SUBJECT: ENVIRONMENTAL THRESHOLD (SEPA) DETERMINATION
2024 Comprehensive Plan Update, LUA24-000226, ECF
Dear: Ms. Estep,
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have
completed their review of the subject project and have issued a threshold Determination of Significance. Please
refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on August 26, 2024.
Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st
floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be
collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid
on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
If the Environmental Determination is appealed, a public hearing date will be set and all parties notified. If you

DNS: The City of Renton Environmental Review Committee (ERC) has determined that the proposed action does not have
a significant adverse impact on the environment. This DNS is issued after using the optional DNS process in WAC 197-11-
355. There is no further comment period.

PROJECT DESCRIPTION: This update to the Comprehensive Plan is required by the State as a periodic
review every 10 years and is responsive to new requirements under the Growth Management Act (GMA) and Vision
2050. It is revised to be consistent with the King County Countywide Planning Policies. The update is also being revised
in response to input from residents, business owners, and other stakeholders. Key Comp Plan Update Goals: 1) Ensure
consistency across elements with Land Use Element growth assumptions, 2) Ensure consistency with the Department of
Commerce checklist, PSRC VISION 2050 checklist, and the King County CPP’s, 3) Promote equity and inclusion, 4) Maintain
page numbers of element, 5) Update images, graphs, etc and 6) Include general language edits for clarity and consistency.
Per WAC197-11-340(2)(c) any person, affected tribe, or agency may submit comments to the City within fourteen
days of the date of issuance of the DNS.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
