RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the
permit, unless the Community & Economic Development Administrator or designee establishes
a shorter time frame.
EXTENSIONS: An applicant can request that a permit be valid beyond the one year expiration,
for up to four years at the time of application or prior to permit expiration. Extension requests
do not require additional fees and shall be requested in writing prior to permit expiration to the
Department of Community & Economic Development Administrator.
APPEALS: Appeals must be filed in writing, together with the required fee to the City of
Renton Hearing Examiner, City of Renton, lOSS South Grady Way, Renton, WA 980S7 by S:00
p.m. on July 30, 2013. RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the City Clerk's Office, (425)
430-6510.

I have completed a preliminary review for the above-referenced proposal. The following comments are
based on the pre-application submittal made to the City of Renton by the applicant.
Storm Drainage
Drainage review is required for any proposal that is subject to a City of Renton development permit or
approval AND meets any one of the following conditions:
1. The project adds or will result in 2,000 square feet or more of new impervious surface, replaced
impervious surface, or new plus replaced impervious surface, OR
2. The project proposes 7,000 square feet or more of land disturbing activity, OR
3. The project proposes to construct or modify a drainage pipe/ditch that is 12 inches or more in
size/depth, or receives surface and storm water runoff from a drainage pipe/ditch that is 12 inches or
more in size/depth, OR
4. The project contains or is adjacent to a flood hazard area as defined in KCC 21A.06, OR

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and permitting
issues are based on the pre-application submittals made to the City of Renton by the applicant
and the codes in effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official
decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator,
Public Works Administrator, Planning Director, Development Services Director, and City
Council). Review comments may also need to be revised based on site planning and other
design changes required by City staff or made by the applicant. The applicant is encouraged to
review all applicable sections of the Renton Municipal Code. The Development Regulations are
available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall
or online at www.rentonwa.gov
Project Proposal: The subject property is located on the southwest corner of 106'h Place SE and
SE 174 St. The applicant is proposing to site an espresso stand along the southeastern portion
of the parcel. The espresso stand is currently located on the abutting parcel to the east which is
being redeveloped. The parcel is zoned Commercial Arterial (CA). The applicant would gain
access from 1061h Pl SE and via access easement across the abutting property to the east. There
appears to be no critical areas on site.
Current Use: The site is currently Vacant.
Zoning: The subject property is located within the Commercial. Arterial (CA) zoning classification.
In addition, the proposal would be subject to the Design District "D" standards and guidelines.
Development Standards
The project would be subject to RMC 4-2-120A, "Development Standards for Commercial Zoning
Designations" effective at the time of complete application (noted as "CA standards" herein).
Drive-In/Drive-Through Retail are permitted as an accessory use within the CA zone provided
that they are:
a. Located on the same lat with another building/use; or
b. Structurally integrated into another building/use; or

c. Located on its own lot with some amount of indoor customer seating to qualify
the drive-through as "accessory" to the eating/drinking establishment.
It does not appear the proposal complies with the criteria above. The building would not be
located on the same lot as another building. The proposed kiosk would not be structurally
integrated another building and there is not adequate indoor customer seating proposed in
order to qualify the drive through element as an accessory use. Therefore, the proposed
espresso stand will not be allowed to be sited on the property as a permanent use. However,
the Espresso stand would be allowed to site on the property as a temporary use.

not more than fifteen percent {15%) slope.
Critical Areas
There appears to be no critical areas on site. It is the applicant's responsibility to ascertain
whether additional critical areas are present on the site. If so, the proposal would need to be
revised accordingly.
Environmental Review
The proposal would be SEPA exempt.

Permit Requirements:
The proposal would require a Temporary Use Permit and a building permit. The Temporary Use
Permit is valid for one year with a possible one-year extension. A Tier II Temporary Use Permit
would be processed within an estimated time frame of 2-4 weeks. The fee for the Temporary
Use Permit is $150. A 3% technology fee would also be assessed based on the total fees
assessed at the time of land use application. Detailed information regarding the land use
application submittal is provided in the attached handouts.

The Proposed Coffee stand is a typical stick built structure with wood siding and a 4/12
pitched composition roof. The structure is built on a trailer chassis and when in place will
be set on blocks and chained down laterally so it can't be moved. The chains will connect
to the trailer frame and run laterally at opposing angles to Y." eye bolts set in 2 -
12"X12"X24" deep concrete footings. The stand will then be skirted around the base to
enclose the trailer frame. A 4" X 4' steel Bollard will be set 1' from each corner of the
stand to keep the cars from hitting.
