LOCATION: 600 SW 7th Street
DESCRIPTION: The applicant, a food processing company, is requesting Environmental (SEPA)
Review of the installation of five tanks (and one future tank for a total of six tanks} with a maximum capacity of
30,881 gallons for each of the largest tanks; for the storage of products similar to vegetable oil. The two largest
tanks would be approximately 25 feet in height with a diameter of 14.S feet; and the remaining tanks would be
approximately 20 feet in height with a diameter of 12 feet. The tanks would be installed on the west side of an
existing 66,876 square foot industrial building on a 5.01 acre site. A four-foot high concrete containment wall
would be installed around the tanks as a safety precaution. The applicant is also proposing tenant improvements
to the interior of the existing building and elrterior improvements which would include accessible ramps, a new
forklift access at the loading dock, and larger loading dock and forklift doors. The proposed project is located in
the Industrial Medium {IM) zone and is within the Employment Area Valley {EAV).

The City of Renton Environmental Review Committee has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of

The project site is fully developed with a paved parking area, landscaping, and paved loading dock area
which accommodates large semi-tractor trailer trucks. The existing 66,876 square foot building has been
occupied by a food processing company for many years. Northwest Gourmet, the applicant, intends to use
the building for food processing, as well, without a change in occupancy classification.
The improvements to the building and site would include:
• The addition of ADA access at the office area;
• The addition of forklift/ ADA access at the loading dock area;
• Expanding the size of the loading dock doors;
• Upgrading the exterior finishes of the office and warehouse portions of the building; and
• Ad.ding up to six (6) storage tanks next to the northwest portion of the existing building. The tanks
would contain products with qualities similar to vegetable oil.
Five of the proposed storage tanks would be installed as the applicant prepares for production; one
additional tank may be installed in the future. The tanks would be made of steel. Two (2) of the tanks
would be 25 feet in height with a diameter of 14.5 feet and would each have a capacity of 30,881 gallons.
The remaining tanks would be 20 feet in height with a 12-foot diameter and would each have a capacity of
approximately 21,139 gallons. A four-foot high cast in place concrete wall would be installed for spill
containment.
Environmental (SEPA) Review is required for the installation of storage tanks in excess of 10,000 gallons
(WAC 197-11-800). Because the proposed project would exceed this threshold storage tank capacity,
environmental review is required.
The site is primarily flat with an approximately 8 percent slope along the northwest property line. No new
impervious surface area would be added to the project site as a result of the proposed project.
II PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.
B. Mitigation Measures
1. No additional mitigation is required.

The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Storm Water
Impacts: The proposed storage tanks could potentially leak causing spillage of the stored products
which would consist of vegetable oil and similar products. In order to anticipate any tank failure,
the applicant would install a four-foot high cast in place concrete containment wall (Exhibits 3, 4,
and 5). Containment wall capacities are based on containment of 110 percent ofthe largest tank
capacity which is 33,969 gallons (30,881 gallons x 1.10 = 33,969 gallons). The actual containment
capacity of the containment wall enclosure would be 36,048 gallons. In addition, the applicant
would be required to comply with the requirements ofthe 2009 King County Surface Water Manual
(KCSWM), the 2009 City of Renton Amendments to the 2009 KCSWM and the King County
Stormwater Pollution Prevention Manual.
Mitigation Measures: No additional mitigation measures are required.

3. Aesthetics
Impacts: The applicant would install 5 storage tanks in order to begin production of their food
products business; as stated earlier in this report a sixth tank may be installed in the future. The
two tallest tanks would be 25 feet in height and 14.5 feet in diameter; the remaining 3 to 4 tanks
would each be 20 feet in height and 12 feet in diameter (Exhibit 5). These tanks would be
constructed of steel. It should be noted that the height of the existing building (to remain) is 30
feet. Industrial uses and zoning are located to the east, west, and south of the project site.
Residential Multifamily (RM-F) zoning and uses are located to the north of the project site across
existing railroad tracks (Exhibit 1). An existing stand of mature trees currently provides screening
of the existing project site from the residential uses (Exhibit 2); these trees would continue to
provide screening even with the addition of the proposed storage tanks.

ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative
land use action. Because these notes are provided as information only, they are not subject to the
oppeal process for the land use actions.
Planning:
1. Construction activities shall be restricted to the hours of 7:00 am to 8:00 pm, Monday through
Friday. Work on Saturdays shall be between the hours of 9:00 am and 8:00 pm. No work shall be
permitted on Sundays.
2. RMC 4-4-030C.2 limits haul hours between the hours of 8:30 am and 3:30 pm, Monday through
Friday unless otherwise approved by the Department of Community and Economic Development.
Fire Prevention:
1. The existing fire hydrants and fire flow requirements for the proposed improvements are
adequate as they exist.
2. The existing building is believed to be only partially covered with an automatic fire sprinkler
system. The system shall be extended throughout the entire building due to the proposed
changes. The City of Renton requires all buildings in excess of 5,000 square feet to be fully
sprinklered. The existing connection to the City water main should be analyzed for adequate sizing
and backflow requirements.
3. The exiting Fire Department apparatus access road is adequate. Fire lane signage/striping shall
meet current Code.
4. The existing automatic fire alarm system is required to be revised as needed for the proposed
building changes. The system shall be fully addressable and full detection is required.
5. The existing mechanical refrigeration system shall meet all requirements of Section 606 of the Fire
Code and Chapter 11 of the Mechanical Code.

6. Separate plans and permits are required for all refrigeration, fire alarm, fire sprinkler, and
combustible liquids tank installation and/or alterations.

7. A completed hazardous materials inventory statement shall be provided prior to building permit
issuance; the use of a City form or the equivalent is required. Proposed tanks are required to be a
minimum of 5 feet from the building.
Water:
1. All existing backflow devices for fire, domestic and irrigation meters must be verified to meet
current Department of Health standards.
Storm Water:
1. A drainage plan and drainage report will be required with the building permit application. The
report shall comply with the 2009 King County Surface Water Manual (KCSWM} and the 2009 City
of Renton Amendments to the 2009 KCSWM, Chapters 1 and 2. All core and any special
requirements shall be contained in the report. Based on the City's flow control map, this site falls
within the Peak Rate Flow Control Standard, Existing Site Conditions. The drainage report must
address Special Requirement #4, Source Controls. Since this industrial project will trigger a
building permit, water quality source control must comply with the King County Stormwater
Pollution Prevention Manual.
2. Spill containment must be provided. Typically, this is done with an oil/water separator connected
to the sanitary sewer; however, more detailed information on design and installation of the tanks
will be needed at the time of building permit review.

NW Gourmet Tenant Improvements
PROJECT DESCRIPTION: The applicant, a food processing company, is requesting environmental
(SEPA) Review of the installation of five tanks (and one future tank for a total of six tanks) with a maximum capacity of
30,881 gallons each to be used for the storage of products similar to vegetable oil. The two largest tanks would be
approximately 25 feet in height with a diameter of 14.5 feet; and the remaining tanks would be approximately 20 feet
in height with a diameter of 12 feet. The tanks would be installed on the west side of an existing 67,000 square foot
industrial building on a 5.01 acre site. A four foot high concrete containment wall would be installed around the tanks
as a safety precaution. The applicant is also proposing tenant improvements to the interior of the existing building and
exterior improvements which would include accessible ramps, a new forklift access at the loading dock, and larger
loading dock and forklift doors. The proposed project is located in the Industrial Medium (IM) zone and is within the
Employment Area Valley (EAV).

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (ONS}: As the lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under
the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There
will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day
appeal period will follow the issuance of the DNS.

1. The existing fire hydrants and available fire flow requirements for the proposed improvements are
adequate as they exist.
2. The existing building is believed to be only partially covered with an automatic fire sprinkler system. The
system shall be extended throughout the entire building due to the proposed changes. City of Renton
requires all buildings in excess of 5,000 square feet to be fully fire sprinklered. Existing connection to the city
water main should be analyzed for adequate sizing and backflow requirements.
3. The existing fire department apparatus access road is adequate. Fire lane signage/striping shall meet
current code.
4. The existing automatic fire alarm system is required to be revised as needed for the proposed building
changes. System shall be fully addressable and full detection is required.
S. The existing mechanical refrigeration system shall meet all requirements of Section 606 of the fire code
and chapter 11 of the mechanical code.
6. Separate plans and permits are required for all refrigeration, fire alarm, fire sprinkler and combustible
liquid tank installations and/or alterations.
7. A completed hazardous material inventory statement shall be provided prior to building permit issuance,
use of city form or equivalent is required. Proposed tanks are required to be a minimum of 5-feet from the
building.

General Comments
1. No traffic impact fees are triggered.
2. A drainage plan and drainage report will be required with the site plan application. The report shall comply
with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM,
Chapter 1 and 2. All core and any special requirements shall be contained in the report. Based on the City's
flow control map, this site falls within the Peak Rate Flow Control Standard, Existing Site Conditions . The
drainage report will need to address Special Requirement #4, Source Controls. Since this commercial project
will trigger a building permit, water quality source control will need to comply with the King County
Stormwater Pollution Prevention Manual.
3. Spill containment will need to be provided. Typically this is done with an oil/water separator connected to
the sanitary sewer; however more detailed information on design and installation of the tanks will be
needed.

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $100.00 plus tax, from the Finance Division on the first floor of City Hall or on line at
www .rentonwa.gov
Project Proposal: The subject property is located at 600 SW 7th Street. The project site
is 218,000 square feet (5 acres) in area and is zoned Medium Industrial (IM). The site is
currently developed with a 66,876 square foot building which is currently occupied by a
food processing company. The applicant also intends to use the existing building for
food processing. The applicant proposes tenant improvements which would include a
ramp in the southern portion ofthe property which would provide ADA access to the
office area of the structure; reworking the existing loading dock to add forklift/ ADA
access and widening four loading dock doors; adding five 12-foot diameter, 20-foot tall
steel storage tanks for products with qualities similar to vegetable oil; and improving the
finishes of portions ofthe office and warehouse.
Current Use: The property is developed with a 66,876 square foot industrial building.
Zoning: The property is in the Medium Industrial (IM) Zone and in the Employment
Area Valley.
Development Standards: The project would be subject to RMC 4-2-130A, "Development
Standards for Industrial Zoning Designations" effective at the time of complete
application. A copy of these standards is included.

Environmental Review: The proposed installation of five new storage tanks greater
than 10,000 gallons would require Environmental {SEPA) Review. The Environmental
Review Fee is $1,030.00 {$1,000.00 plus 3% Technology Surcharge Fee). Environmental
Review would be accomplished in an estimated time frame of six to eight weeks.
Permit Requirements: No land use actions would be required for the proposed project.
Building permits would be required for the proposed tenant improvements.

NW Gourmet Tenant Improvements
The existing site is approximately 5 acres. The project is located at 600 SW 7th Street,
Renton, WA on King County parcel number 182305-9254 in the SW Quarter of Section 18,
Township 23N, Range 05E.
• Land use permits required for proposed project
SEPA Review and Determination
• Zoning designation of the site and adjacent properties
The City of Renton zoning designation of the project site is Medium Industrial (IM). The City
of Renton zoning designation of the adjacent properties is Residential Multi-Family (RM-F) to
the north, Commercial Arterial (CA) to the east, Medium Industrial (IM) to the south and
west and Commercial Office (CO) to the west.
• Current use of the site and any existing improvements
The existing site is comprised of an approximately 67,000 square foot building that is
currently occupied by a food processing company. NW Gourmet intends to utilize the
existing building for food processing as well.
• Special site features (i.e. wetlands, water bodies, steep slopes)
There are no special site features located on the site.

According to the USDA Natural Resources Conservation Service Web Soil Survey (online), the
site is comprised of Woodinville silt loam and Beausite gravelly sandy loam (6 to 15 percent).
The site is fully developed and equipped with an existing storm drain system that collects all
the water and flows into the City's Regional Stormwater System located in SW 7th
Street. The proposed new work will not add any new volumes to the existing storm water
conveyance system, therefore no changes are proposed.
• Proposed use of the property and scope of the proposed development
NW Gourmet intends to utilize the existing building for food processing. No change of use is
proposed. Proposed improvements to the existing building include:
• Add new ADA access ramp at front office entrance. The existing office entrance is
limited with stairs. A new accessible concrete ramp with handrails from the existing
sidewalk to the existing entrance landing is proposed.
• Add forklift/ADA access at loading dock. A ramp with 4-foot high walls and a handrail to
allow for forklift traffic and accessibility is proposed. The ramp will be integrated with
the existing stair landing.
• Five (5) new tanks and (1) future tank (to be determined) will be added to the paved lot
adjacent to the building (west side). The tanks will be made of steel, and (2) of the
largest tanks will stand approximately 25 feet tall with a diameter of 14.5 feet. The
remaining tanks will stand approximately 20 feet tall with a diameter of 12 feet. The
tanks will contain products with qualities similar to vegetable oil. The tanks will be
surrounded by a 4-foot cast in place concrete wall for containment. Containment
calculation is based on 110% of the largest tank. Tank Volume=30,881 gal. 110% Tank
Volume=33,969 gal. Containment Volume=36,048 gal
• The existing loading dock doors will be cut and made larger to accommodate larger
trucks and to meet current industrial standards. Three of the loading doors will be made
larger for dock traffic while one door will be made larger for drive-in access for forklifts.
• Minimal improvements to existing finishes within the existing office and warehouse are
proposed, however no reconfiguration of any interior walls is proposed at this time.

The existing building is accessed currently by two entrances onto SW 7th Street along the
south side of the property. No changes are proposed to access to the site.

11. Give brief, complete description of your proposal, including the proposed uses and the
size of the project and site.
The existing site is comprised of an approximately 67,000 square foot building that is
currently occupied by a food processing company. NW Gourmet intends to utilize the
existing building for food processing as well. No change of use is proposed. Proposed
improvements to the existing building include:
• Add new ADA access ramp at front office entrance. The existing office
entrance is limited with stairs. A new accessible concrete ramp with handrails
from the existing sidewalk to the existing entrance landing is proposed.
• Add forklift/ ADA access at loading dock. A ramp with 4-foot high walls and a
handrail to allow for forklift traffic and accessibility is proposed. The ramp will
be integrated with the existing stair landing.
• Five (5) new tanks and (1) future tank (to be determined) will be added to the
paved lot adjacent to the building (west side). The tanks will be made of steel,
and (2) of the largest tanks will stand approximately 25 feet tall with a
diameter of 14.5 feet. The remaining tanks will stand approximately 20 feet
tall with a diameter of 12 feet. The tanks will contain products with qualities
similar to vegetable oil. The tanks will be surrounded by a 4-foot cast in place
concrete wall for containment. Containment calculation is based on 110% of
the largest tank. Tank Volume=30,881 gal. 110% Tank Volume=33,969 gal.
Containment Volume=36,048 gal
• The existing loading dock doors will be cut and made larger to accommodate
larger trucks and to meet current industrial standards. Three of the loading
doors will be made larger for dock traffic while one door will be made larger
for drive-in access for forklifts.
• Minimal improvements to existing finishes within the existing office and
warehouse are proposed, however no reconfiguration of any interior walls is
proposed at this time.

The steepest slope on the site is approximately 8 percent and is located along
the northwest property boundary.

According to the USDA Natural Resources Conservation Service Web Soil
Survey (online), the site is comprised of Woodinville silt loam and Beausite

No, there are no indications of unstable soil in the vicinity.

Approximately 250 cubic yards or less of structural fill from an approved sand
and gravel facility will be used for the proposed improvements.

No clearing is proposed so the risk of new erosion is none.

The project will not add any new impervious surface. The proposed tanks and
drive in ramps will all be located on existing asphalt pavement. The new
accessible ramp at the front of the building will add 133 square feet of
concrete ramp.

No special measures are proposed.
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust,
automobile, odors, industrial wood smoke) during construction and when the

Construction activities at the site could stir up dust. Construction vehicles and
equipment could also be a potential source of exhaust emissions. After
project completion, the primary sources of emissions will be automobile and
truck traffic from staff and visitors to the facility. The amount of emissions
after construction will be similar to those presently found at the site.
b. Are there any off-site sources of emission or odor that may affect your

There are no known off-site sources of emissions or odors observed that might
effect this proposal.

The site is fully developed and equipped with an existing storm drain system
that collects all the water and flows into the City's Regional Stormwater
System located in SW 7th Street. The proposed new work will not add any
new volumes to the existing storm water conveyance system, therefore no
changes are proposed.

There is potential for waste material to enter surface waters. Pollutants from
automobiles and buses could also enter ground and surface waters if not
handled properly. The project does not proposed any waste material to enter
ground or surface waters. A spill containment plan will be prepared.

impacts, if any:
For the proposed site improvements, no measures to reduce or control
surface, ground or runoff water impacts are planned, as no new pollution
generating impervious surfaces are planned for this project.

The proposed steel tanks will contain products similar to and including
vegetable oil. The tank farm will be designed with a containment wall that will

accident or fire. The need for these types of services will not be increased due
to the proposed project.

Temporary, short-term noise impacts typical of construction projects will occur
with operation of equipment during construction. Work will occur during the

To mitigate general noise impacts during the construction phases, measures

the existing height of the building. There is also a dense screen of mature
vegetation along the north boundary of the site.

11. LIGHT AND GLARE

There are exterior wall pack lights on the building and in the truck areas along

evening hours for visibility and site safety.

The nearest transit stop (Metro Transit R~ute Number 110) is located east of
the project site at Lind Ave SW and SW 161 Street.

The project will have 97 parking stalls.
