The applicant is requesting a shoreline exemption in order to repair 475 linear
feet of a 10 foot wide concrete walkway. The existing trail is located along the
right bank of the Cedar River near 105 and 107 Williams Ave. N. This portion of
the Cedar River is designed Shoreline High Intensity and is located in Reach B.
The walkway is a portion of the Cedar River Trail a public walking path
connecting Williams Ave. N and Logan Ave. N. The repair project would replace
the existing damaged walkway with reinforced concrete that would be 8 feet 6
inches wide, overall reducing the width of the trail from 10 feet. The trail ranges
from 10 feet to 100 feet from the top of the right bank of the river.
Approximately 300 square feet of the walkway is located in the 100 year flood
plain of the Cedar River. No trees would be removed and there would be no
increase in impervious surface or new buildings as a part of the repair project.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved on the
proposed project in accordance with RMC 4-9-190C 'Exemptions from Permit System' and for the following
reasons:
Subsection 3: Maintenance and Repair: Normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements:
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully
established condition.
b. "Normal repair" means to restore a development to a state comparable to its original condition, including
but not limited to its size, shape, configuration, location and external appearance, within a reasonable period
after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline
resource or environment.
c. Replacement of a structure or development may be authorized as repair where such replacement is the
common method of repair for the type of structure or development and the replacement structure or
development is comparable to the original structure or development including, but not limited to, its size,
shape, configuration, location and external appearance and the replacement does not cause substantial
adverse effects to shoreline resources or environment . .-

The City of Renton is required by the Washington State Department of Ecology to track and evaluate the
effectiveness of the Shoreline Master Program at achieving no net loss of shoreline ecological functions with
respect to shoreline projects. The City will use shoreline development tracking information to prepare a Shoreline
Master Program report every eight years to comply with the Shoreline Management Act requirements.

Project Description: The existing upper Cedar River Trail along the right bank of the
Cedar River has numerous cracks and upheavals due to age and the adjacent large trees.
This project will remove approximately 475 linear feet of the 10 foot wide concrete
walkway, and replace it with a reinforced concrete walkway that will be 8'-6" wide. The
demolished walkway will be disposed of properly. The tree roots directly below the walk
will be cut and removed.
This project type is considered to be a normal maintenance or repair of existing
structures or developments.
Work is anticipated to occur between October 14, 2013 and October 31, 2013. No other
permits are required for this work.
The walkway is a part of the paved Cedar River Trail, a walking path connecting Williams
Avenue North and Logan Avenue North.
There are no special features of this site, and its location ranges from 10 feet to 100 feet
from the top of the right bank of the Cedar River, and approximately 25 to 30 feet in
elevation gain from the ordinary high water mark of the shoreline. It is located within
the open park space between the Cedar River and either the city's parks and facilities
maintenance shops or the Renton Senior Activity Center. No trees will be removed, and
there will no increase in the amount of impervious surfaces.
Approximately 300 square feet of the walkway renovation is within the 100 year flood
limit of the Cedar River, in a portion near the Renton Senior Activity Center.
The total construction cost for this project is $107,700.00, including WSST.
