NARRATIVE
23-8325
On 07/20/2023 at approximately 0854 hours, I was dispatched to a rollover vehicle collision in the
1900 block of South Puget Drive, within the City Limits of Renton, County of King, State of
Washington.
While en route, Dispatch advised that there was a two-vehicle collision with one of the involved
vehicles having rolled over onto its roof. Dispatch also requested Renton Regional Fire Authority
(RRFA) respond to the scene for evaluation.
Upon arrival, Detective C. Edwards had already arrived on scene. RRFA also responded to the scene
and evaluated all of the involved parties. The driver of Unit#1 declined further evaluation/transport to
the hospital. The driver of Unit#2, who was in the vehicle that rolled over, was evaluated, and
transported to Valley Medical Center (VMC) for further care. The driver of Unit#2 complained of neck
and shoulder pain as well as suffered a right arm laceration. 1 collected the involved parties driving
documents and their independent recollection of events leading up to the collision.
The driver of Unit#1 said he and his adult passenger who refused to identify himself were traveling
northbound on S Puget Drive just northwest of the intersection of Benson Road South in lane 1 of 2.
The driver of Unit#1 stated he was traveling directly behind Unit#2 and saw as Unit#2 suddenly
stopped or was slowing for traffic. The driver of Unit#1 stated that he attempted to stop his vehicle in
time but was unable to and subsequently collided with the rear of Unit#2 causing moderate damage
to the front of Unit#1. The driver of Unit#1 stated that Unit#2 was pushed forward into a larger rock
that was positioned near some landscaping which caused Unit#2 to rollover. The driver of Unit#1
stated that he believed Unit#2 did not activate their turn signal and he also tried to make the
argument that Unit#2 accelerated over the rock in the landscaping, trying to minimize his personal
causation.
The driver of Unit#2 said she was the sole occupant of her vehicle and was also traveling northbound
on S Puget Drive just northwest of the intersection of Benson Road South in lane 1 of 2. The driver of
Unit#2 stated she had activated her right turn signal and began slowing for an upcoming right turn
into the business parking lot located at 1900 S Puget Drive. While Unit#2 was slowing to make the
turn, Unit#1 collided with the rear of Unit#2 causing significant damage to the rear of Unit#2. Per
witnesses and the other involved party, due to the initial impact, Unit#2 was pushed forward into a
large rock positioned near some landscaping causing Unit#2 to rollover onto its roof where it came to
a rest. This caused additional damage to the remainder of Unit#2.
Detective Edwards was able to upload surveillance footage of the incident. The video shows that Unit
#2 did activate its turn signal and was turning into the parking lot when Unit#1 contacted the rear of
Unit#2. The video has since been uploaded to Axon's Evidence.com.
Two independent witnesses remained at the scene, later identified via WADL as Blount and Giles.
Both witnesses confirmed the above incident and the involved parties.
Based on the above statements, 1 determined that the Driver of Unit#1 (Turcan) was the predominant
factor for the cause of collision as Turcan was not paying attention to the roadway and traffic turning
in front of him.
Turcan violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving is defined as any person
to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the
City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to

safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and
condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other
traffic, or by the driver focusing or directing the driver's attention to something other than driving the
motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything
resting on, or traveling on, or entering the roadway in time to take appropriate action as
circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11).
The vehicle that Turcan was operating was also not properly registered in the State of Washington
and had No Valid Plate or Temporary Registration attached to it. I cited Turcan in-person for
Inattentive Driving and for No Valid Registration in the State of Washington.
Unit#2 had to be impounded due to extensive damage. Unit#1 was off the roadway but would likely
require a tow truck due to extensive damage. The driver of Unit#1 stated he would make
arrangements for a private tow and was instructed to not drive the vehicle unless it was properly
registered.
An exchange of information was provided to both of the involved drivers.
