ED89867 CASE# 23-9285 OF COLLISION 08/13/23 06:44 OF CbLLI510N NARRATIVE On 08/13/2023 at 0648 hours, I was in full patrol uniform and driving a marked Renton Police patrol vehicle when I was dispatched to S Grady Way and Talbot RD S in the city of Renton, County of King, State of Washington regarding an accident with injuries. The comments in the call said in summary: One motor vehicle accident...ehicle over curb and into pole...ole on top of vehicle...ehicle occupied by 2. Both are out of vehicle airbags deployed. While en route, dispatch advised the accident was at the Park and Ride. I responded to the Park and Ride. Upon arrival I saw V1 - Grey Honda Odyssey (WA LIC# BNX0146) was resting on all four wheels on the sidewalk at the southwest corner of Shattuck Ave S and Lake Ave S (where Lake Ave S runs east and west). V1 sustained major damage to the front and right side. It was obvious that V1 collided into the streetlamp pole. The streetlamp tipped over and was resting on the right side and top of V1. There was major damage to the pole. I spoke with D1 -Levie S. Rabago and she told me in summary: She didn't remember much of the collision. She believed she blacked out but didn't know why. All she could remember was that she was driving straight. D1 said she was not injured and declined medical assistance. Renton Fire arrived on scene and D1 declined their aid. I did not observe visible injury upon D1. D1 appeared flabbergasted as to how the vehicle crashed. 1 asked D1 if she had any medical conditions or had recently experienced blacking out and she said no. D1 did not appear impaired. I spoke with the front passenger of the vehicle, Zenaida S. Maligaya. Maligaya spoke Tagalo so used the language line to communicate with her via interpreter. Maligaya told me in summary: She was in the front passenger seat of V1 when the accident occurred. Maligaya said D1 was driving east on Lake Ave S and turning south onto Shattuck Ave S when she felt the front of the vehicle hit something and then drive into the pole near the sidewalk. She did not know how it happened. She claimed no injury. I did not observe injury upon her. Renton Fire spoke with her on scene. She declined transport. I checked the surrounding area and did not find any other people or vehicles involved. There was nothing in or near the roadway that indicated V1's initial direction of travel. It is unclear to me how the accident occurred. Based on D1's statements, D1 may have suffered an unknown medical emergency that caused the accident. Officer T. Nelson took photographs of the incident and uploaded the photographs to evidence.com. Renton City Streets Department and Puget Sound Energy employees arrived on scene to evaluate the pole. They determined the pole belonged to King County Metro. Dispatch contacted King County Metro employees respond to remove the pole and eventually they did so. Per D1's request, I requested a tow truck for private tow and V1 was towed to 5120 S Kenyon St, Seattle by Banker's tow. I gave the tow truck driver D1's phone number and he contacted her via telephone. I called RP Jasmine Harris to see if she witnessed the collision and she told me she did not see. She was walking in the area with her headphones on, heard a loud boom and saw the V1 with the streetlamp pole on top of the vehicle. She called 911. She had nothing further. I have nothing further. This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized.
