
Bond Quantities and Facility Summaries forms will be provided with the final Technical
Information Report for the project.
Section 11: Operations and Maintenance Manual
The stormwater facilities for this project include catch basins for collection of stormwater
runoff and pipes system mains, ranging between 12-and 24-inch High-Density Polyethylene
Pipe (HOPE) pipe and ductile iron, Class 52. Roof and footing drains range from 4-to 6-inch
HOPE and ductile iron, Class 52. The proposed conveyance systems will connect to existing
pipe conveyance systems. Existing stormwater facilities on the site include catch basins and
stormwater conveyance pipes. Since this project does not include any new flow control or
water quality stormwater facilities, the existing stormwater system maintenance program,
currently in place for the site, will be utilized for the new system. Stormwater facilities
maintenance and operation at the Boeing Renton plant are in accordance with the Plant's
Industrial Storm water Permit, W AR-000232.

APPENDIX A
FIELD EXPLORATION AND LOGS OF BORINGS
The subsurface conditions at the project site were explored with the drilling of three soil test borings, B-1
B-2 and B-3 on January 4 to 12, 2012. The test borings were advanced using both truck-mounted and
track-mounded (low-overhead) drill rigs. A representative from S&EE was present throughout the
exploration to observe the drilling operations, log subsurface soil conditions, obtain soil samples, and to
prepare descriptive geologic logs of the exploration. Soil samples were taken at 2.5-and 5-foot intervals
in general accordance with ASTM D-1586, "Standard Method for Penetration Test and Split-Barrel
Sampling of Soils" ( 1.4" I.D. sampler). The penetration test involves driving the samplers 18 inches into
the ground at the bottom of the borehole with a 140 pounds hammer dropping 30 inches. The numbers of
blows needed for the samplers to penetrate each 6 inches are recorded and are presented on the boring
logs. The sum of the number of blows required for the second and third 6 inches of penetration is termed
"standard penetration resistance" or the 11N-value". In cases where 50 blows are insufficient to advance it
through a 6 inches interval the penetration after 50 blows is recorded. The blow count provides an
indication of the density of the subsoil, and it is used in many empirical geotechnical engineering
formulae. The following table provides a general correlation of blow count with density and consistency.

After drilling, the test borings were backfilled with bentonite chips and the surface is patched with quick
set concrete. The boring logs are included in this appendix. A chart showing the Unified Soil
Classification System is included at the end of this appendix.
