As you are aware, the appeal period for the State Environmental Policy Act (SEPA)
determination for the above-referenced project has closed without an appeal having
been filed.
In order to proceed with construction inspection, we have determined that the
following items must be submitted to the City of Renton Department of Community and
Economic Development, 61h Floor, Renton City Hall, at your earliest convenience:
1. Revised site plan showing limits of clearing, grading with final fill elevations,
finish elevations of unit pads, street lighting, and dimensioned streets and
sidewalks,
2. Technical Information Report {TIR),
3. Stormwater drainage plan, and
4. Site restoration plan indicating type of ground cover; location, type, and size of
required replacement trees; and restoration of amenities.

and is zoned Residential Manufactured Home (RMH). The project area impacts 2.75 acres of the overall site.
Twenty eight trees are proposed to be removed. The site is located in the Aquifer Protection Zone 2, no other
critical areas are located on the site. No other aspects of the original project have changes as a result of this
application.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITIEE (ERC) HAS DETERMINED THAT THE PROPOSED
ACTION DOES NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT.

This letter is written on behalf of the Environmental Review Committee (ERC) to advise
you that they have completed their review of the subject project and have issued a

The following notes are supplemental information provided in conjunction with the
administrative land use action. Because these notes are provided as information only, they are
not subject to the appeal process for the land use actions.
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through
Friday unless otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities
shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00)
p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between
nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on
Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant
an appropriate ground cover over any portion of the site that is graded or cleared of
vegetation and where no further construction work will occur within ninety (90) days.
Alternative measures such as mulch, sodding, or plastic covering as specified in the current
King County Surface Water Management Design Manual as adopted by the City of Renton
may be proposed between the dates of November 1st and March 31st of each year. The
Development Services Division's approval of this work is required prior to final inspection
and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than
one acre is being cleared.

The applicant has submitted for SEPA Environmental Review for the grading of approximately 800 cubic
yards of soil. The applicant exceeded the SEPA threshold of 500 cubic yards of grading during construction
of the approved addition to the existing manufactured home park, LUA09-157. The exccess grading was
discovered during construction by the City's Utility Inspector. Following the notice to stop work, the
applicant has applied for this SEPA enviromental review, as requred under state law.
The 43.4 acre site is located at 201 Union Ave. SE and is zoned Residential Manufactured Home (RMH). The
project area impacts 2.75 acres of the overall site. Twenty eight trees are proposed to be removed (many
of which have already been removed from the project site). The site is located in the Aquifer Protection
Zone 2, no other critical areas are located on the site. No other aspects of the original project have
changes as a result of this application.
During the review of the 2009 permit, it was indicated that the existing RV storage located in the North
Annex would be replaced with a golf mini-putt course. This addition would increase the amount of
recreation space beyond the existing 12.67 percent. Staff recommended approval of this conversion
during the review of the 2009 permit. Based on the applicant's submittal information, the excess grading
(triggering the requirement for the subject permit) was intended to accommodate grass in the north area
and enhance the recreational quality by filling a depression in the area. The applicant has indicated that
without the grading the recreation area may have experienced ponding or accumulation or stagnate
drainage water in the depression.
Many comments were received via e-mail for the subject project. The comments addressed concerns
related to property management, property cleanliness, club house disrepair, the placement of new homes
instead of used homes, and re-establishment of site amenities. Some of the comments received were not
signed, and therefore are not included in the official project file. However, overall the majority of the
comments received are not related to the environmental impacts of the subject project and the associated
site grading. The primary exception would be related to the "new homes". The original 2009 permit
allowed for four new manufactured home spaces; however the permit did not restrict the placement of
homes to new homes. All homes placed on the lots require a building permit, which would be reviewed by
the City prior to placement to ensure that the home placed on the property are manufactured homes and
not mobile homes, that such homes meet building codes and regulations as well as land use development
standards.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Stoff reviewers hove identified that the proposal
is not likely to have the probable impacts.
1. Earth
Impacts: Based on the provided SEPA checklist the site is predominantly flat with a gentle slope to
the north and west. The general soil types consist of silty sandy loam with gravel intermixed.
The applicant has indicated that approximately 750 to 800 cubic yard of grading would occur to
accomplish the installation of four manufactured homes and associated site improvements,
including the extension of Willow Drive and the establishment of a mini-putt golf area and
eliminating the ponding that was occurring in the proposed recreation area. Soil would be
removed from the south RV area and transported to the north area underneath the transmission
lines.
The applicant has indicated that the area where the soil was imported from, the south RV area, has
currently been hydro-seeded and is completely restored. This action is covered in this SEPA review
despite the fact that grading activity has already occurred.
The applicant has indicated in the SEPA checklist that silt fencing has been installed around the
north grading area. The construction permit requires the applicant to comply with the King County
Surface Water Design Manual and associated erosion and sediment control requirements.
Following compliance with the above regulations environmental impacts associated with the site
grading are not anticipated.
Mitigation Measures: No further mitigation required.

I believe that you received a Notice of Application and
Proposed Determination of Non-Significance from the City
of Renton regarding the installation of "QUOTE" New
Homes coming into Leisure Estates. You have until 5: 00
P.M. on the 24th of May to respond to the City of Renton
Planning Commission.
Some History: January 26, 2010 a Public Hearing was
held before Frank Kaufman, Hearing Examiner -City of
Renton (Now Retired) regarding the placement of 4 NEW
Homes in the North End of the Park. In public Testimony,
several residents attended and spoke up, I was one of

them, having lived in the park at the time for 20 years. I
said: I was favorable, but currently the only permanent
amenity that was available to the Tenants were the
"Streets". Also it was not brought up by the Current
Owners -Millard's-regarding the Olympic Pipeline right-of-
way, crossing the property from North to South and also
the Bonneville Power Admin. power lines North and
South. The Application was refused by the City of Renton
in their determination until all amenities were restored to
the Tenants. Under the freedom of information act this
can be verified at City Hall in the Planning Office.
It is amazing to me, how things can change at Renton City
Hall and these are not NEW HOMES ( I believe that there
are now 7 sitting in the Park). You have a right to express
your concerns without fear of retaliation and the RCW
59.20 supports this as does the M/MDRP Program with the
Attorney Generals Office.
These homes should also have the inspection of Labor and
Industries to meet current standards for re-sale.

Dear Leisure Estates Residents this is in reply to several phone calls I
have receive regarding new leases at Leisure Estates: In new leases
being put before you, you are being required to make a choice as to
who owns your Carports etc. When Park Preservationists LLC
(Millard's) acquired the park, they arbitrarily assigned carports to
tenants. This was not voted on by the Tenants Organization LERA, and
definitely not by MHOA or LEHA. (Unless you as an individual
homeowner requested ownership either for a fee or it was transfer to
you for FREE.) You can confirm this thru your old LERA minutes, or
review copies of your old leases. There are many who sold their homes
in assignment as a package to a new buyer with this provision being
stated in the lease at transfer of property, I was one of them having
lived there 21 years. Also item # 36 on your new lease gives the
owners of the park 1st right of refusal in the selling of your home. This
has been inserted on the lease between "Utility Lines #35 and Repair
of Improvements.
Here are your options: Read ever word of your lease. A lease implies
agreement between two parties. Sign, Sign and line out and initial
what you are not in agreement with, or the best recommendation I
can give you is to make copies, contact the Manufactured/Mobile

RCW 59.20.060 RENTAL AGREEMENTS -REQUIRED CONTENTS AND
PROHIBITED PROVISIONS:
(1) Any mobile home space tenancy regardless of the term, shall be based upon a written rental
agreement, signed by the parties, which shall contain:
(a) The terms for the payment of rent, including time and place, and any additional charges to be paid by
the tenant. Additional charges that occur less frequently than monthly shall be itemized in a billing to the
tenant;
(b} Reasonable rules for guest parking which shall be clearly stated;
(c) The rules and regulations of the park;
(d) The name and address of the person who is the landlord, and if such person does not reside in the
state there shall also be designated by name and address a person who resides in the county where the
mobile home park is located who is authorized to act as agent for the purposes of service of notices and
process. If no designation is made of a person to act as agent, then the person to whom rental payments
are to be made shall be considered the agent;
(e) The name and address of any party who has a secured interest in the mobile home, manufactured
home, or park model;
(f) A forwarding address of the tenant or the name and address of a person who would likely know the
whereabouts of the tenant in the event of an emergency or an abandonment of the mobile home,
manufactured home, or park model;
(g)(i) A covenant by the landlord that, except for acts or events beyond the control of the landlord, the
mobile home park will not be converted to a land use that will prevent the space that is the subject of the
lease from continuing to be used for its intended use for a period of three years after the beginning of the
term of the rental agreement;
(ii) A rental agreement may, in the alternative, contain a statement that: "The park may be sold or
otherwise transferred at any time with the result that subsequent owners may close the mobile home
park, or that the landlord may close the park at any time after the required notice." The covenant or
statement required by this subsection must: (A) Appear in print that is in bold face and is larger than the
other text of the rental agreement; (B) be set off by means of a box, blank space, or comparable visual
device; and (C) be located directly above the tenant's signature on the rental agreement.
(h) The terms and conditions under which any deposit or portion thereof may be withheld by the landlord
upon termination of the rental agreement if any moneys are paid to the landlord by the tenant as a
deposit or as security for performance of the tenant's obligations in a rental agreement;

(i) A listing of the utilities, services, and facilities which will be available to the tenant during the tenancy
and the nature of the fees, if any, to be charged;
(j) A written description, picture, plan, or map of the boundaries of a mobile home space sufficient to
inform the tenant of the exact location of the tenant's space in relation to other tenants' spaces;-New in

(k) A written description, picture, plan, or map of the location of the tenant's responsibility for utility hook-
ups, consistent with RCW 59.20.130(6);
(I) A statement of the current zoning of the land on which the mobile home park is located; and
(m) A statement of the expiration date of any conditional use, temporary use, or other land use permit
subject to a fixed expiration date that is necessary for the continued use of the land as a mobile home
park.
(2) Any rental agreement executed between the landlord and tenant shall not contain any provision:
(a) Which allows the landlord to charge a fee for guest parking unless a violation of the rules for guest
parking occurs: PROVIDED, That a fee may be charged for guest parking which covers an extended period
of time as defined in the rental agreement;
(b) Which authorizes the towing or impounding of a vehicle except upon notice to the owner thereof or the
tenant whose guest is the owner of the vehicle;
(c) Which allows the landlord to alter the due date for rent payment or increase the rent: (i) During the
term of the rental agreement if the term is less than one year, or (ii) more frequently than annually if the
term is for one year or more: PROVIDED, That a rental agreement may include an escalation clause for a
pro rata share of any increase in the mobile home park's real property taxes or utility assessments or
charges, over the base taxes or utility assessments or charges of the year in which the rental agreement
took effect, if the clause also provides for a pro rata reduction in rent or other charges in the event of a
reduction in real property taxes or utility assessments or charges, below the base year: PROVIDED
FURTHER, That a rental agreement for a term exceeding one year may provide for annual increases in
rent in specified amounts or by a formula specified in such agreement;
(d) By which the tenant agrees to waive or forego rights or remedies under this chapter;
(e) Allowing the landlord to charge an "entrance fee" or an "exit fee." However, an entrance fee may be
charged as part of a continuing care contract as defined in RCW 70.38.025;
(f) Which allows the landlord to charge a fee for guests: PROVIDED, That a landlord may establish rules
charging for guests who remain on the premises for more than fifteen days in any sixty-day period;
(g) By which the tenant agrees to waive or forego homestead rights provided by chapter 6.13 RCW. This
subsection shall not prohibit such waiver after a default in rent so long as such waiver is in writing signed
by the husband and wife or by an unmarried claimant and in consideration of the landlord's agreement not
to terminate the tenancy for a period of time specified in the waiver if the landlord would be otherwise
entitled to terminate the tenancy under this chapter; or
(h) By which, at the time the rental agreement is entered into, the landlord and tenant agree to the
selection of a particular arbitrator.
(3) Any provision prohibited under this section that is included in a rental agreement is unenforceable.

RCW 59.20.135 RCW 59.20 MAINTENANCE OF PERMANENT
STRUCTURES:
(1) The legislature finds that some mobile home park owners transfer the responsibility for the upkeep of
permanent structures within the mobile home park to the park tenants. This transfer sometimes occurs
after the permanent structures have been allowed to deteriorate. Many mobile home parks consist entirely
of senior citizens who do not have the financial resources or physical capability to make the necessary
repairs to these structures once they have fallen into disrepair. The inability of the tenants to maintain
permanent structures can lead to significant safety hazards to the tenants as well as to visitors to the
mobile home park. The legislature therefore finds and declares that it is in the public interest and
necessary for the public health and safety to prohibit mobile home park owners from transferring the duty
to maintain permanent structures in mobile home parks to the tenants.
(2) A mobile home park owner is prohibited from transferring responsibility for the maintenance or care of
permanent structures within the mobile home park to the tenants of the park. A provision within a rental
agreement or other document transferring responsibility for the maintenance or care of permanent
structures within the mobile home park to the park tenants is void.
{3) A "permanent structure" for purposes of this section includes the clubhouse, carports,
storage sheds, or other permanent structure. A permanent structure does not include
structures built or affixed by a tenant. A permanent structure includes only those structures
that were provided as amenities to the park tenants.
(4) Nothing in this section shall be construed to prohibit a park owner from requiring a tenant to maintain
his or her mobile home, manufactured home, or park model or yard. Nothing in this section shall be
construed to prohibit a park owner from transferring responsibility for the maintenance or care of
permanent structures within the mobile home park to an organization of park tenants or to an
individual park tenant when requested by the tenant organization or individual tenant.

safety, or support of the state government and its existing public institutions, and shall take effect immediately

placed on the property are manufactured homes and not mobile homes, that such homes meet building codes and
regulations as well as land use development standards.

To answer your questions below, the four new lots/spaces were permitted via a Hearing Examiners decision, under City
file number LUA09-157. However, this permit only allowed for four additional units and not 7. The permit does not
stipulate the units have to be new units. If the three additional units you are referring to are located within an existing
space in Leisure Estates these units would be permitted, however if these units are located in an area outside an
approved space they would not be permitted. Placement of all units require a Building Permit.
Based on the 2009 Hearing Examiner decision, no units were permitted underneath the power lines. This area was
identified to be reserved open space.
Based on this decision the total open space for the development is 5.5 acres and was designed to include both passive
and active recreational opportunities; including but not limited to tennis courts, horse shoes, and shuffle board.
Furthermore, during review of this previous decision, the applicant proposed to re-landscape the area to be disturbed by
the development of the four new M.H. spaces. The replacement landscaping would be along the edges of the extension
of Willow Drive, where soil disturbance is anticipated. The provided landscape plan indicates that three Rhododendron,
four one and one-half inch caliper Raywood Ash trees and two Gaultheria shallon would be planted along the edge of
the new roadway, in addition to groundcover grasses.
The older 1970 approval (City file number MH-011-77) including space for recreational vehicle storage for approximately
60 recreational vehicles, a mini storage building, a community center, and a postal service center. The 2009 approval
amended the 1970 approval to allow for the four new spaces and the elimination of the mini storage building area and
the conversion of the existing RV storage in the North Annex to be replaced with a golf mini-putt course. It is my
understanding from the SEPA permit application, that the grading on the site is intended to finish the mini-putt course
and improvements required for the four new spaces.

Some History: January 26, 2010 a Public Hearing was held before Frank Kaufman, Hearing Examiner -
City of Renton (Now Retired) regarding the placement of 4 NEW Homes in the North End of the Park. In
public Testimony, several residents attended and spoke up, I was one of them, having lived in the park at
the time for 20 years. I said: I was favorable, but currently the only permanent amenity that was
available to the Tenants were the "Streets". Also it was not brought up by the Current Owners -Millard's-
regarding the Olympic Pipeline right-of-way, crossing the property from North to South and also the
Bonneville Power Admin. power lines North and South. The Application was refused by the City of Renton
in their determination until all amenities were restored to the Tenants. Under the freedom of information

It is amazing to me, how things can change at Renton City Hall and these are not NEW HOMES ( I believe
that there are now 7 sitting in the Park). You have a right to express your concerns without fear of
retaliation and the RCW 59.20 supports this as does the M/MDRP Program with the Attorney Generals
Office.
These homes should also have the inspection of Labor and Industries to meet current standards for re-
sale.

Based on the 2009 Hearing Examiner decision, no units were permitted underneath the power lines. This area was
identified to be reserved open space.
Based on this decision the total open space for the development is 5.5 acres and was designed to include both passive
and active recreational opportunities; including but not limited to tennis courts, horse shoes, and shuffle
board. Furthermore, during review of this previous decision, the applicant proposed to re-landscape the area to be
disturbed by the development of the four new M.H. spaces. The replacement landscaping would be along the edges of
the extension of Willow Drive, where soil disturbance is anticipated. The provided landscape plan indicates that three
Rhododendron, four one and one-half inch caliper Raywood Ash trees and two Gaultheria shallon would be planted
along the edge of the new roadway, in addition to groundcover grasses. At this time the.applicant has not completed
the construction project. Upon completion the open space should be restored as permitted in the 2009 permit. Please
notify the City if the open space has not been restored following completion of the construction activity.
The older 1970 approval (City file number MH-011-77) including space for recreational vehicle storage for approximately
60 recreational vehicles, a mini storage building, a community center, and a postal service center. The 2009 approval
amended the 1970 approval to allow for the four new spaces and the elimination of the mini storage building area and
the conversion of the existing RV storage in the North Annex to be replaced with a golf mini-putt course. It is my
understanding from the SEPA permit application, that the grading on the site is intended to finish the mini-putt course
and improvements required for the four new spaces.

I would like to comment on the proposed Notice of Application and proposed
determination of Non-Significance from the City of Renton regarding the
instlation of four New Homes coming into Leisure Estates. To date there have
been seven Older, Damaged mobilehomes placed. I beleave that non-licensed
non-qualified regular mantnance men are working on the electrical and
plumbing.
The Water holding resovours are being filled in slowly with the back ends of the
homes hanging over the edge.
It is my understanding that amentys should have been returned to the residents
before any new work began and that the 2010 application was denied.
The swimming pool is NOT open year round as advertised,
The car washing areas are supposed to be open but the main to the water
fawucet is turned off or there is no hose or the company truck is blocking the
carport where the car wash is suppose to be. In other words, we pay for a portion
of the water used but we cannot acess it.
The Clubhouse Roof is a disgrace with plastic tarps covering the entire roof except
where the wind has torn and blown it apart (has been this way for about six
months).
The overall appearance and maintenance of property including common areas
and tennant lots are disgraceful (our lease requires us to keep our lots clean, neat
and deris-free, in compliance with applicable codes, (RCW 59.20.130{7) statutes,
ordinances, and the Rental Agreement.
Old growth trees have been cut down, surley the enviorment has suffered as
aninmals who inhabit this grove have lost their nesting and living areas.
When I first moved to Leisure Estates, I thought what a wonderful place and that
it would be my home for the rest of my life. However, many elders are being
forced to move, as each month they struggle to make ends meet. Our housing
costs are high; our water is high and health care. Many of the residents here only
receive a modest income and cost of living adjustment each year, thus we are
spending down savings and retirement or are facing growing debt to keep our
Homes. At the same time, older people face life challenges and changes especially
illness and loss of a partner. Older women are particulary challenged with income
and assets that are typically lower than men's. Their lifespan also means that they
ofen live with chronic illiness and high health costs. Our quality of life is
deffenately deterating.
My home has been for sale for three years but who wants to live in a thirty-year-
old mobilehome with large rental and water fees?
I urge you to consider what all of my neighbors have written to you and see that
fairness and justice are restored.

#5 LEISURE ESTATES-2013 Modifications to Site Plan Amendment 201 Union Ave Se Renton, WA 98059
The Applicant requests approval of this amendment for modification of the approved Site Plah; to a:~i:ommodate
additional material in the grass area east of the new approved extension of Willow Drive taken from the soutf-drJ area
under the same transmission line. Previously, the City approved the expansion of four lots, but during construction
additional material was moved and the construction area was increased from that shown on the approved plans to
require this SEPA review. The proposed units should only affect an area of approximately one and one-third acre, but no
more than one and three quarter acres (1.3 acres -2. 75 Acres) within the greater 44 acre site. The borrow area in the
South RV section is less than one acre within the total project and has been properly hydro-seeded and is complete. A
copy of the plan showing the final contours of the site is attached hereto. The final grades for the four lot expansion
area and the area of grass where the excess material was placed will accommodate sheet flow of storm water to the
existing drainage facility or infiltration into the grass. The proposed grading quantity will be approximately *750 to *800
cubic yards. The increase from the originally approved 500 cu yards of material to be moved on-site as approved on the
final grading plan is for the material that was moved from existing south RV area and placed in the north RV area needed
to accommodate grass in the north area and enhance its recreational quality by filling a depression in the that area to be
grassed that may have otherwise caused detrimental issues to occur, such as ponding or accumulation or stagnant
drainage water in the depression. The south RV area has been hyrdo-seeded back to its original condition less the
removal of the excess material. The majority of the information in the 2009 Checklist remains unchanged, except that
the proposed grading placement area has been enlarged to approximately 1.3 to 2.75 acres, including the borrow area
where the earth was disturbed. The total quantity of grading material placed in the north construction area will be
approximately *750 to *800 cubic yards rather than the approved 500 cy. The number of trees removed may be as many
as 28, but might decrease by 10. The property to the north is apartments, to the south is MHP and RV storage, to the
east is single family and to the west is the county maintenance yard. The current use for the entire expansion area was
RV parking and was designed as Mini-warehouse storage, but the specific area for the expansion of the construction
area where the excess material was placed is solely for a grass recreation area and golf. The South RV area remains. The
soil is sandy silty loam. The density remains the same as originally submitted the expansion of the grass area does not
effect the density. Due to market conditions, complimentary contractor scheduling and use of scale economies the total
cost of this expansion is on budget to be less than $120,000.00, less than the original estimate. There are over two
hundred trees on that 44 acres site twenty-eight 28 mature tress might be removed to accommodate this site
modification, plus ten others may be removed if needed. The on-site trees are maintained by the individual
manufactured home owners or the community crews. The will be four new trees installed once this final landscaping is
completed in this area. Pursuant to the Tree Retention Plan, included herein no plantings are required. Every tree
removed over the original approved amount will trigger a 6:1 re-planting requirement. The total cost for this expansion

OVERVIEW, SIZE AND LOCATION OF PROJECT: The Puget Sound Area is experiencing a high lei/el
of closures of mobile/manufactured housing communities. This reduction in supply is exacerbated by
the shortage of senior housing in this area and is adversely affecting local municipalities mandate to
provide housing for the aged in compliance with the Growth Management Act. Cities are not only
required to allow housing for the aged, but are required by statute to promote and to facilitate such
housing. In accordance therewith, the Applicant desires the support and assistance of the City of Renton
to increase the number of dedicated senior housing units in the City of Renton and specifically within
Leisure Estates. The Applicant requests approval of the amendment for modification of the approved
Site Plan, to accommodate inclusion within Leisure Estates of four additional housing units, replacing the
approved four buildings designed for up to 200 mini-warehouse storage units; the applicant feels that
the proposed use is more compatible with the overall texture of the neighborhood. The subject area is
located in the northwest portion of Leisure Estates, 201 Union Ave SE, Renton, WA 98059. The proposed
units should only affect an area of approximately one and one-third acre, but no more than two and
three quarter acres (1.3 acres -2.75 Acres), including the construction area and the borrow area, within
the greater 44 acre site.
SCOPE OF WORK AND PERMITS REQUIRED: This proposed amendment needs approval for the
modification of the Site Plan, as well as the approval of the civil engineering construction improvement
plans for a small extension of the existing private roadway, Willow Drive. A gravel surfaced roadway
currently exists servicing this area, but would need to be upgraded to City of Renton standards and
slightly re-aligned and re-graded. The scope of improvements includes: 20 foot wide asphaltic surfacing
with Portland cement concrete sidewalk, 5 foot wide side walk on one side, with only minor work done
to the drainage facilities, and extension of individual on-site utility services, at cost of approximately
$129,000. The utilities are all on-site and the improvements can be extended with minimal disturbance
to the greater community. Finally, the houses would need individual set-up permits, personal property
mobile/manufactured homes will be placed on the lots during construction phase, but will not be
occupied until the project has all required approvals.
ZONING DESIGNATION AND CURRENT USE: The zoning designation for the entire site is
Manufactured Housing Park, "RMHP", the proposal is in compliance therewith. The zoning designation
for the adjacent properties to the north is Commercial Arterial, "CA" and Residential 10 unit per acre,
"R-10". The zoning to the west is Industrial Light, "IL" and to the east is Residential 8 unit per acre, "R-8"
and to the south is also MHP. The proposal is also in compliance with the Comprehensive Plan for the
City of Renton which designates the subject area as Residential Single Family. The project is a 250 unit
manufactured housing community, this specific are is approved yet undeveloped as mini-warehouse
storage. The balance of the property is fully developed with private streets, a 5,000 Sq. Ft. community
center and with a host of amenities. The proposal would not increase the density beyond the 10 UPA
maximum allowable levels. The post-development density will be 5.84UPA, which is actually more
desirable than the present density of 5.77 UPA, both of which are above the minimum density level of 5
UPA.
The area for re-development is currently approved for approximately 200 mini-warehouse
storage units, in four separate buildings with associated driveway and parking areas. The applicant notes
that 20 large mini-warehouse storage units currently exist and are being utilized in the southwest
portion of the project, with another like amount previously approved, but not yet constructed. There
may be a loss of some of the RV storage capacity in the north RV storage area, as the roadway will be
improved in the northern area. However, the RV storage area in the south has a capacity of area 60 units
which are not all used. This south RV area and any remaining space in the North RV area not consumed
for the roadway or other improvements should be sufficient to satisfy the needed caused created by any
loss due to the projected improvements.
RECREATION AREA: Leisure Estates currently has over 5.5 acres of passive and active
recreational area, which exceeds the 4.4 acre requirement. This proposal will not diminish the amount
of recreational space. The current area of open space exceeds the minimum requirement of open and
recreational space as per Renton Municipal Code. The applicant will simply be extending the existing
private street as well as the associated utility services that are currently located on the site. The addition
of the four home sites is consistent with the integrity of the manufactured housing community and will
pose no adverse hardship on city service or the surrounding area. Further, this proposal will not have an
adverse affect on the greater community by the proposed enhancement of housing units on the
community.
SOIL TYPE: The soil on the site is predominantly a gravelly sandy loam. There is a layer of
overburden that is organic in nature that will be removed then reinstalled for topsoil and landscaping
purposes. This soil structure will be suitable for development as proposed, with the import of select
base and road surfacing materials. The existing roads have been operational for over thirty years.
SPECIAL SITE FEATURES: None exist. The project is primarily flat with gentle slopes throughout;
while the specific subject area is flat with a slight slope tending towards the storm drainage facility. It
should be noted, storm drainage, the facility was designed to handle the more intensive usage of the
mini-warehouse storage buildings. The proposed usage will actually reduces the potential impact
compared to the currently approved uses.
QUANTITIES OF MATERIALS: As the site was originally graded to allow the mini-warehouse
storage in this area there will only be limited amount of grading. The primary grading will be required for
the mobile/manufactured housing set up of the homes governed by the separate manufactured housing
set-up and installation permit requirements. Due to the permitted grading that has previously occurred
there will be no need for mass grading of the area. There will be minor grading required to install
adequate sub-grade and base materials to upgrade the roadway. There is a possibility that the existing
material located on-site once scarified and re-compacted will be adequate for road construction
requirements. Otherwise, import of select materials will be transported to the site, but such should be
minor in relation to a traditional four unity single family development. The final grades will
accommodate sheet flow of storm water to the existing drainage facility or infiltration into the grass.
The increase from the originally approved 500 cu yards of material to be moved on-site as approved on
the final grading plan is for the material that was moved from existing south RV area and placed in the
north RV area needed to accommodate grass in the north area and enhance its recreational quality by
filling a depression in the that area to be grassed that may have otherwise caused detrimental issues to
occur, such as ponding or accumulation or stagnant drainage water in the depression. The south area
has been hyrdo-seeded back to its original condition less the removal of the excess material.
LOT SIZES: The four proposed lots have been labeled 251 through 254 on the plan sheet. Lot
251 will have a gross lot size of approximately 4,400 Sq. Ft.; Lot 252 will have a gross lot size of
approximately 4,600 Sq. Ft.; Lot 253 will have a gross lot size of approximately 4,600 Sq. Ft.; and Lot 254
will have a gross lot size of approximately 5,200 Sq. Ft.
EASEMENTS: There is a 200 foot wide BPA power transmission line easement that is shown on
the plan that will be directly to the east of the housing units. There is also a 30 foot wide PSE utility line
easement that is directly south of this construction area. Both easements are shown on the plans. All
other easements on title report are for areas outside the construction disturbance area.
COST: The total cost for this expansion will Rat Ile $129,QQQ, Due to market conditions,
complimentary contractor scheduling and use of scale economies the total cost of this expansion is on
budget to be less that $120,000.00. This does not include the cost for the manufactured homes and
accessories that will be subject to a building permit. The four additional lots will have the same value as
the existing 250 lots of approximately $35,000 per lot. As this is a "55 and Older'' community there will
not be any impact on schools or associated school impact fees required.
ACCESS: Leisure Estates has its access from Union Ave. SE, the subject area front on to what will
be the extension of Willow Drive.

# 7 CONSTRUCTION MITIGATION NARATIVE
As the Applicant is the owner of the 44 acre manufactured housing community within which this
alteration is to be performed. It is the desire and in the interest of the applicant to minimize and
mitigate as much as possible any and all construction associated disturbance. Accordingly, construction
associated crews will only be allowed to work or provide service during the hours of 7am and 10 pm
Monday through Saturday with no work on Sundays. The construction crews will provide dust mitigation
by use of water applied to dry soil and maintaining equipment at reasonable speeds when working on
the jobsite. The jobsite is an extensive distance from the access point to public streets on Union Ave SE
and as such is the case no driveway apron will be installed at the point. But such will be installed directly
adjacent to the private internal street that is currently paved to minimize any inconvenience to the
existing resident of the community. All equipment will be appropriately muffled and the use of
compression braking will be prohibited. There will not be any burning of materials on site. It is proposed
that construction will commence on February 2013 and likely be completed by August 2013. It is likely
that it will be completed in September as street paving is scheduled for August or September at the
latest. As this is the very end of the development there will not be any need for traffic control as the
existing pubic streets will not at any time be blocked for construction activities. The internal private
streets should likewise not be blocked as all construction activities occur beyond all existing dwelling
units and traffic generators.

to approximately 1.3 acres to 2.75 acres, for the construction and borrows, area and the amount of earth disturbed
will be approximately 750 to 800 cubic yards rather than the approved 500 cy. The increase from the originally
approved 500 cu yards of material to be moved on-site as approved on the final grading plan is for the material that
was moved from existing south RV area and placed in the north RV area needed to accommodate grass in the north
area and enhance its recreational quality by filling a depression in the that area to be grassed that may have otherwise
caused detrimental issues to occur, such as ponding or accwnulation or stagnant drainage water in the depression.
The south area has been hyrdo-seeded back to its original condition less the removal of the excess material. The
