During the summer of 2015, the Public Works Department is proposing to provide surface overlay improvements to approximately 5,000 feet of SW Grady Way from the Longacres Drive SW to Rainier Ave S. Project improvements include replacing existing traffic signal loops, pavement marking, ADA ramp upgrades, installation of pedestrian signals, and repair or replacement of damaged curb and gutter_ See attached vicinity map. The project is within Sections 19 and 24 of Township 23 and Ranges 4 and 5. The project is expected to cost a total of $1,401,892. The surrounding properties in the project corridor are zoned as medium industrial, commercial office, and commercial arterial. The area is highly developed and is comprised of Urbana soils, which have slow infiltration rates and moderately high runoff potential according to the Washington Department of EcoIogy's 2012 Stormwater Management Manual for Western Washington. The only critical area within project limits is the Springbrook Creek. The existing shoreline has been rehabilitated and naturalized, as a part of the Springbrook Creek Wetland & Habitat Mitigation Bank Project. The lateral distance from the closest work and the OHWM is 0 feet since the creek bisects SW Grady Way near the western end of project limits. However, the only work that will occur over the creek is pavement removal, overlay, and striping. There will be no in -water work required as part of this project and therefore it does not have the potential to impact aquatic habitats. As the project does not involve ground disturbing activities below existing grade, it does not have the potential to cause significant erosion and sedimentation impacts. It will not result in a change in the amount impervious surfaces within the project site. The project will implement appropriate standard best management practices during construction, as necessary. These may include, but are not limited to: inlet protection. The project does not involve ground disturbance or vegetation removal. It is recommended that the project be considered Categorically Exempt under SEPA, as it meets the requirements of WAC 197-11-800(3).' (3) Repair, remodeling and maintenance activities.
