The fire impact fees are applicable at the rate of $0.08 per square foot of manufacturing area. Fees are paid at time of building permit issuance. Code Related Comments: 1. The preliminary fire flow requirement is 2,250 gpm based on a fully fire sprinklered building. A minimum of three fire hydrants are required. One fire hydrant is required within 150 feet of the proposed building and two hydrants within 300 feet. Existing hydrants are adequate. 2. SEWER Sewer service is provided by the City of Renton. STORM There are storm improvements in SW 7th Street and a detention and water quality vault on site. STREETS There are frontage improvements in SW 7th Street. CODE REQUIREMENTS Water 1. The project is within the City's water service area in the Downtown 196 hydraulic pressure zone. 2. There is an existing fire line and double detector check valve assembly (DDCVA) in a vault serving the fire sprinkler system to the existing building. 3. There is a 1 1/2 inch domestic water meter serving the existing building at 700 SW 7th Street. 4. A system development fee for water will be owed if the size of the existing domestic water meter increases or additional meters are added based on the proposed expansion. Sanitary Sewer 1. There is an existing 8 inch sewer main in SW 7th Street. There is a side sewer serving the existing building. 2. Surface Water System Development fees of $0.491 per square foot of new impervious surface will apply. This is payable prior to issuance of the construction permit. Transportation 1. Existing right of way width in SW 7th Street fronting the site is 80 feet. SW 7th Street is classified as a Minor Arterial. To meet the City's complete street standards, street improvements including an 8 foot planter strip and 8 foot sidewalk are required to be constructed in the right of way fronting the site per City code 4 6 060. Dedication of 8 feet of right of way will be required. Improvements for this section of SW 7th are currently under review by the transportation department. This is a designated trail corridor. Applicant is encouraged to submit a letter requesting a modification to the new street standards since there is an existing planting strip and sidewalk fronting the site already. 2. Street improvements are exempt for new construction or additions with a valuation of less than fifty thousand dollars ($50,000.00). 3. Traffic impact fees per additional generated daily trip may be assessed as determined by the ITE trip generation manual. 4. All wire utilities shall be installed underground per the City of Renton Under Grounding Ordinance. If three or more poles are required to be moved by the development design, all existing overhead utilities shall be placed underground. Any new services shall be installed underground. General Comments 1. All construction utility permits for utilities, drainage, and street improvements will require separate plan submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared by a licensed Civil Engineer. 2. Any proposed rockeries or retaining walls greater than 4 feet in height will require a separate building permit and special inspection. 3. The Drainage plans and a drainage report was submitted Barghausen Engineers. The project is exempt from all drainage review requirements. 2. A Construction Stormwater Permit from Department of Ecology is required if clearing and grading of the site exceeds one acre. 3. Surface Water System Development fees of $0.491 per square foot of new impervious surface will apply. This is payable prior to issuance of the construction permit. Transportation: 1. Existing right-of-way width in SW 7th Street fronting the site is 80 feet. SW 7th Street is classified as a Minor Arterial. To meet the City's complete street standards, street improvements including an 8- foot planter strip and 8-foot sidewalk are required to be constructed in the right of way fronting the site per City code 4-6-060. Dedication of 8 feet of right of way will be required. Improvements for this section of SW 7th are currently under review by the transportation department. This is a designated trail corridor. Applicant is encouraged to submit a letter requesting a modification to the new street standards since there is an existing planting strip and sidewalk fronting the site already. 2. Environmental Impacts The Proposal wos circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the fol/awing probable impacts: a. Earth Impacts: The proposed project is anticipated to require 200 cubic feet of cut and SO cubic yards of fill for the construction of the proposed addition. A Geotechnical Engineering Design Study, prepared by Hart Crowser (dated July 18, 2007) (Exhibit 7) was submitted with the project application. This report was prepared for the construction of the original Harper Engineering building approved under LUA07-077 and included an analysis of the subsurface conditions based on the information gathered by 3 borings. An updated Geotechnical Report, prepared by Earth Solutions NW LLC (dated March 18, 2011) (Exhibit 8) was also submitted with the project application. This report provides recommendations for the construction of the proposed addition based on the subsurface analysis provided in the previous report prepared by Hart Crowser (Exhibit 7). The topography of the project site is relatively flat. Subsurface exploration consisting of 3 borings was conducted on the site by Hart Crowser for the construction of the original building in 2007. The soils on the upper portion of the site consist of very soft silt and clay that contain variable amounts of fine sand. These soils extend to a depth of 7 to 17 feet. Beneath the silt and clay layer, loose to medium dense sand with varying amounts of gravel was encountered. The sand becomes medium dense at a depth of 13 to 24 feet and then dense at a depth of about 25 to 35 feet. At a depth of 64 feet hard, sandy silt was encountered. Ground water was encountered in all three borings at a depth of about 10.5 to 11.5 feet below grade. The Geotechnical Engineering Design Study (Exhibit 7) prepared by Hart Crowser notes that the soils present on site are likely to settle and would be subject to liquefaction. To mitigate the settlement and liquefaction potential site preloading and over excavation of compressible soils and placement of structural fill beneath footings was recommended. The updated Geotechnical Report (Exhibit 8) prepared by Earth ERC/Site Plan Report City of Renton Deportment of Community & Economic Devefopment HARPER ENGINEERING Environmental Review Committee & Administrative Site Plan Report WA14-000454, SA-A, ECF Report of May 19, 2014 Page 5 of 19 Solutions NW recommends site preloading and the over excavation of compressible soils and the placement of structural fill beneath the footings of the addition area. By implementing similar mitigation measures for the addition as were implemented for the construction of the original building it is hoped that the risk for differential settlement between the addition and the original building could be mitigated. Due to the project site's location within a seismic hazard area, staff recommends as a SEPA mitigation measure that project construction comply with the recommendations provided in the submitted Geotechnical Engineering Design Study, prepared by Hart Crowser (dated July 18, 2007) (Exhibit 7) and the updated Geotechnical Report, prepared by Earth Solutions NW LLC (dated March 18, 2011) (Exhibit 8). Mitigation Measures: Project construction shall be required to comply with the recommendations outlined in the submitted Geotechnical Engineering Design Study, prepared by Hart Crowser (dated July 18, 2007) and the updated Geotechnical Report, prepared by Earth Solutions NW LLC (dated March 18, 2011). Nexus: SEPA Environmental Review b. Water I. Storm Water Impacts: A Technical Information Report (TIR), prepared by Barghausen Engineers (dated March 28, 2014) (Exhibit 9) was submitted with the project application. According to the TIR the proposal includes the modification of the existing parking lot and landscaping areas to accommodate the proposed building addition. The total area of impervious surface subject to vehicular traffic would be reduced as a result of the proposed addition. The proposed project would result in an addition of 411 square feet of impervious surface and a net decrease of impervious surface subject to vehicular traffic of 5,175 square feet. Th~ stormwater rul)o_ff generated by the proposed addition is proposed to be collected within the._ existing stormwater detention system constructed in 2001 with the initial building construction. The existing stormwater system included storm conveyance pipe, roof downspouts, and a wet detention vault. Minor changes are proposed to the storm system, included rerouting the system around the proposed addition. Stormwater from the proposed addition would be routed through the wetvault and then discharged into the existing public storm system in SW 7th Street. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. C-Transportation Impacts: The proposed project would maintain access via two existing driveways off of SW 7th Street. The project site currently has a surface parking lot with 92 parking stalls. The proposed addition would result in the removal of 22 parking stalls, 14 of which would be replaced for a net loss of 8 parking stalls. It is not anticipated that the proposed project would result in additional vehicular trips to the project site as the proposal would result in a net loss of 8 parking spaces. The applicant, Harper Engineering, is requesting Administrative Site Plan Review and Environmental 'SEPA' Review for the construction of a new 8,312 square foot addition (S,660 square foot 1" floor and 2,652 second floor). The proposed addition would result in a net loss of 8 parking spaces. The site is located within a seismic hazard area. 2. The proposed addition would result in the removal of 22 parking spaces, of which 14 are proposed to be replaces for a net loss of 8 parking spaces. Associated landscaping is proposed within the relocated parking areas. 3. The surface water runoff from the proposed addition would be collected and treated within the existing stormwater detention vault located in the center of the project site. 4. The subject property is located to the south and east of an existing Burlington Northern Railroad and to the north of SW 7'h Street. Existing industrial and warehouse uses surround the project site on the east, west, and south. The property to the north is vacant. 5. The 2.2 acre property is located within the Employment Area Valley (EAV) Comprehensive Plan land use designation, the Medium Industrial (IM) zoning classification, and the Employment Area Valley overlay. 6. The site is currently fully developed with a 24,440 square foot tilt-up concrete building and 92 parking spaces. The existing sturcture is currently utilized as a manufacturing space with a 2 story office component. 7. Access to the site would be maintained off of SW 7th Street via existing driveways. 8. The ground surface in the vicinity of the subject site is relatively flat. 9. There are no existing significant trees located on the project site. Site improvements would result in the removal of existing parking lot landscaping in the vicinity of the proposed addition. New landscaping is proposed within the reconfigured surface parking lot. 10. The Planning Division of the City of Renton accepted the above master application for review on April 7, 2014 and determined it complete on April 15, 2014. The project complies with the 120-day review period. 11. No public comments were received. 12. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as amended), on May 19, 2014, the City's Environmental Review Committee issued a Determination of Non- Significance-Mitigated (DNS-M) (Exhibit 11). According to the submitted building elevations (Exhibit 2) the proposed 2-story addition would match the height of the existing building with a height of 25 feet 6 inches. The proposal complies with the building height requirements. Building Standards: Per RMC 4-2-130A there are no maximum lot coverage requirements in the IM zone. The existing structure has a building footprint of 21,560 square feet, which results in a lot coverage of 22 percent on the 96,749 square foot site. The proposed addition would add 5,660 square feet to the existing 21,560 square foot building footprint, increasing the lot coverage to 28 percent, which complies with the lot coverage requirements for the IM zone. Landscaping: Per RMC 4-4-070 ten feet of on-site landscaping is required along all public street frontages, with the exception of areas for required walkways and driveways or those projects with reduced setbacks. Existing mature landscaping is located along the project site's SW 7'h Street frontage. The majority of the existing landscaping has a width of 15 feet; however there is a small portion on the southwest corner of the project site which has a minimum width of 10 feet due to the projection of a parking space within the landscaped area. The existing street frontage landscaping is currently located on the project site; however as a result of the proposed addition 8 feet of right-of-way dedication is required. The required right-of-way dedication would reduce the amount of onsite landscaping from 15 feet to 7 feet, which is less than the minimum 10 feet required. An exemption from the on-site street frontage landscaping requirements may be granted by the Administrator in accordance with RMC 4-4-070C.2.e "those alterations or small additions determined by the Community and Economic Development Administrator not to warrant improvements to the entire site." In addition, it is anticipated that the proposed project would qualify for an exemption from constructing frontage improvements with SW 7'h Street as there are existing frontage improvements within SW 7'h Street along the project site (see further discussion below under subsection 14.k Transportation). As the proposed addition and parking reconfiguration is located away from the SW 7th Street frontage, no changes are proposed to the existing landscaping along the SW 7th Street frontage, and it is anticipated that a waiver from frontage improvements would be granted staff recommends that the Administrator approve an exemption from the requirement for 10 feet of onsite landscaping along the SW 7th Street frontage. The project site would have 84 parking spaces after the construction of the proposed addition, which requires 25 square feet of landscaping per parking space for a total of 2,100 square feet of landscaping within the parking lot (25 sf x 84 spaces= 2,100 sf). The applicant submitted a landscape ~nalysi~ (Exhibit 10) with _t_he ,application materials, which indicates a total of 1_3L96~ square ~eet of landscaping would be provided onsite meeting the requirements for parking lot landscaping. According to the submitted landscape plan (Exhibit 5) the following plantings are proposed within the reconfigured parking area: Red Sunset Maple and Capital Ornamental Pear trees, Pink Abelia, Portugal Laurel, Harbor Dwarf Heavenly Bamboo, and Kinnikinnik. Underground sprinkler systems are required to be installed and maintained for all landscaped areas. The sprinkler system shall provide full water coverage of the planted areas specified on the plan. Staff recommends as a condition of approval that a detailed landscape and irrigation plan be submitted to the Current Planning Project Manager at the time of Building Permit review and that the landscaping be installed prior to Certificate of Occupancy. Refuse and Recyclables: The Refuse and Recyclables standards, RMC 4-4-090, provide minimum requirements for refuse and recyclables deposit areas. Manufacturing and other nonresidential developments are required to provide a minimum of 3 square feet per every 1,000 square feet of building gross floor area for recyclables deposit areas and a minimum of 6 square feet per every 1,000 square feet of building gross floor area for refuse deposit areas. A total minimum of 100 square feet shall be provided for recycling and refuse deposit areas. Refuse and recyclables deposit areas are required to be screened in accordance with RMC 4-4-090C. The existing building has a gross area of 24,440 square feet. The proposal includes the addition of 8,312 square feet of gross area to the existing building resulting in a total new gross area of 32,752 square feet. A gross building area of 32,752 square feet would require 98 square feet of recyclables deposit areas (32,752 sf/ 1,000 sf= 32.752 x 3 sf= 98 sf) and 197 square feet of refuse deposit areas (32,752 sf/ 1,000 sf= 32.752 x 6 sf= 196.5 sf). According to the submitted site plan (Exhibit 2) an existing refuse and recyclables deposit area totaling 180 square feet is proposed to remain on the project site, which is less than the minimum required. An additional 115 square feet of refuse and recyclables deposit areas are required to be provided on the project site. Refuse and recyclables deposit areas are required to be screened in accordance with RMC 4-4-090C. A screening detail was not included with the application materials. Staff recommends as a condition of approval that a refuse and recyclables deposit area screening detail be submitted at the time of building permit review for review and approval by the Current Planning Project Manager. Critical Areas: The site is located within a seismic hazard area. Seismic hazard areas are generally underlain by soft or loose, saturated soils and have a high potential for liquefaction during an earthquake. A Geotechnical Engineering Design Study, prepared by Hart Crowser (dated July 18, 2007) (Exhibit 7) was submitted with the project application. This report was prepared for the construction of the original Harper Engineering building approved under LUA07-077 and included an analysis of the subsurface conditions based on the information gathered by 3 borings. An updated Geotechnical Report, prepared by Earth Solutions NW LLC (dated March 18, 2011) (Exhibit 8) was also submitted with the project application. This report provides recommendations for the construction of the proposed addition based on the subsurface analysis provided in the previous report prepared by Hart Crowser (Exhibit 7). The Geotechnical Engineering Design Study (Exhibit 7) prepared by Hart Crowser notes that the soils present on site are likely to settle and would be subject to liquefaction. To mitigate the settlement and liquefaction potential site preloading and over excavation of compressible soils and placement of structural fill beneath footings was recommended. The updated Geotechnical Report (Exhibit 8) prepared by Earth Solutions NW recommends site preloading and the over excavation of compressible soils and the placement of structural fill beneath the footings of the addition area. By . --implementing·similar mitigation measures for the addition as were impiemehleaforthe construction of the original building it is hoped that the risk for differential settlement between the addition and the original building could be mitigated. As previously discussed above under the Environmental Review, Earth section of this report, due to the project site's location within a seismic hazard area, staff recommended compliance with the submitted geotechnical reports (Exhibits 7 and 8) during project construction as a SEPA mitigation measure. The proposed addition would result in the removal of 22 spaces, 14 spaces are proposed to be relocated elsewhere resulting in a total of 84 spaces on the project site. The amount of parking proposed exceeds the maximum number of spaces allowed by 17. According to the previous Site Plan Approval (LUA07-077) granted to Harper Engineering, 45 spaces have been approved for use by the Puget Sound Electrical Apprenticeship and Training Trust (Trust). This group was the previous owner of the subject property and had been required to develop property for off-site required parking as a condition of a 2001 site plan approval (LUAOl-011). In 2006, the Trust requested that this condition be removed based on a changed schedule that reduced the number of spaces required. They demonstrated, as part of this request, that their parking needs could be met in full within the boundaries of their property located at 550 SW 7th Street. The City of Renton modified the condition to require the Trust retain the ability to provide additional, off-site parking in the future should their program needs change. The additional, over the maximum parking spaces allowed are intended to be used by the Trust if needed in the future as specified in the previous site plan approval for Harper Engineering (LUA07-077) granted on October 24, 2007. With the addition of 45 stalls to be reserved for the Trust, the minimum number of spaces required on the project site increases to 84 spaces and the maximum number of spaces permitted increases to 112 spaces. The proposal for 84 spaces on the project site would comply with the parking requirements. , No ·m~re than '40 percent of parking spaces ·provided may be designated as compact spaces. The proposal includes 34 of the new spaces as designated compact spaces (34/84 = 40 percent), which complies with the maximum number of compact spaces requirement. Based on the proposal for 84 new parking spaces, a minimum of 4 ADA accessible spaces are required. The submitted site plan includes the provision for 4 ADA accessible spaces, which complies with the minimum requirements for ADA parking. The reconfigured parking areas would be comprised of 90 degree head in parking. The minimum dimensional requiremens for 90 degree head in parking are as follows: minimum stall width 9 feet, minimum stall depth 20 feet, and a drive aisle width of 24 feet. The proposed parking stalls comply with the minimum width and depth requirements. There are two locations where the minimum drive aisle width proposed at 20 feet, which is less than the minimum 24 feet required. The first location is adjacent to the two proposed spaces locate to the northwest of the addition area across from existing compact parking and the second location is located to the north of the addition between the existing building and 4 proposed parking spaces. Staff recommends as a condition of approval that the site plan be revised to bring the project into compliance with the minimum parking lot drive aisle width requirements. The revised site plan shall be submitted at the time of Building Permit Review for review and approval by the Currentl Planning Project Manager. Sidewalks, Pathways, and Pedestrian Easements: A pedestrian connection shall be provided form a public entrance to the street, unless the Reviewing Official determines that the requirement wauld unduly endanger the pedestrian. An existing pedestrian walkway connecting the main entrance of the existing Harper Engineering Building to the existing sidewalk along SW 7th Street would be retained. The height of the proposed addition would match the height of the existing building at 25 feet 6 inches. The proposal would not result in any overscale structures or overconcentration of development. Circulation: Providing desirable transitions and linkages between uses, streets., walkways and adjacent properties. There are two existing pedestrian walkways, one connecting the main building entrance to SW 7th Street and the other providing pedestrian access through the parking lot on the west side of the building to the main building entrance. Both existing pedestrian walkways are proposed to be retained as a result of the proposed project. The proposal complies with this requirement. Loading and Storage Areas: Locating, designing and screening storage areas, utilities, raaftap equipment, loading areas, and refuse and recyclables ta minimize views from surrounding properties. The proposed addition includes a new overhead drive-in door, which would be located to the rear of the new building and screened from public view. The proposed addition would also provide screening of an existing shed, proposed to remain, from public view. As previously discussed above under section 14.b refuse and recyclables, staff recommended as a condition of approval the provision of additional refuse and recyclables deposit areas and a screening detail to comply with the minimum requirements under RMC 4·4'090. Staff ·further recomme·nds as a condition of approval that the location of any additional refuse and recyclables deposit area(s) be situated in a location such as to minimize the view of the refuse and recyclables deposit areas from surrounding properties. Views: Recognizing the public benefit and desirability of maintaining visual accessibility to attractive natural features. The proposed project includes the construction of an 8,312 square foot 2-story addition to the existing 24,440 square foot 2-story Harper Engineering building. The proposed addition would match the existing building height of 25 feet 6 inches. It is not anticipated that the proposed addition would adversely impact views of surrounding properties. In addition, the proposed addition would be located on the west side of the existing building, therefore it is not anticipated that the addition would impact views to Mt. Rainier, which is located to the south and east of the project site, from the existing building. Landscaping: Using landscaping to provide transitions between development and surrounding properties to reduce noise and glare, maintain privacy, and generally enhance the appearance of the project. As previously discussed above under section 14.b landscaping, existing mature landscaping is proposed to be retained around the perimeter of the project site. New landscaping is proposed to be installed within the reconfigured parking area in the vicinity of the proposed addition. The existing landscaping located along SW 7th Street provides a visual buffer of the existing development from SW J'h Street. The landscaping proposed in the vicinity of the addition would enhance the appearance of the parking lot and the proposed addition. Any proposed building lights would be required to be directed onto the building itself or the ground abutting it. The light emissions shall not be visible above the roofline of the building. Any lighting proposed within the parking lot shall be non-glare and mounted no more than 25 feet above the ground to minimize impact onto adjacent and abutting properties. All fixtures shall be fitted with a cutoff type luminaire. Staff recommends, as a condition of approval, the applicant be required to provide a lighting plan that adequately provides for public safety without casting excessive glare on adjacent properties. The lighting plan shall be submitted at the time of building permit review for review and approval by the Current Planning Project Manager. Structure Placement: Provisions for privacy and noise reduction by building placement, spacing ond orientation. The proposed addition would be located on the west side of the main Harper Engineering building and would be setback 57 feet 8 inches from the nearest side property line and 123 feet 10 inches from SW 7'' Street. The proposed building addition is not anticipated to have an adverse noise level or privacy impact on abutting and adjacent properties. Structure Scale: Consideration of the scale of proposed structures in relation ta natural characteristics, views and vistas, site amenities, sunlight, prevailing winds, and pedestrian and vehicle needs. The proposed addition would match the height of the existing building with a height of 25 feet 6 inches and is not anticipated to have an adverse impact on views of abutting and adjacent properties. The proposed addition has been sited to avoid impacts to existing landscaping, existing pedestrian connections, and existing Vehicular circulation amunct-tfie s-ite perimeter. In addition, the h"eight and siting of the proposed addition on the west side of the existing building would prevent excessive shading of abutting and adjacent properties. Natural Features: Protection of the natural landscape by retaining existing vegetation and soils, using topography to reduce undue cutting and filling, and limiting impervious surfaces. The proposed addition would largely be constructed over existing impervious surface. As a result of the proposed construction, approximately 411 square feet of new impervious surface is proposed. The majority of existing landscaping on the project site would be retained. A small area of existing parking lot landscaping would be removed for the construction of the proposed addition. New landscaping is proposed to be installed within the reconfigured parking area, including 3 Capital Ornamental Pear and 6 Red Sunset Maple trees. The project site is located within a seismic hazard area. According to the submitted geotechnical reports (Exhibits 7 and 8) site preloading and the placement of structural fill are recommended to mitigate the potential for liquefaction and the settlement of the proposed addition. Approximately 200 cubic yards of cut and 50 cubic yards of fill are proposed. Landscaping: Use of landscaping ta soften the appearance of parking areas, to provide shade and privacy where needed, ta define and enhance open spaces, and generally ta enhance the appearance of the project. Landscaping also includes the design and protection of planting areas so that they ore less susceptible ta damage from vehicles or pedestrian movements. Landscaping has been incorporated into to the reconfigured surface parking area, which softens the appearance of the parking area. A total of 3 Capital Ornamental Pear and 6 Red Sunset Maple trees are proposed within the parking lot to provide shade and break up the expanse of pavement (Exhibit 5). Access to the site would be provided via the existing driveways onto SW 7'h Street (Minor Arterial). No new driveways or curb cuts are proposed. Internal Circulation: Promoting safety and efficiency of the internal circulation system, including the location, design and dimensions of vehicular and pedestrian access points, drives, parking, turnarounds, walkways, bikeways, and emergency access ways. The internal circulation of the site would largely remain unchanged with the construction of the proposed addition. Vehicular access around the perimeter of the project site would be maintained. The proposed addition would be constructed over 22 existing parking spaces and a drive aisle located on the west side of the existing Harper Engineering building. Vehicular access, which is currently provided through this parking area, would no longer be possible once the addition is constructed; however adequate area is proposed for vehicular maneuverability. The proposed addition has been sited such that all existing pedestrian walkways on the project site would be maintained. loading and Delivery: Separating loading and delivery areas from parking and pedestrian areas. A new overhead drive in door is proposed on the rear (north) fa~ade of the proposed addition. The drive in door wo_uld be s 0 epara_ted fro~ <:e_:<jsting and_ proposed parking areas. and pedestrian walkways. Transit and Bicycles: Providing transit, carpools and bicycle facilities and access. According to the submitted application materials, the nearest transit stop is located 800 feet away on Lind Avenue SW. Per RMC 4-4-080F.ll 0.5 the number of bicycle parking spaces shall be 10% of the number of required off-street parking spaces. A total of 92 parking spaces are currently located on the project site. The proposed addition would result in a net loss of 8 parking spaces for a total of 84 total spaces remaining on the project site. Based on the proposal for 84 parking spaces, a total of 8 spaces for bicycle parking (0.10 x 84 spaces = 8.4 bicycles spaces) would be required. No areas for bicycle parking were shown on the submitted site plan materials, therefore staff recommends as a condition of approval that a revised site plan be submitted at the time of building permit review demonstrating compliance with the applicable bicycle parking requirements under RMC 4-4-080F.ll. The required bicycle parking shall be installed prior to Certificate of Occupancy. Pedestrians: Providing safe and attractive pedestrian connections between parking areas, buildings, public sidewalks and adjacent properties. There are two existing pedestrian connections on the project site. One provides access from SW 7th Street to the main building entrance and the other is provided through the existing parking area to the west of the building to the main building entrance. No changes are proposed to the existing pedestrian connections. Police and Fire: Police and Fire Prevention staff indicated that sufficient resources exist to furnish services to the proposed development. Parks and Recreation: Not Applicable --------~--~-~·-~---~=-~~--~~----~~-~---~~~---'-II Drainage: A Technical Information Report (TIR), prepared by Barghausen Engineers (dated March 28, 2014) (Exhibit 9) was submitted with the project application. According to the TIR the proposal includes the modification of the existing parking lot and landscaping areas to accommodate the proposed building addition. The total area of impervious surface subject to vehicular traffic would be reduced as a result of the proposed addition. The proposed project would result in an addition of 411 square feet of impervious surface and a net decrease of impervious surface subject to vehicular traffic of 5,175 square feet. The stormwater runoff generated by the proposed addition is proposed to be collected within the existing stormwater detention system constructed in 2001 with the initial building construction. The existing stormwater system included storm conveyance pipe, roof downspouts, and a wet detention vault. Minor changes are proposed to the storm system, included rerouting the system around the proposed addition. Stormwater from the proposed addition would be routed through the wetvault and then discharged into the existing public storm system in SW 7th Street. Staff has reviewed the submitted TIR and concluded that the proposed project would be exempt from all drainage review requirements. The existing right-of-way width in SW 7th Street fronting the project site is 80 feet. SW 7th Street is classified as a Minor Arterial. To meet the City's complete street standards, street improvements including an 8-foot planter strip and 8- foot sidewalk are required to be constructed in the right of way fronting the site per City code 4-6- 060. Dedication of 8 feet of right of way will be required. Improvements for this section of SW 7th are currently under review by the transportation department. SW 7th Street is a designated trail corridor. The applicant is encouraged to submit a letter requesting a modification to the new street standards since there is an existing planting strip and sidewalk fronting the site already. The scale, height and bulk of the proposed building addition are appropriate for the site. 7. Safe and efficient access and circulation has been provided for all users. 8. There are adequate public services and facilities to accommodate the proposed use. 9. The proposed location would not result in the detrimental overconcentration of a particular use within the City or within the immediate area of the proposed use. The proposed location is suited for the proposed use. 10-The proposed use would not result in a substantial or undue adverse effect on adjacent properties. A copy of these standards is included. Access/Parking: The applicant has indicated that access would continue to be taken from driveways off of SW th Street. There are currently 93 parking spaces on the project site including 4 accessible spaces. The parking space ratio for manufacturing uses is a minimum of 1 space to a maximum of 1.5 spaces per 1,000 square feet of net floor area, The two-way traffic flow in the new parking area provides for Z4-foot wide aisles, consistent with Code provisions. A maximum of 40% of employee stalls may be compact (8-1/2' x 16') or a maximum of 30% of all other parking stalls may be compact. Standard stalls are required to be 9' x ZO'. A total of 19 of the proposed 4Z new stalls are proposed to be compact parking stalls. Twenty-five of the existing parking stalls are also compact. A parking modification may be possible, if the maximum number of compact stalls is exceeded. Each modification requested is subject to an additional fee (see below). The applicant has noted that preliminary discussions have taken place with the BNSF railroad in order to obtain a wider easement across the railroad tracks . Prior to issuance of any building permits for the new parking area, and final occupancy of the building addition, which relies on the new parking, a completed easement document would be required to be provided to the City. Refuse and Recycling: It appears that the applicant has not changed the size of the refuse/recycling enclosure. Office uses require a minimum of 2 square feet of recyclable area per 1,000 gross square feet of floor area and 4 square feet of refuse area per 1,000 gross square feet of floor area; manufacturing uses require a minimum of 3 square feet of recyclables area per 1,000 gross square feet of floor area and 6 square feet of refuse area per 1,000 square feet of gross floor area. The formal submittal must indicate compliance with these requirements. Landscaping and Open Space: No additional landscaping is proposed for the site. The applicant indicates that a parking lot landscape island would be removed to accommodate the proposed addition. landscaping in the reconfigured existing and newly proposed parking lot must be in conformance RMC 4-4-070. Significant Tree Retention: It appears that several trees would be removed to accommodate the proposed development. Project Name: Harper Engineering Building Addition Site Location: 700 SW 7th Street Tax Parcel: 182305-9270 Zoning Designation: IM (Industrial Medium) The site is currently fully developed and consists of a 24,440 SF tilt-up concrete building. The existing building is comprised of manufacturing space and a (2) story office component as well as 92 surface parking stalls to serve the site. Proposed improvements on the site include a new 5,660 SF building addition to increase the facilities manufacturing space. The addition would also include a 2,652 SF 2"d story (used strictly for storage) bringing the total additional square footage to 8,312 SF. As a result of this addition we have eliminated 22 parking stalls but have replaced 14 parking stalls resulting in a net loss of 8 parking stalls, for a total of 84 parking stalls. This meets the parking requirements per the City of Renton Municipal Code. Also as a result of the addition there is a minimal amount of parking area landscaping/trees that will be removed. The total estimated cost for the proposed development is approximately $800,000.00. The soil types present on the site are as follows, per the geotechnical report by Hart Crowser dated 7/3/07 "In general, the upper portion of the site is underlain by very soft Silt and Clay that contain variable amounts of fine sand. These soft compressible soils generally extend to a depth of about 7 to 17 feet. Beneath this highly compressible zone, we encountered loose to medium dense Sand with varying amounts of gravel. Generally, the Sand becomes medium dense at a depth of 13 to 24 feet and then dense at a depth of about 25 to 35 feet. At a depth of about 64 feet, we encountered hard, sandy Silt." Access to the site will be provided by two existing curb cuts off of SW 7th Street. No additional curb cuts are proposed at this time. However it is our understanding that new street improvements are planned along SW 7th Avenue consisting of a new trail on the north side of the street. The footprint of the addition is currently paved with asphalt. Based on our experience with similar buildings, we anticipate the foundation loads will be in the range of 80 to 100 kips for column loads and two to four kips per foot for wall loads. These soils are underlain by medium dense to dense sand. Existing Building Construction Based on recommendations in the referenced Hart Crowser study, the existing building was supported on shallow spread foundations after the completion of a surcharge program. The surcharge program consisted of the placement of 6.5 feet of fill above the finish floor elevation. Hart Crowser recommended the surcharge extend ten feet beyond the building perimeter. The foundations were supported by a four foot layer of structural fill. The settlement induced by the surcharge program is documented in the referenced Harper Engineering monitoring results. A total of eight settlement monitoring plates were measured by Harper. The total measured settlement ranged from 3 to 4.5 inches. Based on the Harper data, the surcharge was in place for approximately nine weeks. Recommendations Based on our review of the referenced documents, the building can be supported on shallow spread foundations bearing on structural fill after the completion of a surcharge program. In order to reduce the potential for differential settlement between the addition and the original building, the surcharge program for the addition should apply nearly the same weight per square foot as the original surcharge program (approximately 780 psf). Alternatively, if the risk of up to one inch of differential settlement between the addition and the existing building can be accepted, the surcharge weight can be reduced to 500 psf. This letter has been prepared in a manner consistent with the level of care and skill ordinarily exercised by other members of the profession currently practicing under similar conditions in this area. Site Preparation and Earthwork Earthwork for this project is anticipated to consist mainly of excavations for preparation of foundation subgrade and preparation of the slab subgrade. New structural fill will be placed for support of the foundations and floor slab. Structural fill is defined as compacted fill placed under buildings, roadways, slabs, pavements and other load bearing areas. Structural fill should be placed in horizontal lifts not exceeding 12 inches in loose thickness and compacted to a minimum of 90 percent of the laboratory maximum dry density determined in accordance with ASTM D-1557 (Modified Proctor). The structural fill must be placed at or near its optimum moisture content. Structural fill under pavements and walks should be compacted to 95 percent in the upper two feet. Compaction of these soils to the levels necessary for use as structural fill will be difficult or impossible during wet weather conditions. If the moisture content of the soil is near the optimum level, the soil can be used as structural fill. However, the stability of the compacted soil will degrade if exposed to wet weather and/or construction traffic. Imported soil intended for use as structural fill should consist of a well graded granular soil with a moisture content that is at or near the optimum level. During wet weather conditions, imported soil intended for use as structural fill should consist of a well graded granular soil with a fines content of 5 percent or less defined as the percent passing the #200 sieve, based on the minus % inch fraction. Surcharge Program As discussed above, in order to reduce the potential for differential settlement between the addition and the original building, the surcharge program for the addition should apply nearly the same weight per square foot as the original surcharge program (approximately 780 psf). Alternatively, if the risk of up to one inch of differential settlement between the addition and the existing building can be accepted, the surcharge weight can be reduced to 500 psf, which correlates to 4.5 feet of soil. Other materials can be considered to provide the weight necessary for the surcharge, such as ecology blocks or Baker tanks filled with water. Based on the data from the surcharge for the original building, the duration of the surcharge is anticipated to range from two to three months. The settlement induced by the surcharge program is expected to be in the range of 3 to 4.5 inches for a surcharge weight of 780 psf and approximately 2 to 3.5 inches for a surcharge weight of 500 psf. The full height of the surcharge material must extend beyond the limits of the addition footprint a minimum of five feet. The full height of the surcharge must be placed no further than ten feet from the north wall of the existing building. If soil is used as the surcharge material, concrete blocks should be used to retain the fill parallel to the north wall of the existing building. Where surcharge materials are placed, settlement markers should be installed to monitor the fill induced settlements. ESNW can supply and install the settlement markers. The settlement markers should be placed prior to beginning the surcharge placement, and monitored daily during the placement. Following completion of the surcharge placement, readings should be acquired weekly until it is determined by ESNW that the surcharge program has been successfully completed. ESNW should be retained to implement and perform the surcharge program. Monitoring points should be established at a minimum of two locations on the north wall of the existing building prior to placement of surcharge material. The elevation of the monitoring points should be surveyed weekly while the surcharge is in place. Earth Solutions NW, LLC Craft Architects March 18, 2011 Foundations ES-2004 Page4 The proposed addition can be supported on conventional spread and continuous footings bearing on three feet of structural fill. The following parameters can be used for design of the new foundations: • Allowable soil bearing capacity • Passive earth pressure • Coefficient of friction 2,000 psf 300 pcf (equivalent fluid) 0.35 The passive earth pressure and coefficient of friction values include a factor of safety of 1.5. The passive earth pressure is applicable for foundations backfilled with structural fill. A one- third increase in the allowable soil bearing capacity can assumed for short-term wind and seismic loading conditions. Excavations and Slopes The Federal and state Occupation Safety and Health Administration (OSHA/WISHA) classifies soils in terms of minimum safe slope inclinations. The soil that will be exposed by the foundation excavations would be classified by OSHA/WISHA as Type C. Temporary slopes over four feet in height in Types C soils should be sloped no steeper than 1H:1.5V (Horizontal:Vertical). If temporary slopes cannot be constructed in accordance with OSHA/WISHA guidelines, temporary shoring may be necessary. Slab-On-Grade Floors The slab-on-grade floor for the addition should be supported on a firm and unyielding subgrade consisting of existing competent fill or new structural fill. Unstable or yielding areas of the subgrade should be recompacted or overexcavated and replaced with suitable structural fill prior to construction of the slab. A capillary break consisting of a minimum of four inches of free draining crushed rock or gravel should be placed below the slab. The free draining material should have a fines content of 5 percent or less (percent passing the #200 sieve, based on the minus three-quarter inch fraction). In areas where slab moisture is undesirable, installation of a vapor barrier below the slab should be considered. If a vapor barrier is to be utilized, it should be a material specifically designed for use as vapor barrier and should be installed in accordance with the manufacturer's specifications.
