Project Summary: This update to the Comprehensive Plan is required by the State as a periodic review
every 10 years and is responsive to new requirements under the Growth Management
Act (GMA) and Vision 2050. It is revised to be consistent with the King County
Countywide Planning Policies. The update is also being revised in response to input
from residents, business owners, and other stakeholders. Key Comp Plan Update
Goals: 1) Ensure consistency across elements with Land Use Element growth
assumptions, 2) Ensure consistency with the Department of Commerce checklist, PSRC
VISION 2050 checklist, and the King County CPP’s, 3) Promote equity and inclusion, 4)
Maintain page numbers of element, 5) Update images, graphs, etc and 6) Include
general language edits for clarity and consistency.

Staff Recommends that the Environmental Review Committee issue a Determination
of Non-Significance (DNS).
PART ONE: PROJECT DESCRIPTION / BACKGROUND
This update to the Comprehensive Plan is required by the State as a periodic review every 10 years, it is also responsive
to new requirements under the Growth Management Act and Vision 2050. It is also revised to be consistent with the
King County Countywide Planning Policies. The update is also being revised in response to input from residents, business
owners, and other stakeholders. Key Comp Plan Update Goals:

The draft plan also identifies targets for new housing units at all income levels. For Renton that is 5,819 for
households at 120%+ Area Median Income (AMI), 1,205 new households at 100 – 120% AMI, 1,062 new
households at 80 – 100% AMI, 1,019 new households at 50 – 80% AMI, 1,624 new households at 30 – 50%
AMI, 2,161 new permanent supportive housing households at 0 – 30% AMI, and 4,110 new households not
permanent supportive housing at 0 – 30% AMI. This plan also includes a new element called Climate and
Resilience.
There is a small area along Benson Rd. S. proposed for a rezone of properties from Commercial Arterial to
Residential Multi-family allowing 40 dwelling units per acre. However, the area proposed to be rezoned is
already built out at approximately 40 dwelling units per acre, this rezone brings the properties into greater
conformance. Additionally, parcels across the street are proposed for rezone from Residential High Density to
Commercial Arterial. This area is also built out with an office and associated parking lots. This rezone also
brings the properties into greater conformance. There are no other proposed rezones. The Plan also adopts
two addendums to the Housing Action Plan. Specifically, the Policy and Racial and Equity Analysis and the
Support for Ordinance 5983 Sales Tax Funding documents.
The Plan also incorporates the Rainier Grady TOD Subarea Plan. An EIS was completed. This analysis shows
capacity for 8,668 new housing units and 1,958,441 square feet of non-residential space that supports 6,654
jobs within the Subarea.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts
that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day Appeal Period.

There are no environmental impacts that are anticipated to occur in conjunction with the proposal.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report and/or “Advisory Notes to Applicant.”
Copies of all Review Comments are contained in the Official File and may be attached to this report.

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing
together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057, on
or before 5:00 p.m. on August 26, 2024. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to
the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be
obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
