Project Description: This applicant is requesting a Temporary Use Permit for the Seattle Seahawks to
provide temporary staff and bus parking for the Seahawks Training Camp (2015 Training Camp is scheduled
to run July 31 through August 31) and for special events held at VMAC (Seattle Seahawks Training Facility at
12 Seahawks Way). Temporary parking and bus staging would be located at the Pan Abode site located at
4350 Lake Washington Blvd N (Parcel No. 3224059049). The Seahawks are proposing to use this site for
overflow parking for staff, which would result in parking upwards of sixty (60) personal vehicles. A shuttle
(van) would transport individuals from this location to VMAC. Parking at this site would occur during regular
office hours/practice times from roughly 8:00 am to 5:00 pm. The public will be shuttled to and from the
VMAC from The Renton Landing via bus 20 available).

PROJECT NARRATIVE FOR SEATTLE SEAHAWKS TEMPORARY PARKING PERMIT
This application is for a Temporary Use Permit for the Seattle Seahawks to provide temporary
staff and bus parking for the Seahawks Training Camp (2015 Training Camp is scheduled to run
July 31 through August 31) and for special events held at VMAC (12 Seahawks Way, Renton, WA
98056). The temporary parking would be located at 4350 Lake Washington Blvd. (Parcel
#3224059049). With regards to Training Camp, the Seattle Seahawks are proposing to use this
site for overflow parking for staff, which could result in parking upwards of sixty (60) personal
vehicles at this site. There will be a shuttle (van) transporting folks from the site to VMAC,
which will minimize the number of pedestrians crossing Lake Washington Blvd. Parking at this
site would occur during regular office hours/practice times at VMAC, approximately 8:00am to
5:00pm.
The Seattle Seahawks will host approximately 2,600 fans at each Training Camp practice. A
limited number of tickets to attend Training Camp practices will be available to the public for
purchase. The public will gain access to the practices from The Landing via bus/shuttle transport
that will be provided by the Seattle Seahawks. There will be twenty (20) busses transporting
people from The Landing to VMAC during each practice. The 4350 Lake Washington Blvd. site
will be used for staging of up to twelve (12) busses at one time. No loading of off-loading would
occur at this site; members of the public will be picked -up at The Landing and dropped off at
VMAC.
In addition to utilizing the site for temporary parking during Training Camp (as referenced
above), the Seattle Seahawks would like to use the site for special events at VMAC which require
additional parking. These events will be limited in number and would take place during the day.
Access to the site will be gained via the existing access point located at the northerly edge of the
parcel. Vehicles will be parked on the existing concrete/asphalt "lot" at the site. Currently, the
existing conditions of the site are built to support vehicular traffic and no changes would be
required to the site in order for it to be utilized as a temporary parking lot.
The site is located in the COR zoning designation and is north of May Creels. No trees are
proposed to be removed as part of this permit. No fill or excavation would be required for this
permit.

Seahawks Training Camp
2015 Transportation Plan
The Landing The Parking Garage at The Landing is designated for Training Camp guests for each day
of Training Camp. There are specific, designated no -parking zones at The Landing, but
all other spots at The Landing are also available (if the Parking Garage becomes full). Ir
addition, Boeing Parking Lot #10 (on N 8th St and Park Ave N) will be a priority area for
our guests for weekend practices.
Fans will be directed to The Seahawks Training Camp check-in location to redeem their
wristband for boarding the Training Camp busses. Busses will be staged on N 10" St,
towards Park Ave N. Fans will load into busses on N 10th St, towards Logan Ave N.
IPM International Parking Management (IPM) will provide:
■ IPM attendants at The Landing Parking Garage
■ IPM to manage and set-up N 10th St bus loading area and bus communication at
Boeing Parking Lot #10
■ North parking stalls along N 101h St will be reserved for Seahawks busses
■ Set-up NO PARKING and EVENT PARKING signs at designated streets/areas at
The Landing
■ Set-up LOCAL ACCESS ONLY/EVENT IN -PROGRESS signs along Seahawks Way

following:

FREEWAY SIGNS Freeway directional signage will be placed daily at approximately 7:30am and removed
at the end of camp by Seahawks staff. A -Frame signage with arrows directing people to
Event Check -In will be placed near Exit 5 ramps and on the corner of Logan and Park Ave
N.
THE LANDING SIGNS Directional signage at The Landing will be placed daily at approximately 8:00am and
removed at the end of check-in by Seahawks staff. A -Frame signage directing people to
Check -In and to get in line for the bus will be placed near Parking Garage exit and along
N 10th St. In addition, NO PARKING signage will be placed in designated no -park zones
(per the Seahawks' agreement with The Landing).
BOEING SIGNS Directional signage at Boeing Parking Lot #10 will be placed on the weekends only at
approximately 8:00am and removed at the end of check-in by Seahawks staff. A -Frame
signage directing people to Check -In and to get in line for the bus will be placed at the
Boeing Parking Lot #10 exit and along Park Ave N.
PAN ABODE/VMAC Pan Abode (4350 Lake Washington Blvd) will be used as temporary staff, vendor and VIP
parking, as well as the bus staging area for Training Camp pick-ups at VMAC. IPM will
manage the bus departures from Pan Abode to VMAC.
VMAC parking will be reserved for ADA guests, Seahawks players, coaches and staff.
Overflow staff parking will be directed to Pan Abode.

Dear Ms. Green,
On April 2.2, 2014, this office received your request to extend an approved Temporary
Use Permit (File No. LUA09-080, TP). The initial decision for the Seattle Seahawks a
Temporary Parking Temporary Use Permit was issued on July 27, 2009. Following the
original decision, two 1 -year extensions were granted on June 4, 2010 and July 27, 2011.
Subsequently, on July 19, 2012 a 3 -year extension was granted until July 27, 2014.
Following a review of the file, the project expiration date has been extended to July 27,
2.015: This land use application has reached the 4naximum limit allowed for extensions
and new Temporary Use Permit will need to be completed prior to any future Seattle
Seahawks Training Camp Temporary Use Parking Permits can be issued.

Project Narrative for Seattle Seahawks Temp. Parking_Permit
This application is for a temporary use permit for the Seattle Seahawks to provide
temporary staff parking and bus parking for the Seahawks Training Camp (July 31, 2009
to the end of August 2009) and special events that are located at VMAC. The temporary
parking would be located at the existing Pan Abode site, 4350 Lake Washington Blvd.
(Parcel #3224059049). The Seattle Seahawks are proposing to use this site for overflow
parking for staff, which could result in parking up to 50 or 60 personal vehicles on the
Pan Abode site. There will be a shuttle (van) to provide transport from the Pan Abode
site to VMAC, which will minimize the number of pedestrians crossing Lake Washington
Blvd. Parking at this site would occur during regular office hours/practice times at the
VMAC. Approximately 8:00 am to 5:00 pm with the exception of evening practices
from 6:45 pm to 8:45 pm (three evening practices are scheduled for 2009 training camp
season).
Training Camp practices are open to the public; currently the public will gain access to
practices from The Landing via bus transport that is provided by the Seattle Seahawks.
There will be 20 buses transporting people from The Landing to VMAC during Training
Camp practices. The Pan Abode site would be used for staging of up to 12 or less buses
at one time. The members of the public would be dropped off at VMAC. The buses will
use the Pan Abode site for staging; no loading or offloading would occur at this site.
In addition, to the above stipulated time frame for "overflow" staff parking, there may be
special events though out the year that would require additional parking at the Pan Abode
Site. These events would be limited in number and would be during the day.
Access to the site will be gained via the existing access located at the northerly edge of
the parcel. The vehicles will be parked on the existing concrete/asphalt at the site.
Currently the existing conditions of the site are built to support vehicular traffic as such;
no changes to the site would be required in order for it to be utilized as a temporary
parking lot.
The site is located in the COR zoning designation and is north of May Creek. No trees
are proposed to be removed as a part of this permit. No fill or excavation would be
required for this permit.

The Landing
The Landing Parking Garage (top two levels) and parking lot off Park Ave. N. are the fan parking locations for Training Camp. Fans
will be directed to the Seahawks Training Camp check-in location to redeem their wristband for boarding the Training Camp buses
located on Park Ave. N. International Parking Management (IPM) will provide the following:
• Two IPM attendants at The Landing Parking Garage and two IPM attendants at the Parking Lot
• IPM will set-up Park Ave N. to accommodate loading five buses at a time
• Loading area would require two IPM attendants plus a total of two more for the site to manage the waiting fans
• Eight total IPM staff at The Landing
• 10-15 total Seahawks staff at The Landing

Pan Abode and VMAC
Pan Abode will be the used at the bus staging area for Training Camp pick-ups at VMAC and Seahawks employee overflow parking.
IPM will manage the bus departures and employee shuttle to VMAC. The shuttle will run from 7am-7pm.
VMAC parking will be reserved for Seahawks players, coaches, Football Operation staff and other selected staff. The following
parking spaces will be reserved for Training Camp:
• 30 Media
• 20 ADA
• 30 VIP Guests
'IPM will also provide all required equipment: delineators, flagging tape, safety vests, traffic wands, two way radios, trucks) for
equipment transport, gas, insurance, and site supervision at both The Landing and Pam Abode locations.
