We are pleased to present the results of our wetland reconnaissance-level assessment
for the above-referenced property (site) located in Renton, Washington.
SUMMARY OF FINDINGS
There are no wetlands on the site.
PROJECT UNDERSTANDING
We understand that you own the site and plan to construct seven homes on it. We also
understand that the City asked you to conduct a wetland assessment and provide a
supplemental narrative regarding groundwater levels and how it may be impacted by
development if no wetlands are present. Presumably your engineer will address the
potential for groundwater to be impacted by site development.
BACKGROUND INFORMATION
The site is the location of an undeveloped forest in Section 15, Township 23 North,
Range 5 East. The site slopes gently to the southwest with elevations ranging from
somewhat more than 434 to less than 430 feet above mean sea level. The site is
bounded by SFRs on two sides, a similar forest to the south, and Nile Avenue NE to the
east.
The soil map shows that Alderwood gravelly sandy loam underlies the site. Alderwood
soils are made up of moderately well drained soils underlain by a dense till layer typically
two to 3.5 feet below the surface. Alderwood soils formed in glacial deposits under
conifer trees. Alderwood soils are not hydric.
EXISTING CONDITIONS
We visited the site on October 18, 2013 to assess the site. There were several trails
blazed through the forest, presumably by your surveyor, making access easy.
The site is the location of a second-growth forest dominated by big-leaf maple (Acer
macrophyllum), western red cedar (Thuja plicata), and red alder (Alnus rubra) trees in
the overstory layer. The occasional Douglas-fir (Pseudotsuga menziesil) and black

cottonwood (Popu/us balsamifera) trees are also present on the site, The shrub layer is
dominated by vine maple (Acercircinatum), hazelnut (Cory/us comuta), and Himalayan
blackberry (Rubus armeniacus), with lesser amounts of Indian plum (Oem/eria
cerasiformis), salmonberry (Rubus spectabilis), common snowberry (SymphoricatpOs
a/bus), red elderberry (Sambucus racemosa), and red huckleberry (Vaccinium
parvifolium), The herbaceous layer is dominated by sword fern (Po/ystichum munitum)
with the occasional bracken (PteTidium aqui/inum).
There is a stand of black cottonwood in the southeast comer of the site. Here the
understory is dominated by vine maple, Himalayan blackberry, and sword fern. Also
present in lesser amounts are hazelnut, red huckleberry, trailing blackberry, and
snowberry.
We saw no indication of wetlands on the site, including the small stand of black
cottonwood.

Work for this project was performed, and this letter report prepared, in accordance w~h
generally accepted professional practices for the nature and cond~ions of the work
completed in the same or similar localities at the time the work was performed. It is
intended for the exclusive use of Jay Marc Homes and their assigns for specific
application to the referenced property. This report is not meant to represent a legal

Biological professionals may disagree on the precise location of wetland boundaries,

This report summarizes the results of our site assessment and geologic research on the
residential property located on the west side of Nile Avenue NE in Renton. It is
understood that new residences will be constructed on this seven lot subdivision.
The purpose of this report is to describe existing site and subsoil conditions, and to
provide recommendations for site development and foundation design. Geologic
mapping by Booth, et al in 2007 along with prior investigations in this area were used as
references for this report.
Site Conditions
This rectangular property is relatively flat and covers an area of about 1.8 acres.
Existing residential properties are located on the north, west and south sides of this
property. Access to these proposed residences will be provided by a driveway off of Nile
Avenue.
According to geologic mapping for this area of Renton the property is underlain by very
dense glacial till CQvt) that consist of fine silty sands and sands. These soils have very
low permeability and will not allow for onsite storm water infiltration into this very
dense glacial formation.
Geotechnical Recommendations
Based on the results of our site assessment the following recommendations have been
prepared for site development and foundation design. The dense native soils will
provide excellent support for the new residence foundations using a recommended
bearing value of 2500 psf. Estimated footing depths below final building pad grades will
not exceed 1.5 to 2 feet. A passive earth pressure of 250 pcf may be used for lateral force
restraint around the perimeter foundation walls.

Foundation subdrains should be installed around the perimeter building foundations,
and these PVC drain pipes should be protected with drain gravel and a geofilter cloth.
Storm water runoff from the roof and impervious surface areas should be collected for
discharge into the City storm drain system due to the highly impervious nature of the
glacial till subsoils.
Concrete Floor Slabs
Interior house slabs may be poured directly on the native dense soils after placement of
an impervious moisture barrier that is covered with 2 inches of sand. All concrete
should be placed in accordance with current ACI standards.
Summruy
Field inspection and consultation services should also be provided to verify that
subsurface conditions are as expected. Should conditions be revealed during
construction that differs from the anticipated subsurface profile, we will evaluate those
conditions and provide alternative recommendations where appropriate.
Our findings and recommendations provided in this report were prepared in accordance
with generally accepted principles of engineering geology and geotechnical engineering
as practiced in the Puget Sound area at the time this report was submitted. We make no

This report provides additional conclusions regarding discharge of storm water on this
new short plat development located west of Nile Avenue and north of NE 2 nd Street in
Renton. It is understood that the Edmonds who own property at 5614 NE 2 nd Street just
south of this new development have concerns over existing shallow groundwater
conditions and the potential for future impacts on their property.
The proposed development will include storm drain trenches for pipe conduits that will
lead to Nile Avenue on the east side of the property. The proposed storm drain system
combined with the trench excavations will collect shallow groundwater and reduce the
surface water and shallow groundwater flows that exist on the Edmonds property to the

Senior Planner Timmons:
I am writing regarding the proposed 7 lot short plat being planned on the north side of my
property. I am concerned that the city and applicant need to carefully consider the impact
of the proposed development on the ground water and runoff and how it will affect
surrounding homes. While installing a fence on the back of my property this last year in
the winter I have noticed that the ground water is very near the surface on the north side
of my property or the south side of the plat proposed for development. I came across a
french drain on the property line that a previous owner had installed. That drain had
standing water only a foot or two down during the winter.
Additionally, the south side of the proposed plat contains large cottonwood and cedar
trees, both of which are known to like wet environments and remove lots of groundwater
from the soil. The site across Nile from this plat is also a dedicated wetland or natural
area that was not developed presumably due to groundwater. I think that the city and
applicant need to make sure they have a good understanding of the hydrology of the site
particularly near the south side of the property.
I would like to better understand, how the proposed short plat would be graded and how
the project would affect the ground water that is very near the surface. In general, I think
that the proposed plat map seems reasonable provided the project has no affect on the
surrounding properties. If you have questions please feel free to give me a phone call.

PROJECT NARRA TIVE
The proposal is to construct 7 new homes on the property located in the eastern portion of the Renton
Highlands off of Nile Avenue NE, just north of NE 2"d Street. There are currently no improvements on the
property, The property is heavily wooded and covered with dense blackberries, The property adjoining to
the north was recently developed as Madison Place Short Plat. The natural drainage from the property is to
the south and east towards Nile Ave. The runoff is via sheet fiow. The property is fiat with a 5% grade
towards Nile Avenue. The drainage enters the City system within Nile Avenue Ne and continues to flow
south in NE 2"" Street. The drainage ultimately contributes to the Cedar River drainage basin.
Permits reqUired: Land Use Action permit, Utility permits, and Building permits
Zoning designation: The property is zoned Single Family Residential R-4. The surrounding area is zoned
single-family residential.
Current Use: Residential single family -vacant
Special features: No sensitive areas or special features are on or near the property.
Soil Type/Drainage: The site is underlined with dense AldelWood series soils that are covered with
blackberries and trees. The drainage design for the proposed short plat would be to collect the runoff from
future impervious areas and store within a detention pond located in the middle of the project. The pond
would discharge into the existing storm system within Nile Avenue NE. Lot coverage restrictions (impervious
area) and perforated pipe connections are proposed to mitigate developed runoff.
Proposed use: 7 single family reSidences
Access: Access to the project would be from Nile Avenue NE from a proposed public road internal to the
project. All lots would access off the proposed public road.
Proposed Off site improvements: No offsite improvements are proposed. Nile Avenue NE along the
frontage has been improved to the full roadway section. Along the frontage, new sidewalk and landscaping
is proposed to be installed as part of this project. Sewer, water, and storm are located within Nile Avenue
along the frontage of the project. No offsite improvements are necessary to provide public services to this
property. All other improvements are proposed to be on site or frontage.
Total estimated cost I Fair market value: Estimated construction cost $350,000; Market value
(completed homes) $4,200,000
Estimated quantities: Approximately 150 yards of backfill material may be necessary to grade for Sidewalk
along Nile and internal. 800 cubic yards of excavation would be generated form the creation of the storm
water pond. This material is proposed to remain on site for back fill.
Trees removed: There are 104 existing trees on the site -42 will be removed as part of road, utilities, and
pond construction; 2 will be removed to provide private access to the rear lots; 50 be will removed as part of
house construction. Based upon required tree retention, 18 trees are required to be saved or planted.
There are 10 existing trees being proposed to be saved along the northerly property. We are proposing to
plant 32 -3" caliper trees within the project. 21 trees are proposed to be planted on the lots; (3) trees per
lot; together with street trees along Nile Avenue NE and the proposed public road. These trees would be
placed within the landscape strip behind the curb.
Dedication to the City: The internal public road would be proposed to be deeded to the City of Renton at
time of Final Short Plat Recording.
Proposed size, number and range: The lots range from 8,002 to 9,030 square feet. There are
7 proposed lots.

1. The preliminary fire flow is 2,500 gpm. A minimum of three hydrants is
required. One within 150-feet and two within 300-feet of the proposed
building. A looped fire main is required around the building ifthe fire
flow exceeds 2,500 gpm. There appears to be one existing hydrant that
could be used to satisfy these requirements. Water is provide by Soos
Creek Water District, a water availability certificate is required to be
provided.
2. Fire impact fees are currently applicable at the rate of $388.00 per
multi-family unit. This fee is paid at time of building permit issuance.
3. Approved fire sprinkler and fire alarm systems are required throughout
the building. Dry standpipes are required in all stairways. Separate
plans and permits required by the fire department. Direct outside
access is required to the fire sprinkler riser rooms. Fully addressable
and full detection is required for all fire alarm systems.
4. Fire department apparatus access roadways are required within 150-
feet of all pOints on the building. Fire lane sign age required for the on
site roadway. Required turning radius are 25-feet inside and 45-feet
outside. Roadways shall be a minimum of 20-feet clear width, fully
paved, maximum grade on roadways is 15%. Roadways shall support a
minimum of a 30-ton vehicle and 322-psi pOint loading. Gates on fire
access roads shall comply with fire department standards including full
automation and equipped with radio frequency automatic opener.
Sollards are not allowed.
5. An electronic site plan is required prior to occupancy for pre-fire
planning purposes.
6. All buildings equipped with an elevator in the City of Renton are
required to have at least one elevator meet the size requirements for a
bariatric size stretcher. Car size shall accommodate a minimum of a 40-
inch by 84-inch stretcher and car width shall be a minimum of 80-inches
wide with a center opening door.
7. The building shall comply with the City of Renton Emergency Radio
Coverage ordinance. Testing shall verify both incoming and outgoing
minimum emergency radio signal coverage. If inadequate, the building
shall be enhanced with amplification equipment in order to meet
minimum coverage. Separate plans and permits are required for any
proposed amplification systems.

I have completed a preliminary review for the above-referenced proposal. The following comments are
based on the pre-application submittal made to the City of Renton by the applicant.
WATER
1. The subject development is within the water service area of King County Water District 90. The
applicant shall obtain a certificate of water availability from WDII90 and provide a copy of the
certificate to the City. A copy of the water main extension plan approved by the District must
also be provided to the City.
2. As per fire department's comments, the fire flow requirement for a single family home is 1,000
gpm minimum for dwellings up to 3,600 square feet (including garage and basements). If the
dwelling exceeds 3,600 square feet, a minimum of 1,500 gpm fire flow would be required. A
minimum of one fire hydrant is required within 300-feet of the proposed buildings and two
hydrants if the fire flow goes up to 1,500 gpm. A minimum of one new hydrant is required.
SANITARY SEWER
1. Sewer service is provided by the City of Renton.
2. There is an existing 8" diameter sewer pipe on Nile Street. An 8" diameter sewer main pipe is
required to be extended into the site. The individual lots must be served by individual side
sewers. A man hole is to be provided at the intersection of the sewer main extension with the
existing sewer main on Nile Street and another man hole is to be provided at the turnaround of
the dead end access.

3. System development charges (SDC) fee for sewer is based on the size of the new domestic water
to serve the new home on each lot. The current sewer fee for a *-inch or i-inch meter install is
$1,812.00.
4. The Central Plateau Interceptor Special Assessment District fee is applicable. The fee would be
$351.95 per single family lot, plus interest.
SURFACE WATER
1. A drainage report complying with the City adopted 2009 King County 5urface Water Manual and
City Amendments will be required. Based on the City's flow control map, this site falls within
the Flow Control Duration Standard (Forested Conditions). Refer to Figure 1.1.2.A -Flow chart
for determining the type of drainage review required in the City of Renton 2009 Surface Water
Design Manual Amendment.
2. A geotechnical report for the site is required. Information on the water table and soil
permeability, with recommendations of appropriate flow control BMP options with typical
designs for the site from the geotechnical engineer, shall be submitted with the application.
3. Surface water system development fee is $1,120.00 for each lot.
TRANSPORTAnON
1. Payment of the transportation impact fee is applicable on the construction of the single family
houses at the time of building permit application. The current transportation impact fee rate is
$717.75 per single family house. The impact fee for this type of land use will increase on
January 1, 2014, to $1,430.72 per single family house. The transportation impact fee that is
current at the time of building permit application will be levied, payable at issuance of building
permit.
2. Private streets can serve as access to a maximum of 6 lots provided at least two lots abut a
public right of way. The submitted drawing shows 8 lots accessing from the private street.
Either reduce the number of lots to 6, or a public residential street with right of way dedication
and street improvements as per section.2 of the RMC 4-6-060 Street Standards will be required.
3. Dead end access longer than 150 feet in length are required to provide a turnaround as per
section H of RMC 4-6-060. The turnaround must meet with fire department approval.
4. Street lighting analysis is required to be provided by the developer and street lighting as per City
standards is required to be provided.
5. Nile Street -is a residential street with an available right of way of 60 feet. The City's complete
streets mention a right of way width of 53 feet for a residential street. Frontage improvements
including 16 feet of half street paved width including gutter, OS wide curb, S' wide landscaped
planter, 5' wide sidewalk, and storm drainage improvements are required on the frontage on
Nile street. The frontage improvements are required to be constructed by the developer.

Project Proposal: The subject property is located on the west side of Nile Ave NE between NE
2nd St and NE 3rd St. The proposal is to subdivide the existing parcel into 7 lots for the future
construction of single family residences. The subject property totals 1.77 acres in area, and is
zoned Residential-4 dwelling units per net acre (R-4). Access to the proposed lots would be
provided via a 26-foot wide private street, extended from Nile Ave NE, terminating in a
hammerhead turn around.
Current Use: The site is currently vacant.
Zoning/Density Requirements: The subject property is located within the R-4 zoning
designation. The maximum density for this property would be 4.0 dwelling units per net acre
(dulac). The area of public and private streets and critical areas would be deducted from the
gross site area to determine the "net" site area prior to calculating density. Using the gross
square footage the proposal for 7 lots arrives at a gross density of approximately 3.95 dulac (7
lots 11.77 acres = 3.95 dulac). However, the area located within the private access street was
not pro1llded with the pre-appllcat/on packet and therefore the net density could not be
calculated.
The applicant will be required to comply with the density requirements of the R-4 zoning
designation using the net site area.
Development Standards: The project would be subject to RMC 4-2·110A, "Development
Standards for Single Family Zoning Designations" effective at the time of complete application
(noted as "R-4 standards" herein).

Minimum Lot Size, Width and Depth -The minimum lot size permitted in the R-4 is 8,000 square
feet. A minimum lot width of 70 feet is required for interior lots and 80 feet for corner lots. A
lot depth of 80 feet is required. The proposal appears to comply with the lot size, width and
depth requirements of the zone.
Building Standards -R-4 zone allows a maximum building coverage of 3S% of the lot area or
2,500 square feet, whichever is greater for lots over 5,000 square feet in size. The maximum
impervious surface would be limited to 55%. Building height is restricted to 30 feet from
existing grade. The proposal's campliance with the building standards would be verified at the
time of building permit review for the new residences to be located on all lots.
Setbacks -Setbacks are the minimum required distance between the building footprint and the
property line and any private access easement. The required setbacks in the R4 zone are 30 feet
for the front yard except for small lot clusters then 15 feet. The rear yard setback is required to
be 25 feet except 20 feet is allowed in small lot clusters. Interior side yards are required to have
a 5 foot setback.
The setbacks for the new residences would be reviewed at the time of building permit. The
existing residence, proposed for retention, appears to comply with the setback requirements
of the zone.
Building Design Standards -All single family residences would be subject to the Residential
Design Standards outlined in RMC 4-2-115. The proposaYs compliance with the residential
design standards would be verified at the time of building permit review for the new
residences to be located on all lots. Please toke nat of the following standards

• Lot width variation of 10 feet (10') minimum of one per four (4) abutting street-fronting
lots, or
• Minimum of four (4) lot sizes (minimum of four hundred (400) gross square feet size
difference) for at least every four (4) abutting street fronting lots, or
• A front yard setback variation of at least five feet (5') minimum for at least every four (4)
abutting street fronting lots.
Access/Parking: Access to site is provided via a proposed 26-foot wide private street extended
from Nile Ave NE terminating in a hammerhead turn-around. Private streets are allawed for
access to 6 ar /ewer lots, provided at least 2 of the 6 lots abut a public right-of-way. The
propased private street would necessitate a street modification due ta number of proposed
lots. It does not appear that anything would predude the development from meeting the
CIty's Complete Street standards. Therefore a street modification wauld nat be supported at
this time. The appllcont would be required to revise the plat plan ta provide a limited
residential access street meeting RMC 4-6-060.
Each lot is required to accommodate off street parking for a minimum of two vehicles.
Driveways: The maximum driveway slopes cannot exceed 15%, provided that driveways
exceeding 8% are to provide slotted drains at the lower end of the driveway. If the grade
exceeds 15%, a variance is required.
Landscaping -Except for critical areas, all portions of the development area not covered by
structures, required parking, access, circulation or service areas, must be landscaped with

native, drought-resistant vegetative cover. The development standards require that all pervious
areas within the property boundaries be landscaped. The minimum on-site landscape width
required along street frontages is 10 feet.
Please refer to landscape regulations (RMC 4-4-070) for further general and specific landscape
requirements (enclosed). A canceptuallandscape plan shall be submitted at the time a/ Shart
Plat appllcatian.
Significant Tree Retention: If significant trees (greater than 6-inch caliper) are proposed to be
removed a tree inventory and a tree retention plan along with a tree retention worksheet shall
be provided with the formal land use application. The tree retention plan must show
preservation of at least 30 percent of significant trees, and indicate how proposed building
footprints would be sited to accommodate preservation of significant trees that would be
retained. If the trees cannot be retained, they may be replaced with minimum 2 inch caliper
trees at a ratio of six to one.
Critical Areas: The project site may contain possible wetlands. The applicant will need to
provide a stream/wetland reconnaissance and delineation if wetlands are present on site. In
addition, if impacts are proposed to the stream, wetland or their buffers the applicant would
need to provide a conceptual mitigation plan. The City's approved consultant list is enclosed in
the information packet. It Is the applicant's responsibility to ascertain whether addltionol
critical areas are present on the site. 1/ so, the proposal would need to be revised accordingly.
Environmental Review: Environmental (SEPA) Review is required for projects nine lots or
greater, or on sites that contain critical areas. Therefore SEPA would not be required for the
proposed subdivision.
Permit Requirements:
The proposed subdivision would require Short Plat Approval. All land use permits would be
processed within an estimated time frame of 6-8 weeks. The Short Plat Review application fee
is $1,400. A 3% technology fee would also be assessed at the time of land use application.
Detailed information regarding the land use application submittal is provided in the attached
handouts.
The applicant will be required to install a public information sign on the property. Detailed

attached handouts. Once Preliminary Short Plat approval is obtained, the applicant must
complete the required improvements and dedications, as well as satisfy any conditions of the
preliminary approval before submitting for Final Short Plat review. Once final approval is
received, the plat may be recorded. The newly created lots may only be sold after the plat has
been recorded.
Fees: In addition to the applicable building and construction fees, the following impact fees
would be required prior to the issuance of building permits:
• A Fire Impact fee currently assessed at $479.28 per new single family residence but
subject to change.
• A Transportation Impact fee currently assessed at $717.7S per new single family

Proposed Construction Dates (begin and end dates): Start of construction is proposed for
Spring 2014 with the clearing and grading of the site. The installation utilities/frontage improvements will
occur after that time. Frontage improvements and utility connections within Nile Avenue will cause minor
disruption to traffic. These frontage improvements will include: off-site drainage, sewer extension, and
water crossing, paving, sidewalk, and landscaping.
Hours and days of operation: 8:30 am to 3:30 pm, Monday through Friday or as otherwise allowed by
City of Renton.
Proposed Hauling! Transportation routes: Materials and labor to the site are proposed to park on site
and access from Nile Avenue.
Measures to minimize construction activities: The majority of construction activities are on site and
outside of the road section of Nile. Disruption of traffic on Nile will be minimized to utility connections.
Special hours: No special hours are necessary to complete construction. Weekend work may be necessary
to be scheduled for completion; this will be determined by owner, contractor, and City of Renton.
Preliminary Traffic Control Plan: Coordination with the City of Renton staff will be necessary to
minimize disruption to traffic on Nile Avenue. Once a contractor is selected, a traffic control plan will be
submitted and approved prior to the pre-constnuction meeting with the City of Renton. This plan will be
installed prior to any constnuction activities.

This report summarizes the results of our site assessment and geologic research on the
residential property located on the west side of Nile Avenue NE in Renton. It is
understood that new residences will be constructed on this seven lot subdivision.
The purpose of this report is to describe existing site and subsoil conditions, and to
provide recommendations for site development and foundation design. Geologic
mapping by Booth, et al in 2007 along with prior investigations in this area were used as
references for this report.
Site Conditions
This rectangular property is relatively flat and covers an area of about 1.8 acres.
Existing residential properties are located on the north, west and south sides of this
property. Access to these proposed residences will be provided by a driveway off of Nile
Avenue.
According to geologic mapping for this area of Renton the property is underlain by very
dense glacial till (Qvt) that consist of fine silty sands and sands. These soils have very
low permeability and will not allow for onsite storm water infiltration into this very
dense glacial formation.
Geotechnical Recommendations
Based on the results of our site assessment the following recommendations have been
prepared for site development and foundation design. The dense native soils will
provide excellent support for the new residence foundations using a recommended
bearing value of 2500 psf. Estimated footing depths below final building pad grades will
not exceed 1.5 to 2 feet. A passive earth pressure of 250 pc{ may be used for lateral force
restraint around the perimeter foundation walls.

Foundation subdrains should be installed around the perimeter building foundations,
and these PVC drain pipes should be protected with drain gravel and a geofilter cloth.
Storm water runoff from the roof and impervious surface areas should be collected for
discharge into the City storm drain system due to the highly impervious nature of the
glacial till subsoils.
Concrete Floor Slabs
Interior house slabs may be poured directly on the native dense soils after placement of
an impervious moisture barrier that is covered with 2 inches of sand. All concrete
should be placed in accordance with current ACI standards.
Summary
Field inspection and consultation services should also be provided to verify that
subsurface conditions are as expected. Should conditions be revealed during
construction that differs from the anticipated subsurface profile, we will evaluate those
conditions and provide alternative recommendations where appropriate.
Our findings and recommendations provided in this report were prepared in accordance
with generally accepted principles of engineering geology and geotechnical engineering
as practiced in the Puget Sound area at the time this report was submitted. We make no
other warranty, either express or implied. Please call me if there are any questions.
