EXHIBIT A
SCOPE OF SERVICES
for
South 7th Street - Multimodal Improvements
KBA, Inc. (Consultant) will prepare Record of Materials (ROM), conduct constructability review of 90%
design and attend pre-construction meeting as services to TranspoGroup (Client), who has an Agreement
with City of Renton (Owner), for the project known as South 7th Street -Multimodal Improvements
(Project).
Project Description: Between Shattuck and Burnett Ave S, install a north-side sidewalk with planter
strip, and two-way protected bike lanes with buffer. Install non-motorized improvements at multiple
intersections along the corridor from Burnett Ave S to Oakesdale Ave SW, including bicyclist push-button
activation, green bike lanes through conflict/crossing zones, pavement markings and delineation, and an
upgraded crosswalk flashing beacon. The Designer of Record on this Project is TranspoGroup
(Designer).
I. CONSTRUCTION MANAGEMENT SERVICES
A. Consultant Contract and Team Management: Provide overall day-to-day management of the
Consultant contract and Team, including:
1. Decide on best modes and frequency of communication with Client and Designer. Liaison
and coordinate with Client on a regular basis to discuss Project issues and status.
2.
Organize and layout work for Consultant Team.
3. Review monthly expenditures and Consultant Team scope activities. Prepare and submit to
Client monthly, an invoice and progress report describing services provided that period.
Prepare and submit reporting required by funding source(s), if any.
4. Communication on Consultant contractual issues will be with the Client. Communication on
constructability review and ROM issues will be directly between the Consultant and the
Owner. The Client will be an active member of the Project Team, consulted on design
issues, and will be provided with information affecting Project progress.

B. Design-Phase Constructability Review

ii. One review cycle. Meet with Client and/or Designer staff to present and discuss
comments. Prepare and submit Constructability Review Comments spreadsheet
along with red-line markup of the documents.

C. Preconstruction Services
1. During Bidding period:
a. Attend Pre-Bid meeting(s).
2. Record of Materials. Record of Materials. Prepare records of material compliance
documentation received and advise Client of any known deficiencies.

D. Assumptions
1. Budget:
a. Staffing levels are anticipated in accordance with the attached budget estimate.
Overtime has not been figured into the budget.
b. Consultant will work up to the limitations of the authorized budget. If additional budget is
needed to cover instances, including but not limited to the following, Client and
Consultant will negotiate a Supplement to this Agreement:
i. Any added scope tasks.
c. The budget allocations shown in Exhibit B are itemized to aid in Project tracking purposes
only. The budget may be transferred between tasks or people, or between labor and
expenses, provided the total contracted amount is not exceeded without prior
authorization.
d. Should
Exhibit B - Estimate, and into a new year, labor rates will adjust annually on January 1,
with 30-day written notice to Agency.
2. Items and Services Client will provide:
a. Meeting arrangements and facilities for pre-bid and preconstruction meetings. Prepare
and distribute meeting notes from pre-bid meeting(s), if any.
b. Coordination with and enforcement of utility franchise agreements and/or contracts and
schedules for services related to this Project.
c. Verify that the required permits, bonds, and insurance have been obtained and submitted
by the construction contractor. Obtain all permits not required to be provided by
construction contractor.
d. Construction Survey. Provide project control survey and staking that is not already
assigned to the construction contractor.

3. Scope:
a. Constructability Review of design documents will be for constructability, for general
conformance with the design concept, and for contradictions and inconsistencies
between the various parts of the design documents. This review will not include review of
the accuracy or completeness of details, such as quantities, dimensions, weights,
gauges, or fabrication processes; and will not include quantity takeoffs.
b. If Consultant provides Value Analysis or Value Engineering services, it is understood that
any ideas, advice, or recommendations generated by the Consultant are made based
only on the information presented to them, and need engineering analysis by the
Designer to verify; Consultant is not responsible for the final design product.
c. Client agrees to include a statement in the construction Bid Documents for this Project,
requiring construction contractor to name KBA, Inc. as an additional insured via
policies.

f. Services provided by the Consultant under this Agreement will be performed in a manner
consistent with that degree of care and skill ordinarily exercised by members of the same
profession currently practicing under similar circumstances, in the same geographical
area and time period.
g. Nothing in the Agreement is intended to create, nor shall it be construed to create, a
fiduciary duty owed by either party to the other. Consultant makes no warranties,
guarantees, express or implied, under this Agreement or otherwise in connection with
h. Client agrees that Consultant will not be held liable for the completeness, correctness,
readability, or compatibility of any electronic media submitted to Client, after an
acceptance period of 30 days after delivery of the electronic files, because data stored on
knowledge.
I. OPTIONAL SERVICES
All services not detailed above, are considered Optional Services, which, along with any other Extra Work
requested by the Client, will be performed only when a mutually negotiated Supplement to this Agreement
is executed, specifying scope of services and budget.
